SECTION A – ADMINISTRATION

1. Authority TARGA High Country 2021 (hereinafter referred to as the 'event') will be an invitational National TARGA Rally, incorporating international invitees, held under the FIA International Sporting Code including Appendices, the National Competition Rules (hereinafter referred to as NCR) of Motorsport Australia, the Motorsport Australia Tarmac Rally Standing Regulations, the TARGA Australia Technical Regulations 2021 to 2023 Version 2, the Motorsport Australia TARGA Championship Sporting Regulations 2021 Version 1 and these Supplementary Regulations, together with any bulletins containing further regulations that may be issued by the organisers, and the route instructions, all of which will have the same force as these regulations. The event consists of three legs of competition commencing in Mt. Buller on 5th February 2021 and finishing in Mansfield on 7th February 2021. It will be conducted over approximately 900 kilometres and all TARGA stages will be entirely on roads with a bitumen surface. This Event will be conducted under and in accordance with Motorsport Australia OH&S and Risk Management Policies, which can be found on the Motorsport Australia website at www.motorsport.org.au. Event Organisers reserve the right to cancel, abandon or postpone the event in accordance with NCR 59 of the current Motorsport Australia Manual.

7. Correspondence The organisers accept no responsibility for correspondence forwarded to any address other than that indicated above.

8. Event Headquarters Event Headquarters will be located in the following locations during the event; • Mt. Buller Alpine Central Building from 12.00pm on Wednesday 2nd February 2021 to 12.00pm Sunday 7th February 2021.

The Official Notice Boards will be located at this location and it is each crew's responsibility to check the Notice Board for any posted communications, such as bulletins and notices. Claims and/or protests relating to a crew not being aware of any such communications being distributed via the Official Notice Board will not be investigated.

9. Currency All reference to monies in these Supplementary Regulations is to Australian Dollars (AUD).

SECTION B – BRIEFINGS

1. Compulsory Crew Briefings a. All Competitors (Except TARGA Tours) The Official Crew Briefing will be emailed to each competitor pre-event for viewing and acknowledgement by the competitor. b. First Timers Briefing The official first timers briefing for all first-time competitors will be held on Friday 5th February in the Mt. Buller Cinema, at 1.30pm. It is compulsory for all first-time crew members to attend the briefing. c. TARGA Tour Briefing

The Official TARGA Tour Crew briefing for all TARGA Tour Participants will be will be emailed to each competitor pre-event for viewing and acknowledgement by the competitor.

SECTION C – DOCUMENTATION AND SCRUTINY

1. Documentation Documentation will be carried out will be carried out pre-event by electronic means and all forms will be filled out by the competitor and sent back to TARGA. Refer to the Motorsport Australia TARGA Championship Sporting Regulations 2021 Version 1 for the documents that need to be submitted.

2. Pre-Start Scrutiny Pre-Start Scrutiny will be carried out by the competitor pre-event and a form will be filled out by the competitor and sent back to TARGA. Vehicles must attend the event ready to start with all compulsory equipment on board and all required apparel.

3. Protests A protest against any decision of the organisers contained in any class list or start order must be lodged within 1 hour of the posting of the list. Postings on the Official Notice Board will be as follows:

SECTION D- AWARDS

1. 2. Finishers Medallion Finishers Medallions will be presented to competitors when the competing vehicle, or parts thereof, crosses the official finish line of the event in Mansfield on Sunday 7th February 2021 before the commencement of the Champagne Shower presentations.

SECTION E- TERMS AND CONDITIONS FOR THE INVITATION PROCESS

Applications for Invitations to Compete in TARGA High Country 2021 close at 5.00pm on Thursday 15th January 2021.

Application, Withdrawal and Refunds Applications are to be lodged with the organisers via the entry console on the TARGA website; specifying the vehicle in which the applicant has nominated to compete; listing the exact year the vehicle was built, and be accompanied by an application fee of AUD$600 inc GST for TARGA Great Barrier Reef & TARGA High Country and AUD$1,200 inc GST for TARGA , which is non- refundable/non-transferrable. An applicant who applies to compete and who then withdraws from the event no less than 30 days before the start of the event will receive a refund of all monies paid less the application fee. An applicant who applies to compete and who then withdraws from the event less than 30 days before the start of the event will receive a refund of 50% all monies paid less the application fee. An applicant who applies to compete and who then withdraws from the event less than 7 days before the start of the event will forfeit all monies paid including the application fee. Entry fees are not transferrable to future events. Applications may be submitted post the close of applications, but will incur an additional fee of $600.

Invitation to Compete/Participate An Invitation to Compete is issued by TARGA at their sole discretion. Any such invitation applies only to the nominated entrant, the nominated driver and the nominated vehicle as shown in the application. An entrant wishing to change the vehicle originally nominated after an invitation to compete has been issued, must notify TARGA who, at their sole discretion, reserve the right to withdraw the original invitation and consider the proposed replacement vehicle as a new application. TARGA reserves the right to decline an Invitation to Compete in an event without giving a reason. An entrant invited to compete will be notified of our decision to issue an invitation. If any outstanding entry fee/s is not received in full by the Close of Entries date, TARGA reserve the right to withdraw the invitation and allocate the vehicle competition number to another invited applicant. Subject to the approval of Motorsport Australia issuing the permit to conduct the event, it is a condition of entry that from the completion of each vehicle’s pre-event scrutiny, the vehicle is subject to Security Park conditions as set down in the Sporting Regulations. It is also a condition of the invitation that it is acknowledged that a $10,000 excess is in place for all property damage caused by competitors and tour participants at all TARGA events. Copyright The entrant agrees all photography, video and film rights for the event is the property of TARGA. Competitors are permitted to carry video cameras in their vehicles for the purpose of making moving or still picture records for their private viewing, but TARGA retain copyright of all photographic and/or film/video footage associated with the event. No movie, film or video taping of any part of the event shall be carried out by entrant or crew member other than with the express approval, in writing, of TARGA. Any commercial arrangements made by the entrants and crew members for the sale of film or video/still footage, or viewing of such footage in a public place, must be approved in writing by TARGA. Entrants and crew members are advised to contact TARGA prior to making commitments for any such commercial arrangement. The entrant agrees all data obtained by the RallySafe device for the event is the property of TARGA and competitors can only obtain and use this data with the written permission of TARGA. Failure to observe these regulations may lead to legal action by TARGA for a breach of copyright. All crew members agree to the use in perpetuity of their names and photographs, and photographs of their vehicles, in publicity material issued by TARGA or the event sponsors and to comply with the film and video regulations. All crew members agree that their names and contact details may be made available to and be used by sponsors and licensees of the event. TARGA have the right in perpetuity to authorise the production, distribution and sale of models, photographs or other forms of reproduction of any vehicle participating in the event, in competition livery (including drivers, co-drivers and navigator names) for event-related promotions.

Additional Fees TARGA reserve the right to charge additional fees as required for third party providers. These fees will be listed on the website no less than 30 days before the commencement of the event.

Additional Crew Members Additional crew members may be nominated as replacements before or during the event, but the nomination must be submitted using the correct form. Acceptance of the nomination will be at the discretion of TARGA. A fee of AUD$800 will apply for each additional person nominated for each vehicle. Event Cancellation In the instance of an event cancellation due to decisions made by authorities beyond the control of TARGA, for whatever reason, entrants will receive the following refunds based on the date of cancellation; • More than 60 days before the start of the event - Full refund or full transfer to a future TARGA event of the competitor’s choice within one year of the cancelled event • More than 30 days and less than 60 days before the start of the event - 50% refund or 75% transfer to a future TARGA event of the competitor’s choice within one year of the cancelled event

• Less than 30 days before the start of the event - 25% refund or 50% transfer to a future TARGA event of the competitor’s choice within one year of the cancelled event

Entry Fees All entry fees must be paid by 15th January 2021. If any entry fee is not received in full by 15th January 2021, the organisers reserve the right to withdraw the invitation and allocate the vehicle competition number to another invited applicant.
