RECOMMENDATION SUMMARY: Approve subject to conditions

1. SCHEME OF DELEGATION

1.1 This applicant of this planning application is related to a member of staff at Councils Partnership and therefore is to be determined by the planning committee.

2. DESCRIPTION OF SITE:

2.1 The application site forms part of a group of communal garages at the end of Herrison Road. They are located within Charlton Down Conservation Area

3. DESCRIPTION OF DEVELOPMENT:

3.1 It is proposed to replace a flat roof with a pitched roof over three of the garages to provide additional storage in the roof space.

Para 56 - The Government attaches great importance to the design of the built environment. Good design is a key aspect of sustainable development, is indivisible from good planning, and should contribute positively to making places better for people.

Para 57 - It is important to plan positively for the achievement of high quality and inclusive design for all development, including individual buildings, public and private spaces and wider area development schemes.

Decision taking: Para 186 - Local planning authorities should approach decision-taking in a positive way to foster the delivery of sustainable development. The relationship between decision-taking and plan-making should be seamless, translating plans into high quality development on the ground.>

Para 187 - Local planning authorities should look for solutions rather than problems, and decision-takers at every level should seek to approve applications for sustainable development where possible. Whilst there is no absolute requirement to fully remove any disadvantage the Duty is to have “regard to” and remove OR minimise disadvantage and in considering the merits of this planning application the planning authority has taken into consideration the requirements of the PSED

9.7 DCP Trees Officer Observations: The site is within a conservation area and the application mentions that works to trees would be required. There is not sufficient detail as to what these works would be - i.e. species, how much of a reduction etc. This would need to be specified on this application or a separate tree works application submitted. The proposed works would need to be in accordance with BS3998:2010. Recommendations: Further arboricultural information required.

12. PLANNING ASSESSMENT:

12.1Neighbouring amenity The proposed development would not have a significant adverse impact on the living conditions of occupiers of residential properties. No objections have been received from neighbours. The garages are at distance from neighbouring properties and their amenity spaces so are not considered to pose concerns of overlooking or overbearing. There is a window proposed on the front elevation however this would look out onto adjoining green space.

12.2 Design The proposed development would not have an adverse impact on the visual amenities of the site or locality and the slate roof is considered to be acceptable. The garages are set down from neighbouring properties so even with the addition of the pitched roof, they are not considered to appear dominating as the height would be in line with the nearby dwellings. In terms of views from the wider landscape, the garage roof would be visible however it would be read in context with the surrounding properties and as such not considered to appear incongruous.

12.3 Impact on Conservation Area The proposal is considered to preserve the character and appearance of the conservation area. Although the roof would be visible within the wider Conservation Area, it would be read in context with the other existing garages and as such it is considered not to have an adverse impact on heritage assets. This conclusion has been reached having regard to: (1) section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990 that requires special regard to be paid to the desirability of preserving or enhancing the character or appearance of a conservation area; and (2) Local Plan policy.

12.4 Trees The Trees Officer requested further information on the works proposed to arboriculture which was then submitted by the applicant. A condition will be added to ensure they are carried out to national standards so the trees remain unharmed.

13. CONCLUSION/SUMMARY:

13.1 The proposal is considered acceptable and would not result in an adverse impact on neighbouring properties, the local context or heritage assets.

14. RECOMMENDATION:
