7:30 p.m. Murray Tocher – Proposal: Murray Tocher did not appear before Council as had been scheduled.

7:45 p.m. Donna Duggan, for McCreary Recreation Commission RE: Playground Equipment – COPIED: Donna Duggan, Chairperson of the McCreary Recreation Commission attended to present and discuss its proposal to purchase five new pieces of playground equipment to be installed at Fletcher Park as included in its letter to Council dated February 12, 2018. The McCreary Recreation Commission is requesting that the municipality be responsible for installation and assembly costs of these five new pieces of equipment and that the costs of purchase in the amount of $25,000.00 will be paid by the McCreary Recreation Commission. Installation and assembly instructions are included with the letter. The Playground Certificate held by the Operations Foreman is required to assemble and install. Mrs. Duggan was thanked for attending and then left the meeting.

#40/2018 BE IT RESOLVED THAT the Municipality of McCreary Revised Financial Statements as at December 31, 2017 be approved by Council as prepared by the Chief Administrative Officer on a cash basis and on the understanding that these statements are prior to audit, do not include amortization expenses, do not include PSAB entries and are not prepared on a consolidated basis.

f) Financial Planning 2018 – Next Meeting and Possible Hearing Date: The public hearing date to present the 2018 Financial Plan can be set after we have a response from The Municipal Board concerning the Special Service Levy Proposals. A Special Meeting for financial planning was scheduled for March 7, 2018 at 7:00 p.m.

g) Financial Services – Municipality of McCreary: If a credit union can be attracted to McCreary financial services are to move to it. If not banking services are to continue with the Royal Bank of Canada. Information received on various debit machine providers was discussed. Once further information is received it is to be provided to Council.

h) 2017 Audit Scheduled for March 12 to 16, 2018: The 2017 audit has been scheduled with MNP for the week of March 12 to March 16, 2018.

UNFINISHED BUSINESS: a) Property Consolidation – TABLED. b) McCreary Municipal Cemetery By-Law Review: TABLED. c) Municipal By-Law Enforcement: TABLED. d) Development and Building Permit Applications: The Building Permit for 424 Fletcher Avenue for the addition as per the Variance granted by Council previously has been received. e) Remote Water Reading Software, Etc.: Administration is proceeding with implementing the new software as well as changing the account information as required to proceed with the electronic water meter reading system to ensure the information can be uploaded for Public Works to use when taking the readings on or about February 28, 2018. f) Fire Department:

Fire Safety Inspections and Plan/Reporting – COPIED: Options are to be explored.

Fire Department Membership Amendment: This matter can be removed from the Agenda until the written request has been received. g) Water Supply System Funding – COPIED: This matter was referred to the 2018 Budget file. h) The Home Warranty Program – TABLED. i) Financial Services for McCreary, Manitoba: A letter from Catalyst Credit Union dated February 16, 2018 indicating that it will not be pursuing an opportunity in McCreary at this time as they are focused on the merger presently was reviewed by Council. Other credit unions are to be approached as well. j) Utility Rate Study – TABLED. k) Municipal Procurement Policy: TABLED. l) Cannabis Matters – TABLED. m) Tax Sale: Second Notices will be served in early March, 2018 for the properties that still qualify. The process, timelines and future requirements and regulations of Council were reviewed.

n) 2018 Urban Mowing Fees – COPIED:

#44/2018 BE IT RESOLVED THAT the Municipality of McCreary hereby sets its charge out rate for grass mowing for the 2018 season at $600.00 per urban lot with the exception of Roll #100/150/700 which is set at $1,200.00, on the understanding that these rates are for the entire 2018 mowing season and include the equipment and the operator, and as provided for previously in Village of McCreary By-Law #9/2004.

o) Municipal Land Leases – COPIED:

#45/2018 WHEREAS the Municipality of McCreary passed Resolution #372/2017 offering the present Lessees under Leased Land Agreement for Municipal Lands a further five year term being May 1, 2018 through April 30, 2023 with all terms and conditions of these agreements to remain unchanged;

AND WHEREAS written requests have been received asking that immediate family members’ names be added as Lessees for these five year terms as offered;

THEREFOREBE IT RESOLVED THAT the Municipality of McCreary agrees to these requests and authorizes the Chief Administrative Officer to amend the Lessees names as requested.

p) Rural Civic Addressing: We have not received the revisions requested back from DataLink at this time. The Operations Foreman is to obtain pricing for signs and stakes.

q) Association of Manitoba Municipalities – Municipal Officials Seminar - COPIED: This matter will be considered further at the next special meeting planned for March 7, 2018, once the seminar agenda is more complete.

r) Manitoba Municipal Administrators’ Association – Conference - COPIED:

#46/2018 BE IT RESOLVED THAT Wendy Turko, Chief Administrative Officer, or Jillian Petillion, Assistant Chief Administrative Officer be authorized to attend the Manitoba Municipal Administrators' Association Conference in , Manitoba on April 22, 23, 24 and 25, 2018 on the understanding that the registration fee of $375.00 per person, 3 nights of accommodations if required, mileage and meals not included in the registration fee will be at the cost of the Municipality of McCreary.

s) Manitoba Youth Job Centre – COPIED: The job posting closes February 28, 2018, and will then be referred to the Personnel Committee. Documentation will be completed as required.

t) Insurance: McCreary Agricultural Society: We may expect this matter to have further developments. The item is to be removed from the agenda until the attention of Council is again necessary.

McCreary Swimming Pool – COPIED: A revised quote has been submitted to the insurer for approval. It will be necessary to order the material to proceed with repairs as soon as possible to ensure the swimming pool can open as usual.

#47/2018 BE IT RESOLVED THAT the Municipality of McCreary pay $16,099.65, including G.S.T., to McCreary Plumbing & Electrical being an advance payment of 50% of the costs to proceed with ordering the pool heater, sand filter, pumps, etc. necessary to proceed with repairs required due to an insurable loss at the McCreary Swimming Pool on August 7, 2017 on the condition that authorization to proceed is received from the insurer prior to payment being made to McCreary Plumbing & Electrical.

u) Sale of Lots 46 and 47, Plan 6261 – TABLED: This matter is to proceed with documents to be received by the municipality from the Purchasers.

GENERAL BUSINESS:

a) McCreary Swimming Pool – Request for 2018 Funding – TO BE COPIED: The letter of request is to be received shortly.

b) Emergency Plan – Table Top Exercise: We are waiting for suggested dates to be received from the Emergency Coordinator.

c) Financial Assistance Program – COPIED: This information is to be filed for future consideration.

#48/2018 BE IT RESOLVED THAT Reeve Larry McLauchlan, or his delegate, represent the Municipality of McCreary during the opening ceremonies of the 2017/2018 Bantam C Provincial Championship being hosted by McCreary Minor Hockey at the McCreary Centennial Arena on March 9, 10 and 11, 2018.

BE IT FURTHER RESOLVED THAT the Municipality of McCreary give a grant/sponsorship in the amount of $100.00 to McCreary Minor Hockey for this event. CARRIED.

#49/2018 BE IT RESOLVED THAT a grant of $1,000.00 be committed from the 2018 Financial Plan to the Burrows Trail Arts Council, subject to approval of the 2018 Financial Plan. CARRIED.

#50/2018 BE IT RESOLVED THAT a grant of $20.00 be paid to Parks Route to keep its website active for a further year. CARRIED.

#51/2018 BE IT RESOLVED THAT the Municipality of McCreary agrees to accept an offer by Westman Communications Group to renew its Rental Agreement with the Municipality of McCreary for the land upon which its head end building and equipment sit being Parcel B, Plan 5797 for a term of three years beginning May 15, 2018 for the amount of $675.00 per year, on the understanding that one year’s written notice to terminate is required from either party.

AND BE IT FURTHER RESOLVED THAT the Reeve and the Chief Administrative Officer be hereby authorized to sign the said Renewal Agreement on behalf of the Municipality of McCreary.

#52/2018 BE IT RESOLVED THAT the Municipality of McCreary make a per capita grant in the amount of $892.00 to STARS Foundation. CARRIED.

#53/2018 BE IT RESOLVED THAT Larry McLauchlan, Dave Smith and Allan Whyte be authorized to attend the meetings concerning aligning Conservation Districts to Watersheds as follows:

1. Lake Basin on March 6, 2018 from 1:00 to 4:00 p.m. in Dauphin, Manitoba:

2. Lake Manitoba and Lake Winnipeg Basins on March 8, 2018 from 1:00 to 4:00 p.m. in , Manitoba;

on the understanding that meals not included and mileage will be at the cost of the Municipality of McCreary.

#54/2018 WHEREAS the Municipality of McCreary is recognized as a certified Donee under Sub-Paragraph 149.1 of The Income Tax Act (Canada).

AND WHEREAS the McCreary Arena has requested that the Municipality of McCreary accept donations on its behalf for the McCreary Mustangs Atom Hockey Team Fundraiser.

THEREFORE BE IT RESOLVED THAT the Municipality of McCreary agrees to accept donation(s) for the McCreary Arena.

#55/2018 BE IT RESOLVED THAT Augest Marcq, Municipal Public Works Operator, be hereby authorized to attend the Water and Wastewater Certification Preparation Workshop being hosted by Workplace Essential Skills Training Centre on March 13, 2018 in Dauphin, Manitoba on the understanding that there is no registration fee and on the understanding that meals not included and mileage be at the expense of the Municipality of McCreary. CARRIED.

STANDING COMMITTEES OF COUNCIL:

a) Legislative, Finance, Personnel and Policy: (Roy–Kohlman-McLauchlan-Smith)

#56/2018 BE IT RESOLVED THAT a Committee of the Whole of the Municipality of McCreary go in camera for the purpose of discussing an employee or employees as provided for in Subsection 152(3) of The Municipal Act.

CARRIED.

#57/2018 BE IT RESOLVED THAT the Municipality of McCreary close its in camera discussion and re-open the meeting to the public. CARRIED.

Position Description Review – COPIED:

#58/2018 BE IT RESOLVED THAT the Position Description for the position of Full Time Equipment Operator/Labourer #1 be removed from the Municipality of McCreary Personnel Policy and be replaced by the Full Time Equipment Operator Position Description effective immediately.

BE IT FURTHER RESOLVED THAT the Position Descriptions for all other positions remain unchanged. CARRIED.

#59/2018 BE IT RESOLVED THAT the position of Full Time Equipment Operator be advertised in two issues of the Banner and Press, Parkland Shopper and eBrandon with a closing date of March 23, 2018. CARRIED.

Personnel Policy Review and Re-Draft: TABLED. Completion of Probationary Employment – Casual Office Assistant:

#60/2018 BE IT RESOLVED THAT THE Municipality of McCreary acknowledges the successful completion of the probationary period of employment by Liana Kaiser, Casual Office Assistant, and hereby agrees to extend to Liana Kaiser the full benefit package in accordance with its Personnel Policy effective February 8, 2018 with approval of the providers being Municipal Employee Benefits Program and Western Financial Group.

BE IT FURTHER RESOLVED THAT the rate of pay for Liana Kaiser be increased from $15.00 per hour to $15.30 per hour effective February 8, 2018. CARRIED. 10 Approved by Resolution #72/2018

Gravel Program – Quarry Permits, Right of Entry, Quotes:

#61/2018 BE IT RESOLVED THAT the Municipality of McCreary make application for quarry permits to Manitoba Mineral Resources as follows:

- Casual Quarry Permit for LS 3 of 19-21-13W – McCreary Community Pasture Gravel Pit for 10,000 tonnes of gravel;

- Casual Quarry Permit for LS 3 of 19-21-13W – McCreary Community Pasture Gravel Pit for 21,000 tonnes of rock or stone.

BE IT FURTHER RESOLVED THAT the Municipality of McCreary make application for Right of Entry upon Legal Subdivision 3 of 19-21-13W within the McCreary Community Pasture for the purpose of removing gravel, rock and stone for the period of approximately May 1, 2018 through December 31, 2018.

AND BE IT FURTHER RESOLVED THAT the Municipality of McCreary proceed with requesting Invitational Quotes for hauling and spreading approximately 7,000 yards of crushed gravel from the McCreary Community Pasture with a closing date of March 2, 2018 at Noon and on the understanding that the 2018 Gravelling Program is to be complete no later than July 31, 2018.

AND BE IT FURTHER RESOLVED THAT the Municipality of McCreary proceed with requesting Invitational Quotes for dipping approximately 7,000 yards of pit run gravel from the McCreary Community Pasture with a closing date of March 2, 2018 at Noon and on the understanding that this work is to be completed no later than October 1, 2018.

AND BE IT FURTHER RESOLVED THAT the Municipality of McCreary proceed with requesting Invitational Quotes for crushing approximately 15,000 yards of gravel from the McCreary Community Pasture, 1,000 yards of which are to be delivered to the Public Works Grader Shed, with a closing date of March 2, 12018 at Noon and on the understanding that this work is to be completed no later than December 1, 2018.

Dust Control Program – Quotes:

#62/2018 BE IT RESOLVED THAT the Municipality of McCreary proceed with requesting Invitational Quotes for dust control application within the Municipality of McCreary on a “per litre” cost basis with a closing date of March 2, 2018 at Noon.

Road Maintenance Standards by Season – COPIED:

#63/2018 WHEREAS the Municipality of McCreary has reviewed and revised its Snow Clearing Policy;

THEREFORE BE IT RESOLVED THAT the Municipality of McCreary hereby approves its “Road Maintenance Standards by Season” Policy as attached for immediate implementation.

Application for License to Construction Water Control Works – COPIED:

#64/2018 BE IT RESOLVED THAT the Municipality of McCreary has no objection to maintenance of natural drains upon SW 33-21-15 W, SW 32-21-15 W, NW 34-21-15 W, SE 34-21-15 W subject to:

1. An approved Water Rights Licence for this work being obtained by the property owners from Manitoba Water Stewardship prior to the work proceeding, with an approved copy to be provided to the Municipality of McCreary;

2. All costs of the project will be at the cost of the property owners.

A copy of a letter of resignation provided to the McCreary Community Centre was acknowledged and filed.

#65/2018 BE IT RESOLVED THAT the Municipality of McCreary supports the project proposed by the McCreary Recreation Commission to purchase a Whirl-A-Round, a Flip Flop, a Spinami, a Vaquero and a Tether Ball Set for placement in Fletcher Park on the understanding that:

1. The purchase cost of $25,000.00 is to be funded by the McCreary Recreation Commission ($10,000.00 by use of a grant from the McCreary Branch of the Royal Canadian Legion No. 173 and $15,000.00 from the McCreary Recreation Commission);

2. The Municipality of McCreary will be responsible for the installation and assembly of these five new pieces of playground equipment.

f) Turtle River Watershed Conservation District #2 – Sub-District #44 (Buchanan-Whyte): Attending the district alignment meetings was discussed. Councillor Buchanan will be attending as the new Chairperson. Funding options through Fisheries and Oceans are being explored.

g) Whitemud Watershed Conservation District – Big Grass Sub-District (Smith-Buchanan): The Minutes and Reports of January 18, 2018 were reviewed and filed.

h) Inter-Ridge Veterinary Services (Whyte-Buchanan): A Veterinarian has been interviewed.

i) Westlake Veterinary Board (Whyte-Roy):

Financial Documentation: The Municipality of McCreary will be willing to accept whatever financial reporting is required by the Province of Manitoba.

j) Neepawa & Area Veterinary Board (Smith-Cripps): Nothing new to report.
