1. Summary of the context

As fifth year of an armed conflict in Ukraine takes its toll and the local population still suffers from its repercussions. In line with the pattern of previous years, problems relating to water, sanitation and hygiene (WASH) are one of the most acute. Reports indicate that 3,4M people need assistance in terms of WASH in the conflict affected areas, both in Donetska and Luhanska oblasts (GCA)1.

Conditioned by on-going conflict developments, critical public water infrastructure located close to the LoC is put at risk of being affected by the armed activities. Water infrastructure was repeatedly damaged by shelling and shooting incidents in 2017 despite the agreement on establishment of safety zones around critical public infrastructure positioned in ‘grey zone’ on 19 July, 2017 in Minsk.2 There were 135 incidents in total, mostly affecting the operations of the First Lift Pumping Station of South Donbas Water Pipeline, supplying raw water for nearly 1,17 million people in the region, and interdependent Donetsk Water Filtration Station.3 Often it is almost impossible to negotiate so-called ‘window of silence’ to grant access to humanitarian organizations and communal companies to execute major repairs of the noted life-saving facilities. The above mentioned dynamics also finds its reflection in 2018 as the level of hostilities, heavy weaponry index and general exposure of critical public infrastructure to the conflict activities remain a routine.

Against this backdrop the socioeconomic situation has also significantly deteriorated in a region. Communities and institutions located in the areas up to 40 km from the LoC are excessively underfunded from the governments side. Poor condition of WASH infrastructure both on the institutional and community levels results in a harsh depletion of coping strategies among people as level of unemployment rise and purchasing power drops. As a result, people face an increased food and water insecurity, lack in access to healthcare and other impediments forcing them to leave places of their origins.

Given a high concentration of humanitarian aid agencies closer to the LoC, it appears that communities and institutions located farther away are left behind on the margins of proper assistance. At this project AN specifically aims at reaching affected communities in the areas of this concern.

2. Project background

arche noVa received funding from UNICEF in order to implement the project entitled ‘Support to decentralized water systems and WASH in social institutions in Kostiantynivskyi, Pokrovskyi and Yasynuvatskyi raions of Donetsk oblast (GCA)’.

The main objectives of the project include:

Detailed assessment of water supplies for small towns and villages;

Construction and rehabilitation of wells / boreholes / water towers;

Repair and rehabilitation of local water pipe network;

Improving WASH security in social institution;

Improving resilience to unexpected breakdowns for communities in villages and towns by provision of high capacity storage water tanks.

The project is funded by UNICEF and it is done in partnership with PUI and ADRA. In total, it covers 5 raions of Donetska Oblast, namely Kostiantynivskyi, Bakhmutskyi, Yasynuvatskyi, Pokrovskyi and Volnovaskyi. PUI and ADRA are responsible for covering the needs in Bakhmutskyi, Yasynuvatskyi and Volnovaskyi raions respectively. AN has obliged itself to cover Pokrovskyi, Yasynuvatskyi and Kostiantynivskyi raions.

The first AN activity under the project was related to conducting WASH-related needs assessment of communities and institutions located in Pokrovskyi, Yasynuvatskyi and Kostiantynivskyi raions. The assessment was conducted in order to identify acute humanitarian needs of the population suffering from the repercussions of ongoing crisis highlighting the focus on the areas which are highly reliant on the use of decentralized water sources.

The results of the assessment performed by AN are presented in the further parts of this report. The processed information allowed to identify the needs and to form a basis for upcoming humanitarian interventions of AN.

4. Methodology

Prior to needs assessment itself, AN organized a secondary data review conducted by a team of engineers and M&E staff. For nearly a month (16 April-11 May 2018) data had been collected and compiled mostly by means of telephone-based interviews. As a result, AN created a pre-assessment table containing basic data on the locations and their particular needs. The pre-assessment table allowed the selection of locations to be assessed during field visits.

The needs assessment was conducted jointly by AN and PUI. Its modality was introduced and established on the basis of coordination meeting dated 19 April 2018 in AN premise, . AN and PUI decided to use the harmonized approach to data collection and needs assessment tools. As a starting point telephone-based interviews (98) were conducted with the key stakeholders in the locations of our concern (pre-assessment). Based on its outputs field trips were organized to the noted locations to execute face-to-face key informant interviews (68).

The field visits, as such, were conducted by two teams. Each of them consisting of an engineer and a technical support. The data was collected in form of a questionnaire which was agreed between the three organizations (AN, PUI and ADRA) and which was approved by UNICEF. In order to standardize the approach, PUI and AN agreed that aggregated data should be encoded via Kobo software to establish sustainable electronic data-base.

AN fully enjoyed the right to use Gender-Age Marker (GAM) while conducting the noted activities, e.g. respondents being equally selected by gender and age principles during the needs assessment survey to obtain contextually relevant findings and in order to guarantee that women are involved in the process of planning and designing the interventions. However, while having nearly equal ratio between male and female respondents questioned on a community level (40:60), it is remarkable that on the institutional level, there is a high prevalence (10:90) of women involved in daily operations at schools, medical care centers and other social institutions. The needs assessment teams were

composed of both women and men in order to facilitate the interviews with male and female respondents.

The outputs of field visits formed a basis for the identification and subsequent shortlisting of upcoming activities. The internal meeting organized in order to summarize the results of the conducted assessment and to analyze the collected data took place on 04-06 June, 2018 at AN premises in Sloviansk. It served the purpose of choosing the locations for further technical assessment by the engineers.

5. Summary of needs assessment

The needs assessment was conducted in three raions – Kostiantynivskyi, Pokrovskyi, Yasynuvatskyi.

As the result of the conducted assessment AN reached 33 facilities and 55 settlements. Detailed information on the needs assessment coverage can be found in Annex 1 (‘Needs Assessment Coverage’)

As the result of the conducted assessment, AN has chosen the communities and institutions to be supported as part of the project. They are enlisted in the below tables.

6. Lessons learnt during the assessment

On 06 of June, 2018 a joint meeting of AN members involved in needs assessment process collaborated and concluded its results in and internal Lessons Learnt report. The document aimed at:

- Collecting the experience gathered during the needs assessment process;

- Improving needs assessment standards for the future projects; - Contributing to organisational learning, growth and maturity of arche noVa by sharing the gained experience within the organization.

Regardless minor challenges faced by the team, mostly of the organizational nature, the team successfully executed assigned duties. Unanimously, it was attested that the team improved their knowledge in WASH specific questions and raised an in-depth awareness of the issues prevalent to

the designated areas. At times of interaction with representatives of local communities AN team was perceived friendly and gained high level of acceptance. Further to the above mentioned local communities were deeply engaged in the process of decision making. Their full commitment and proactiveness ensure that programme will have long-lasting effect, will be supported by local communities at a later stage and will contribute to the future humanitarian interventions.

7. Security situation In terms of safety and security the situation remained calm within the whole time span of the needs assessment interventions. AN team neither noticed any signs of ongoing conflict activities nor military hardware movements. However, it is well-worth to mention that on 2 occasions our teams experienced restrictions of movement while crossing internal check-point in Verkhniotoretske. That happened despite timely notification of CIMIC and proper arrangements of the field trip requests. In both instances teams were held off by militants for approximately 2 hours, underwent identity check and further interrogation. After contacting representatives of a local village council the teams were 11

finally granted the access inside of the mentioned settlement. Noted incidents were properly filed and shared with the Logistics Department upon arrival to the duty station.

Since UA has switched from so-called ‘ATO’ operation to the new JFO mode on 30 April, 2018 such instances of detailed identity checks became more frequent. It is a common knowledge that humanitarian aid workers who have residence registry at NGCA, and do not have official status of IDP, undergo more detailed scrutiny at CPs. Despite the repetitive attempts to raise this issue on the different coordination platforms, NGO community still suffers from freedom of movement violations.

8. Needs assessment findings 8.1. Community level

Settlements covered by programme, AN

As agreed by UNICEF, while performing needs assessment, AN focused its efforts mostly on the locations with decentralized systems, which are not serviced by PUC ‘Voda Donbasa’. That decision outlined further modality of AN operations. Settlements within 40 km range towards LoC, primarily villages, were put under priority. The average number of people residing in these locations accounts for 400-700 people. The largest settlements normally do not exceed 3000 people.

Survey revealed there is a high dependence on decentralized water sources since most of the settlements are located far from the central water mains. Being established in 1950s-1970s water pipelines and its facilities undergo persistent dilapidation given the critical underfunding and lack of

capacity from government of Ukraine. 83% of respondents (46) attested that there is no possibility to allocate state budgetary funds to execute rehabilitation activities that clearly depicts the above mentioned notion.

The surface of pipelines, mostly made out of cast-iron, gets clogged due to water sediments, significantly reduces flow passage and at some sections produces excessive pressures. That leads, in turn, to massive leakages. As a result, settlements and its surroundings may suffer from swamping of farm fields or, on the contrary, face drying-out of major water sources.

Correspondingly, costs for the utility services have risen respectively as a spill-over effect. Since 2016 the costs for drinking water in Donetska Oblast (GCA) spiked in 2,4 times for domestic consumers and by 2.8 times for ‘Vodakanals’ buying water from PUC ‘Voda Donbasa’. Paying for water has become an issue for ordinary people: 55 per cent of households in the GCA and 45 per cent in the NGCA have reduced expenditure on food and medicines to pay increasing utility costs. In total, utilities costs account for 20 per cent of household income in GCA areas and 15 percent in the NGCA6. That makes people to resort to the negative coping strategies and use precarious water sources which do not comply with due quality standards, hence, exposing people’s health to adverse repercussions (e.g. waterborne diseases). Alongside, 20% of respondents (11) claimed that governments’ entities do not conduct water tests in their settlements to ensure its quality stays in line with state sanitary regulations of Ukraine. Last but not least, only 12% of respondents (7) stated that they have alternative water sources appropriate for household activities.

To address these needs AN intends to focus its efforts on the provision of alternatives by means of the following activities:

- Boreholes construction/repair; - Rehabilitation of water pipes systems; - Water towers installation; - Public wells rehabilitation; - Pumps installation. As seen from the diagram, 84% of respondents (46) claimed the need for the rehabilitation of water pipes networks on the level of their communities. At the same time, pump installation was mentioned by 36% (20), which constituted the second biggest need named by the respondents. Construction and repair of water towers was mentioned by 28% of the respondents (15) in comparison to boreholes construction/repair, which was mentioned by 12% of key informants (7). The need for public wells repair/construction was mentioned by 4% of respondents (2) only. Based on the outlined findings AN started to set out programme modality and prioritize future interventions.

8.2. Institutional level

33 social and health institutions underwent needs assessment analysis in Kostiantynivskyi, Pokrovskyi, Yasynuvatskyi raions including cities of district subordinance (Kostiantynivka and Pokrovsk). Most of the settlements are the villages which are not densely populated. Institutions were selected on the basis of the findings gained at the community level to influence cross-cutting issues.

Study unveiled that most of the institutions cannot meet their basic needs in terms of hygiene and sanitation and they do not match standards enlisted both in Sphere manual and in States Standards of Ukraine. Needs assessment respondents highlighted that insufficient water supply, its inferior quality and lack of gender appropriate toilets (separate for men and women) are the direst problems which people encounter in institutions. As a consequence, people give up using safe hygiene practices regardless the knowledge they have.

Given the increased number of service-users owing to internal displacement, sheer obsolescence of core assets and the fact of being off-radar of municipal treasury programmes ever since conflict erupted does not inspire confidence that situation will improve.

A special emphasis is devoted to the provision of support to the medical care institutions, specifically central district hospitals in Pokrovsk and Kostiantynivka.

They were enlisted at a later stage after being suggested by UNICEF to expand activities geographically. On 14 -17 August, AN engineers and technical support staff visited the noted institutions, met with heads of the hospitals and executed preliminary assessment. Its results underpinned that most of the needs assessed strongly coincide with project objectives. The noted hospitals feel acute needs in toilet rehabilitation, water treatment and its storage for emergency reasons.

To address the above mentioned needs AN is planning to execute following interventions:

- Repair/reconstruction of sanitary systems (toilets, wash basins); - Installation of water treatment equipment (reverse osmosis systems); - Provision of water tanks. Detailed breakdown of the needs expressed by the respondents during pre-assessment/need assessment you may see below:

As presented in the above diagram, 80 % of the respondents (26) mentioned rehabilitation of toilets as their biggest concern. The need in water tanks and water treatment systems was expressed by 65% (21) and 60% (20) respectively. Consequently, the noted findings found its reflection at the stage of programme design.
