So elementary education and basic education is necessary for any state or nation. Social inertia and infrastructural facility are the essential for systematic development of education. Lacking of this facility leads to inconsistency in the development of basic education. Poverty, early marriage system, poor infrastructural facility and employment opportunities are the factors which retards basic education development in different states of India. The forgoing analysis is an attempt to glean out the role of different for impaired development of basic education in Burdwan District, West Bengal. Introduction: Education has a significant role for human development as well as social development. The role of education for social development has been recognized ever since the days of Plato. Education, Plato believed, is indispensable for the economic health of a structured society, as education makes citizens 'reasonable men'. Since education has high economic value, Plato argued that a considerable part of the community's wealth must be invested in education.     Attachment 1 i) Scheme for dioxin and Furan controls Reply: Dioxins and Furans are formed in the temperature region of 250 °C to 450°C below the combustion zone in the bed. After that it was carried downward with the gas and condensed near to the bottom of the sinter bed. It is also formed in the wind boxes when the hot off- gases cooled. The quantity of Dioxins/Furan formation depends on presence of carbon and chlorine bearing material in the sinter bed. Measures to reduce dioxins and furan emissions a) Stable and consistent operation of sinter strand. b) Continuous monitoring of parameters like state of dampers, suction, opacity of the gases, speed of the sinter strand to ensure the optimal running of the sinter plant and maintaining temperature in the sinter bed above 850 0C. c) The oil content in the sinter feed for preparation of base mix will be controlled through regular measurement of oil content in the base mix and it will be maintained at <0.02%. c) Urea will be added in the base mix to reduce formation of dioxins and furan up to 50%.
