1 Purpose This document broadly outlines the scope of work and Scope of Work Packages (ScOWP) being sought by Serco Pty Ltd (Serco) in support of Antarctic Supply and Research Vessel (ASRV), RSV Nuyina’s, operations and maintenance. The document provides advice to parties who may wish to offer proposals to Serco for the provision of required operations and maintenance support services. Serco will negotiate ScOWPs and detailed activity breakdowns with the shortlisted vendors prior to concluding contract agreements with them.

The ScOWs consist of machinery and systems grouped into packages. The ScOWs have been grouped into Packages based on the machinery and systems involved and are arranged to meet common technical skillsets and resources availability. The packages also focus on complete system based packages that support the required Operational outcomes for availability and maintainability that the supplier will be required to support from within a single package.

1.1 How to use this document Serco invites potential vendors to examine this document to:

1. identify the service requirements which are relevant to their capabilities and business offering;

2. consider how they may provide Tier 1 Contractor or Tier 2 Subcontractor services;

3. understand Serco’s criteria for engaging with and selecting vendors;

4. understand Serco’s subcontracting policy.

1.1.1 Identify relevant service requirements This document offers preliminary advice on the nature, type and scope of works which Serco is seeking. It outlines the intended work packages to support ASRV O&M and how Serco will select vendors to perform major scheduled and defect repair maintenance activities. Serco will provide detailed ScOWPs and information packages to shortlisted contractors following consultation with vendors about the feasibility of proposed scopes of work. The ScOWPs may be adjusted in accordance with feedback from vendors during negotiations in order to achieve the best supportability outcome from each vendor’s services and products.

Please see Section 5 which summarises the ScOWPs for which Serco will require contractor services to deliver the ASRV’s operations and maintenance (O&M) requirements. It groups ScOWPs according to the machinery and systems involved in each service area. They are arranged to draw on common technical skill sets while obtaining complete system packages that support required O&M outcomes.

1.1.2 Identify opportunities as Tier 1 Contractor or Tier 2 Subcontractor Serco intends that each ScOWP be conducted by a single Tier 1 Contractor:

• as an authorised repair agent or OEM representative for the equipment in the ScOW and/or;

• with specified OEMs providing subcontracted support; and/or

• with specified OEMs’ authorised agents providing subcontracted support.

Serco will consider vendors who wish to undertake one or more of the ScOWPs.

1.1.3 ASRV Enterprise Management System Serco utilises an Enterprise Asset Management Computerised Maintenance Management System. The System Provides an interface for all users to view technical information, plan maintenance activities, request maintenance activities, change the configuration of maintenance activities, view maintenance records and reports, input maintenance records and reports.

Selected suppliers will be required to either directly utilise the system or provide reports and information ins a format agreed by Serco such that they can be uploaded.

1.1.4 Subcontracting policy Serco requires that vendors quote to provide parts and services from OEM or authorised OEM agents. Deviations from OEM-approved suppliers or agents are approved only by exception and after negotiation. If vendors wish to become authorised OEM representatives, Serco will arrange introductions between those vendors and relevant OEMs to enable vendors to investigate their options.

Serco encourages Australian and Tasmanian industry involvement wherever possible. 2 Project background

In 2016, the Commonwealth of Australia (Commonwealth), represented by the Australian Antarctic Division (AAD) of the Department of the Environment (Department), contracted DMS Maritime Pty Ltd (trading as Serco Defence) to design, build, operate and maintain the new Antarctic Supply and Research Vessel (ASRV). In partnership with Damen Shipbuilding Group (Damen) and Damen’s subsidiary, Knud E Hansen (KEH), Serco Australia Pty Ltd (Serco) has designed and built the new .

The ship, RSV Nuyina, enters into service in 2020 to provide the Commonwealth’s icebreaking capability and protect Australian sovereignty within the Antarctic region. From the ship’s entry into service, Serco will deliver RSV Nuyina’s operation and maintenance (O&M), providing a range of management services to ensure ongoing vessel availability, performance and regulatory compliance over the 30-year design service life.

The RSV Nuyina Team is the support organisation through which Serco delivers O&M including:

• supply services

• operational services

• maintenance and engineering services

• services performance verification

This document identifies ScOWPs which outline the services the RSV Nuyina Team needs from Direct Suppliers, Tier 1 Contractors and Tier 2 Subcontractors to deliver the vessel’s O&M.

2.1 RSV Nuyina RSV Nuyina has an icebreaking capability of 1.65 metres thickness ice at a continuous speed of 3 knots, dry cargo capacity of 1,200 tonnes and liquid cargo capacity of 1,900,000 litres. The icebreaker accommodates up to 116 personnel and is equipped as a scientific research platform. The vessel is pivotal to the AAD’s operations and the Australian Antarctic Program (AAP). RSV Nuyina delivers critical fuel and cargo to Australia’s three Antarctic stations and the subantarctic station at Macquarie Island, and enables the AAD to undertake scientific research in the Southern Ocean and .

The vessel is flagged under the Commonwealth of Australia in accordance with the requirements of the Australian Maritime Safety Authority (AMSA). RSV Nuyina complies with all statutory regulations invoked by the legislation of the Flag State and the International Maritime Organisation (IMO) Code of Safety for Special Purpose Ships, 2008.

Based Hobart, the vessel helps expand Tasmania’s role as the gateway to the Southern Ocean and Antarctica.

2.1.1 Vessel operating cycle The vessel operates on a cycle of 200 days per year. The operating days are divided into voyages of up to 90 days. RSV Nuyina will be made available to vendors during scheduled periods in the remaining 165 days of the year, in accordance with the priority of the planned and/or defect maintenance required. In addition, urgent defect maintenance may be required to be effected at short notice, between voyages.

The vessel undergoes classification surveys:

• annually

• every 2.5 years (intermediate underwater survey in lieu of docking)

• every 5 years (special continuous survey in dry dock) 3 Common Supply Scope’s All ScOWP’s In addition to the specific details which apply to individual work packages, every ScOWP defines the personnel, spares, additional support services, special tools and equipment, certification, regulatory and health, safety and environment requirements. The following 10 elements are relevant to all subcontracted work to deliver RSV Nuyina’s O&M.

• OEM-authorised personnel required to:

a. perform major planned maintenance for the listed systems and equipment

b. perform defect investigation and rectification maintenance for the listed systems and equipment, to be conducted within a specified timeframe

c. conduct and close out work as directed by Serco using Serco’s defined Maintenance Management Software Module in the ASRV Enterprise Management System (EAM)

• maintenance of OEM spares and inventory items by OEM-authorised representatives as stored in the vendor’s warehouse or Serco’s facilities, including alongside and onboard stores, including the initial supply

• the OEM spares and inventory required to conduct planned maintenance, excluding the initial supply

• the OEM spares and inventory required to respond to breaksdown maintenance, as recommended in the Recommended Spare Parts List (RSPL) or through the ongoing Availability and maintainability analysis, excluding the initial supply,

• additional support services that are included in the listed systems and equipment, such as:

a. engineering services, such as defect investigations and analysis

b. corrective action reports (CAR) and proposals

c. configuration changes and alternative equipment proposals

d. supply of sea-riding personnel to assist in offshore maintenance activities

• supply of special tools and equipment necessary to perform the work

• provision of certification and evidentiary documents required to prove the work has been conducted in accordance with required standards

• support to Serco in liaising with regulatory bodies, the classification society and AMSA

• requirement to adhere to Serco’s Health, Safety & Environment Policies and procedures

• certificates, reports and records to be provided in native format and with electronic signature where required.

1 Propulsion, power generation and manoeuvring

1.1.1 Specialist technical services The following scopes are required to be developed, managed and undertaken.

1.1.1.1 Vibration monitoring and analysis Development of Vibration analysis monitoring scope for primary equipment and annual equipment vibration monitoring and maintenance reporting against all nominated major equipment items.

Annual vessel self-noise level assessments and 5Y sound ranging support and reporting.

1.1.1.2 Oil, fuels and coolant analysis and reporting Bi Monthly oil, fuels and coolant sampling analysis and reporting Entering the data into Serco’s Maintenance Management System as required for:

i. diesel engine coolant ii. lube oils all nominated equipment iii. boiler water iv. tail shaft lubricating water

1.1.1.3 Tail shaft data analysis tracking and reporting Collecting and tracking in the provided asset management system tail shaft data, conduct analysis and reporting sufficient to meet and or exceed the requirements of IWS notation for tail shaft monitoring including the generation of a report to submit to the classification society at every intermediate and continuous survey. Entering the data into Serco’s maintenance management system as required.

1.1.1.4 Sensor Calibration On an annual basis conduct Calibration and inspection of all propulsion system sensors, indicators and gauges NOT connected to the IPMS. Entering the data into Serco’s maintenance management system as required.

1.1.1.5 Specialist maintenance analysis i. Tracking and Trending of the CBM data against failures and maintenance activities. ii. Tracking and Trending IPMS and equipment data recorded in the IPMS Data Historian against Maintenance activities, repairs and condition based maintenance results. Identifying the causes and indicators of equipment failure and recommend changes to the maintenance routines to improve following the vessel management of change process. iii. Assisting in defect and fault investigation and RCA failure analysis and reporting.

1.1.1.6 Flexible Hoses Maintain the flexible hose register in Serco’s nominated Maintenance management systems establish a work scope and inspection activity to ensure that all hoses are inspected, tested and replaced on a rolling 5Y basis and or as required by the OEM. 2 Power distribution & lighting Includes inspections major maintenance, testing, cleaning and repair switchboards (SWBD’s), load centres (LC’s), distribution panels (DP’s), un-Interruptible power systems (UPS’s), transformers, shore power, direct current (DC) battery chargers, test panel, sockets/outlets and lighting, repair and replacement of cable.

2.1.1 Specialist Technical Services in Support of this scope The following Scopes are required to be developed, managed and undertaken.

2.1.1.1 Cable integrity, replacement and repair Maintenance of cable integrity, replacement and repair including all glanding and ducting for he allocated systems,

2.1.1.2 PART Testing / RCD Testing In accordance with AS3760 assist Serco in the certification and tagging of all portable electrical appliances periodically as defined by AS3760.

Testing of residual current devices (RCD’s) and insulation monitoring devices (IMD’s) as defined in AS3760.

Provide certification and records for integration into Serco’s maintenance management system.

2.1.1.3 Generation/Distribution system tests • Develop Scope and conduct Harmonic and voltage and frequency stability tests for the electrical distribution system on a rolling 3-year basis identifying and rectifying faults as part of this activity.

2.1.1.4 SWBD inspection and cleaning Develop Scope and Conduct SWBD, DPS, LCs, MCCs cleaning on a rolling 3 yearly basis identifying and rectifying faults as part of the activity.

2.1.1.5 Thermographic surveys breaker injection and defect rectification • Develop Scope and Conduct Thermographic surveys on a rolling 3 yearly basis identifying and rectifying fault for nominated SWBDS, DPs, MCCs, Multidrive, AEDs, alternators and major electrical loads/motors, 690V cables subject to harmonics and variable frequencies.

Develop the Scope and Conduct Breaker injection tests and inspection of breaker trip units on a rolling 3 basis identifying and rectifying faults as part of the activity.

2.1.1.6 Electrical equipment in hazardous areas Provide assistance to the Electrical Engineering Manager and ETO in the conduct of the following activities:

a. developing the scope on a rotating five-yearly basis, in accordance with the relevant standards

b. grouping inspections in accordance with access requirements and risk

c. conducting annual inspections and completing maintenance activities

d. access and rope access requirement

2.1.1.7 UPS and battery duration tests Provide duration tests for the UPS and DC battery systems annually. Replacement of batteries within the UPS and DC battery systems a required by the OEM.

2.1.1.8 Electrical equipment in hazardous areas Provide assistance to the Electrical Engineering Manager and ETO in the conduct of the following activities:

• Development of the scope of inspection on a rotating 5 yearly basis in accordance with the relevant standards. • Grouping Inspections into logical groups based on access requirements and risk. • Conducting Inspections Annually and completing the maintenance activities.

2.1.1.9 Lighting Provide the following activities for lighting:

i. Duration tests for all emergency lights annually ii. Replacement of lighting tubes and starters for all fluorescent lights on an agreed rolling basis.

2.1.1.10 Calibration Calibration of all meters, gauges and sensors for SWBDs, DP’s and LCs. Providing Certification Records and certificates for integration into Serco’s maintenance management system.

3.1.1 Specialist Technical Services

3.1.1.1 Cable integrity, replacement and repair Maintenance of cable integrity, replacement and repair including all connections, glanding and MCTs for the allocated systems.

3.1.1.2 Integrated Platform Monitoring System (IPMS) Develop Scope and Conduct IPMS inspection and testing and health checks on an annual basis identifying and rectifying faults as part of the activity.

Management of the configuration baseline for the system including but not limited to all I/Os, Mimics, Signal curves, alarm logs and fade outs.

Engineering and technical support to any configuration change to the system.

3.1.1.3 Loading, Stability and Cargo Management Computers Develop Scope and Conduct inspection and testing and health checks on an annual basis identifying and rectifying faults as part of the activity.

7 HVAC Systems The following HVAC and Refrigeration addresses the following:

7.1.1 Specialist Technical Services

7.1.1.1 Sensor Calibration On a rolling 3Y basis conduct Calibration and inspection of all HVAC sensors, indicators and gauges NOT connected to the IPMS. Entering the data into Serco’s maintenance management system as required.

7.1.1.2 Refrigerant Supply, Licencing Recovery & Reporting Supply and storage of refrigerants as required to maintain the vessel HVAC systems.

Conduct annual refrigerant gas level checks and top ups, where losses are outside of tolerance investigate and identify leaks and develop plan for repair actions required to remediate.

7.1.1.3 Condenser Tube Cleaning Conduct condenser Tube cleaning of all FW side tubes on a rolling 3Y cycle.

7.1.1.4 Fan Checking & Balancing Check all Fans for vibration and abnormalities annually, conduct VA and Fan balancing as required for nominated fans on a rolling 3Y cycle.

7.1.1.5 Damper Functional Checks Confirm all automatic ventilation Damper functions annually ensuring that closing times and integrity of seals meet the requirements of class. Input the data into the Serco Maintenance Management System as required.

7.1.1.6 Ventilation and Temperature Balancing Every 3Y conduct ventilation balancing for flow and temperature in all nominated accommodation and working spaces spaces

8 Auxiliary Systems The following machinery, equipment and systems form the Auxiliary Scope Package and are detailed below:

8.1.1 Specialist Technical Services

8.1.1.1 Sensor Calibration On a rolling 3Y basis conduct Calibration and inspection of all Auxiliary sensors, indicators and gauges NOT connected to the IPMS. Entering the data into Serco’s maintenance management system as required.

8.1.1.4 CO2 System Conduct Annual CO2 system checks and level recording. Record results in Serco’s maintenance management system ensuring the necessary documentation is provided.

Conduct 5Y CO2 system checks and bottle weighing/ level recording. Record results in Serco’s maintenance management system ensuring the necessary documentation is provided.

Test and recertify all CO2, cylinders, valve’s and PRVs as required by class.

8.1.1.5 Watermist System Conduct Annual Watermist system checks and stored water level recording. Record results in Serco’s maintenance management system ensuring the necessary documentation is provided.

Conduct 5Y watermist system checks sored water bottle weighing/ level recording. Record results in Serco’s maintenance management system ensuring the necessary documentation is provided.

Test and recertify all watermist valve and PRVs as required by class.

8.1.1.6 Portable Fire Fighting (FSA), Damage Control (DC) and Lifesaving (LSA) Equipment Annual Checks and certification of all portable equipment Identified in the LSA, DC and LSA plans. Replacement and repair for the equipment with OEM authorised equipment. Examples

8.1.1.7 Valves On an annual basis check all hull valves performance and closure timing, repair defects as identified and record results in Serco’s maintenance management system.

On a rolling 3Y basis check all actuated valves performance and timing repair defects as identified and record results in Serco’s maintenance management system.

Address Defects through repair or replacement in other valves as required ensuring the necessary documentation is provided.

8.1.1.8 Pumps On a rolling 3Y basis conduct pump performance testing on nominated safety critical pumps to determine that the flow rate, suction head, pressure head and discharge pressures are being achieved.

On a rolling 3Y basis ensure that all pumps are check visually and against fitted sensors for condition, operability and functionality. Compile defect list and address defects as required.

8.1.1.9 Air compressors Annually check the performance of all air compressors, conduct air sample analysis, reporting and trending identifying defect repair lists and work scopes as required.

8.1.1.10 Heat Exchangers On a rolling 3Y basis ensure all plate heat exchangers are cleaned and flushed, al tube heat exchangers are cleaned/rodded.

All Plate Heat Exchangers are to be disassembled and cleaned every 5Y

Note: tube heat exchangers are not to be chemically cleaned except by exception approved by Serco.

9 Lifting Equipment, Elevators, Winches, Hydraulic and Mechanical Hull Equipment

9.1.1 Specialist Technical Services

9.1.1.1 Door, Hatch, Bulkhead, Window, Water & Fire Tight Integrity, Inspection & Testing. The vendor will be required to provide inspection services every 3Y to ascertain the water and fire tight integrity boundaries are maintained in accordance with the classification society approved drawings and as proven by inspection, testing and certification. The Scope Shall include:

i. Standard Door & Hatch inspection, function checks and testing. ii. Automatic Door & Hatch inspection, function checks and testing. iii. Automatic closing device, function checks and testing. iv. Cargo Hatch and Doors Testing and Inspection. v. Pressure/Hose Testing of Water Tight Doors. vi. Tank Lid and Access Inspection and Checks. vii. Bulkhead and deck head inspections and checks of MCTs, Penetrations, Insulations and covers etc.

9.1.1.2 Anchor Chain & Anchor Perform Intermediate and continuous Survey Anchor, Winch, Winch Break and Anchor Chain Inspection and Testing as Required by class. Develop reports and enter data into Serco’s maintenance management system as required.

9.1.1.3 Wire Rope Inspection, Maintenance, Repair and Replacement For all critical system, crane and winch wires conduct annual inspection and ultrasonic survey to determine the condition of the wire rope. Prepare and enter into Serco’s maintenance management system the results of testing.

Develop defect lists and repair and rectification plans up to and including wire rope replacements.

9.1.1.4 Hydraulic Oil, Particulate, Sample Testing, Cleaning and Flushing Conduct Annual Hydraulic Oil Sampling on all hydraulic systems inclusive of sample testing, inline particulate monitoring and reporting. Entering the data into Serco’s maintenance management system as required.

Where issues are identified provide the necessary hydraulic oil, replacement, flushing and cleaning services.

9.1.1.5 Pad eye Load Testing Load testing of pad eyes and equipment annually against the nominated list and as required prior to use on an as a required basis.

Colour code and keep the pad eye register up to date with the latest testing status of all pad eyes. Entering the data into Serco’s maintenance management system as required.

9.1.1.6 Cranes & Lifting Equipment Annual, 2.5Y Intermediate and 5Y Continuous Survey Crane Maintenance, Inspection and testing as required by the OEM and Classification Society and Equipment Licence. 10 Hull Structure & Piping

10.1.1 Structural and Piping Works In full compliance with classification society requirements provide workshop and site services and labour to perform Structural steel and piping repair and maintenance hot works. Maintenance of Class Approve WPQS and WPQR as well as appropriately trained and qualified personnel to perform the works at short notice.

Ability to generate Manufacturers data records demonstrating materials and qualifications traceability compliance with class requirements for all welding and hot works activities.

10.1.2 Scaffolding Provide scaffolding materials, design, erection and support services as requested by Serco in support of its activities.

13.2 Offshore Hotel & Catering Services Package Note: this package may be combined with the Hotel and Accommodation Outfitting Maintenance and Cleaning Scopes.

The Hotel Services Package Includes the provision of personnel and supplies to perform the Hotel and Domestic Services onboard the vessel including:

Provision of Hotel Services/Food Services Manuals and SOPs in accordance with Serco Requirements 13.3 Port of Hobart Environmental Response Support Services This scope seeks input from vendors in the provision of support services to assist Serco in responding to environmental incidents potentially emanating from the RSV Nuyina within the Port of Hobart. The Scope will include:

1. Provision of on call personnel and small craft to deploy spill response containment equipment. 2. Maintenance of standing onshore spill response equipment able to be deployed as short notice. 3. Supply of Specialist Clean up equipment and Personnel able to be deployed as short notice.

13.4 Uniforms, Clothing & PPE Provision The Uniforms and PPE Package include the supply of clothing and PPE Equipment necessary for the vessel to perform Antarctic operations. The quantity and type are detailed in the individual SOW and the Supplier shall can provide the initial outfit as well as resupply at short notice (-7days). To this end the Supplier may be required to hold stock of items and have available an ordering system that enables Serco to order the equipment as required.

Uniforms and PPE will be required to be provided to compliant industry standards and be of sound make and manufacture. Crew comfort and safety shall be at the forefront of the selected equipment followed by the sound and professional presentation and appearance of the selected suppliers.

To assist in this where Possible effort shall be made to make the selected clothing items of consistent make and branding across the scope of supply to this end the selected supplier shall be capable of continuous and consistent supply over the contract term uniforms, PPE clothing items and Cold Weather Clothing items.

Preference will be afforded to Australian Owned and Manufactured Goods where possible.

13.5 Training Support Services Training Support Services are being addressed separately with a SOW developed and issued when all of the necessary information is collected, reviewed and the way forward agreed

14 Exceptions 1. Every 5Y when the vessel proceeds to dry dock the defect maintenance activities nominated herein may be offered for tender to the relevant dry dock contractor. Serco will nominate the preferred vendor but cannot guarantee the vendor the complete scope, vendors may be required to bid for the defect work with the dry dock contractor for the dry dock activity. 15 Roles and Responsibilities The table below shows the key roles and responsibilities:
