Minutes of the Full Council Meeting of St Columb Major Town Council, held in the Council Chamber, Town Hall, St Columb Major on Tuesday, 8th September 2015 at 7.00pm.

665/14 Mayor’s Welcome: The Mayor, Cllr Wills, welcomed everyone to the Meeting.

i) Housekeeping: The Mayor addressed Councillors and members of the public giving advice on emergency procedures, asking that all mobile phones be switched off, or turned to silent.

ii) Announcement and Diary Dates: The Mayor reported that since the last Meeting, we held one of the most well attended Civic Services the Parish has seen for many years with guests coming from all over . My thanks to those of you who made the effort to attend. The Deputy Mayor and I met with the new Football Club Committee and I am pleased to report that they have signed the letter of intent, which was agreed by this Council at our Meeting in July. I will, of course, report back to you on any further progress. The Clerk and I met with Professor Stephen Frankel from WREN and I will be briefing you all later on the Meeting as per the Agenda. I have had two Meetings with the Chairman of the St Columb and District Chamber of Commerce to discuss Christmas Lights and again I will brief you all later in the evening. The St Columb Major Steps (Pre-school) met with me and the Clerk to discuss the use of Wesley Chapel and again I will brief you later. The Clerk and I met with Canon Ed to discuss the positioning of the seat in the Closed Churchyard. This coming Sunday I will be attending Cathedral as a guest of RAF St Mawgan to mark the 75th anniversary of the Battle of Britain. Sunday week is the Big Cycle Event, taking place and starting here in the Parish. I will be attending the start and I am sure it will be something very special.

666/14 Public Forum:

The Mayor invited the members of the public to address the Council if they so wished. Mrs Webber advised that she objected to the planned development at the bottom of Union Hill.

667/14 Report from Police:

The Town Clerk read the Police Report:-

Reported crime in the last month 10 in total – 13 for the same period last year

1 – 3 Assaults – Two linked to same incident at Camping Site. The other – work colleagues where one grabbed arm of the other. 4 – 6 Thefts – One from local store and also from insecure vehicle outside same location. Domestic incident involving daughter and missing money. 7 – 8 Burglaries – Entry to insecure location and handbag removed. Large amount of cash taken from resort location. 9 – Criminal damage – Front door window smashed 10 – Communications Act – E-mail sent to local business

The summer events season has nearly concluded. Delighted with the behaviour of all those who attended Carnival Week and the concluding Carnival Parade and fireworks – a credit to the town. We are aware of events planned for the next few months and will be organising staff to assist.

Cllr Wills reiterated PC Lenton’s comments regarding Carnival Week. It was agreed that a letter be sent to the Carnival Committee offering the Town Council’s congratulations on a great Carnival Week.

669/14 Members Declarations of Interest:

(i) Declarations of Interest, in accordance with the Agenda: Cllr Culley – Planning Application PA15/07463 and Item 18; Cllr Johns – Item 18; Cllr Green – Item 18; Cllr Mrs Rogers – Item 18

(ii) Declarations of gifts to the value of £25: Cllr Wills advised that he had received a gift from Mrs Rabey in the form of a Victorian gabble/baton. It has been valued at £50.

670/14 To confirm Minutes of the last Full Council Meeting held on 28th July 2015:

The Minutes of the Full Council Meeting, held on 28th June 2015, were presented by the Mayor. Cllr Wills proposed, Cllr Jenkin seconded and it was resolved unanimously that these Minutes be accepted.

Cllr Wills presented the Minutes of the Closed Session of the Full Council Meeting, held on 28th July 2015. Cllr Wills proposed, Cllr Roberts seconded and it was resolved unanimously that these Minutes be accepted.

The question of the accuracy of the Closed Session of the Minutes of the Meeting held on 14th July 2015 had been checked and found to be correct. Cllr Wills proposed, Cllr Daniels seconded and it was resolved unanimously that these Minutes be accepted.

671/14 Payment of Accounts – Members to Approve the Payment of Accounts to the end of August 2015:

The Mayor presented the Accounts to be paid up to the end of August 2015. Some clarification was asked for on cheques paid to B & Q and A1. Cllr Wills proposed, Cllr Beason seconded and it was resolved unanimously to approve the payment of accounts to the end of August 2015. Cllr Wills advised that the second half of the Precept and CTS Grant have now been received.

672/14 Planning Matters:

PA15/07203: Construct an extension to form a cattle handling shed – Treliver Farm, Ruthvoes, St Columb, Cornwall – Mr R Keast

Cllr Wills proposed, Cllr Mrs Warner seconded and it was resolved unanimously to support this Application.

Cllr Culley left the room

PA15/07463: Proposed new dwelling – Land Union Hill, St Columb, Cornwall – Mr Marcus Pring

Applications have been received for this before and the Town Council objected to them. It was again commented on that the infrastructure is not in place. The Retreat had also been informed that the green land would not be encroached on. Cllr Wills suggested that we offer a “No Comment”. However after some further discussion, Cllr Jenkin proposed, Cllr Mrs Rogers seconded and it was resolved unanimously to object to this Application.

PA15/07565: First floor dormer to provide 3rd bedroom – 31, Penkernick Way, St Columb, Cornwall TR9 6BQ – Mr and Mrs Marc Hopgood

Cllr Jenkin proposed, Cllr Mrs Rogers seconded and it was resolved unanimously to support this Application.

PA15/07528 + PA15/07529 (LBC) – Renovation, refurbishment and change of use of the Old Stables at Trewan Lodge into 2 Residential Holiday Lets – Trewan Lodge, Road from junction North East of Higher Gluvian Farm to Cherry Hill, Talskiddy, St Columb – Trewan Hall Ltd.

It was stated that this the properties on a single story and any work carried out is not visible from the road. Cllr Mrs Warner proposed, Cllr Daniels seconded and it was resolved unanimously to support this Application.

673/14 Heritage Lights

The Town Clerk has met with ’s Street Lighting Engineer and it has been suggested that three column lights and three bracketed lights be replaced with Heritage Lights. The reason why we would be able to replace six lights is because the cost of replacing bracketed lights is less that the cost of replacing column lights. The lights is question are A026, A025, A019, A018, A017 and A016. After some discussion regarding the location of the lights it was decided not to replace A026, but to replace the column light in Wesley Place Car Park – A015. The cost of replacing the lights is £10921.17 + £656.64 for disconnecting and reconnecting the DNO supply cable in the three columns. – total £11577.81. This is broken down as follows - £2094.43 per column light and £1545.96 per bracketed light. Cllr Wills proposed, Cllr Beason seconded and it was resolved unanimously to go ahead with the second phase of the Heritage Lights.

674/14 Christmas Lights:

Cllr Wills advised that he has had two meetings with the Chairman of the Chamber of Commerce. At the second meeting the President (Andy Hannon) was also present. Andy advised that he is heavily involved with the Newquay Christmas Lights – the Town Council has a budget of £50,000 for this. Cllr Wills explained that the St Columb Major Christmas Lights have always been undertaken by volunteers. The Chamber of Commerce is meeting next week to discuss whether they will continue with this project. The Festival of Light Procession will take place on 4th December. As in previous years the Town Council will arrange for the road closures and also pay for the fireworks. The cost of the road closure is £40 and the cost of the fireworks last year was about £800. It was agreed to place this item on the next Agenda, when we should know the outcome of the Chamber of Commerce Meeting.

675/14 Car Parking Charges:

A lengthy discussion took place about whether to make the Car Parking charges the same in both Car Parks. It was eventually resolved that both Car Parks would charge Monday to Friday 08.00 to 17.00, with Wesley Place Car Park charging 08.00 to 17.00 on Saturdays and the Recreation Ground Car Park charging 08.00 to 12.00 on Saturdays. The cost will be up to one hour - 60p and for up to 2 hours - £1.20. The Recreation Ground Car Park will remain free on Saturday afternoons. The necessary Parking Order will be made and the sign in the Recreation Ground Car Park amended accordingly.

676/14 Power Point Kit:

The Town Clerk advised that he has tried to obtain quotes from three Contractors for both an LED TV and laptop and a projector and lap top. After discussions with the Contractors it was recommended that we should go for a projector and lap top. Two prices have been received – Contractor 1 - £970 (Projector - Epsom; Notebook – Asus);

Contractor 2 - £1215 (Projector – Dell; Lap top – Dell Lattitude). It was eventually proposed by Cllr Wills, seconded by Cllr Beason that we should accept Contractor 2’s price. Cllr Jenkin proposed that we accept Contractor 1’s price. There was no seconder for this proposal. The original proposition stood and the voting was 7 for, 1 against and 3 abstentions. It was resolved that we accept Contractor 2’s price.

677/15 Gate by Bowling Club:

The cost for materials to build a fence and gate by the Bowling Club will be £100. The work could be undertaken by our Handyperson. It was proposed by Cllr Wills, seconded by Cllr Jenkin and resolved unanimously that our Handyperson undertake the work.

Mention was made here about the door required at the side of the shelter in the Recreation Ground. Our Handyperson has completed this work.

678/15 Recreation Ground – Gate Closers:

The Town Clerk advised that there are alternatives to the gate closers that have been used previously. There is also the question of whether, in fact, the gate closers were installed correctly. This matter will be on the Agenda at the next Meeting.

Cllr Jenkin mentioned that people are still parking in front of the Recreation Ground gate, even though there is now a sign on the gate saying “No parking in front of this gate”. The main culprit appeared to be Tony Roberts. It was agreed that we will speak to Tony and ask him to either park his van inside the gate or we will give him a Car Parking Permit for the Recreation Ground Car Park.

679/15 Town Hall – Front Window Repairs:

The front windows on the Town Hall require repairs and re-painting. We will require scaffolding to enable this work to be carried out. The Town Clerk advised that we will also need a Street License. There is also one window on the back of the building over the toilets that still has not had any work carried out. To undertake this work we will need to hire a Cherry Picker. We will ensure with Colin Sellars of Cornwall Council that as we are not carrying out any new work – only remedial work, that Listed Building Consent will not be required. It was agreed that the Town Clerk obtains three prices for the scaffolding. The scaffolding needs to go to the top of the building so that the gutters can be cleared out.

680/14 New Play Equipment:

A number of Contractors have visited the site and submitted prices for new play equipment. Further visits are planned and prices will then be forthcoming. The equipment we have asked Contractors to quote for include a roundabout, see-saw and a witches’ comb. Cllr Wills suggested to Councillors that if they wished to obtain prices from Contractors for playground equipment to carry on. There will be an Agenda item on the next Meeting regarding this matter.

681/14 Car Park Machines:

The following e-mail has been received from Cale Briparc – “I have spoken to John Green, your local engineer, and he has confirmed you have the latest money systems installed (EMP880) in the machines. These will only require a retune. John tells me your next routine maintenance visit is due in October. If you can wait until then he can do the new 5p/10p coin retune during the service which will save callout and labour fees. If that is the case then the retune will be £54 per machine plus VAT”. It was agreed that we have the machines retuned during the next routine maintenance visit in October.

Cllrs Green, Culley, Johns and Mrs Rogers left the room.

682/14 Allotments:

Cllr Wills had prepared a document for Councillors regarding possible charges following a measurement of the Allotment by the South West Regional Rep. for the Allotment Society. After some debate regarding the matter it was proposed by Cllr Wills, seconded by Cllr Mrs Warner and resolved unanimously to reiterate the decision taken at the Full Council Meeting on 10th March 2015, that as from 1st October 2015, full allotments would be £40 a year and half allotments would be £20 a year.

Cllrs Green, Culley, Johns and Mrs Rogers returned to the room.

683/14 Precept for 2016/17:

Councillors were asked if there were any projects that they would like to be include in the Precept for next year.

684/14: North and South Chapels – Repairs and Redecoration:

Cllr Wills gave an update on the North and South Chapels in Trekenning Road Cemetery. Some of the windows need replacing, or should it be said some of the glass needs replacing. Both Chapels require repainting inside. The DAC Window Advisor will be visiting in the not too distant future and will offer advice on the windows. When his recommendations have been received, prices can then be obtained from Specialist Glazing Contractors. Mention was made here about re-pointing the outside of these Chapels. We need to check this matter with Victoria Robinson of Cornwall Council. The Town Clerk was asked if he could obtain prices for water butts to be placed around the Chapels.

685/14 Neighbourhood Planning:

Cllr Wills spoke on this matter. As previously mentioned Esther Richmond has offered to attend a Meeting to discuss Neighbourhood Planning. After some discussion it was thought to be a good idea for the whole Council to be involved in the initial discussions.

686/14 Resignation of Councillor:

We have now received a written resignation from Barry Copp. The matter of his replacement will be passed on to Electoral Services, who will issue the necessary Notice of Vacancy.

687/14 Renewable Energy Network:

Cllr Wills and Cllr Daniels spoke on this matter. Basically Professor Frankel is asking this Council not to say no to future discussions regarding the Scotland Corner Wind Farm. However, the Town Council have already turned this project down twice before and could see no logical reason why they should change their minds. Therefore the Town Council wished not to proceed any further with this Project.

688/14 Wesley Chapel:

Cllr Wills advised that a Meeting has been held with STEPS (Kids Club). They would like to use the facilities from Easter of next year, possibly from the New Year. They would be prepared to pay £200 a month as rent. Whatever is decided, STEPS would be required to sign a Letter of Intent. STEPS is, in effect, being run as a business. Cllr Johns wondered whether we could get more money for the facility from other providers. Cllr Culley advised that a specification is being prepared to include drainage work, flooring work and decoration. He has three Contractors who would be interested in tendering for this work. We do need to dig a trench and install the necessary pipework inside the property before South West Water will do the excavation work outside. We also need to check to see if we have had the building checked for asbestos. It was stated that our Handyperson can undertake the external painting. Cllr Beason asked whether consideration could be given to having solar panels installed. We also need to find out from STEPS about any Health and Safety needs that they may have. The Town Clerk advised that he needs a copy of the specification and an estimate so that the Application Form for a grant can be re-submitted to SITA.

689/14 Weed Treatment in St Columb Major:

Last year we received documentation from Cormac regarding the undertaking of weed treatment in St Columb Major. The cost to do two sprays was £1288.35. It has been wondered whether this weed treatment will be available next year, and if so at what cost. The Town Clerk will investigate and report back.

Town Council agreed to send donation of £100. h) Letter from St Columb Branch of the Royal British Legion requesting donation. It was proposed by Cllr Wills, seconded by Cllr Beason and resolved to send a donation of £1000 (there was one abstention).

691/14 Any Other Business

a) Defibrillator on Town Hall – Listed Building Consent has been withdrawn – recommendation is to place defibrillator on a board to the side of the Town Hall. There must be electrical and internet access. b) Town Council’s Civic Service is to be held on 11th October. Is any Councillors able to attend to represent this Town Council. Unfortunately no-one was able to attend. c) Faculty for new bench in Closed Churchyard. A Faculty Application has been made for a new bench to be positioned in the Closed Churchyard. There was some discussion about the siting of the bench – some Councillors thought that it was to be sited on the roundabout, not in the Closed Churchyard. The matter will be discussed more fully at the next Full Council Meeting. d) CiLCA Course – The Town Clerk gave an update on the CiLCA Course he is undertaking. e) Yew Trees in Closed Churchyard – An Application for tree works: notification of works to trees in a conservation area has been submitted. f) Ducks in Closed Churchyard – Cllr Daniels asked as to whether we should be doing something about the ducks that have taken up lodgings in the Closed Churchyard during the day. It was reported that they are causing a mess. People insist and putting down water for them and feeding them. We have been in contact with the RSPCA and the RSPB. It was eventually agreed for a sign to be placed on the railings asking people not to feed or water the ducks. g) Cllr Daniels asked for as much prior warning and details of requirements for any Town Council event as possible for any event which is using the Columba Centre. h) Talskiddy – all works at Talskiddy have been completed – painting the telephone box, painting the seat, painting the swings and carrying out repairs to the Notice Board. i) Ruthvoes – it was confirmed that repair work to the Notice Board at Ruthvoes is in the process of being carried out. The seat is also to be stained. j) Cllr Mrs Rogers expressed continued concern regarding the state of the road at the top of Springfield Close. There appears to have been some confusion regarding who is responsible for this part of road – Cornwall Council or Ocean Housing. The matter will be investigated again and referred to the correct organisation. k) Cllr Mrs Rogers had received complaints from residents regarding the virtual walkway on Union Hill. Yellow lines and the red virtual walkway area need to be looked at. The matter will be referred to the Highways Department. l) Cllr Mrs Rogers wondered whether it would be possible for a seat to be site on the way up to the Chapels in the Cemetery. It was agreed to include this as an Agenda Item for the next Meeting.

m) Cllr Mrs Rogers advised that she had received a number of comments regarding the state of some of the graves in the Cemetery. It was wondered whether they could be turfed. The matter will be investigated. n) Cllr Johns referred to the new housing being constructed at Carloggas. Situ 8 confirmed at a Meeting of this Council that this would be affordable housing and that local residents would be given priority. Is this, in fact, still the case? Where has it been advertised? Or, has it been advertised? We will refer the matter again to the developers. o) Cllr Jenkin expressed concern regarding the state of the road surface in Lower East Street. The matter will be referred again to the Highways Department. p) It was confirmed that Hanging Baskets will be coming down over the next two weeks. The window boxes outside the Town Hall will be re-planted.

693/14 To consider the following Resolution: That the Press and Public be excluded from the Meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in the Public Bodies (Admission to Meetings) Act 1960 (as Extended by Section 100 of the Local Government Act 1972)

The Mayor thanked the members of the public for their attendance and closed this part of the Meeting at 9.25pm.
