ITEM 1 ADOPTION OF THE AGENDA, TIMETABLE OF WORK AND REPORT OF THE BUREAU (149 EX/1, 149 EX/INF.1 and 149 EX/2) At its first meeting, the Executive Board adopted the agenda and timetable of work as set out in documents 149 EX/1 and 149 EX/INF.1. I Report by the Director-General on the execution of the programme

The Executive Board, 1. Having examined document 149 EX/5 (Parts I, II and III) and 149 EX/INF.3 and Add. and in particular the information on the first steps that have been taken recently and those that are under consideration for 149 EX/Decisions - page 2

the adaptation of the Organization to support the implementation of the Medium-Term Strategy (28 C/Resolution 0.12 (III), para. 17),

2. Noting that a comprehensive review of the personnel resources of the Organization is under way with a view to achieving the most efficient utilization of human resources through measures including agreed early retirement,

3. Noting with regret that a staff cost deficit of $7.3 million was produced during the biennium 1994-1995,

4. Recalling 28 C/Resolution 28.2 concerning a possible increase in staff costs in future,

5. Requests the Director-General therefore to:

(a) ensure that no deficit is incurred in staff costs in future;

(b) introduce all measures necessary to implement the programme within resource availability;

(c) present to it at its 150th session all relevant information on the staff situation including projections on short-term and long-term administrative and financial results and the implications of measures described in document 149 EX/5 (Part II), giving special attention to envisaged retirements, separations and related indemnities, and also on the overall situation with regard to staff costs, expenditures for temporary assistance, personal promotions and consultants, in particular special advisers, and related costs (contracts, travel, daily subsistence allowances, etc.);

(d) present to it at its 150th session a report on the results of the work of the high-level Task Force;

6. Invites the Director-General to report to it at its 150th session on the number and cost of staff implementing the programme as well as those exercising administrative and co-ordination functions;

7. Requests the Director-General to submit to it any project for the opening of new field offices;

8. Invites the Director-General to present in due course detailed proposals or options for dealing with the problems and questions raised in 149 EX/5 (Part II) and 149 EX/INF.3 and Add. concerning evaluation, monitoring and publishing;

The Executive Board,

1. Having reviewed the Medium-Term Strategy for 1996-2001 (28 C/4 Approved), and the Approved Programme and Budget for 1996-1997 (28 C/5 Approved),

2. Recalling 145 EX/Decision 4.1 (Part A.II, (b)(viii) and Part B, para. 10, (j)(iii)) inviting the Director-General to give special attention, in the Medium-Term Strategy (28 C/4) and in the Draft Programme and Budget for 1996-1997 (28 C/5), to the activities relating to renewable energy sources for development,

3. Taking into account 145 EX/Decision 5.3.2 approving the Statutes of the World Solar Commission,

4. Stressing its recommendations on the Draft Programme and Budget for 1996-1997 (28 C/6, para. 32) to give importance to the activities relating to renewable energy sources, and to organize regional consultations in Africa, Latin America and the Caribbean, Asia and the Pacific, the Mediterranean countries, and Central and Eastern Europe, with a view to the preparation of the World Solar Summit,

5. Recalling 28 C/Resolution 2.1 (para. 2.A(e)) adopted by the General Conference, inviting the Director-General to facilitate the use of renewable energy sources for development,

6. Noting that the preparation of the World Solar Summit, to be held in Harare, Zimbabwe, on 16 and 17 September 1996, has continued during 1994-1995, in compliance with 27 C/Resolution 2.1, 2(e) and paragraph 02117 of the work plan in document 27 C/5 Approved,

7. Convinced that a wider use of clean renewable energy sources would be a factor conducive to social development and to the preservation of the environment, as it would: 149 EX/Decisions - page 4

(a) reduce developing countries’ bills for energy imports;

(b) make electricity available to rural and isolated populations in order to enhance their educational, sanitary and communication levels, as well as their income-generating and employment opportunities through the creation of small-scale industries, thus reducing rural- urban drift;

(c) contribute to developing an environmentally sound economy;

(d) improve the quality of life of women, especially in rural and remote areas, as the burden of carrying fuelwood and drinking-water would be greatly alleviated, thus giving them more time to engage in educational and income-generating activities;

(e) decrease deforestation and desertification, leading to the improved fertility of the land and the preservation of ecosystems;

(f) contribute to saving the earth from environmental degradation and global warming;

8. Expresses appreciation to the Director-General for his efforts in implementing the World Solar Summit Process;

9. Also expresses its appreciation to the Heads of State and Government who have agreed to serve on the World Solar Commission on a personal basis, and especially to its Chairman, H.E. Dr Robert Mugabe, President of the Republic of Zimbabwe, who has agreed to host the World Solar Summit in Harare on 16 and 17 September 1996;

10. Calls upon all Member States of UNESCO to contribute to the success of the World Solar Summit and to ensure their participation at the highest possible level;

11. Invites the Director-General: (a) to ensure that sufficient financial, technical and human resources, drawn also from extra-budgetary sources, are made available for the effective functioning of the World Solar Commission, the preparation of the World Solar Summit and follow-up activities; and (b) to report to it at its 150th session on the results achieved in this regard.

International campaign to collect exercise books and pencils for the developing countries

The Executive Board,

1. Bearing in mind the Director-General’s remarks in his report on the programme adopted by the General Conference, and in particular those concerning Programme I.1, ‘Basic education for all’, 149 EX/Decisions - page 5

2. Considering that education is a fundamental human right and a key to sustainable development, a vital instrument for realizing each individual’s full potential and combating underdevelopment, and a fundamental tool for improving the quality of life,

3. Recalling the World Declaration on Education for All, its broad vision of basic education and its renewed commitment to such education, seen as a fundamental right of all men and women of all ages everywhere,

4. Convinced that, despite the significant efforts of countries the world over to respect the right to education for all, the following realities still persist:

(a) over 130 million children have no access to primary education,

(b) over 890 million adults are illiterate,

(c) some 100 million children and countless adults are unable to complete their basic education,

(d) over a third of the world’s adults lack access to printed information and the new skills and technologies that could improve their quality of life and help them bring about and adapt to social and cultural changes,

5. Stressing that UNESCO’s Medium-Term Strategy for 1996-2001 places prime emphasis on the promotion of basic education for all,

6. Observing the importance of the initiatives that UNESCO has taken to enhance the quality and relevance of basic education in the context of education for the twenty-first century,

7. Recognizing that the universalization of basic education - that is, its extension to all children - is far from being a reality in all countries of the Third World,

8. Considering the implications of the severe economic crisis affecting most of the developing countries, and realizing that this situation has disastrous repercussions on education systems,

9. Concerned at the lack of educational materials in the developing countries as a consequence of this serious economic crisis, which has made parents less able to contribute to their children’s education,

10. Requests the Director-General to take appropriate steps to ensure that UNESCO launches, on International Literacy Day, which is celebrated every year on 8 September, an international campaign to collect exercise books and pencils for the developing countries as a tangible contribution to meeting their urgent educational needs.

3.2.1 United Nations University: Report by the Council of the University and the Director-General’s comments thereon (149 EX/4 and 149 EX/46)

The Executive Board,

1. Taking note with interest of the annual reports for 1994 and 1995 of the Council of the United Nations University (UNU) and the Director- General's report thereon (149 EX/4),

2. Expresses satisfaction with the achievements of UNU's research and training centres;

3. Pays tribute to Mr Heitor Gurgulino De Souza, Rector of the United Nations University, for the excellent work accomplished during his term of office with a view to extending the influence and increasing the impact of the University in academic and scientific circles and strengthening its co-operation with UNESCO;

4. Expresses the wish that continued efforts be undertaken to establish new research and training centres and programmes, consonant with the Charter of the University, as well as to provide support to existing centres and programmes;

5. Expresses its appreciation to the Government of Ghana and the University of Ghana at Legon for the facilities offered to the Institute for Natural Resources in Africa (UNU/INRA) and, at the same time, appeals to donors to provide special support to INRA;

6. Thanks the governments which have contributed to the endowment or operating fund of the University or of its research and training centres and programmes;

7. Expresses its gratitude to the Government of Japan for its generous gift of a new university centre, as well as for its continued financial and intellectual support to the University, and in particular for the creation of a trust fund for the UNESCO/UNU joint programmes and for the launching of the Institute for Advanced Studies (IAS) in Tokyo;

8. Reaffirms its recommendation for enhanced co-operation between UNESCO and the United Nations University, including the reinforcement of collaboration in support of the UNITWIN/UNESCO Chairs Programme with a view to developing further the concept of that programme and the criteria for selecting appropriate institutions;

9. Invites the Director-General to communicate to the Chairperson of the Council of the United Nations University and to the Rector the text of the present decision together with the relevant documents.

3.2.2 Invitations to the meeting of governmental experts to examine the draft Recommendation concerning the Status of Higher Education Teaching Personnel (149 EX/6 and 149 EX/46)

The Executive Board,

1. Considering that, in 27 C/Resolution 1.15, the Director-General is requested to convene a small group of governmental experts, representing Member States of all regions, for the purpose of further examining the draft Recommendation concerning the Status of Higher Education Teaching Personnel,

2. Having examined document 149 EX/6,

3. Decides that 24 Member States (four per region) will be invited to the above expert meeting and requests the Director-General to reinvite the electoral groups to submit to him, not later than 31 May 1996, the names of the four countries for each electoral group;

4. Decides also that other Member States and Associate Members as well as non-Member States and higher education NGOs which have contributed to the elaboration of the above draft recommendation will be invited by the Director-General to attend the meeting as observers;

5. Further decides that, taking into account the very active role played by the International Labour Organization (ILO) in the elaboration of the above draft recommendation, it will be specially invited by the Director-General to participate in the meeting;

6. Recommends to the General Conference that, in future, when it takes decisions to hold meetings of various categories with a limited number of participants, it should also decide, whenever possible, on the exact total number of participants to be invited.

1. Considering that the General Conference at its twenty-eighth session authorized the Director-General to convene the fifth International Conference on Adult Education in Hamburg in 1997,

2. Having examined document 149 EX/7,

3. Decides:

(a) that invitations to participate in the fifth International Conference on Adult Education with the right to vote will be sent to all Member States and Associate Members of UNESCO; 149 EX/Decisions - page 8

(b) that invitations to send observers to the Conference will be sent to the States mentioned in paragraph 7 of document 149 EX/7, which are not members of UNESCO but are members of another organization of the United Nations system, and to any other State that becomes a member of one of the organizations of the United Nations system;

(c) that an invitation to send observers to the Conference will be sent to Palestine, as mentioned in paragraph 8 of document 149 EX/7;

(d) that invitations to send representatives to the Conference will be sent to the organizations of the United Nations system with which UNESCO has concluded mutual representation agreements and which are listed in paragraph 9 of document 149 EX/7;

(e) that invitations to send observers to the Conference will be sent to the organizations, foundations and similar institutions listed in paragraph 12 of document 149 EX/7;

(f) that the Director-General is authorized to send out any other invitations he may deem useful for advancing the work of the Conference, notifying the Executive Board thereof.

3.3.1 New initiatives in science (149 EX/8 and 149 EX/INF.5)

The Executive Board,

1. Having examined the report by the Director-General on new initiatives in science (149 EX/8),

2. Emphasizing that the well-being of societies depends to a great extent on the advancement and use of science and that ongoing changes in the world have brought about new opportunities for international co- operation in science,

3. Recalling that, as the only intergovernmental organization within the United Nations system having a specific mandate in basic sciences, UNESCO ought to play a leading role in fostering this co-operation, as well as innovative international actions and new commitments in basic sciences in the service of development,

4. Recommends that the consultations carried out be extended to the Member States, with the help of the National Commissions and the main research institutions and centres, and to high-level scientists, on the desirable objectives of a possible World Science Conference (WSC), as mentioned in paragraph 02113 of document 28 C/5 Approved, and expresses the wish that the International Council of Scientific Unions (ICSU) be heard on this project at its 150th session. 149 EX/Decisions - page 9

The Executive Board,

1. Having heard the Director-General’s reply to the debate (149 EX/INF.5) on new initiatives in science,

2. Taking into account the Approved Programme and Budget for 1996- 1997,

3. Recalling its recommendations in document 28 C/6 (paras. 43, 44 and 45) to give importance to the activities connected with Audience Africa relating to the culture of maintenance,

4. Taking into account the fact that the first phase of the Culture of Maintenance project undertaken during the 1994-1995 biennium has clearly shown the crucial importance of maintenance issues to many developing countries,

5. Expresses appreciation to the Director-General for his efforts in implementing the first phase of the Culture of Maintenance project for which he has enlisted the co-operation of several Member States and national institutions concerned;

6. Noting from the recommendations of the Dar es Salaam Seminar (March 1996) on the culture of maintenance for sustainable development that the project calls for an intersectoral approach,

7. Calls upon all Member States to contribute to the success of the Culture of Maintenance project;

8. Invites the Director-General to make adequate financial, technical and human resources available to continue promoting awareness with a view to ensuring follow-up to the Dar es Salaam Seminar;

9. Further invites the Director-General to develop an umbrella intersectoral project and seek extra-budgetary funds to finance the implementation of the sectoral projects;

10. Requests the Director-General to report to it on the development of the project at its 151st session.

4. Requests the Director-General to continue to take the appropriate initiatives for laying special emphasis on poverty eradication in the implementation of UNESCO’s activities and programmes;

5. Invites the Director-General to submit to it, at its 152nd session, a report on UNESCO’s contribution to poverty eradication and on action considered within the framework of the United Nations Decade for the Eradication of Poverty. (149 EX/SR.9)

3.5.1 Report of the World Commission on Culture and Development (149 EX/10 and Add. and 149 EX/46)

The Executive Board,

1. Having examined document 149 EX/10 and Add.,

2. Considers that the Report of the World Commission on Culture and Development is likely to arouse the interest of governments, Specialized Agencies of the United Nations system, other intergovernmental organizations, non-governmental bodies, academia, foundations and non- profit-making associations in the voluntary sector in many different countries;

3. Expresses its thanks to the many individuals and institutions who have already contributed to the international debate on the report;

4. Invites Member States which have not already done so to formulate their comments and suggestions concerning the report;

5. Decides to continue its consideration of this item at its 150th and 151st sessions. (149 EX/SR.9)

3.5.2 Invitations to the meeting of governmental experts on the review of the Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict of 1954 (149 EX/11 and 149 EX/46)

The Executive Board,

1. Recalling 145 EX/Decision 5.5.5 concerning the convening of a meeting of States Parties to the Hague Convention for the Protection of Cultural 149 EX/Decisions - page 11

Property in the Event of Armed Conflict of 1954 on the occasion of the twenty-eighth session of the General Conference,

2. Noting with satisfaction that such a meeting took place on 13 November 1995 and was attended by the representatives of 69 of the 87 States Parties to the Convention,

3. Noting that the resolution adopted by the States Parties on that occasion emphasizes the importance of holding a meeting of a limited number of governmental experts from various geographical regions together with appropriate expert bodies in order to discuss further the improvement of the Convention and to submit proposals to the Director-General for transmission to States Parties,

4. Further noting that in the same resolution the States Parties invite the Director-General, after consultation with the Executive Board, to implement the above provision,

5. Approves the Director-General's proposal to invite 20 governmental experts of States Parties to the Hague Convention, together with appropriate expert bodies, to participate in that meeting;

6. Invites the Director-General to call the States Parties’ attention to the possibility of their sending observers to the meeting;

7. Invites the Director-General to consult with the Chairpersons of the electoral groups of Member States in order to obtain a list of States Parties to the Convention interested in participating in the meeting, in accordance with the distribution between the groups proposed in document 149 EX/11;

8. Invites the Director-General to present this list to the Executive Board, at its 150th session, which will designate the States Parties to the Convention to be invited to the meeting of 20 governmental experts.

4.1 Evaluation of activities relating to the transdisciplinary project: Environment and population education and information for development (149 EX/12 and 149 EX/43 Rev.)

The Executive Board,

1. Considering the importance of environment and population education and information for development,

2. Having examined document 149 EX/12, and taking into account the observations of the Special Committee,

3. Takes note of the information that it contains and the clarifications provided by the Secretariat on the nature of this document; 149 EX/Decisions - page 12

4. Stresses UNESCO’s role of co-ordination with the other agencies of the United Nations system in relation to population and environmental education;

5. Invites the Director-General to submit to it at its 151st session an evaluation of the entire transdisciplinary project: Environment and population education and information for development;

6. Specifies that this evaluation should take into account the relevant recommendations of the major conferences of UNESCO and of the United Nations and also the complementarity to be promoted with the Organization’s other actions in the fields concerned by the project.

4.2 Preparation of the next UNESCO Programme and Budget (149 EX/36 and 149 EX/38)

The Executive Board,

1. Referring to its responsibility as established in Article V.B.6(a) of the Constitution,

2. Confirming that the Programme and Budget (C/5) should define the activities that will aim at achieving the objectives of the Medium-Term Strategy,

3. Noting the instruction of the Director-General on evaluation in the Organization (DG/Note/96/12 of 8 March 1996) and reaffirming that evaluation should have a more important role in the preparation of the C/5 document, as well as in the execution of the approved activities and their results,

4. Reaffirming the responsibility of Member States to participate in establishing priorities at each stage in the preparation of the Programme and Budget,

5. Convinced that the process of preparation of the Programme and Budget and the C/5 document itself should become more transparent,

6. Invites the Director-General:

(a) to propose the activities for the next biennium, taking into account the evaluated results of the execution of the programme during the previous biennium;

(b) in preparing the Programme and Budget, to define activities aimed at achieving the goals of the Medium-Term Strategy (28 C/4) and indicate their time-frame and costs;

(c) when first consulting Member States on preliminary proposals, to indicate clearly the objectives, methods, envisaged resources and expected results of major programmes; 149 EX/Decisions - page 13

(d) to present separately the activities to be financed exclusively from the regular budget, and those to be co-financed using extra- budgetary resources;

(e) to structure the budget according to Rule 3.3 of the Financial Regulations, dividing it into parts, chapters, sections and items;

(f) to complement the budgetary part of the Draft Programme and Budget for 1998-1999 (29 C/5) with estimates of income: contributions, rents, sales of publications, etc.;

(g) to clearly reflect in the aforesaid document contingency planning measures, if any, intended to deal with the cash-flow situation;

(h) in preparing that document, to ensure that detailed instructions on work plans are given in order to avoid changes after it is approved by the General Conference;

7. Confirms the principle of zero-base budgeting, stressing the need to raise productivity and to minimize all costs not directly related to programme implementation;

8. Invites the Director-General to prepare and submit to it at its 150th session the preliminary proposals concerning the Draft Programme and Budget for 1998-1999 (29 C/5), taking duly into account the aspects mentioned in paragraph 6 above together with corresponding estimates for all parts of the budget.

2. Bearing in mind, in particular, the Committee’s concern that practical action should be taken on the recommendations and suggestions it makes (147 EX/53),

3. Notes with satisfaction the information given to the Committee by the representative of the Director-General on action already taken on the recommendations and suggestions made by it on the occasion of the examination of its working methods which it conducted at the Board’s 146th and 147th sessions (paragraph 13 of document 149 EX/44) and the further measures which the Secretariat has committed itself to taking (paragraph 14 of document 149 EX/44);

4. Invites the Director-General to continue to implement these measures;

5. Also invites the Director-General to continue to carry out a preliminary verification of the conformity of communications received with the relevant provisions of 104 EX/Decision 3.3, where appropriate in consultation with the Chairperson of the Committee.

5.3 Statutes of the International Advisory Committee of the ‘Memory of the World’ Programme (149 EX/13 and 149 EX/46)

The Executive Board,

1. Having examined document 149 EX/13,

2. Approves the Statutes of the International Advisory Committee of the ‘Memory of the World’ Programme which are contained in the annex hereto; 149 EX/Decisions - page 15

3. Invites the Director-General to ensure that there is appropriate co- ordination and co-operation between the International Advisory Committee of the ‘Memory of the World’ Programme and other bodies, especially the Consultative Committee for the Safeguarding of the Film Heritage and the Intergovernmental Council for the General Information Programme.

ANNEX

Statutes of the International Advisory Committee of the ‘Memory of the World’ Programme

Article 1

An ‘International Advisory Committee of the “Memory of the World” Programme’ hereinafter termed ‘the Committee’ (category V), is hereby established.

Article 2

The Committee shall be responsible for advising the Organization on the planning and implementation of the ‘Memory of the World’ programme as a whole and for making recommendations on raising funds, allocating them to projects, placing elements of the documentary heritage on the ‘Memory of the World’ Register and granting the ‘Memory of the World’ label to selected projects, including those which are not receiving financial assistance from the programme. The Committee shall seek co-operation with competent international non-governmental organizations such as the International Council on Archives (ICA) and the International Federation of Library Associations and Institutions (IFLA). It shall also examine the possibility of gaining access to this heritage by means of the most up-to-date technologies.

Article 3

1. The Committee shall be composed of 14 members, appointed by the Director-General after consultation of the National Commissions of the States concerned, and serving in a personal capacity.

2. The term of office of members of the Committee shall be four years. It is renewable once. In the event of the resignation or death of a member of the Committee, the Director-General shall appoint a replacement for the remainder of the term.

3. Every two years, half the membership of the Committee shall be renewed. Notwithstanding the provisions of paragraph 2 above, when appointing the initial members of the Committee, the Director-General shall designate the seven whose term of office will expire on 31 December 1998, it being understood that the term of office of the other members will expire on 31 December 2000.

4. The members of the Committee shall be chosen for their authority in the field of the safeguarding of the documentary heritage, taking due account of geographical representation and in such a way as to represent the various 149 EX/Decisions - page 16

disciplines and schools of thought prevalent in this field within Member States and in the main international professional organizations.

5. In addition to the 14 members mentioned above, the Director-General may invite to meetings of the Committee individuals whose duties and qualifications make them suitable for assisting the Committee in its task. They shall not have the right to vote.

Article 4

The Director-General shall convene the Committee in ordinary session once every two years. He may convene extraordinary sessions.

Article 5

1. At each of its ordinary sessions, the Committee shall elect a chairperson, three vice-chairpersons and a rapporteur who shall constitute the Bureau of the Committee and shall remain in office until the following ordinary session.

2. The Director-General shall convene the Bureau and be represented at its meetings.

Article 6

The secretariat of the Committee shall be provided by the General Information Programme of UNESCO.

Article 7

1. Member States and Associate Members of UNESCO may send observers to meetings of the Committee.

2. The United Nations and other organizations of the United Nations system with which UNESCO has concluded mutual representation agreements may be represented at meetings of the Committee.

3. The Director-General may extend invitations to send observers to meetings of the Committee to:

(a) organizations of the United Nations system with which UNESCO has not concluded mutual representation agreements;

(b) intergovernmental organizations;

(c) international non-governmental organizations, in accordance with the Directives concerning UNESCO’s relations with non- governmental organizations.

Article 8

1. The Committee shall establish its Rules of Procedure, which shall be submitted to the Director-General for approval.

Article 2

1. The Committee shall follow up, promote and supervise the implementation of:

the World Plan of Action on Education for Human Rights and Democracy, adopted at the International Congress on Education for Human Rights and Democracy (Montreal, Canada, March 1993) and approved by the General Conference in 27 C/Resolution 5.8;

the 1974 Recommendation concerning Education for International Understanding, Co-operation and Peace and Education relating to Human Rights and Fundamental Freedoms, adopted by the General Conference at its eighteenth session (Paris, 19 November 1974);

the Declaration and Integrated Framework of Action on Education for Peace, Human Rights and Democracy, as respectively endorsed and approved by the General Conference at its twenty-eighth session (Paris, November 1995);

the Plan of Action for the United Nations Decade for Human Rights Education (1995-2005) (in parts concerning UNESCO);

the resolution of the General Assembly, adopted at its fiftieth session (New York, 1995) concerning the United Nations Decade for Human Rights Education: Culture of Peace;

relevant resolutions of the General Assembly of the United Nations and of the General Conference of UNESCO.

2. The Committee shall in particular:

Statutes of the International Advisory Committee for the International Project on Technical and Vocational Education (UNEVOC)

Article 1

An International Advisory Committee for the International Project on Technical and Vocational Education, hereinafter called ‘the Committee’ is hereby established for the duration of the UNEVOC project.

Article 2

The Committee shall be responsible for advising the Organization on the preparation and implementation of the programme envisaged under the work plan of the UNEVOC project.

Article 3

1. The Committee shall be composed of 12 members, who shall be appointed by the Director-General to serve in a personal capacity, after consultation with the relevant National Commissions and Member States and taking due account of equitable geographic distribution, the appropriate rotation of the Member States within the various regions and the importance of their contribution to the project. The term of office of one half of the members appointed by the Director-General shall expire at the end of each biennium. 149 EX/Decisions - page 20

2. The members of the Committee shall be chosen for their competence in the field of technical and vocational education, in order to represent the various scientific and technical sectors, systems, occupational levels and trends of thought encountered in this field within the Member States.

3. In addition to the 12 members mentioned above, the Director-General may invite to sessions of the Committee, as non-voting participants, persons who by reason of their functions and qualifications can assist the Committee in its work.

Article 4

The Director-General shall convene the Committee in ordinary session at least once each biennium. He may convene extraordinary sessions.

Article 5

1. At each of its sessions the Committee shall elect a chairperson, three vice- chairpersons and a rapporteur, who shall constitute the Bureau of the Committee. They shall remain in office until the following session.

2. The Director-General shall convene the Bureau and shall be represented at its meetings.

Article 6

1. The Director-General shall designate members of the Secretariat of UNESCO to represent him on the Committee without the right to vote.

2. The secretariat of the Committee shall be provided by the Secretariat of UNESCO.

Article 7

The travel and subsistence expenses of the Committee members and other persons referred to in Article 3 shall normally be borne by UNESCO, in accordance with the provisions of the Organization’s rules regarding travel.

Article 8

1. Member States and Associate Members of UNESCO may send observers to meetings of the Committee.

2. The United Nations and the organizations of the United Nations system with which UNESCO has concluded mutual representation agreements may send representatives to meetings of the Committee.

3. The Director-General may extend invitations to send observers to meetings of the Committee to:

(a) organizations of the United Nations system with which UNESCO has not concluded mutual representation agreements;

(b) intergovernmental organizations; and 149 EX/Decisions - page 21

(c) international non-governmental organizations, in accordance with the Directives concerning UNESCO’s relations with non- governmental organizations.

Article 9

1. The Committee shall adopt its Rules of Procedure, which shall be submitted to the Director-General for approval.

3. After each session, the Committee shall present a report on its work and its recommendations to the Director-General. The Director-General shall inform the Executive Board of the results of the Committee’s deliberations.

Recalling General Conference Appropriation Resolution for 1994-1995, 27 C/Resolution 14, which authorizes the Director-General in urgent and special circumstances to make transfers between appropriation lines, informing the Members of the Executive Board in writing, at the session 149 EX/Decisions - page 22

following such action, of the details of the transfers made and the reasons therefor,

2. Recalling also that the same Appropriation Resolution authorizes the Director-General to accept voluntary contributions, donations and contributions from governments towards the cost of established field units, reporting thereon to the Members of the Executive Board in writing at the session following such action,

3. Having examined the Director-General’s report on the budgetary situation of the Organization in 1994-1995 and the adjustments and transfers made by him (149 EX/16),

4. Notes with concern that the total staff costs budget as established by the General Conference at its twenty-seventh session in the Appropriation Resolution for 1994-1995 has been exceeded by $7.3 million;

5. Further notes that this deficit is in part due to staff separation costs;

6. Urges the Director-General to ensure that no deficit is incurred in staff costs in future;

7. Invites the Director-General to proceed with obligations only after he has ensured that funds are effectively available on the appropriation lines concerned, in accordance with the rules in force;

8. Takes note of the adjustments between appropriation lines made by him to cover the staff cost deficit, excess expenditure in the Participation Programme and transfers to close the accounts for 1994-1995;

6.3 Report by the Director-General on the implementation of the Information Resources Development Plan (1996-1997) (149 EX/18 and 149 EX/45)

2. Having examined document 149 EX/18,

3. Reaffirms the need to increase individual and collective productivity and provide better information services both within the Organization and to Member States;

4. Notes that, although a number of problems identified in 147 EX/Decision 7.8 remain unsolved, progress has been achieved in the implementation of the Plan;

5. Emphasizes in this connection the need to take informatics skills into consideration in recruiting, training and promoting personnel and recommends that the continued implementation of the Information Resources Development Plan (IRDP) be accompanied by a personnel development strategy aimed at training staff so as to maximize its effectiveness in terms of output and efficiency;

6. Recommends in particular the elaboration of a single master plan with binding standards and methodology for all envisaged IRDP activities;

7. Authorizes the Director-General to make allotments of up to $2.1 million for the continued implementation of IRDP until its 151st session;

8. Invites the Director-General to continue the implementation of IRDP along the lines indicated in document 149 EX/18, taking into account the comments made by Members of the Executive Board at its 149th session;

9. Requests the Director-General to mandate the consultancy firm that is to be selected to urgently make a recommendation on modernization of the finance and budget system, as well as the personnel and payroll systems of UNESCO, taking into account various optional software packages including customization of the IMIS system of the United Nations; this recommendation to include also the full cost implications thereof together with proposed modalities of implementation; 149 EX/Decisions - page 25

10. Recommends that the use of the SITA (Société Internationale des Telecommunications Aéronautiques) network should be reviewed with the help of the consultancy firm referred to above, particularly with regard to the cost-effectiveness and efficiency of this system for UNESCO as compared to other systems, especially the Internet; the results of this review to be reported by the Director-General to it at its 150th session;

11. Takes note of the assurance given by the Director-General that IRDP will be used for the development of telecommunication links with UNESCO units away from Headquarters;

12. Requests the Director-General to submit a report to it at its 150th session on the progress of implementation of IRDP, on the results obtained, particularly with regard to improved productivity and the reduction of management costs arising therefrom, and on the improvement of information services, including an evaluation of the above.

6.4 Report by the Director-General on the implementation and financing of the Renovation Plan for Headquarters Buildings (149 EX/19 and Add. and 149 EX/45)

The Executive Board,

1. Having considered documents 149 EX/19 and 149 EX/19 Add., concerning, respectively, the Director-General’s proposals and the recommendations of the Headquarters Committee regarding the implementation and financing of the Renovation Plan for Headquarters Buildings,

2. Notes that expenditure incurred in 1994-1995 exceeded the initial authorized budgetary ceiling by $933,500;

3. Expresses its concern at the deficit of $436,500 for the 1996-1997 financial period and at the overall deficit of $1,917,070 estimated for the sexennial plan;

4. Invites the Director-General to inform it at its 150th session what methods he proposes to use to cope with the shortfalls, and how he eventually intends to absorb the additional costs;

5. Recalls the appeal issued to Member States to participate, according to their means, in the rehabilitation work on Headquarters buildings;

6. Expresses its appreciation for the efforts made by the chairperson of the Headquarters Committee in co-operation with the members of the Headquarters Committee and the Director-General concerning the launch and follow-up of the fund-raising campaign;

7. Expresses also its gratitude to all Member States, public and private organizations and individuals for their contributions in cash or in kind, and invites those Member States and private organizations which have not yet 149 EX/Decisions - page 26

done so to respond to the appeal by participating in the renovation and refitting work on Headquarters buildings;

1. Having examined the report of the Director-General on the cash situation of the Organization and on borrowing, together with possible measures concerning the use of national currencies to settle arrears of contributions of Member States (149 EX/20 and Add.), and having taken note of the up-to-date information provided during the debate in the current session of the Finance and Administrative Commission,

2. Expresses its gratitude to Member States that have paid their contributions for 1996 and to those that have speeded up the payment of their contributions in response to appeals;

3. Notes that, while several Member States have paid their assessed contributions for 1996 and previous years, the majority are in arrears in the payment of amounts assessed;

4. Expresses deep concern at the adverse impact on the implementation of the approved programme of persistent late payment and non-payment of assessed contributions;

5. Regrets that, owing to insufficient improvement in contribution payments since the twenty-seventh session of the General Conference, the Director- General, on the basis of 27 C/Resolution 26.41 and 28 C/Resol- ution 24.31, has entered into internal and external borrowing arrangements;

6. Considers that borrowing to overcome cash-flow deficits entails a heavy burden of interest payments and should be phased out, and strongly supports the approaches that the Director-General is continuing to make to Member States in arrears with a view to obtaining the timely payment of contributions;

7. Recalls that the prompt payment of contributions is an obligation devolving upon Member States under the Constitution and the Financial Regulations of the Organization and that it determines the right to vote at the General Conference, and invites the Director-General to propose to it at its 150th session measures that might be taken to ensure the effective 149 EX/Decisions - page 27

application of the amended Rule 79 of the Rules of Procedure of the General Conference concerning the right to vote;

8. Calls upon Member States, in application of 28 C/Resolution 24.31, to take the necessary steps to ensure that their contributions are paid in full at the earliest possible date;

9. Urges Member States to inform the Director-General promptly, as far as possible, of the probable date, amount and method of payment of all contributions due, in order to facilitate his management of the Organization’s treasury function;

Taking note of the suggestions of the Director-General on measures that might be taken to enable Member States, particularly those among the least-developed countries that are in arrears in the payment of their contributions and are facing currency difficulties, to settle their arrears in their national currency,

11. Recalls 144 EX/Decision 6.2 concerning arrangements for Member States to settle arrears of contributions in national currencies, within the limits of possible utilization, to pay financial contributions under the Participation Programme;

12. Invites the Director-General to accept settlement of arrears of contributions in national currencies in accordance with the provisions of 28 C/Resolution 24.2 and to conclude swap arrangements, to enable Member States, particularly those among the least-developed countries, that are in arrears in the payment of their contributions and are facing currency difficulties, to settle such arrears by making payments into a bank account opened by UNESCO in the national currency of their country, from which funds could be withdrawn to finance activities in national currency for the Member State concerned.

4. Further invites the Director-General to present in future annual reports more details taking into account the debate at its 149th session, and specifying the costs and budgetary sources for the financing of consultants, advisers and outside experts;

3. Considering that the changed international environment has created new opportunities for the pursuit of disarmament, and presented new challenges which underscore the important task of education for peace and international understanding,

4. Bearing in mind that UNESCO’s Mid-Term Strategy for 1996-2001 emphasizes peace-building and development, and

5. Recognizing that peace-building strategies encompass a whole range of actions and activities as stipulated in 28 C/Resolution 5.3 on implementation of the transdisciplinary project: Towards a culture of peace,

1. Taking note of the content of document 149 EX/23, Part I.C.1, dealing with UNESCO’s contribution to the follow-up to the United Nations Conference on Environment and Development (UNCED),

2. Recalling 141 EX/Decision 7.2.1, 142 EX/Decision 7.2, 144 EX/De- cision 5.1.3 and 146 EX/Decision 7.1.4,

3. Reiterates its invitation to Member States:

(a) to continue to support UNESCO’s action in response to UNCED, including implementation of the relevant United Nations conventions and the Programme of Action for the Sustainable Development of Small Island Developing States (Barbados, 1994), by ensuring an enhanced role for the sciences, including the social sciences, and education in national action aimed at achieving sustainable development; 149 EX/Decisions - page 31

(b) to ensure the involvement of the national focal points of UNESCO’s intergovernmental scientific programmes in national action aimed at UNCED follow-up, as well as appropriate inter-institutional and cross-sectoral co-ordination and co-operation at the national level, which are considered indispensable for the effective implementation of Agenda 21;

(c) to continue to promote and enhance, within the governing bodies of financing institutions such as UNDP and mechanisms such as the Global Environment Facility (GEF), a policy of appropriate involvement by Specialized Agencies such as UNESCO;

4. Invites the Director-General:

(a) to continue to ensure that UNESCO’s relevant programmes contribute fully to the United Nations system-wide mechanisms for implementing Agenda 21, the United Nations conventions resulting from the UNCED process and the Programme of Action for the Sustainable Development of Small Island Developing States;

(b) to ensure in particular UNESCO’s active co-operation in the programme of work of the Commission on Sustainable Development and the 1997 special session of the General Assembly for the purpose of an overall review and appraisal of the implementation of Agenda 21, especially by fully assuming the Organization’s role as inter-agency Task Manager for Chapter 35 of Agenda 21 on science for sustainable development, and Chapter 36, on education, awareness-raising and training, taking into account the co-ordination role of the Inter-Agency Committee on Sustainable Development;

(c) to continue to devote particular attention to the enhanced role of UNESCO’s intergovernmental and international scientific programmes (IGCP, IHP, IOC, MAB and MOST) in the follow-up to UNCED and the implementation of Agenda 21’s rec- ommendations related to education for sustainable development as part of the transdisciplinary and inter-agency co-operation project: Environment and population education and information for development (EPD);

(d) to pursue efforts to seek funds from appropriate funding agencies and mechanisms, including GEF, UNDP’s ‘Capacity 21’ and UNEP, for the implementation of Agenda 21 and to assist Member States, particularly developing countries, in their national efforts to obtain extra-budgetary funds;

(e) to ensure that UNESCO’s contribution to UNCED follow-up becomes part of the Organization’s co-ordinated implementation of recommendations drawn from the conclusions of all recent major United Nations conferences; 149 EX/Decisions - page 32

(f) to report periodically to it on progress made by UNESCO and at United Nations system level in the implementation of UNCED agreements, in particular Agenda 21.

The Executive Board,

1. Having examined document 149 EX/23, Part I.C,

2. Takes note of the resolutions adopted by the General Assembly at its fiftieth session concerning the follow-up to international conferences and the information provided by the Director-General on UNESCO’s contribution to the following:

(a) World Conference on Human Rights: Follow-up to the Vienna Declaration and Programme of Action (resolution 50/201);

(b) International Conference on Population and Development (resolution 50/124);

(c) World Summit for Social Development (resolution 50/161);

(d) Fourth World Conference on Women (resolution 50/42);

(e) United Nations Conference on Human Settlements (Habitat II) (resolution 50/100);

3. Recognizes the importance of co-ordinated follow-up action at United Nations system level and in UNESCO;

4. Notes the efforts of the United Nations system as a whole to build up an integrated approach for the co-ordinated follow-up at all levels of these conferences as well as to set up inter-agency mechanisms for that purpose;

5. Recalls 141 EX/Decision7.2.2 and 144 EX/Decision 5.1.4 concerning UNESCO’s contribution to the above-mentioned conferences;

6. Acknowledges with appreciation the action taken by the Director-General to establish an in-house mechanism with a view to co-ordinating and ensuring the coherence of UNESCO’s activities and programmes with regard to the many intersecting issues involved in the follow-up to these international conferences;

7. Requests the Director-General to ensure that UNESCO contributes fully, within its fields of competence, to the implementation of the programmes of action and recommendations of the different global conferences and participates actively in the United Nations system’s joint efforts for co-ordinated, integrated follow-up action at interregional, regional and country levels.

7.2 Relations with the International Centre of Insect Physiology and Ecology (ICIPE) (149 EX/24 and 149 EX/2)

The Executive Board,

1. Having examined document 149 EX/24 concerning the new form of relations which may be established between the International Centre of Insect Physiology and Ecology (ICIPE) and UNESCO,

2. Authorizes the Director-General to undertake negotiations with the Director-General of ICIPE in accordance with Article XI, paragraph 1, of the Constitution, with the view to preparing a draft agreement concerning the establishment of formal relations between the two organizations;

3. Invites the Director-General to submit the draft agreement for its approval at a subsequent session.

7.3 Application of the new Directives concerning UNESCO’s relations with non-governmental organizations, adopted by the General Conference at its twenty-eighth session (149 EX/25, 149 EX/ONG/2 (Parts I and II) and 149 EX/47)

The Executive Board,

1. Having examined documents 149 EX/25, ‘Application of the new Directives concerning UNESCO’s relations with non-governmental organizations, adopted by the General Conference at its twenty-eighth session’, and 149 EX/ONG/2, ‘Individual evaluation of the complete files on NGOs previously admitted to categories A, B and C and recommendations of the Director-General for their reclassification’,

2. Stresses the importance of strictly applying the Directives adopted by the General Conference at its twenty-eighth session, in regard both to the principles and criteria of admission and to the financial and material arrangements for co-operation;

3. Adopts the text prescribing the financial and material arrangements for co-operation with non-governmental organizations, as set out in paragraph 15 of document 149 EX/25;

4. Decides to admit to associate relations the organizations appearing in Annex 1* of document 149 EX/47, and to consultative relations those appearing in Annex 2*;

5. Takes note of the decision of the Director-General to admit to consultative relations, in accordance with Section I, paragraph 3.4 of the Directives, the networks and similar institutions appearing in Annex 3* and of his decision to admit to operational relations the organizations appearing in Annex 4* of document 149 EX/47;

6. Further decides to postpone until its 150th and 151st sessions consideration of the files concerning the NGOs listed in Annex 5*;

8. Further requests the Director-General to explore ways of facilitating the formation and reinforcement of NGOs in Africa and the least-developed countries;

7.5 Report by the Director-General on the legal and procedural aspects of UNESCO’s relations with new partners (149 EX/27 and 149 EX/46) The Executive Board,

1. Recalling 147 EX/Decision 8.11 and 28 C/Resolution 13.5,

3. Adopts the Directives appended to this decision;

4. ANNEX

Directives concerning UNESCO's co-operation with private extra-budgetary funding sources and their right to use UNESCO's name, emblem or any other type of representation of the Organization's corporate entity

PART I

Co-operation with private extra-budgetary funding sources

1. Voluntary contributions, gifts, bequests and subventions, whether in cash or in kind (hereinafter referred to as ‘contributions’) may be offered to UNESCO by private persons, associations, institutions and corporate entities (hereinafter referred to as ‘private funding sources’) either on their own initiative or upon request by the Director-General.

2. In each case, the private funding source concerned will be required to indicate in writing the purpose for which the contribution is to be used by UNESCO.

3. If the stated purpose is not deemed to be consistent with the policies, aims and activities of the Organization, the Director-General may propose to the private funding source an appropriate alternative utilization of the contribution.

4. An offer of a contribution can be rejected by the Director-General if he considers that its acceptance is not in the interests of UNESCO, in particular if the purpose for which it is to be used is not consistent with the policies, aims and activities of the Organization and that it is not appropriate to make a counter proposal regarding the utilization of the contribution.

5. In cases where the Director-General deems an offer of contribution to be prima facie acceptable, he will directly request the opinion of the UNESCO National Commission of the Member State concerned or refer it to its Permanent Delegation to UNESCO.

6. The request for an opinion as mentioned in paragraph 5 above, the supply of the opinion, and its use will all be on a confidential basis.

7. A decision on whether or not a contribution is to be accepted from a private funding source will be taken by the Director-General, subject to the reply given by the National Commission or the Permanent Delegation and to such conditions as he may deem necessary, in the interest of the Organization, to attach to the decision. Where the acceptance of the contribution would involve additional financial liability for the Organization, it would require the consent of the Executive Board. 149 EX/Decisions - page 36

PART II

The right of private extra-budgetary funding sources to use UNESCO's name, emblem or any other type of representation of the Organization's corporate entity

8. No private funding source has the right, without authorization by the Director-General, to use UNESCO's name, emblem or any other type of representation of the Organization's corporate entity (hereinafter referred to as ‘UNESCO's name or emblem’).

9. A private funding source which wishes to be authorized to use UNESCO's name or emblem will be required to address its request in writing to the Director-General, indicating the purpose for which the name or emblem is to be used and the duration of the use of the name or emblem.

10. The request will be rejected by the Director-General if he considers that the purpose for which the name or emblem is to be used is not consistent with the policies, aims and activities of the Organization.

11. If the Director-General deems a request to be prima facie acceptable, he will directly request the opinion of the UNESCO National Commission of the Member State concerned or refer it to its Permanent Delegation to UNESCO.

12. The request for an opinion as mentioned in paragraph 11 above, the supply of the opinion, and its use will all be on a confidential basis.

13. The Executive Board,

1. Having examined document 149 EX/28 and Add.,

2. Recalling 147 EX/Decision 8.12 on the situation of the cultural and architectural heritage and of educational and cultural institutions in Bosnia and Herzegovina,

3. Welcomes: 149 EX/Decisions - page 37

(a) the agreement signed between UNESCO and Bosnia and Herzegovina concerning 39 projects in the fields of education, culture and communication;

(b) the establishment of the Commission to Preserve National Monuments, provided for in Annex 8 of the General Framework Agreement for Peace in Bosnia and Herzegovina (Dayton Agreement), entrusting UNESCO with an essential mandate for the preservation of peace and the reconciliation process in Bosnia and Herzegovina;

4. Expresses its satisfaction at the measures taken by the Director-General and requests him to continue the implementation of the Memorandum of Co-operation between UNESCO and Bosnia and Herzegovina;

5. Invites the Member States to support this action;

6. Requests the Director-General to report to it on this subject at its 150th session.

7.12 Situation of educational institutions in Lebanon and assistance that could be provided to them by UNESCO (149 EX/42 and 149 EX/46)

The Executive Board,

1. Bearing in mind the principles and purposes set forth in UNESCO’s Constitution,

2. Considering the tragic situation prevailing in Lebanon as a result of the recent bombardment that has affected educational, cultural and archaeological institutions and has caused very many victims among the civilian population,

3. Considering also the destruction inflicted on cultural institutions, educational infrastructure and historic and archaeological sites and the subsequent exodus,

4. Recognizing the need for the nations of the world to co-operate in the fields of education, science and culture to establish international peace and the common prosperity of humankind,

5. Welcoming the cease-fire and return to normal in South Lebanon,

6. Calls on the Member States of UNESCO, intergovernmental and international non-governmental organizations, specialized international and national agencies and private institutions to grant assistance to 149 EX/Decisions - page 41

Lebanon in order that it may rehabilitate its educational and cultural infrastructure;

7. Invites the Director-General:

(a) to assign, as emergency assistance, material and financial resources of the Organization to help surmount the humanitarian problems facing the Lebanese population within UNESCO’s fields of competence, at the earliest opportunity;

(b) to assess, in co-operation with the Lebanese Government, the population’s needs with a view to establishing programmes for the rehabilitation of the educational, cultural, media and scientific institutions in the affected areas of Lebanon;

(c) to inform it at its 150th session of the action taken to follow up this decision.

1. The Executive Board examined the report of its Committee on Conventions and Recommendations concerning the communications received by the Organization on the subject of cases and questions of alleged violations of human rights in UNESCO’s fields of competence;

2. After discussions concerning the mandate of the Committee and questions related to this mandate, the Board took note of the narrative part of the report of the Committee and endorsed the wishes expressed therein.
