Situation report on CYCLONIC STORM “FANI” as on 04thMay, 2019 up to 1700 Hrs.

1. Background

(i) A Low pressure area was formed over east equatorial Indian Ocean (EIO) and adjoining southeast of (BoB) on 25.04.2019 intensifying into a Severe Cyclonic Storm over southeast & adjoining southwest BoB.

(ii) It intensified into a very cyclonic storm “FANI” over southeast & adjoining southwest BoB on 30.04.2019 and further intensifying into Extremely Severe Cyclonic Storm ‘FANI’ over west central& adjoining southwest BoB on 01.05.2019.

(iii) The Extremely Severe Cyclonic Storm ‘FANI’ made landfall on the Coast south of on 3rd May, 2019 at 0800 hours IST and the of the system was completely moved into land by 1000 hrs at the wind speed of 175-185, gusting upto 205 kmph.

(iv) Cyclone weakened into a Cyclonic Storm in the early hours on 4th May while landing at the wind speed of 80-90 gusting to 100kmph and immediately weakened before moving to .

Efforts made/ Resources mobilized by Central Government

2. Early Warning Indian Metrological Department (IMD) issued regular accurate forecasts & warning bulletins to all the affected States (03 hourly bulletins from 26.04.2019 onwards and hourly from 2.05. 2019 onwards).

3. Monitoring/ Resources mobilisation

(i) National Crisis Management Committee (NCMC) NCMC, under the chairmanship of Cabinet Secretary met on 29th April, 30th April, 1st May, 2nd May and 4th May to monitor the situation with the states and Central Ministries/Agencies concerned.

(ii) Ministry of Home Affairs

a. Cyclone ‘FANI’ monitored at the highest level 24x7 basis. MHA remained in constant touch with State chief Secretaries and relief commissioners and Central agencies concerned.

b. Helpline number 1938 activated in MHA control room.

c. NDRF deployment – pre-positioned 54 teams, standby 31 in four states. On further request NDRF Teams in Odisha increase from 28 to 44 on 3rd May

** NDRF removed 271 trees, 11 electric Poles, 423 roads and distributed relief material 250 persons in . In Odisha, NDRF rescued 70 persons, removed 184 trees, 10 electric poles, cleared 214 roads and provided Primary health to 52 persons.

In West Bengal NDRF evacuated 1743 persons and 86 nos livestock.**

d. Rs 1086 released in advance from SDRF to State Governments of Andhra Pradesh, Odisha, Tamil Nadu and West Bengal:

 Rs. 340.875 cr – for Odisha (existing balance Rs 352 cr)

 Rs. 235.50 cr – for West Bengal (existing balance Rs 494)

 Rs. 200.25 cr – for Andhra Pradesh (Nil balance)

 Rs. 309.375 cr – for Tamil Nadu (Nil balance)

(iii) Ministry of Defence

a. Army: 19 columns and 9 Engineering Task Force (ETFs) on standby at different locations. b. Navy: a. 11 ships with 3 helicopters, relief assistance and 5 Medical teams on standby. b. 1 aerial sortie for damage assessment. c. 6 Dorniers & 4 helicopters on standby for rescue ops at Vizag. d. Disaster Response Teams (DRTs), Medical Teams & Diving Teams standby at Chennai, c. Air Force: Deployed 2 C-17, 6 MI-17, 2 C-130 and 4 AN-32 at Hindon, Jorhats, Jagdalpur on standby for rescue & relief ops.

d. Coast Guard: 5 ships moving from Chennai & Vizag towards Odisha coast for rescue & relief ops. 34 Disaster Relief Teams standby at , Haldia, Fraserganj, Gopalpur, Bhuvneshwar & Paradip. 4 Dorniers on standby.

e. Arranging transport aircrafts for airlifting of relief material

(iv) Ministry of Power a. Activated Emergency restoration systems. b. Transformers, DG sets and other equipments kept in readiness.

(v) Ministry of Communication a. All sms in service areas of AP, Odhisa and West Bengal made free of cost and facility of Bulk sms made free by all operators. b. Activated intra circle inter operability among service providers. c. Towers and exchanges being kept under watch. d. Restoration efforts post landfall Andhra Pradesh:

257 Base Transmission Systems (BTS) affected 254 restored only 3 pending for restoration.

Odisha:

Total of 9039 BTSs affected out of which 1257 restored; 2500 to be restored by today evening. Remaining in 2-3 days.

159 exchanges of BSNL have been affected: being restored on priority

37 Towers have been affected: may take a week for full restoration.

123 Optical Fibre links affected: to be restored by 6th May

43 Microwave links affected, to be restored by one week

West Bengal: 1766 BTSs were affected out of which 1521 restored. Only 245 pending for restoration, to be restored in 1-2 days.

(vi) Ministry of Drinking Water:

Kept on standby ready drinking water, mobile water purification units and mobiletoilets.

(vii) Ministry of Health and Family Welfare: a. Ten Public Health Rapid Response Teams (each Team comprising of an epidemiologist, microbiologist and entomologist) on standby. b. Five Quick Response Medical Teams (drawn from AIIMS, Safdarjung, LHMC, RML and JIPMER), each comprising of 15 specialists ( 5 physicians, 5 pediatricians and 5 obstetricians) and 10 nurses kept ready for deployment at short notice . c. Five additional teams of 15 specialists and 10 nurses will be on standby. d. Indian Red Cross Society: Stocks of tarpaulins, kitchen sets, mosquito nets and water purification units. They also have over 100 qualified Disaster Response Team volunteers to support response activities. e. Arranged 72 MT of medicines and 50 MT of bleaching powder, being sent on 4th May. f. Deputed a public health team led by Director, NCDC to guide on public health measures and to prevent epidemic.

(viii) Ministry of Food Processing Industries: Kept on standby ready to eat food items and drinking water.

(ix) Ministry of Shipping:

a. Disengaged all shops at Paradip port. b. Deployed Five Tugs (emergency vessels). c. DG light house alerted all incoming ships.

(x) Ministry of Civil Aviation:

Bhubaneswar Airport operation suspended on 2nd May at 10.00 pm and resumed on 4th May at 1300 hrs.

Kolkata Airport operation suspended on 3rd May at 3.00 pm and resumed on 4th May at 0800 hrs.

(xi) Arrangement of Gensets post NCMC on 4th May:

Ministry of Power has mobilised DG sets from different Ministries and Departments as follows:

a. 3 DG sets of 125 KVA from MCL delivered to Cuttack Municipal Corporation b. Ten DG Sets - 1 set of 250 KVA, 7 sets of 125 KVA and 2 sets of 63 KVA on the way to Bhubaneswar and may reach tonight. c. Four DG Sets - 1 set of 500 KVA, 2 sets of 125 KVA and 1 set of 200 KVA will reach in 24 hrs. d. Provided following manpower to DISCOM :  Baripada - 120,  Kendrapada - 50,  Bhadrak- 30.  Possibility being explored for providing additional manpower.

(xii) Efforts made by the State Government of Odisha i. 20 teams of Orissa Disaster Rapid Action Force (ODRAF) and 525 fire teams were deployed. ii. 11,60,529 Persons in 18 districts evacuated and sheltered in 6575 cyclone shelters. Free kitchen opened for them. iii. 24,889 numbers of tourists have been safely evacuated from Puri, Ganjam, Cuttack and Balasore districts. iv. Nearly 4.5 lakh polythene sheets (temporary shelter materials) have been prepositioned in district/ sub-district levels and 1.5 lakh kept in buffer stock at state HQRS. v. 1 lakh of food packets have been prepared and kept ready for air dropping, if required. vi. Cyclone related alert and action suggested have been delivered through Location Based Alert System (LBAS) SMS to 1.8 crore nos. of subscribers of the likely to be affected districts. vii. Cyclone warning has been disseminated through siren towers installed in the coastal areas under EWDS project.

(xiii) Efforts made by State Government of West Bengal:

Over 2 lakh persons evacuated in coastal districts & Kolkata.

(xiv) Damage report:

Odisha

i. Cuttak, Khordha, Bhubnaeswar and Puri are severely affected with complete shutdown of power and telecommunications. ii. Extensive damages caused to all kutcha houses. Structures of temporary street vendors have been completely damaged. iii. Approx 160 nos. of people injured and admitted to hospital for treatment. iv. Huge numbers of trees have been uprooted resulting in disruption of road communication. Summer crops, orchards, plantations devastated in a large scale.
