1. Minutes of 2017 / 2018 AGM The minutes of the Thirty-first Annual General Meeting, held in Dunore Solar Farm on the 11th of May 2018, were proposed by Warren Boal and seconded by Gareth Coughlin that these were a true and accurate record of the AGM.

2. Matters arising Conor McKeown (CMcK) highlighted a number of issues including: 2.1 GDPR Regulations The new General Data Protection Regulation (GDPR) came into force on the 25th May 2018. This has changed how organisations record, store and use your personal data. Its purpose is to protect the “rights and freedoms” of natural persons and to ensure that personal data is not processed without their knowledge, and, wherever possible, that it is processed with their consent. The Chartered Institution of Water and Environmental Management (“CIWEM”) respects your privacy and is committed to protecting your personal data. This privacy policy will inform you as to how we look after your personal data and tell you about your privacy rights and how the law protects you. The GDPR and this policy apply to all of CIWEM’s personal data processing functions, including those performed on members’, customers’, clients’, employees’, suppliers’ and partners’ personal data, and any other personal data the organisation processes from any source. 2.2 New Professional Reviewer CIWEM NI are committed to helping each and every one of our members to achieve chartered status. One of the branches most important assets are the members who are actively involved in Professional reviewing. The branch now have two members who actively take part in professional interviews for chartered status – Gareth Coughlin and more recently Ken Milligan. Ken Milligan is a chartered engineer and a former member and Honorary Treasurer of the Northern Ireland Committee. Ken has many years’ experience under his belt so it is particular fitting that he has decided to volunteer to become a professional reviewer with CIWEM. Ken Milligan gave a brief insight into his new experiences as a professional reviewer

3. Honorary secretary’s report 3.1 The Honorary Secretary’s Report was read by Mr. Daniel J. Hogan (RPS) and has been appended to the end of the minutes (Refer to Annex B).

4. Treasurer’s report 4.1 The Honorary Treasurers Report was read by Mr. Robert Smith (McAdam Design) and has been appended to the end of the minutes (Refer to Annex C).

Election of committee for 2019 / 2020 programme 5.1 Mr Conor McKeown gave thanks to Gareth Coughlin (AECOM) for his commitment to CIWEM Northern Ireland Branch over the last 14 years and for his guidance as Past Chair, Professional reviewer etc. Gareth is now stepping down from the CIWEM NI committee. Conor also gave thanks to Grahame Millar (NI Water) and Geoff Johnson (Dorans) for his time on the committee. Grahame has also decided to step down.

Annex B: Report from Honorary Secretary 2018/2019 Presented by Daniel J. Hogan (RPS) at AGM on the 17th May 2019.

First and foremost, it has been a great honour and privilege to serve as Honorary Secretary of the Branch for Conor McKeown over the course of the 2018/2019 Programme- The success of this year’s programme is a reflection of all his hard work as Senior-Vice Chair and Chair over the last two years with the support of the rest of the committee members of course. Conor’s technical programme was very interesting, informative and covered a wide range of topics that are particularly relevant to the Water and Environment industry; this was reflected by the very high attendance at each technical meeting (In most instances a full house). Special thanks to all the speakers and the various professional institutions for their time and input to CIWEM NI and to all who championed the technical talks and contributing to their success.

The CIWEM Northern Ireland Branch has once again had another successful year. However, since last year’s AGM the branch membership has decreased slightly to 290 members in NI (a decrease of 5 members since May 2018). This growth in membership over the last number of years can be attributed to the hard work of our committee and also our branch members who are actively encouraging colleagues and friends to attend our technical talks and seek chartership through CIWEM.

On behalf of the CIWEM NI Branch, I would like to take the opportunity to express our sincere appreciation and thanks to all the companies and organisations that have generously supported CIWEM NI in sponsoring the Programme Booklet. The money raised from sponsorship is not only to produce the programme booklet for each of our members but is also used to finance the technical programme throughout the year. CIWEM NI is the only branch worldwide to produce such a booklet for their members. Special thanks to the Marketing Team in RPS for assisting in producing this year’s booklet and also the Conference Programme booklet.

I would also like to note that after 3 years as secretary, I have decided to step down from the role. It’s been a really enjoyable experience but it’s time to pass on the mantle. I would like wish my replacement all the best in the future.

We are enjoying our meeting today here in Silent Valley which will be followed by a tour of the Mourne Wall which I hope everyone enjoys. Big thank you to Michael Donnolly (NI Water), Niall McGovern (GEDA), Alice Whittington (RPS) and of course Kieran Madine (Jacopa) for organising today’s event to make it a great end to a great year.

I would like to conclude my report by wishing Warren Boal all the best in his year as the 33rd Chairman of CIWEM NI. I am looking forward to our journey ahead. Annex C: Report from Honorary Treasurers 2018/2019 Presented by Robert Smith (McAdam Design) at AGM on the 17th May 2019.

I am pleased to present the CIWEM Northern Ireland Branch Treasurer’s Report for programme 2018/19 which began with the Howard Fox Golf Outing in August 2018 and concludes with today’s Annual General Meeting.

A summary of the Income and Expenditure from the 2018/19 programme events is summarised in the final accounts, the full financial breakdown of which will be circulated to the local committee members and CIWEM head office. It must be noted that the branch do not operate its own local bank account, all financial transactions are subject to CIWEM Head Office auditing processes.

To summarise, the CIWEM Northern Ireland branch income for the 2018/19 programme was £19,864, with expenditure of £16,628 giving a final balance of £3,236. It should be noted that we had two free events during this programme due to our ongoing partnership with the Institute of Water and CIWEM ROI branch, who’s turn it was to cover the costs for Technical Meeting no.4 and the Joint Field Trip respectively. This will balance in our next programme of event (2019/20) when it will be CIWEM’s turn to cover the costs of both these events.

The CIWEM Programme Booklet had contributions from 24 sponsors raising £4,800 to CIWEM NI funds. I would like to thank all the sponsors for their generous contributions as without them, it would not have been possible to run all our events throughout the year. Other notable fund generating events included the Morning Conference and the Annual Dinner. Thank you to all our local branch members and others who supported these events. The funds have been used to deliver a total of fifteen events during this programme, nine of which were free to attend. I believe that our branch is giving good value to its members and will strive to do even better for next year’s programme.

A special thank you to those who helped with the contributions to our designated charity, WaterAid. £543 was raised at the CIWEM Quiz and Gareth Coughlin has done another great job in organising this event. £887 was raised at last Fridays Annual Dinner at the Hotel, thanks again to Daniel Hogan for championing this event. And £4,220 was raised at the WaterAid Golfing event at Rockmount Golf club. Thanks once again to David Hillary. The grand total raised this year was £5,650. This is a tremendous effort and I want to thank all our organisers, their many unsung helpers, our members and non-members for being so generous in supporting this very worthy charity.

Finally I would like to especially thank our Chairman Conor McKeown and Secretary Daniel Hogan for their support and to the rest of the committee for making this another successful and enjoyable CIWEM NI programme.

Annex D: Branch Chair Report Presented by Conor McKeown (Water Solutions Ireland) at AGM on the 17th May 2019.

It is with a great deal of gratitude that I look back over the year I’ve spent serving as your Branch Chair. I’d like to begin by thanking you: not only for the wonderful year I’ve had but for the successful year we’ve had as a Branch. It’s your attendance, engagement and generosity that help CIWEM go from strength to strength and I think this year has been no exception.

In my foreword at the beginning of the year, I suggested a theme “Innovation to Enhance and Protect the Environment” and extended a challenge to look beyond the local and the familiar to ask different questions and seek different solutions and ultimately protect the environment in new and innovative ways.

This year has confirmed for me what I said at the start: there really is no better place to ask these questions and seek these solutions than here at CIWEM. The year got off to a brilliant start with some fascinating papers at our Annual Conference and continued with a series of informative and challenging Technical talks which we held throughout the year. Many of these talks have been collaborations with Engineers Ireland, The ICE and the Institute of Water.

The field trip to Dublin Port with the Republic of Ireland Branch offered a chance to learn about the complexity of the project and the environmental challenges which had to be overcome, when delivering such scheme. And I’d like to take this opportunity to thank Claire Vincent for organising this event.

While this year has offered plenty of chances to learn and to discuss new ideas with other people working in our industries, it’s also given us opportunities to enjoy ourselves and to raise money for Water Aid through our social events and golf outings. This year we raised over £5600 for Water Aid Northern Ireland. And I’d like to thank Warren Boal, David Hillary and Gareth Coughlan for organising these events again this year.

This year we were able to add another social event to the calendar for committee members, the food & drink tour, to give them a chance to get to know one another and to thank them for the work they do throughout the year.

The New Members Papers competition rose to meet the usual exceptionally high standard and I’d like to offer congratulations on behalf of the Branch to the winner, Caoimhe Toner.

The year wraps up today with our AGM with a site visit and presentation on Mourne Wall, in keeping with our focus on Innovation. And we are looking forward to hearing from Michael Donnelly, Niall McGovern and Alice after lunch.

In addition to thanking you, my fellow members, for making this year a success, I’d also like to thank our committee and our dedicated list of sponsors without your generosity none of these events would be possible. Annex E: Incoming Chair’s Speech Presented by Warren Boal (AMEY Consulting) at AGM on the 17th May 2019

I would like to begin by thanking you for the honour of serving as the 33rd Chair of CIWEM Northern Ireland. It is with great pleasure I take on this role. I’d also like to thank our outgoing chair, Conor McKeown, for the excellent programme of informative, well-attended and well-organised events that he delivered in his year. So, on behalf of the branch, thank you Conor.

I suppose I should tell you a little bit about myself and my programme of events for the coming year. Although the programme of events doesn’t just happen, and I will be calling on the support and guidance of our committee members throughout the year. This truly is a team effort and I would like to thank them all in advance.

So, a little bit about myself. I’m Warren Boal and I’m a Technical Director with Amey Consulting specialising in Drainage and Flood Risk Management. Having completed a Degree in Civil Engineering and an MSc in Maritime Civil Engineering, I started my career with the National Rivers Authority in Kent with the grand title of Assistant Area Flood Defence Engineer. In this role I was responsible for developing the maintenance programme for the in-house workforce, following an internal Client/Contractor split. I was also involved in the flood response and the operation of the Leigh Flood Barrier, which protects Tonbridge.

It was at this time that I got my first taste of site experience, as the Assistance Resident Engineer on a tidal outfall refurbishment at Dymchurch. This was a fabulous experience, and under the guidance of an experienced Resident Engineer, I was involved in the management of; demolition, tunnelling, piling, control structures and reinforced concrete works all with the added complication of fluvial flows and tide levels. Following my site experience, I transferred to the Southern Region Office in Worthing and joined the National Capital Programme Management Service. As a Project Manager I was responsible for managing Framework Consultants and Contractors to deliver Flood Risk Management and Navigation schemes throughout Kent, Sussex and Hampshire.

I eventually moved to the North West Region again with the Environment Agency NCPMS to take on the project management and site supervision of a coastal flood protection scheme at Glasson Dock. This was part of a combined package of schemes across the North East and North West Regions. With the full delegated powers of the NEC Package Project Manager, I was the Client Project Manager, the Site Supervisor and effectively the NEC Project Manager. I can thoroughly recommend this approach to managing a construction project, as I had the complete responsibility, detailed site knowledge and the authority to make decisions and deal with all eventualities.

I then moved to the Midland Region again with NCPMS and was involved in the delivery of Flood Risk Management Strategies. Having completed the Tidal River Severn FRM Strategy, I was tempered into Consultancy and 12 years further down the line, I have recently joined Amey Consulting. I’ve been lucky over the years to work for some very good managers and you learn a lot from them on the engineering and people management side of delivering projects. Although I haven’t always been lucky, but even the ones who weren’t very good can still teach you what not to do. Which brings me seamlessly onto my programme of events and the theme for the year.

This year’s theme is “Delivering for today, whilst safeguarding tomorrow”. You can’t be a Project Manager and not be grounded in the here and now, but similarly you can’t work for the Environment Agency for 11 years and not focus on protecting the environment for future generations.

The programme of technical meetings will start in August with our Annual Morning Conference. The conference will be spilt into 3 No. sessions which are:

1) The local approach to Flood Risk and Coastal Erosion; 2) Tidal Defences and Environmental Regulation; and 3) Improving Water Utilities.

Following on from the Conference the evening meetings for the year are:

• Technical Meeting No1: A6 Randalstown to Castledawson Dualling “Environmental Design in Construction” by AECOM & Graham/Farrans JV. • Technical Meeting No2 (Joint meeting with Engineers Ireland) : Price Control 21 by Northern Ireland Water. • Technical Meeting No3 (Joint meeting with Institution of Civil Engineers) : Thames Tideway Project. • Technical Meeting No4 (Joint meeting with Institute of Water) : Dundrum Bay Shellfish by McAdam Design & Northern Ireland Water. • Technical Meeting No5: Translink Hub – River Restoration and Land Remediation by Translink.

We will also have our golf days, the membership and recruitment event, the New Members Papers Competition and the joint fieldtrip with the Republic of Ireland Branch. The highlight of our social calendar, the Question of Knowledge Quiz, will ease us back in after the Christmas break.

The year will conclude with our Annual Dinner, which this year will be held at Titanic Belfast. I hope that you can join us for these events, as the programme will only be a success if you enjoy the events and take advantage of the networking opportunities that they present. I look forward to meeting up with you all during the year.
