Cal OES State Operations Center The Cal OES State Operations Center (SOC) is activated at Level III as of 10/09/17 at 0700 hours, in support of the Statewide fires.

US&R Deployment - Hurricane Maria Mission Number 2017-FIRE-38901 (FEMA Activation). Resources requested in support of Hurricane Maria impacts: • US&R Red Incident Support Team (IST) – 1 personnel from California

Cal OES EMAC Missions • 2017-Cal OES-39417: Four (4) Los Angeles County Coroner Staff members to provide technical assistance to the Clark County Coroner. The team arrived safely in Clark County on 10/09/17. Demobilization is scheduled for 10/11/17. • 2017-Cal OES-39192: Three (3) Cal OES EMAC A-Team Members will assist Puerto Rico EMA with the EMAC process. The team arrived safely in San Juan, Puerto Rico on 10/09/17. Demobilization is currently scheduled for 10/24/17. • 2017-Cal OES-38848: One (1) Cal OES staff and one (1) California Volunteers staff to report to the Florida State EOC for response operations that will assist and supplement ESF-15 staff in coordination of Volunteers and Donations Management at local Emergency Operation Centers. Both staff deployed on 09/16/17. Demobilization is now scheduled for 10/12/17. • 2017-SOC-38856: One (1) Public Assistance (PA) Coordinator from the state of New Jersey has been assigned to California through the EMAC system. The PA Coordinator traveled to California on 09/17/17 and reported to the JFO on 09/18/17.

Service Interruptions: Cell Service Interruption, Humboldt, Napa, Sonoma, Siskiyou and Mendocino Counties • On 10/09/17 at 1543 hours, Cal OES 9-1-1 Branch advised that 73 Cell Towers and a microwave hub in Napa, Sonoma, Siskiyou, Mendocino and Humboldt counties are non-operational due to wildfires in the area. Currently 3G and 4G networks are unable to dial 911 with their cell phones. • The California Highway Patrol, Cal OES and AT&T are currently coordinating deployment of COWs (Cell Phone On Wheels) to get coverage in those affected areas. • Time of service restoration is 10/10/17 at 1700 hours.

On 10/11/17 at 0939 hours, Cal OES 9-1-1 Branch advised that AT&T Mobility has multiple sites down, they are bringing them back on line as quickly as possible, but reports show approximately 55-60 still down. COWs have been deployed to Willits, Santa Rosa, and Napa. Currently no ETTR on the remaining sites. • 64 AT&T cell sites have been restored. 13 sites are still out of service. Verizon Wireless has repaired multiple sites as well. The number of sites is currently unknown.

Remote/Community Isolations: Community of Challenge, Yuba County On 10/09/17 at 0734 hours, Cal OES 9-1-1 Branch advised that AT&T is reporting of a community isolation in Challenge, Yuba County. • 1,559 lines were affected. Residents Landline 911 capabilities were impacted. Wireless services was not impacted. • As of 0948 hours, AT&T has determined that the outage was caused by wildfire.

• On 10/10/17 at 0939 hours, Cal OES 9-1-1 Branch advised the suspected problem/outage is due to transport failure at the Challenge Central Office. • The Public Safety Answering Point (PSAP) was unaffected.

On 10/11/17 at 0540 hours, connectivity to the Challenge central office was restored. All residents served in this central office now have the ability to dial 911.

Remote/Community Isolations (Continued): Community of Dobbins, Yuba County On 10/10/17 at 1829 hours, the Cal OES 9-1-1 Branch advised that AT&T has reported a community isolation in an unincorporated area of Yuba County from the North Yuba central office. • 1,051 lines are unable to dial 911. This is affecting landlines only. • There is no Estimated Time To Repair (ETTR) due to active fires in the area. • Yuba County Sherriff's Office is the serving PSAP. They are still answering calls and have been notified of the situation. • Updates to follow as they are received.

Community of Willits, Mendocino County Isolation On 10/09/17 at 1136 hours, Cal OES 9-1-1 Branch advised that AT&T is reporting of a community isolation in Willits, Mendocino County. • Unknown amount of residents have been impacted due to wildfire activity which has damage local transport and infrastructure • As of 1452 hours, AT&T advises that the outage is affecting 5,084 customers. • Mendocino Sheriffs Office is unaffected by the isolation and are operational.

On 10/10/17 at 0939 hours, Cal OES 9-1-1 Branch advised the suspected problem was due to a wildfire. The wildfire has destroyed infrastructure that provides cellular service to cell towers throughout the affected counties. Residents served by these towers have limited or no ability to dial 9-1-1 from their cell phones, depending on density of coverage in their respective areas. • Willits PD and Cal Fire (Howard Forest ECC) have rerouted calls to Mendocino SO, CHP Humboldt has rerouted calls to CHP Ukiah, Pleasant Hill PD has rerouted calls to Contra Costa SO. All reroutes are in place due to fire damaged network/danger. All other PSAPs are taking calls as normal. • Time to Resolution/Restoration: AT&T Mobility has multiple sites down. The exact number is unknown at this time. 73 were reported down yesterday (10/09/17), but AT&T has reported that several of those have been brought back on line. Cell On Wheels (COW) have been deployed to Willits, Santa Rosa, and Napa. Currently no estimated time to restore (ETTR). • Verizon Wireless reports 41 cell sites are currently down, techs are working to repair, but there is currently no ETTR.

26 WEATHER OF CONCERN Weather of Concern • North winds will develop again over Northern California starting Wednesday and that will once again bring an increase in fire weather danger. • Critical Fire Weather conditions will be possible Thursday night through Saturday morning across the mountains of Los Angeles and Ventura counties, as well as the Santa Barbara County mountains and south coast. These areas are under a Fire Weather Watch during this time due to the potential for north winds gusting between 30 and 45 mph, coupled with very dry conditions (humidities lowering to between 5 and 15 percent) and very dry fuels. If fire ignition occurs, there will be the potential for rapid fire spread and extreme fire behavior, which would lead to a threat to life and property.

27 WEATHER SYNOPSIS BY REGION NORTHERN CALIFORNIA *** “High Risk” conditions for a more standard N to NE wind event and low Relative Humidity (RH) today through Sunday morning for portions of Northern California***

*** Very dry air mass will linger over much of the Geographic Area through early next week ***

A couple low pressure troughs will swing over the region starting today and last into the weekend. Periods of strong N to NE winds will develop and be accompanied with low humidity and near seasonable temperatures. “High Risk” for Significant Fire Potential has been designated for the Sacramento Valley/Foothills (NC05) PSA today through Sunday morning due to moderately strong N to NE wind and low RH. Additional PSA's have been added for today and Thursday as well as Saturday. The "High Risk" area includes the Mid Coast and Mendocino (NC02), particularly favoring Lake and Napa counties as well as the Diablo Range (NC03B) of the Bay Area. Peak gusts between 30 to 40 mph are possible in wind prone areas. The strongest winds should favor the tonight and Saturday to Saturday night period. It should be mentioned that the upcoming multi- day wind event will not be as strong, both in terms of areal coverage as well as wind speeds, compared to the previous Sunday/Monday event. Some modest humidity increases will initially occur near to the coast as well as across the far north but humidity values overall will be low with single digits during the day periods and poor recoveries at night.

A very dry airmass is still expected to impact much of the area Sunday through early next week and be accompanied with warmer than normal temperatures. Wind speeds however, are expected to lower.

The cooling trend that began yesterday will continue through Thursday as temperatures trend downward 2-4 degrees each day. By Thursday, highs will be in the 60s along the coast to the 70s in the valleys. Local west to northwest winds of 10-20 mph will be possible this afternoon along the central coast and in the southern Owens Valley into the central Mojave. RH should be higher this afternoon over most areas. A trough heading into the Great Basin will generate another windy period beginning Thursday night which will last through next Sunday night or Monday. Thursday night, local north winds of 15-30 mph will be possible across Santa Barbara County, the I-5 Corridor and the Kern County Mountains. Local RH may fall into the 20-30% by early Friday morning with these areas seeing very low RH by the afternoon. Similar windspeeds will be possible Friday night. This weekend, the flow will transition to a northeast, offshore orientation which will cause the windy areas to shift into Ventura County, the Santa Clarita Valley, the Santa Ana Canyon and other areas which typically see windy weather during offshore flow. The winds in these areas will increase Saturday, likely peaking in strength Saturday night into Sunday. In general, winds during the weekend look far weaker than those that occurred Monday. The windiest areas will see velocities in the 15-30 mph with locally higher gusts possible Sunday morning. Temperatures over coastal and valley areas will climb back toward the 90 degree mark Saturday and Sunday across Southern California. Cooler, onshore flow will quickly return by Tuesday as a wetter system takes aim at the Pacific Northwest and the far northern part of California.

Ongoing Cal OES Law Missions • 2017-LAW-39445, 10/09/17, 2108 hours: Sonoma County Sheriff’s Office requested a UH-60 from the California Air National Guard (CANG) to report and remain on scene for stand by purposes. The CANG was contacted and accepted the mission. They are scheduled to arrive in Sonoma County on 10/10/17 in the am as directed by Sonoma County Sheriff’s Office who is in communication with them. • 2017-LAW-39439, 10/09/17, 2030 hours: Sonoma County Sheriff’s Office requested assistance from the California National Guard (CNG) to help deliver Law Enforcement Officers into areas not accessible by LE Vehicles. They requested (4) Large CNG vehicles capable of transporting for evacuation efforts. LDO made contact with CNG and the mission was accepted. CNG made contact with Sonoma County Sheriff’s Office and determined a 1000 hours arrival time, 10/10/17. Mission Ongoing

• 2017-LAW-39387, 10/09/17, 1632 hours: California Department of Public Health (CDPH) requests a CHP escort for CHP trucks from 2040 Enterprise Blvd, West Sacramento, CS 95691 (CDPH warehouse) to Sonoma County staging area at 1200 Century Court, Santa Rosa. Three tractor trailers at a time, from CDPH to the staging area and back to the CDPH warehouse. Mission Ongoing

• 2017-LAW-39288, 10/09/17, 0845 hours: Mendocino County Sheriff’s Office requested support from the California Air National Guard (CANG). There were several burn victims needing transport via a Chinook Helicopter from the From Ukiah Valley Medical Center to Saint Francis Burn Center in San Francisco. Siskiyou County is working with CARB to schedule a removal date of the monitors. • 2017-SOC-38645: One California Department of Transportation Archeologist to support the Joint Field Office (JFO) from 09/27/17 to 10/27/17. In coordination with a Cal OES Senior Environmental Planner, the Associate State Archeologist will review Disaster Damage Descriptions for potential California Historical Resources Information System (CHRIS) requests and request CHRIS reports when necessary. • 2017-IREOC-38682: DTSC Hazardous Waste Task Force () • 2017-IREOC-38683: CalRecycle Debris Management Task Force (Helena Fire) • 2017-Cal OES-35819: Twelve Caltrans engineers requested to conduct damage and site inspections throughout the state for impacts related to 2017 February Winter Storms. The lead engineer will report to the Joint Field Office to coordinate the response. • 2017-Cal OES-38400: One Air Quality E-BAM modem for Klamath (Del Norte OA) • 2017-Cal OES-38725: Caltrans to perform bridge inspections on the National Trails Highway, San Bernardino County (On Scene) • 2017-Cal OES-38848: One (1) Cal OES staff and one (1) California Volunteers staff to report to the Florida State EOC for response operations that will assist and supplement ESF-15 staff in coordination of Volunteers and Donations Management at local Emergency Operation Centers. Both staff deployed on 09/16/17. UPDATE: The team will demobilize and travel back to California this evening, 10/11/17. • 2017-Cal OES-39103: Emergency Communications for Fleet Week in San Francisco County from 10/05/17 to 10/08/17. • 2017-Cal OES-39160: Communications Support for the Helena Fire, Trinity County. • 2017-Cal OES-39620: Nevada National Guard providing one (1) Joint Incident Support Communications Capability (JISCC) at Elsie Allen High School in Santa Rosa (Evacuation Center) starting on 10/11/17. The JISCC will provide VOIP phone access and WiFi to displaced personnel until contract communication (eg., ATT / Verizon) services can be restored. Duration of mission is estimated at 21 days. Demobilization is currently scheduled for 11/1/17.
