Welcome to TEH Meeting 76!

Dear Members, Friends, Ambassadors and Guests,

We are delighted to welcome you at La Friche la Belle de Mai to the Trans Europe Halles Meeting 76, co-organized by Fond Roberto Cimetta and A.M.I. This time we will dedicate the three days to discuss the “Power of Culture in Social Changes”. Marseille being a legendary Mediterranean seaport is the perfect place to gather activists and artists from North Africa, the Middle East and Europe to share experiences and start new collaborations.

We have invited 25 artists and cultural operators from Egypt, Jordan, Iran, Palestine, Lebanon, , Tunisia and Turkey to give inspirational examples of how they work in independent culture under hard conditions and to share their stories of how cultural actions can lead to social change and a more open society.

In two vivid panel discussions we will discuss the role of cultural organisations from different perspectives. In exclusive one-to-one sessions you will have the possibility to exchange your experiences as well as glean ideas for new projects. And in focus groups and joint dinners you will have a unique opportunity to discuss and learn about alternative methods of working and meet potential partners from Europe and beyond.

Moreover, we will experience the power of culture during the on-going Hiwarat Festival of contemporary Arab drama, the concert of Telemik Electric and other events.

And finally we are very happy to celebrate the 30 glorious years of the network together with you during the big anniversary party on the Saturday evening.

Friche la Belle de Mai and Trans Europe Halles

3 The Organisers Trans Europe Halles Trans Europe Halles is a European network of indpendent cultural centres that advocates and promotes independent culture, makes accessible its knowledge and encourages new centres and initiatives. With more than 50 members all over Europe, the network functions as a dynamic forum for ideas, experiences and exchange, supporting its members and their communities. Since 2011, Trans Europe Halles is actively working towards a sustainable independent sector through the three-years programme Engine Room Europe.

Engine Room Europe Engine Room Europe is a three-year programme (2011-2014) funded by the European Commission and is the biggest project ever organised by Trans Europe Halles. This programme dedicated to the independent workers and their creative processes, focuses on capacity building and mobility as means to fostering the independent sector through exchanges of experiences. So far, 20 activities have been organised throughout Europe, involving almost 2 000 participants. The Resource, an online platform on TEH website, gathers and shares the experiences and know-how drawn from these activities. At every TEH meeting, Engine Room Europe powers a professional development programme for the participants. Engine Room Europe is the result of a collaboration between Trans Europe Halles and 11 TEH members: Melkweg (Amsterdam, The Netherlands), Factory of Art (Łódz, Poland), Mains D’Oeuvres (St Ouen, ), Stanica (Žilina, Slovakia), ufaFabrik (Berlin, Germany), TNT (Bordeaux, France), REX (Belgrade, Serbia), NOASS (Riga, Latvia), Röda Sten Art Centre (Göteborg, Sweden), la Friche la Belle de Mai (Marseille, France) and Tabacka Kulturfabrik (Košice, Slovakia).

The Roberto Cimetta Fund is an international non-profit making organization created in 1999 to respond rapidly and directly to artists and cultural managers who wish to travel in order to develop contemporary artistic cooperation projects in the Euro-Mediterranean region, and in particular throughout the Arab world. Today it has provided mobility grants to almost 1300 artists and cultural operators and stands out as a key player and mediator on the questions of artistic mobility and cultural development in the Euro-Med zone.

A.M.I. is a non-profit organisation that was founded in 1985 by Ferdinand Richard, a French rock musician. Its original mission was to produce the MIMI festival, but after almost 30 years of activities, it has developed in many other directions. A.M.I. is working for artistic, cultural, political and economical development on a local and global level. Cultural rights, freedom of thought and speech, cultural diversity and autonomy of the individual have always been the core values of the association. As one of the founding structures (1992) of this very unique place, which is la Friche la Belle de Mai in Marseille, A.M.I. is now involved far beyond its original goals. The programme of the association is built by knitting three major threads: aesthetics, art practice and cultural entrepreneurship.

- December 1 7 The Panels Professional development programme powered by Engine Room Europe (Platform 5) The Power of Culture in Social Changes Many of the members of TEH still struggle with getting recognition for their work and proper funding. In the Arab world similar problems are felt. Independent artists and cultural operators have difficulties in being recognized as such. Issues of independence and inter-dependence are recurrent, be they linked to institutional or new forms of funding. Both the Arab Spring and the crisis in Europe are drastically changing the systems of our societies. We will have the occasion to discuss what effects this is having on the place of culture and arts in our societies. What is our role both as individuals and as organizations?

PANEL 1 Policy of the art spaces Friday 29 November from 10.00 to 12.00 Cartonnerie, Black box The key role of the first panel is to examine the role of independent art spaces in the Arab world in relation to national policies. In the construction of new systems and policies in the Arab countries, are there elements of recognition of independent cultural organisations and artists or are there the same policies but only dressed in new clothes?

Saturday 30 November Saturday 30 November at 14.00 at 14.00

Trans Europe Halles’ three-year programme Engine Room Europe is soon coming to an end. This ambitious programme has enabled a lot of exciting and important activities to take place all over Europe, from the Rhodopi mountains in to the suburbs of Paris. It has empowered and inspired cultural operators, young people and artists in and around the TEH member centres as well as in other arts organisations to start making the changes necessary for a more sustainable society.

Now is the time to build on the momentum of Engine Room Europe and take what we have built so far to the next level. We invite you to take part in the TEH Action Lab where the aim is to develop the core projects and actions for the network. In Action Lab Part 1 we will develop existing and new project ideas and in Action Lab Part 2 the next day, we will follow up, refine and select the most vital and important actions for the network and the members in the coming years. These actions and projects should be in accordance with the core values and aims of the network and fit the key objectives of Trans Europe Halles. The Action Labs will use the proposed Network Plan 2014–2016 as a starting point and a reference. This plan is produced by the Executive Committee and the TEH Coordination Office and is based on the outcome of all discussions, input and evaluation by the members since autumn 2012. The gist of the plan will be presented during the Introduction Meeting on Thursday 28 November and the final plan is up for approval by the members during the General Assembly on Saturday 30 November.

17 Trans Europe Halles 30 years

Founded on the 4th of March, 1983, by a small group of cultural pioneers, Trans Europe Halles is now a network of 70 independent cultural centre members and associate members representing 26 countries. What TEH exemplifies and advocates is the idea that culture should support a pluralistic, sustainable, free and developmental society and these values have always remained constant, over its history. From the early years of solidarity and networking events, to the first centralised network projects, such as the ‘Phoenix Project’ and ‘In and Out of Europe’, through to the latter years and the major pan European initiatives ‘Changing Room’ and ‘Engine Room Europe’, TEH has represented a cultural voice that arises from the grass roots.

Over its different phases of development, TEH has been an ever increasing and dynamic forum for ideas, collaborations, research, cross-border exchange and capacity building. This has resulted in thousands of opportunities for young cultural workers and artists to develop and engage with each other across Europe, underpinned by the twice yearly network meetings (these meetings are hosted by a different centre each time, as is the tradition since the foundation of the network). This focus and commitment can also be seen in the dedicated projects undertaken by TEH, like: the Trans Nordic Project, which promoted increased contact and joint projects between independent cultural centres in the Nordic and Baltic countries and the LIFT project, which coordinated the exchange of volunteers between the member centres, as part of the European Voluntary Service (EVS).

Trans Europe Halles’ journey has also kept pace with wider cultural and social developments, as its members were often on the frontline of major shifts and conflicts in society over the past three decades (Beat Initiative in Belfast, REX in Belgrade, Metelkova in Slovenia, to name but a few). This reflects the fact that independent cultural centres offer platforms for new thinking and artistic freedom, spaces allowing for real alternatives that investigate and challenge intolerant convention around how we develop our society on a local and a global level. This is why there are many examples of TEH centres beginning life in contentious situations or confronting powerful vested interests in their struggle for what they believe in, helped in their cause by the support and solidarity found through the TEH network.

As TEH celebrates its anniversary, it is also moving into a new phase of development. This phase will see the sharing of the organisation’s experience and knowledge, working with new members, partners and innovators that see beyond borders and embrace difference, working together for a sustainable cultural future. With an estimated eight million people now within the catchment of TEH, through its membership, and acknowledging what could be achieved by that small group of original founders, it is with optimism and a belief in the power of culture that TEH enters its next decades.

On Sunday we will meet you at La Vieille Charité in the heart of Le Panier, the oldest part of Marseille, maybe one of the most typical. We will visit the exhibition INSTEMPS: six photographers show their view on what it is to preserve our cultural heritage.

Later on you will have the opportunity to discover the amazing area of the newly opened museum (June 2013): The MuCEM, the Museum of the European and Mediterranean Civilizations.

After a short walk, we will have a snack in the renovated warehouse le J1 that has been turned into a cultural space with exhibitions, workshops, a bookshop and a restaurant with sea view. There, if you feel like it, you could discover an exhibition of a famous French architect, Le Corbusier, known in Marseille for the Cité Radieuse, the revolutionary apartment building built in 1952 and which continues to be celebrated around the world.
