NEWPORT MUNICIPAL OPERATIONS REPORT 10/31/2020 FROM: OCTOBER 1 – OCTOBER 31, 2020

Oregon Department of Aviation Board Meeting – Will be held on November 5, 2020. Topics for this meeting include: Director’s update, Legislative Concept Discussion of ORAVI proposal regarding fuel tax sunset, Board Chair and Vice Chair Responsibilities, Planning update, Cottage Grove State Airport Master Plan, Operations Update, Finance update, Board updates, other business.

Oregon Airport Managers Association – Fall Conference was online platform on November 2. There was an FAA- ADO update. Presentation by Betty Stansbury ODA Director, Statewide Disparity Study update, Oregon Health Security preparedness and response, Real ID update.

COAR grant – Submitted application to ODA COAR grant program to help with matching funds for FAA AIP Phase II Environmental Assessment.

ODA Grant training- attended an Oregon Department of Aviation grant training for the COAR program and ARC review board.

FAA 163 Letter – No update at this time Received email from FAA planner Benjamin Mello about the 163 letter and area. Ben thinks that we are on the right path, but a little more information and maybe a format change could make it an easier document to read considering the fact that we are looking at 4 distinct areas. I am working with Geoff to get those changes done and resubmitted.

DEQ 1200Z update: Mailed hard copy of letter and SWPCP plan to DEQ. We are requesting a monitoring waiver to reduce sampling areas from 7 to 3 areas. The past year of sampling has shown non detect in the sampling, and a similarity between sampling areas.

Hangar Development – Hangar developer brought up issues with hangar build site. On the ALP it is right next to the taxilane into the T-hangars and does not reflect the storm water ditch and hill the taxilane is built on. Had a call with FAA and PAE. The FAA is in agreement to move the locations to the West to accommodate the lost area for building.

COVID-19 update – Phase II re-opening the FBO has be smooth. No complaints from customers, they understand and have been adhering to the required mask and social distancing guidelines.

Lease Process – Have been working with Spencer, Peggy, and Derrick lining out what the building and lease process will look like from start to finish. There will be a discussion on this topic at the November Airport Committee meeting.

Airport Finance- Had meeting with Spencer, Peggy, and Mike about lease process and billing for hangar tenants. Finance will be starting to send out monthly reports to department heads reflecting amount collected and amount outstanding.

United States Department of the Interior – Submitted renewal for the airport Depredation Permit to U.S. Fish and Wildlife Services.

Operations Equipment- Called Rowley’s towing to pull Kubota out of ditch it slid into. Operations Durango is at Ford for annual servicing. Replaced main wind sock lights with LED upgrade. No other equipment issues at this time.
