592. MAYOR'S ANNOUNCEMENTS

(1) Mr. T. Van Der Hoven

His Worship the Mayor welcomed the new Head of Administration, Mr. Van Der Hoven, to his first Council meeting.

His Worship the Mayor welcomed Mr. Peter Giddings : Director of Resources in his new capacity.

(3) Councillor Bolton

His Worship the Mayor welcomed Councillor Bolton to his first Council

His Worship the Mayor reported that he had visited The House where advice, on a number of subjects, is given to people between the ages of 13 and 25. He urged all Councillors to visit the establishment.

(4) That in respect of Minute 560 the following additional recommendation be accepted:

"(4) That upon restructuring all delegations to the Directors and Assistant Directors of Environmental Health and Planning be transferred to the Heads of Environmental Health Services and Planning Services respectively."

594. COUNCIL TAX 1997/98

RESOLVED:

(1) That having approved the revised revenue estimates for the year 1996/97 and the revenue estimates for the year 1997/98 together with the revised capital programme for 1996/97 and the capital programme for 1997/98.

(2) That for the purposes of Section 35(2)(d) of the Local Government Finance Act 1992 the sum of £169,837 being part of the aggregate sum of expenses in relation to allotments, burial ground, sports grounds and playgrounds incurred by the Council in performing in the unparished area of Andover functions performed elsewhere in the area by a Council, or The Chairman of a , shall be treated as Special Expenses and, any expenditure other than the £169,837 herein specified shall be treated as general expenses.

(3) That it be noted that at its meeting on the 8th January 1997 the Council calculated the following for the year 1997/98 as its tax base in accordance with regulations made under Section 33(5) of the Local Government Finance Act 1992 :-

(a) 40,198.00 being calculated by the Council, in accordance with regulation 3 of the Local Authorities (Calculation of Council Tax Base) Regulations 1992, as its council tax base for the year.

being calculated by the Council, in accordance with regulation 6 of the regulations, as its council tax base for the year for dwellings in those parts of its area to which one or more special items relate.

(4) That the following amounts be now calculated by the Council for the year 1997/98 in accordance with Sections 32 to 36 of the Local Government Finance Act 1992:-

(a) £27,435,395 being the aggregate of the amounts which the Council estimates for the items set out in Section 32(2)(a) to (e) of the Act

(b) £18,660,143 being the aggregate of the amounts which the Council estimates for the items set out in Section 32(3)(a) to (c) of the Act

(c) £ 8,775,252 being the amount by which the aggregate at 4(a) above exceeds the aggregate at 4(b) above, calculated by the Council, in accordance with Section 32(4) of the Act, as its budget requirement for the year

(d) £ 5,508,683 being the aggregate of the sums which the Council estimates will be payable for the year into its general fund in respect of redistributed non-domestic rates and revenue support grant, increased by the amount which the Council estimates will be transferred in the year from its collection fund to its general fund in accordance with Section 97(3) of the Local Government Finance Act 1988 and increased by the amount of the sums which the Council estimates will be transferred from its collection

- 622 - fund to its general fund pursuant to the Collection Fund (Community Charges) Directions 1994 under section 98(5) of the Local Government Finance Act 1988 made on the 7th February 1994.

(e) £81.26 being the amount at 4(c) above less the amount at 4(d) above, all divided by the amount at 3(a) above, calculated by the Council, in accordance with Section 33(1) of the Act, as the basic amount of its council tax for the year

(f) £611,089 being the aggregate amount of all special items referred to in Section 34(1) of the Act.

595. MOTION

The following Motion was proposed by Councillor Discombe and seconded by Councillor Bolton:

"That this Council requests the Ministry of Defence provides details of:-

1) The dates, volumes and types of bacteria which were released in City Centre and Porton Down.

2) Full details and purpose of the experiments which took place when the bacteria were released into the atmosphere.

3) The anticipated dispersal distance of the bacteria released.

4) Confirmation that the Ministry will pay compensation to all affected residents when and if proved appropriate.

Upon being put to the meeting the Motion was declared carried with the exception of paragraph 4).

596. REPRESENTATION ON OUTSIDE BODIES

Councillor Mrs. Menzies reported on her attendance at meetings of the Andover Shopmobility Steering Group. Councillor Marsh reported on his attendance at a meeting of the Hampshire Joint Health Consultative Committee. Councillor Bruce reported on the launch of the National Byeway which is a private sector initiative.

Councillor Mrs. Haselden reported on a visit to Test Valley Arts Project. Councillor Lewis reported on his attendance at a meeting of TVAT. His Worship the Mayor, Councillor Palmer, reported on a visit to Knights Enham School.

Councillor Gardiner reported on a meeting of TVAT as well as a visit to Test Valley Arts Project. Councillor Roach reported on a meeting of the Telecoms and Post Office Advisory Committee. Councillor Discombe reported on a meeting of the Police Liaison Division. Councillor Mrs. Kerley reported on a meeting of the Andover War Memorial Hospital Trust as well as a meeting of the Andover Shopmobility Steering Group.

The Mayor concluded the meeting by thanking Mr. Peter Marks, Assistant Director of Administration, for his services over many years and wished him well for the future.
