8.4 TRANSFERTS DE CRÉDITS BUDGÉTAIRES AU SURPLUS AFFECTÉ TRANSFERS OF BUDGETARY APPROPRIATIONS TO THE APPROPRIATED SURPLUS 2018-10-R206 CONSIDÉRANT QUE certaines dépenses projetées en immobilisations pour l’année 2018 sont reportées à une année ultérieure;

WHEREAS certain projected capital expenditures for the year 2018 are carried forward to a future year;

CONSIDÉRANT QUE la municipalité désire effectuer le transfert de crédits budgétaires pour ces dépenses reportées;

WHEREAS the municipality wishes to transfer the budget appropriations for these deferred expenses;

EN CONSÉQUENCE, il est proposé par Monsieur le Conseiller Gerry Clark, appuyé par Madame la Conseillère Gabrielle Parr et résolu à l’unanimité

• d'autoriser les transferts de crédits budgétaires en immobilisations suivants, au surplus affecté:

- la somme de 36 500 $ provenant du poste budgétaire 22 10800 721 Barrage Lost River;

- la somme de 70 000 $ provenant du poste budgétaire 22 30100 710 Garage municipal;

- la somme de 25 000 $ provenant du poste budgétaire 22 30800 640 Glissières de sécurité;

- la somme de 40 000 $ provenant du poste budgétaire 22 45100 724 Hygiène du milieu : aires de dépôts;

- the sum of $ 70 000 coming from the budgetary code 22 30100 710 Municipal garage;

- the sum of $ 25 000 coming from the budgetary code 22 30800 640 Safety railings;

- the sum of $ 40 000 coming from the budgetary code 22 45100 724 Health Environment : spaces for deposits;

- the sum of $ 30 000 coming from the budgetary code 22 60200 725 FDT – Sanitary Block Lost River;

ATTENDU que la Municipalité du Canton de Harrington a adopté un règlement de zonage numéro 192-2012 pour l’ensemble de son territoire;

WHEREAS the Municipality of the Township of Harrington has adopted a Zoning By-law number 192-2018 for its entire territory;

ATTENDU que la Municipalité du Canton de Harrington désire amender son règlement de zonage numéro 192-2012 afin de modifier des dispositions relatives au garage privé et abri pour automobile détachés du bâtiment principal;

WHEREAS that the Municipality of the Township of Harrington wishes to modify its Zoning By-law number 192-2012 in order to modify provisions relating to private garage and shelter for automobile detached from the main building;

ATTENDU que le présent projet de règlement est susceptible d’approbation référendaire par les personnes habiles à voter en vertu de la Loi sur l’aménagement et l’urbanisme;

WHEREAS this draft by-law is subject to approval by referendum by persons qualified to vote under the Act respecting land use planning and development;

ATTENDU qu’une copie du présent projet de règlement a été remise aux membres du conseil municipal conformément au Code municipal du Québec (RLRQ, c. C- 27.1);

WHEREAS a copy of the draft by-law has been given to the members of the municipal council in accordance with the Municipal Code of Québec (CQLR C-27.1);

ATTENDU qu’une copie du projet de règlement est mise à la disposition du public pour consultation dès le début de la séance ;

ATTENDU que la Municipalité du Canton de Harrington a adopté un règlement sur le plan d’urbanisme pour l’ensemble de son territoire;

WHEREAS the Municipality of the Township of Harrington has adopted a By-law on the planning program for its entire territory;

PAR CONSÉQUENT, il est proposé par Madame la Conseillère Gabrielle Parr, appuyé par Madame la Conseillère Chantal Scapino et résolu :

- DE TENIR une assemblée publique de consultation le 1er novembre 2018 à 18h00, au 2811, Route 327, Harrington, concernant le projet de règlement 191- 2018 modifiant le règlement 191-2012 concernant le plan d’urbanisme de la municipalité du Canton de Harrington tel qu’amendé, afin d’assurer la conformité de celui-ci au règlement 68-17-17 modifiant le schéma d’aménagement et de développement révisé de la MRC d’Argenteuil (règlement de concordance).

THEREFORE, it is moved by Councilor Gabrielle Parr, seconded by Councilor Chantal Scapino and resolved:

- TO HOLD a public consultation meeting on November 1st, 2018 at 6 p.m. at 2811, Route 327, Harrington, concerning the draft By-law 191-2018 amending By-law 191-2012 concerning the planning program of the Municipality of the Township of Harrington as amended, to ensure compliance of this By-law with By-law 68-17-17 amending the revised land use and development plan of the Argenteuil RCM (concordance By-law).

ATTENDU QUE la municipalité a adopté le règlement no 208-2012 ayant pour objet d’adopter le code d’éthique et de déontologie des employés de la Municipalité du Canton de Harrington en novembre 2012;

WHEREAS the municipality has adopted By-law No. 208- 2012 having for object to adopt the Code of Ethics and Professional Conduct of the employees of the Municipality of the Township of Harrington in November 2012;

ATTENDU QUE le projet de loi 155 sanctionné le 19 avril 2018 modifie l’article 16.1 de la Loi sur l’éthique et la déontologie en matière municipale pour prévoir, dans le Code d’éthique et de déontologie des employés municipaux, des règles « d’après-mandat » ;

WHEREAS Bill 155, passed on April 19, 2018, amends section 16.1 of the Municipal Ethics and Professional Conduct Act to provide, in the Code of Ethics and Professional Conduct of Municipal Employees, rules for " post-employment';

ATTENDU QUE ces nouvelles règles entrent en vigueur à compter du 19 octobre 2018 ;

WHEREAS these new rules come into effect on October 19, 2018;

CONSIDÉRANT QUE plusieurs incidents voire même des accidents nous ont été rapportés par des citoyens et usagés qui désiraient entrer ou sortir sécuritairement du chemin de l’Écocentre ou des bureaux administratifs de la municipalité au 2940, Route 327 à Harrington;

WHEREAS several incidents or even accidents were reported to us by citizens and users wishing to enter or exit safely from the Ecocentre Road or the administrative offices of the municipality at 2940 Route 327 in Harrington;

QUE le conseil de la Municipalité du Canton de Harrington demande au ministère des Transports du Québec d’installer des panneaux de signalisation sur la Route 327, avertissant de ralentir, car des camions entrent et sortent du chemin de l’écocentre et de l’entrée du 2940, Route 327 et ainsi, pouvoir rendre ce tronçon de la route plus sécuritaire.

CONSIDÉRANT QUE La Municipalité du Canton de Harrington a procédé à un appel d’offres afin de procéder à des travaux de réfection et de reconstruction du chemin Maskinongé prévus dans le cadre du programme de la taxe sur l’essence et de la contribution du Québec;

WHEREAS the Municipality of the Township of Harrington proceeded with a call for tenders in order to proceed with the rehabilitation and reconstruction work of Maskinongé Road, under the program of the gas tax and the contribution from Quebec;

CONSIDÉRANT QUE deux (2) soumissions ont été reçues :

WHEREAS two (2) tenders were received:

David Riddell Excavation & Transport 193 200 $ (plus taxes)

Gilbert P. Miller et Fils Ltée 201 525 $ (plus taxes)

CONSIDÉRANT QUE le plus bas soumissionnaire conforme pour les travaux de réfection et de reconstruction du chemin Maskinongé prévus dans le cadre du programme de la taxe sur l’essence et de la contribution du Québec, est David Riddell Excavation & Transport, pour un montant de 193 200 $, plus taxes ;

WHEREAS the lowest conforming bidder for the rehabilitation and reconstruction work of Maskinongé Road, under the program of the gas tax and the contribution from Quebec, is David Riddell Excavation & Transport, for an amount of $ 193 200, plus taxes;

EN CONSÉQUENCE, il est proposé par Madame la Conseillère Chantal Scapino, appuyé par Madame la Conseillère Gabrielle Parr et résolu à l’unanimité d’octroyer :

• pour les travaux de réfection et de reconstruction du chemin Maskinongé prévus dans le cadre du programme de la taxe sur l’essence et de la contribution du Québec, est David Riddell Excavation & Transport, pour un montant de 193 200 $, plus taxes, dans le compte budgétaire numéro 22 30000 000.
