G. REGIONAL SITUATION

Region IV-B • Knee-deep flooding and landslides at the Tablas Circumferential Road along Nabang Section, Sta. Maria and Tablas Circumferential Road along Brgys. Tumingad, Libertad, Paniqui, Anahaw, and Dapawan, all in Odiongan, Romblon due to continuous heavy rains affected 15 families / 75 persons • Damaged Magsupot, Sta. Maria/Bacawan and San Augustin Bridges along Brgy. Calogonsao, Alcantara, Romblon rendered the area impassable to traffic • Flooding occurred in the municipalities of and Roxas, both of • Port operations in City, de Ilog , Balanacan, Kawit, and Romblon was suspended – resumed on 13 October 2011 • Flooding occurred in the municipalities of Roxas and Mansalay in Oriental Mindoro • Flooding in Lalud, Sta. Maria Village, Guinobatan, Calapan City in Oriental Mindoro already subsided as of 14 October 2011

Region V • Overflowing of the Pinamangcaan Spillway resulted to flooding in the Municipality of Balud, province of rendering the Tawad-Balud road passable only to heavy trucks/equipment • A landslide occurred along Donsol-Banuang Gurang Road in Donsol, - clearing operation to start if weather condition improves • As of 14 October 2011, all classes at all levels in resumed • As of 6AM of 13 October, all ports in the region resumed normal operations and now cleared of stranded passengers and vehicles

Region VI • As of 8:00 AM, 12 October 2011, seventy eight percent (78%) of the entire population of President Roxas, Capiz is underwater due to flood water estimated at 1.9 meters deep, rendering the area impassable to light vehicles – subsided as of 13 October 2011 • Flooding occurred at Sitio Kawayanan, Brgy. Cano-an, Estancia, Iloilo with floodwaters at waist deep level destroying four (4) houses and affecting four families who evacuated to the Central School evacuation center

3 Region VII • City declared their flooded barangays under State of Calamity • Eleven (11) families from San Francisco, Camotes Island sought shelter at San Francisco Elementary School due to torrential rains • The mini-hydro dam in Sevilla, Bohol and Hanopol Electric Dam in Balilihan, Bohol released 40% of impounding water due to continuous rains • Flooding occurred at the vicinity of Manaba River in Garcia-Hernandez, Bohol • Minor landslide occurred at East Road (TER), km. 211.500, Tagbilaran City, Bohol but still passable • Provincial road along Brgy. Don Gregorio Antigua, Borbon, Cebu was rendered impassable to all type of vehicles due to landslide. DPWH immediately conducted clearing operations • Two (2) houses along B. Rodriguez and Guadalupe Streets, Cebu City were partially damaged by uprooted trees brought by strong winds • Flooding and strong winds occurred in Bantayan, Bantayan Island, Cebu totally destroying one (1) house • In Camotes Island, 11 families from Brgy. Campo were evacuated to San Francisco Elementary school and provided assistance

Region VIII • Big waves damaged 3 houses along the shoreline of Brgy. Palengke, Caibiran, Biliran • A landslide hit Brgy. Dampoy, Sogod, Southern rendering the Sogod-Mahaplag road impassable. Clearing operations by the District Engineering Office of immediately started– reported passable as of 12 October 2011 • Landslides along Brgys Pancho Villa, Kahupian and Olisihan, Sogod, Leyte made roads impassable - reported passable as of 12 October 2011 • St. Bernard, Southern Leyte experienced minor and manageable flooding; a portion of the waterworks system at Brgy. San Isidro, St. Bernard was damaged but repairs were carried out immediately by the Municipal Engineering Office • Overflowing of water at Brgy Lambuano, Malitbog, Southern Leyte damaged a bridge • Evacuees from Brgys Mahayag, Tabontabon and Lepanto in St. Bernard, Southern Leyte have returned to their homes

Region X • Residents of Brgy. Bulua and Sitio Calacala, Brgy Macasandig, and de Oro City prepared for possible evacuation as the water level in River rose • Flooding occurred in Zones 1, 2, 2B, and 3, Brgy Amoros, El Salvador City, Misamis Oriental, Brgy Igpot in Opol, Misamis Oriental, and in Cagayan de Oro City due to continuous rains. Five (5) houses were totally destroyed and 270 families / 109 persons were evacuated to various evacuation centers. Seventy four (74) families in Brgy Canitoan, Cagayan de Oro City evacuated to the covered court of Brgy. Canitoan • Flooding at Brgys. Igpit and Malanang, Opol, Misamis Oriental was at knee-deep level - subsided as of 13 October 2011

Region XII • A flashflood swept through 2 Puroks of Brgy City Heights, City. One at Purok Johnny Ang and the other at Purok PI-16, affecting a total of 232 individuals and totally destroying 5 houses

NCR • As of 10:30 PM of 12 October 2011, flooding occured in the following areas, particularly at Brgy. 177 Zone 18, Magkaisa St., Malibay with 12-inch flooding yet passable to light vehicles and at Brgys 180 Zone 19, San Lorenzo St. Maribacan and 185 Zone 19, Almazor St. Maribacan, both with 24 inches flooding and impassable to light vehicles; at Barangays Lapaz, Tejeros and Pio del Pilar with 5-6 inches flooding but still passable to all types of vehicles – flooding in the abovementioned areas have already subsided as of 14 October 2011

4 • As of 5:00 PM, 14 October 2011, the following areas remain flooded but nonetheless still passable except for light vehicles: City particularly at Brgy. Poblacion, Brgy. Putatan, Brgy. Bayanan, and Brgy. Sucat, with knee- deep flooding

III. EMERGENCY PREPAREDNESS AND RESPONSE

A. NDRRMC • NDRRMC-OpCen remains on “Red Alert ” status since the entry of Typhoon “Pedring” in the Philippine Area of Responsibility (PAR) and representatives of member agencies are still manning their post at the NDRRMC–OpCen to continuously coordinate with their local counterparts for their preparedness measures and possible pre emptive evacuation in high risk areas

• NDRRMC-OpCen is continuously disseminating NDRRMC Advisories on Severe Weather Bulletins and Flood Bulletins to all regions likely to be affected by TD “Ramon” through SMS and facsimile and uploaded these advisories at the NDRRMC Website, Facebook, and Twitter accounts for further dissemination to the public

• USEC BENITO RAMOS directed all RDRRMCs in and regions through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants

• USEC BENITO RAMOS called for an emergency meeting on 11 October 2011 and discussed the current situation brought by TD Ramon, the possible landfall, and agencies’ necessary preparedness measures; to provide guidance to the agencies. Said meeting was attended by NDRRMC member agencies such as: DOH, DPWH, DepEd, AFP, PNP, PCG, MMDA, NAPOCOR, and PAGASA

• DSWD pre-positioned Php7.5 Million standby funds and Php56.67 Million worth of relief supplies in all DSWD-FOs along the typhoon path, amounting to PhP64.18 Million :

B. RDRRMCs • RDRRMCs’ member agencies continue their proactive measures and programs through their respective local counterparts

• Lessons were learned from the eleven (11) destructive tropical cyclones that successively entered the PAR from May to October of this year which battered almost all the provinces in Northern, Central, and Southern . Hence, emergency

6 responders from Mindanao and Visayas including Southern Luzon, have already prepared since the time Tropical Depression Ramon entered the PAR

• Provinces in Regions IV-B, V, VI, VII, VIII, IX, IX, X, XI, CARAGA and ARMM that are likely to be affected initiated measures in terms of warning information dissemination from the regional down to the level; activated their disaster operations center; alerted their respective responders and prepositioned resources (logistics, supplies, and manpower); and conducted emergency meetings in preparation for the expected landfall in Visayas and Mindanao

• The local counterparts of AFP, PNP, DILG, BFP, PCG, DOH, DSWD and PIA, in Regions IV-A, IV-B, V, VI, VII, VIII, X and CARAGA have pre-positioned their respective resources in terms of logistics, manpower, and equipment for possible SAR and Relief operations in their area of responsibility (AOR)

C. REGIONAL RESPONSES

RDRRMC IV-A • PCG and Philippine Ports Authority Batangas suspended all sea travels going to , Oriental Mindoro, , and Romblon • PPA-PMO Calapan’s Emergency Disaster Preparedness Plan is implemented in all four (4) terminals (Roxas and Calapan in Oriental Mindoro and San Jose and in Occidental Mindoro)

RDRRMC IV-B • RDRRMC IV-B Response Committee conducted an emergency meeting on 11 October 2011 to discuss preparations in anticipation of TD “Ramon” including resource inventory ; deployed personnel to monitor the weather situation and related incidents in the provinces of Oriental Mindoro and Marinduque; coordinated with DILG IV-B re activation of the their Provincial Disaster Monitoring Center; and advised transport groups to cancel operations going to the Roxas Port • The Local Government of Bulalacao, Oriental Mindoro thru the Municipal Social Welfare Development Office provided hot meals worth PhP15,000.00 to the affected families • Oriental Mindoro Provincial Disaster Respose Team together with the MDRRMCs of Mansalay and Roxas conducted assessments in the flooded areas • PPA-PMO Calapan has placed Emergency Disaster Preparedness Contingency Plan in the Terminals of Roxas, Calapan, Oriental Mindoro, San Jose, and Abra de Ilog • DILG IV-B activated their PDMC in all their provinces; deployed emergency response, rescue and medical teams, evacuation and rescue equipment; activated designated evacuation centers, deployed personnel to in-charge of food handling and orderly distribution of relief goods, medical and counseling services, and interpersonal conflicts • DSWD IV-B prepositioned a total of 2,100 family packs for the entire Region • DOH CHD IV-B distributed a total of PHP380,137.23 worth of assorted medicines • PNP-PPO Occidental Mindoro and Marinduque prepositioned assets such as patrol jeeps, dump trucks, Hi-Lux patrols, and personnel • DPWH IV-B deployed DRRM Team Maintenance Crew in identified critical areas to monitor the condition of roads and bridges and to attend to any emergencies • PDRRMC Oriental Mindoro convened on 12 October 2011 to discuss the preparedness efforts being facilitated by members of the council • MDRRMC Magsaysay, Oriental Mindoro activated the Operations Center on 12 October 2011 • PRC Oriental Mindoro provided hot coffee and “pandesal” to the stranded passengers in Calapan Port and provided medical assistance to a hydrocephalus patient

7 • PPO Romblon Rescue Team from San Andres MPS conducted rescue operation to more or less 30 students of Agpudlos Elementary School during a flash flood incident then proceeded to Brgy Mabini to rescue two (2) persons trapped in the flood • PhP41,200.00 worth of food and non-food assistance was extended to the affected families from the combined resources of DSWD (PhP2,400.00) and LGUs (PhP38,800.00)

RDRRMC V • RDRRMC V conducted an emergency meeting on 12 October 2011 to discuss preemptive measures for TS “Ramon” • LDRRMCs will take all necessary measure to ensure that the No Sailing Policy is implemented in their respective AORs • PCGDB strictly implemented HPCG Memo Circular No. 01-09 (Guidelines on the movements of vessels during heavy weather), Memo Circular No. 03 (Guidelines on motorboats/vessels in the absence of weather bulletins), HPCG SOP (interim guidelines on PCG Alert Condition Levels); and directed their respective DRG teams on standby • PIA aired the No Sailing Policy over DYME AM Radio and prepared written news reports for news readers of DYME in Bicol; as of 2 October, PIA Sorsogon forwarded at least 8 broadcast, 5 print and 1 on-line media including the Sorsogon PDRRMC on the NO SAILING POLICY in Bicol • 901 st BDE (Albay & ) conducted a planning conference and committed several assets (5 KM250s, 13 KM450s, 5 M35s, 1 elf truck, and one platoon each for Polangui, , and Legazpi City) • On 12 October 2011, DepEd declared suspension of classes at the kindergarten level for the entire Albay, with classes for elementary, secondary and tertiary levels except in the 3 rd District where elementary and high school classes were suspended • NAVFORSOL dispatched a DRU Team to Polangui, Albay for DRR Operation • DSWD FO V prepositioned 300 bags of NFA rice worth PhP405,000.00 intended as relief assistance to the Province of Masbate in anticipation of the effects of TS “Ramon” and other eventualities

RDRRMC VI • RDRRMC VI conducted a coordination meeting in preparation for the possible effects of TD “Ramon” • PDRRMC Capiz convened an emergency meeting re preparations for TD “Ramon” and likewise suspended classes at the primary and secondary levels • PDRRMC conducted an emergency meeting in preparation for TD “Ramon” • PDRRMC Roxas distributed relief goods to families of fishermen who were unable to go fishing • PCG suspended trips of all passenger vessels and fishing boats; CG Roxas Response Team together with PDRRMC personnel on board a Coast Guard rubber boat were dispatched to flooded areas to monitor the situation • LGU Estancia, PRC, and GMA Network extended relief assistance in the form of food packs, medicine, and used clothing to the evacuees of Estancia, Iloilo • LGU Ivisan established a Community Kitchen serving rice, noodles, sardines and milk for infants • LGU President Roxas extended assistance in the form of noodles, rice, sardines and coffee to the affected families • PhP 763,161.255 worth of relief goods was extended to the affected families coming from the combined resources of DSWD (PhP287,661.25) and LGUs (PhP475,500.00)

RDRRMC VII • Kabalikat Civic Communication Cebu Chapter established a base radio station at the OCD Regional Office to boost the Early Warning System (EWS) and monitoring of Camotes Island and Bohol including other flood prone areas

8 • PDRRMC Cebu conducted an emergency meeting on 11 October 2011 to assess the situation • TARSIER 117-Bohol closely monitors all the river systems for possible flash floods and landslides • PCG suspended all vessels below 1,000 gross tonnage from seafaring; Likewise suspended all types of seacrafts plying from Camotes Island and Danao City and vice versa, due to rough seas – port operations resumed on 13 October 2011 • PSWDO VII prepositioned 3,000 family food packs, clothing packs, and trained stress debriefers • On 13 October, DepEd Cebu issued a suspension of all classes at the primary and elementary levels • DOH-CHD VII placed all hospitals within AOR under OPLAN “White Code” • PIA instigated a SMS full blast alert in support to the “end to end” early warning system; media briefings were conducted at OCD/RDRRMC VII to inform the public and warn communities of impending disaster. Tri-media practitioners were also updated • Mandaue City was declared under State of Calamity to fast track relief support to the affected families in 16 barangays • DPWH Cebu District conducted clearing operations along Brgy. Curva, Borbon, Cebu • Billboards along the thoroughfares in Mandaue City were rolled down due to strong winds • PDRRMC Bohol’s Telephone and Radio System Integrated Emergency Response (TARSIER) assisted in warning the threatened communities • Respective Local MDRRMCs in Bohol conducted emergency meetings to implement their preparedness measures and prepositioned resources for possible response

RDRRMC VIII • RDRRMC 8 TWG Members called an Emergency Meeting at RITZ Tower in preparation for TS “Ramon”. ARD Gozon also attended the PDRRMC Leyte Emergency Meeting on 11 October 2011 • CDRRMC City prepositioned rescue teams and equipment for possible SAR operations • MDRRMC St. Bernard in Southern Leyte convened in preparation for TS Ramon • PNP SLPPO are placed on standby for deployment • DRTU of C/78IB, PA led by ILT Masankay was deployed to Maasin City to assist the LDRRMCs and monitor further effects. Also coordinated with Mayor Tan of Sogod, Southern Leyte for road clearing operations at the landslide areas in said municipality • PhP 54,000.00 worth of relief goods was extended by DSWD to the affected families in Maasin City, Southern Leyte

RDRRMC X • LGUs of Cagayan de Oro City and El Salvador City conducted damage and needs assessment (DANA) to the affected areas • The 4th Infantry Division PA and the 10 th Tactical Operations Group PAF prepositioned M35 trucks to provide transportation support during evacuations • Vessels sailing from the Ports of Balingoan-Misamis Oriental were all suspended • PNP Technical Support Platoon and personnel from Station 7 – Cagayan De Oro City Police Office conducted SAR operation at Iponan River particularly at Phase II, Scions, Caniotan, Cagayan de Oro City due to the overflowing of the Iponan River; likewise assisted in the evacuation of 370 persons

RDRRMC XI • RDRRMC XI conducted a press briefing attended by various media outlets (ABS- CBN, GMA, etc) to disseminate early warning information and update on the weather situation as well as preparedness measures

9 CARAGA • On 13 October, DepEd Regional Office suspended classes in all public Elementary schools • PCG advised all ships/boats below 1,000 gross tonnage to suspend their trips going north – port operations resumed on 13 October 2011 • Lipata Ferry Terminal Management coordinated with the CDRRMC for assistance to stranded passengers • PNP CARAGA directed the RPSB to prepare for SAR operations and coordinate with the local DRRMCs; activated their operations center • PPO and PPO assisted in the evacuation of 88 families / 260 persons from Surigao del Sur and Dinagat island • DPWH deployed DRR teams to flood and landslide prone areas to conduct monitoring activities. Heavy equipment such as dump trucks, backhoes, and graders are on standby • OCD RD CARAGA directed the Provincial Directors, Police Provincial Offices and City Director, Butuan City Police Office to preposition all SAR equipment and vehicles for possible search, rescue and evacuation operations • PDRRMC conducted assessment of available stock for possible relief operations if need arises. Likewise, relief and logistics team are on standby. The council conducted an emergency meeting at 7:00 AM, 11 October 2011 and assessed the situation • Electric Cooperative (ANECO) conducted clearing operation of primary line at Poblacion, Remedios T. Romualdez that caused the power interruption in Brgy. Sumilihon, Butuan City to Municipality of Santiago • PDRRMC Surigao del Norte deployed DANA team to assess the situation and the extent of damage in the affected municipalities • CDRRMC Butuan City is continuously monitoring the water level of Agusan River. As of 02 October, water is at 100 meters which is still at normal level • MDRRMC Barobo, alerted residents in low-lying areas for possible flooding and barangays along mountain slopes for possible landslides • MDRRMC Tubajon , Dinagat Island closely monitors the coastal area for possible storm surge and likewise in mountainous areas for possible landslides • CDRRM provided food assistance to the stranded persons at the Lipata Ferry Terminal • In Dinagat Island, MDRRMC Libjo distributed 5 kilos rice, 4 cans sardines, and 5 pcs. noodles per household while the MDRRMC San Jose , provided 1 sack rice, 3 boxes sardines, and 30 pcs. of noodles to the evacuees in Brgy. Luna • PNP Surigao with CDRRMC provided security and food assistance to stranded persons at Lipata Ferry Terminal

NCR • Members of the Outboard Advertising Association of the rolled down their tarpaulins • On 13 October, DepEd announced the suspension of classes at the kindergarten level while classes at the primary and secondary level is left at the discretion of the parents/guardians, local DepEd, or LGU concerned due to sudden changes in weather
