1.1 General

This validation was carried out on land at Taverham Mill, Taverham, Norwich. The area under consideration is a new residential dwelling. Mr S Pickering instructed Norfolk Partnership Laboratory to carry out the work by email after acceptance of Norfolk Partnership Laboratory’s emailed quotation. Norfolk Partnership Laboratory (NPL) provides a service within the Highways Group of the Community and Environmental Services Department of Norfolk County Council.

This report should be read in conjunction with three previously issued reports.

1) Desk Study GN19222 DS, dated July 2015 by Messrs Harrison Environmental.

2) Site Investigation Report GN19222 SI, dated November 2015 by Messrs Harrison Environmental.

3) Supplementary Site Investigation, Including Quantitative Risk Assessment and Remediation Strategy, Taverham Mill, Norwich. Report ref. DFAL0033, dated April 2016 by Messrs Norfolk Partnership Laboratory.

Opinions and interpretations expressed herein are outside the scope of UKAS accreditation.

1.2 Verification work objectives

The objectives of these works were to implement the remediation strategy and any variation to the remediation strategy submitted to and approved by District Council.

1.3 Site location

This investigation was carried out on land at Taverham Mill, Taverham, Norwich. The site is located off a private drive accessed from Road, Taverham (OSGR 615838/313820).

2.1 Previous reports by Harrison Environmental

These reports were reviewed in the previous report Supplementary Site Investigation, Including Quantitative Risk Assessment and Remediation Strategy, Taverham Mill, Norwich. Report ref. DFAL0033 dated April 2016 by Messrs Norfolk Partnership Laboratory.

2.2 Previous Supplementary SI Inc. QRA and RMS by NPL ref. DFAL0033.

This report concluded that if the following Remediation Strategy was implemented the site would be fit for purpose and pose an insignificant risk to the end user and the environment.

Garden area to the south of the proposed dwelling

This garden area is to be raised by 0.60 metre up to 1.05 metres to allow for the finished garden to be level with the ground floor of the dwelling.

This material imported will be certified clean and suitable for use. Inspection and validation confirming that the requirements have been carried out will be required. This information should be collected and collated throughout the construction process and submitted in a final validation report.

Garden area adjacent to “The Pony Shed”

This area as shown on the remediation plan should be excavated to a depth of 0.60 metre below finished ground level. This area should then be backfilled with either 600mm of certified clean inert topsoil or 300mm of clean certified fill material supplemented by 300mm of certified Topsoil.

Evidence that this work has been carried out will be included within the validation report.

Validation

Following the remediation that is proposed above, a Validation Report should be prepared detailing the remediation work carried out and presenting the validation data.

Following discussions with Mr S Moore of BDC the final remediation strategy was agreed. In addition to the agreed remediation to the main garden area to the south of the dwelling, the following remedial measures would be required:

a) The land to the south of The Pony Shed

This area will now be soft landscaped. Therefore the remediation in this area will be the removal of the surface material to a depth of 600mm below finished ground level. The area will then be inspected for any signs of potential contamination. If contamination is thought to potentially be present soil analysis will be carried out for contaminants of concern and the results assessed against relevant guidance, to determine if this is a suitable formation level. If no contamination is deemed present or no contamination found, the area will then be backfilled with either 300mm of certified clean subsoil followed by 300mm of certified clean Topsoil, or 600mm of certified Topsoil. Evidence of this removal and placement will be included in the final validation report.

b) The land to the east of the house

This area will now be soft landscaped inside and outside the perimeter fence. Therefore the remediation in this area will be the removal of the surface material to a depth of 600mm below finished ground level within the perimeter fence. The area will then be inspected for any signs of potential contamination. If contamination is thought to potentially be present soil analysis will be carried out for contaminants of concern and the results assessed against relevant guidance, to determine if this is a suitable formation level. If no contamination is deemed present or no contamination found, the area will then be backfilled with either 300mm of certified clean subsoil followed by 300mm of certified clean Topsoil, or 600mm of certified Topsoil.

The area outside the perimeter fence with be reduced in level to 300mm below finished ground level and inspected as above. The area will then be backfilled with 300mm of clean certified Topsoil. Evidence of this removal and placement will be included in the final validation report. A reduced depth of clean cover has been proposed in this location as this area will be private land but used as open space / privacy buffer, therefore access to this area for humans will be prohibited with the exception of the owners whose exposure to this area will be rare and short.

c) The area within the wheel house associated with the construction of the swimming pool

A competent person from NPL will be present on site to inspect the excavation of the proposed swimming pool. The excavation will be inspected for any potential signs of contaminated material present. If contamination is thought to be present, soil samples will be taken in accordance with sampling patterns stated in BS10175:2011 and results assessed against relevant guidance thresholds. If groundwater is encountered during the excavation process a sample will be taken and analysed for contaminants of concern. These results will be assessed against Drinking Water Standards.

Evidence of these works will be included in the final validation report.

A revised remediation plan that supersedes the drawing in Appendix F of the QRA was issued. A copy of this proposed remediation plan can be found in Appendix D of this report.

4.1 Remediation works

The planned remediation works are as described in Section 3.0.

Areas to be covered by the works are:

i) Main garden area to the south of the house ii) Area to the south of The Pony Shed iii) Area to the east of the house iv) Area of former Wheel House to become swimming pool

4.2 Variations from remediation plan

A variation on the originally proposal discussed in Section 3.0 was carried out in the main garden area to the south of the house. It was decided to not have a soft lawn and garden area but to use synthetic grass over the whole area. Therefore after the area was excavated and lowered no topsoil was replaced. This was changed to construction aggregates.

4.3 Justification for changes to plan

The client required a 365 days a year accessible garden area for all and deemed this was the most appropriate solution.

4.4 Completion Proposal

C4SL’s, Atkins ATRISK and LQM/CIEH S4UL’s threshold values for residential land use produce, with 1% soil organic matter models were used to determine allowable values for any contaminants present to assess human health risk.

To assess the risk to controlled waters the Environment Agency P 20 model would be used. This is the model recommended by the Environment agency to assess the risk to controlled waters. Due to the low levels of contamination found and the distance to the groundwater it was deemed that the risk to controlled waters was low and therefore no model was undertaken.

4.5.1 Former area of Wheel House proposed swimming pool area.

On 28th October 2016 Mr I Brown of NPL inspected the swimming pool excavation to ensure that the area was clean and free from any visible or olfactory contamination. No evidence of such material was seen and therefore the concrete blinding was laid to ensure stability of the sub-grade.

The area to the east within the trees was remediated prior to the majority of the construction works. Once the build had been commenced access to this area for machines would be difficult as walls were to be built around the main garden area.

This material was sampled at source from a stockpile (sample “stockpile 1”) and on site from a stockpile (sample “stockpile ”) by NPL on 27 October 2016 and sent for chemical analysis to determine if the material was fit for reuse in a residential garden area.

The samples indicated above were sent to Envirolab Cheshire for analysis. Envirolab is a UKAS accredited laboratory, No.1247 for a suite SB.

Suite SB = General contamination suite including testing for: Total Sulphate, Boron, Water Soluble, Arsenic, Cadmium, Chromium III, Chromium VI, Copper, Lead, Mercury, Nickel, Selenium, Zinc, Acid Soluble Sulphide, Phenols (Monohydric), Total Cyanide, Elemental Sulphur, pH Value, PAH Total, Speciated PAH , Soil Organic Matter (SOM).

All of the results were found to be below the C4SL’s, Atkins ATRISK and LQM/CIEH S4UL’s threshold values for residential land use produce, with 1% soil organic matter. In addition the results from both samples were comparable showing the material selected was the material received.

A total of 195 tons of Topsoil was used during the remediation works.

The area to the south of the Pony shed was inspected on 23 October 2017. The areas had been excavated and refilled with the certified Topsoil revealing a minimum of 600mm of placed material.

As discussed a variation to the original remediation proposal was adopted in this area. It was decided to use synthetic grass and therefore no Topsoil would be placed in this area. Instead the area was reduced to a formation level to allow 200mm minimum of imported sand fill to be used as a regulating layer. This was followed by a geotextile. On top of this later was 300mm of crushed brick and concrete Type I material. This was then covered with a Stemma Type I, 100mm thick, before being blinded with granite fines (<5mm). The synthetic grass was then laid on this blinding layer.

As discussed previously in the report the aim of the works was to deliver a site fit for residential development.

195 tons of certified Topsoil were imported into site from Lamberts Farm, Marsham.

Drurys Ltd. supplied all the aggregates and removed all the waste from the site over the duration of the works with the exception of the soft sand which was supplied by Cemex Ltd.

5.0 Verification, validation and performance testing

5.1 Remediated areas

On the 23 October 2017 during a site inspection five samples V1-V5 were taken from surface deposits as shown on the sample location plan in Appendix C.

6.1 Risk to controlled waters

Prior to the remediation the site was deemed to pose a low risk to groundwater due to the levels of contaminants of concern and the distance to the groundwater. Since the remediation this quantification can be endorsed. No contaminants remain on the site that pose a significant risk to groundwater or controlled waters.

6.2 Risk to Human Health

The site has been subjected to a full remediation. Test results and inspection have proven that the site is now fit for residential development and poses a low risk to the end user.

6.3 Risk to Buildings and services

Following the remediation the risk posed to buildings and services can be deemed to be low.

All remediation works previously recommended have been satisfactorily completed.

The site does no longer pose a significant risk of significant harm and is fit for purpose as a residential development.

General: This report shall not be reproduced, except in full, without written approval from Envirolab. Analytical results reflect the quality of the sample at the time of analysis only. Opinions and interpretations expressed are outside the scope of our accreditation. If results are in italic font they are associated with an AQC failure. These are not accredited and are unreliable. A deviating samples report is appended and will indicate if samples or tests have been found to be deviating. Any test results affected may not be an accurate record of the concentration at the time of sampling and, as a result, may be invalid.

Soil chemical analysis: All results are reported as dry weight (<40°C). For samples with Matrix Codes 1 - 6 natural stones, brick and concrete fragments >10mm and any extraneous material (visible glass, metal or twigs) are removed and excluded from the sample prior to analysis and reported results corrected to a whole sample basis. This is reported as '% stones >10mm'. For samples with Matrix Code 7 the whole sample is dried and crushed prior to analysis and this supersedes any “A” subscripts All analysis is performed on the sample as received for soil samples which are positive for asbestos and/or if they are from outside the European Union and this supersedes any "D" subscripts.

TPH analysis of water by method A-T-007: Free and visible oils are excluded from the sample used for analysis so that the reported result represents the dissolved phase only.

Asbestos: Asbestos in soil analysis is performed on a dried aliquot of the submitted sample and cannot guarantee to identify asbestos if only present in small numbers as discrete fibres/fragments in the original sample. Stones etc. are not removed from the sample prior to analysis. Quantification of asbestos is a 3 stage process including visual identification, hand picking and weighing and fibre counting by sedimentation/phase contrast optical microscopy if required. If asbestos is identified as being present but is not in a form that is suitable for analysis by hand picking and weighing (normally if the asbestos is present as free fibres) quantification by sedimentation is performed. Where ACMs are found a percentage asbestos is assigned to each with reference to 'HSG264, Asbestos: The survey guide' and the calculated asbestos content is expressed as a percentage of the dried soil sample aliquot used.

Predominant Matrix Codes: 1 = SAND, 2 = LOAM, 3 = CLAY, 4 = LOAM/SAND, 5 = SAND/CLAY, 6 = CLAY/LOAM, 7 = OTHER, 8 = Asbestos bulk ID sample. Samples with Matrix Code 7 & 8 are not predominantly a SAND/LOAM/CLAY mix and are not covered by our BSEN 17025 or MCERTS accreditations, with the exception of bulk asbestos which are BSEN 17025 accredited. Secondary Matrix Codes: A = contains stones, B = contains construction rubble, C = contains visible hydrocarbons, D = contains glass/metal, E = contains roots/twigs.

REPORT NOTES

General: This report shall not be reproduced, except in full, without written approval from Envirolab. All samples contained within this report, and any received with the same delivery, will be disposed of one month after the date of this report. Analytical results reflect the quality of the sample at the time of analysis only. Opinions and interpretations expressed are outside the scope of our accreditation. If results are in italic font they are associated with an AQC failure and there is insufficient sample to repeat the analysis. These are not accredited and are unreliable. A deviating samples report is appended and will indicate if samples or tests have been found to be deviating. Any test results affected may not be an accurate record of the concentration at the time of sampling and, as a result, may be invalid.

Soil chemical analysis: All results are reported as dry weight (<40°C). For samples with Matrix Codes 1 - 6 natural stones, brick and concrete fragments >10mm and any extraneous material (visible glass, metal or twigs) are removed and excluded from the sample prior to analysis and reported results corrected to a whole sample basis. This is reported as '% stones >10mm'. For samples with Matrix Code 7 the whole sample is dried and crushed prior to analysis and this supersedes any “A” subscripts All analysis is performed on the sample as received for soil samples which are positive for asbestos or the client has informed asbestos may be present and/or if they are from outside the European Union and this supersedes any "D" subscripts.

TPH analysis of water by method A-T-007: Free and visible oils are excluded from the sample used for analysis so that the reported result represents the dissolved phase only.

Electrical Conductivity of water by Method A-T-037: Results greater than 12900µS/cm @ 25°C / 11550µS/cm @ 20°C fall outside the calibration range and as such are unaccredited.

Asbestos: Asbestos in soil analysis is performed on a dried aliquot of the submitted sample and cannot guarantee to identify asbestos if only present in small numbers as discrete fibres/fragments in the original sample. Stones etc. are not removed from the sample prior to analysis. Quantification of asbestos is a 3 stage process including visual identification, hand picking and weighing and fibre counting by sedimentation/phase contrast optical microscopy if required. If asbestos is identified as being present but is not in a form that is suitable for analysis by hand picking and weighing (normally if the asbestos is present as free fibres) quantification by sedimentation is performed. Where ACMs are found a percentage asbestos is assigned to each with reference to 'HSG264, Asbestos: The survey guide' and the calculated asbestos content is expressed as a percentage of the dried soil sample aliquot used.

Predominant Matrix Codes: 1 = SAND, 2 = LOAM, 3 = CLAY, 4 = LOAM/SAND, 5 = SAND/CLAY, 6 = CLAY/LOAM, 7 = OTHER, 8 = Asbestos bulk ID sample. Samples with Matrix Code 7 & 8 are not predominantly a SAND/LOAM/CLAY mix and are not covered by our BSEN 17025 or MCERTS accreditations, with the exception of bulk asbestos which are BSEN 17025 accredited. Secondary Matrix Codes: A = contains stones, B = contains construction rubble, C = contains visible hydrocarbons, D = contains glass/metal, E = contains roots/twigs.
