Killay Community Council meetings are held via Zoom until further notice in compliance with legislation set by the Welsh Government.

2. Declaration of Interests In accordance with the provision of the Code of Conduct, Council members must declare a Personal and/or Prejudicial interest at the commencement of such matter being discussed, or when the interest becomes apparent. Members disclosing an interest must enter the Agenda number of the item, together with their interest, onto the relevant form supplied by the Clerk during each meeting.

3. Acceptance of Minutes Minutes from the meeting held on 23rd September (circulated previously) were agreed and signed as a true and correct record, after a minor adjustment to Councillor apologies.

4. Matters and action points arising from previous meeting – 23rd September 2020 Page 2 Item 6.(b) CC Report (MJ) Cllr Mary Jones informed KCC that the City Council has regretfully decided that the Sleigh/Land Train will not be available to Town or Community Councils this Christmas. This is due to the risk of potentially attracting a crowd, contrary to social gathering restrictions during the current pandemic. To be discussed further as agenda item (12)

Page 2 Item 6.(b) CC Report (JJ) Cllr Fletcher reported that he had reviewed the documents regarding the bollards at the Precinct, this item is an agenda item (10)

5. Correspondence - received from No urgent correspondence received.

6. Reports (a) Chairperson's report (NF) No urgent matters to report. Cllr Fletcher noted that the I-Salon in Killay had called out the Fire Brigade again on 24th September due to excessive rain and the risk of localized flooding.

Cllr Fitton spoke of her concerns regarding a number of blocked drains in Hendrefoilan Road/ Road, resulting in surface water flowing down Goetre Fach Road. City Cllr M Jones will report the matter to CCS.

(b) City Councilor’s reports CC Mary Jones updated the Council on work recently carried out by the PATCH team in Avenue, work has also been carried out on Dylan Road.

Active Travel schemes – Background information (from Council website)

The Active Travel () Act (2013) places a legal duty upon local authorities in Wales to map, plan for and promote active travel journeys. The Active Travel (Wales) Act is a landmark piece of Welsh legislation brought forward in 2013 which aims to make it easier for people to walk and cycle in Wales, specifically to promote walking and cycling as viable modes of transport for everyday journeys such as to the shops, work or college.

The Act required the Council to develop two maps.  The Existing Route Map - Approved by the Welsh Government in August 2016. This map sets out the existing infrastructure for walking and cycling within the areas covered by the Active Travel Act.  The Integrated Network Map - Approved by the Welsh Government in February 2018. This map shows the routes which the Council intends to deliver over the next fifteen years (up to 2033).

These maps, and associated reports, which list over 50 proposed schemes throughout Swansea can be found on the Swansea Council website https://www.swansea.gov.uk/activetravelact

The Existing Route Map and Integrated Network Map will be reviewed and updated periodically in conformity to the requirements of the Act. The Council also prepares annual reports which are submitted to the Welsh Government to monitor the costs and use of Active Travel within the City & County of Swansea.

Active Travel routes - Proposed Olchfa Link https://www.swansea.gov.uk/article/60044/Current-active-travel-schemes

City Councillors Jeff & Mary Jones presented information on the proposed Olchfa Link. (Detailed maps can be found on the Swansea Council website)

The construction of Olchfa Link will enable access for a large area of Killay to the National Cycle Network Route 4, providing off-road traffic-free access to a number of destinations including the city centre. The 2.5km shared use path will serve to provide an alternative route for pedestrians and cyclists, to take them away from the congested Road corridor. Olchfa Link will also provide an alternative walking route to school for pupils attending Olchfa Comprehensive School.

A summary of the proposal includes the reduction from 2 lanes to one lane of the A4118 Gower Road in a westerly direction from Olchfa school roundabout to Olchfa lane roundabout, to allow room to extend the existing footpath to provide a shared use path.

The proposal also includes improvements to Olchfa lane and the bridal way that leads down into Clyne Valley. This bridal way is on the eastern boundary of ward. The bridal way would be resurfaced to allow access by cyclists and wheelchair users, in addition to pedestrians and horses. The link would eventually extend through Clyne Valley to meet up

with the existing cycle path down to Blackpill

There was a lengthy debate covering a number of issues, including; a) The absence of full public consultation and notification of the scheme to City Councillors and Community Council. b) The pros and cons of the proposed Olchfa link c) The pros and cons of the reduction to one lane of the A4118 Gower Road

It was agreed that a letter expressing the views of Community Council would be sent to Cllrs Swansea Council Highways department. Cllrs E Sides & R Barrar to draft a letter. Sides/Barrar

Cllr Jones reported that the PATCH team have been active in Ridgeway, Goetre Fach Road and Goetre Fawr Road.

Cllr J Jones reported that the availability of funding for Woodcote play area has been accepted , CC Jones met with officers at Woodcote and a quotation has been received, Cllr Jones is due to meet with Cabinet members and officers to discuss other projects.

Cllr Evans raised her concerns that the leaves on Wimmerfield Avenue are giving concerns regarding the danger of slipping, Cllr Jones remarked that blocked drains in the whole of Swansea are causing problems, especially due the leaf fall in Autumn. This will be discussed by CCS next week.

(c) Clerk's Report (SB)  The Clerk has received a letter explaining the cancellation of the Sleigh by the City Council, this will be sent to all Councillors for information. The Clerk reported that the Christmas tree has S.Bagley been ordered and she will go to Three Crosses to choose a tree. The tree will be delivered on 26th November to be erected and decorated by Phillips Services on 29th November, ready to be switched on, on Monday 30th November. Reg Williams known as Father Christmas has been informed that there will be no Christmas Parade this year, he sends his best wishes to you all. Chris Smith from the Salvation Army has been contacted and told of the cancellation of the Christmas Parade, he sends his best wishes to you all.

 All minutes from 2011 - 2019 have been sent to the City & County of Swansea Archives section.

 It appears that Good Energy have been estimating our electricity supply even though they have been having accurate readings. The estimated invoice cost of £1560.12 which includes Christmas 2019 plus our standing charge was disputed by the Clerk. The final and correct charge of £86.91 plus the standing charge is £124.45 this will be taken by Direct Debit by 31st October. The meter will be read again at the end of January.

 "The Circuit" has contacted the Clerk regarding the Defibrillators and asked for information regarding the batteries and pads. They were informed that no pediatric pads were included with the machines. The batteries and pads are all intact and correct as checked by Cllr S John, J Robinson & D Morse. This information has now been sent to The Circuit and will be checked again in due course.  Concerns were raised that the cabinet door of the petrol station defibrillator was difficult to open. To be checked by Clerk and/or Cllr Fletcher. S.Bagley /  It was also noted the instructions to “enter code” could be misleading to members of the public. N.Fletcher

d) Social Media & Marketing Website: (JR)  Cllr Robinson reported that the website is up to date.  There has been an increase in the cost of the Website - total cost is £114.39.  Cllr Robinson reported that KCC were paying for the main KCC website address and a dormant second KCC website domain name. The need for this second website address to be reviewed in 2021.

Facebook: (B John) – 1072 people “liked KCC page” and 1138 people “follow the Facebook site”. Covid 19 information on the site did not raise a great deal of interest - 3 likes The Defibrillator information did receive a greater response - 7 likes and 29 shared.

(e) Gardening (J Evans)  Cllr Evans reported that the flower beds at the Precinct have now been planted with Daffodils, and a small amount of Tulips that were donated by the Botanical Gardens.  The Begonias have been removed and packed away to be stored in the Clerk’s Greenhouse for the winter.  The Daffodils have now been planted in front of St Hilary's Church by the Parks Department.

8. Financial Report (SB/NF) (a) Banking transactions conducted during October circulated previously, were accepted, agreed by Council and signed by Cllr N Fletcher.

Cllr S John confirmed the monthly bank statement has been checked and verified and all items have been approved by Council. The Lottery grant money has now been transferred from the pre-paid card to the KCC account by Cllr Fletcher.

(c) The six monthly summary of accounts, (April - September 2020) has previously been circulated to all Councillors; Cllr Fletcher explained the main variances between budget and actual income/expenditure which were due largely to Covid-19. There were no questions raised on the six monthly accounts.

(d) Re-apportioning National Lottery Grant. Since the September 2020 meeting, the National Lottery notified Cllr Fletcher that the deadline for spending the National Lottery grant (£729.64) had been extended from 31st December to 31st August 2021. Cllr Fletcher suggested three options to apportion the grant, as follows :

(1) Christmas Expenses (2) Defibrillator Budget (3) Defer until next year - hopefully when social distancing allows us to again organise Community Events. Cllr S John proposed to defer until 2021. Cllr Sides proposed that because neither the grant nor the purchase of defibrillators had been budgeted for, the money should be set against the purchase of the defibrillators. Seconded by Cllrs D Morse/J Evans, Cllr Fletcher asked for a show of hands - The majority of Councillors voted that the money should go to the Defibrillator Budget.

9. Requests for donations (SB) Cerebral Palsy - formerly Bobath Children's Therapy Centre (Wales) requesting financial help, this was noted.

Reverend Phillip Gwynn has requested a donation towards the cost of replacing the recycled hot-air heating system which is not permissible due to Coved 19 restrictions, with the installation of a gas supply, gas boiler and radiators which has cost the Parish approximately £17,000. Cllr S John proposed a donation of £1,000 towards the cost and was seconded by Cllr J Robinson - all agreed. Cllr Fletcher The Clerk & Cllr Fletcher to contact St Hilary’s to arrange payment. 10. Replacement/Upgrading of Bollards at Precinct Cllr Fletcher reported that Mark Barry (Chair of Livingston's ) is in talks with the Co-op Head office regarding the replacement/upgrading of the bollards. He will update us as and when he has anything to report. Mark Barry mentioned that there are a few issues to discuss with the Co-op with regard to the Bollards.

11. Future Events Until social distancing has been relaxed, no public events will be discussed. a) Halloween Cllr Fitton has set up all information for the Halloween virtual event. Cllr Fitton explained to all Councillors about the event, and it was hoped that children would get involved and enjoy. Cllr Fitton to coordinate the entries for Pumpkin carving, Colouring, Skeletons and Dressing up, and Cllr Fitton arrange judging as appropriate. Gift vouchers to be awarded to winners in each category. The value of vouchers to be decided. Finance Cllr Fletcher thanked Cllr Fitton for all her hard work. Committee

12. Christmas Events - Until Social distancing has been relaxed, no public events can be discussed.  Cllr J Robinson has received an enquiry from the hairdresser in Lime Grove, Revive & Rejuvenate to extend the Festoon Lights over their property in Lime Grove. The clerk reported no request has been received from Revive and Rejuvenate to date. Cllr Fletcher suggested that the clerk contact Sue Bagley Phillips Services be contacted for a quotation.  Cllr B John asked if the Best Dressed Christmas window would go ahead this year. It was suggested by Cllr Sides that children could take part in a 'hunt the toy' positioned in shop windows. A prize could be given which would encourage shoppers to shop at the Precinct. Several Cllr Fletcher suggestions were made. Cllr Fletcher will produce and distribute letter to all Killay traders by 7th November.

City Councillor Mary Jones was asked if she would consider switching on the Christmas lights on the 30th November. City Cllr M Jones agreed but suggested that she be invited as City Councillor. If the invitation goes via the Mayor’s office, the Lord Mayor gets precedent as to what events he Sue Bagley attends. The Clerk to write to Cllr M Jones to officially invite her to attend at 5pm on 30th November
