Schedule Notes

Thursday, November 14 Libby Rosenbaum serves as the Chief Executive Officer overseeing ACYPL’s fundraising, communications, grants management, new business development, and strategic planning. Libby previously served as the Vice President of Programs and Communications. Prior to this, Libby served as the Education Partnerships Manager at the British Council where she promoted and established US-UK university research collaborations and planned international summits devoted to higher education best practice. She also served as the Major Gifts Officer at the Center for American Progress, a progressive , and as a fundraiser on the US Senate campaigns of Ken Salazar and Joe Hoeffel. Libby graduated from the University of Michigan with a degree in political science and received a master’s degree in politics and government of the European Union from the School of Economics. She traveled on an ACYPL exchange to Argentina in July 2019.

Cameron Schupp joined ACYPL as the Development Manager in September 2015, before becoming the Development & Special Projects Director in 2018. In this role, Cameron is responsible for managing fundraising initiatives, donor stewardship, corporate partnerships, and ACYPL events. Additionally, in partnership with the Department of State’s Bureau of Educational and Cultural Exchange, Cameron works with the Director of Special Programs to produce the bi- annual Professional Fellows Congress—a conference for over 600 emerging leaders from around the world. Cameron graduated from George Mason University in 2013 with a double major in global affairs and conflict analysis and resolution. Before joining the ACYPL team, she worked with the International Executive Service Corp (IESC) and as a Program Assistant at JASS, a women’s rights organization. Cameron previously traveled on an ACYPL exchange to the Philippines and Indonesia in 2019.

Anna Waisgerber joined ACYPL in September 2019 as the Communications Manager. Prior to joining the ACYPL team, Anna served as an Undergraduate Research Fellow for the Project on National Movements, Congressional District Intern in Massachusetts, Marketing Assistant and Electrician for the Boston College Theatre Department, and Public Policy Intern for the Massachusetts Alliance of YMCAs. Anna graduated from Boston College in 2019 with a bachelor’s degree in international studies and a minor in ethics and social justice, concentrating on Central and Eastern Europe. She also studied and interned abroad in Krakow, Poland in 2017.

The U.S. Department of State is the federal executive department responsible for the international relations of the United States, equivalent to the foreign ministries of other countries. The Department was created in 1789 and was the first executive department established. The Department operates the diplomatic missions of the United States abroad and is responsible for implementing the foreign policy and diplomacy efforts of the United States. The Department is led by Secretary Mike Pompeo who was nominated by President Trump and confirmed by the US Senate in April 2018.

Edwin Saeger is the Deputy Director of the Office of Japan Affairs in the Bureau of East Asian and Pacific Affairs at the US Department of State.

Eythan Schiller is a Program Officer in the State Department’s Bureau of Educational and Cultural Affairs (ECA) in the Office of Citizen Exchanges, Professional Fellows Division. Prior to this, he was a Program Analyst in the Bureau of Budget and Planning working on congressional relations, and also served as a Program Officer in ECA in the Office of Global Educational Programs overseeing academic exchanges. Before joining the State Department, Eythan worked for IREX, the International Research and Exchanges Board, in Washington, D.C. and

Turkmenistan managing several academic exchange programs for students, teachers, and professionals from Eurasia. Eythan also served as a Peace Corps Volunteer in Azerbaijan from 2003-2005 as a teacher in a state middle school where he taught English. Prior to this, he held various positions in public service at the Florida Department of State, the Florida Bar, and the U.S. House of Representatives. He received his bachelor’s degree from Florida State University.

Kat Tarr currently serves as the Country Coordinator for Japan and Korea for the Office of Public Diplomacy in the Bureau of East Asian and Pacific Affairs at the US Department of State, where she works with both policy desk officers in DC and Public Affairs Sections overseas to assist in coordinating policy, messaging, and programs. Prior to this assignment, Kat was a Cultural Affairs Officer in Tegucigalpa, Honduras, and before that Vice-Consul in , China. She has a bachelor’s degree in Japanese studies from Austin College and a master’s degree in international policy studies with a specialization in East Asia from the Monterey School of International Policy Studies (now the Middlebury Institute).

Samuel Yee is an Economic Officer of the Office of Japan Affairs in the Bureau of East Asian and Pacific Affairs at the US Department of State.

Pam Kennedy is a Research Analyst with the East Asia Program at the Stimson Center. Prior to joining Stimson, Pam interned with the Center for Strategic and International Studies’ Japan Chair and the Reischauer Center for East Asian Studies. She was also previously an Associate Examiner with the Federal Reserve Bank of San Francisco, where she reviewed Asian and American banks for safety and soundness. Pam earned a bachelor’s degree in government and East Asian studies from the College of William and Mary and a master’s degree in international relations and international economics from the Johns Hopkins University School of Advanced International Studies.

Taro Sato is a Nonresident Fellow at the Stimson Center with the East Asia Program. His research focuses on U.S.-China relations, national security, science and technology policy, and security space. Taro earned his commission upon graduation from National Defense Academy (NDA) in 2002. He has more than ten years of experience serving as an F-15 aircraft pilot which include being stationed at Okinawa and conducting Quick Reaction Alert missions over the East China Sea. Taro earned a bachelor’s degree in international relations from NDA and a master’s degree in military operational art and science from the Air Command and Staff College, Air University, U.S. Air Force. He also has completed the Maritime Command and Staff Course at Japan Maritime Self-Defense Force and an MOD Executive Program at the Center for Strategic and International Studies. He is currently a candidate in the master’s program at the Elliott School of International Affairs at George Washington University.

Yoshimitsu Sato is a Nonresident Fellow at the Stimson Center with the East Asia/Japan Program, on assignment from the Japan Maritime Self-Defense Force, where he is a Lieutenant Commander. Yoshimitsu is a Surface Warfare Officer who has engaged in a ballistic missile defense patrol mission, anti-piracy maritime escort operation off the coast of Somalia and in the Gulf of Aden, and warning and surveillance activity in East China Sea. Previously, Yoshimitsu served as a Communication and Intelligence Officer at the Escort Flotilla Two Headquarters based on Sasebo, Nagasaki, and was in charge of electronic warfare and information operations. He has 11 years of experience coordinating with foreign militaries and conducting bilateral/multilateral navigational and combat exercises. Yoshimitsu earned his bachelor’s degree in science and engineering from the National Defense Academy in Kanagawa, Japan and a master’s degree in international relations from the Fletcher School at Tufts University.

Embassy of Japan is the diplomatic mission of Japan to the United States. In addition to serving as Japan's diplomatic mission, the embassy provides Japanese consular services to residents of the District of Columbia, Virginia, and Maryland. The incumbent Ambassador of Japan to the United States is Shinsuke J. Sugiyama, who presented his credentials in March 2018.

Kazutoshi Aikawa is the Deputy Chief of Mission at the Embassy of Japan in Washington, DC. Having served in the foreign service of Japan since 1998, Kazutoshi has previously been the Director of the Policy Division and Director of the Regional Policy Division for the Japanese Ministry of Foreign Affairs. Dai Funaki is a Program Officer for the Japan Center for International Exchange in charge of bilateral exchange programs with ACYPL, the U.S.-Japan Parliamentary Exchange Program, and the U.S.-Japan Congressional Staff Exchange Program. Dai is also responsible for the operation of the Korea-Japan forum, which promotes high-level dialogue between politicians and key leaders from the two countries and research projects with think-tanks and other institutions in Korea or the United States. Dai earned his bachelor’s degree from Temple University and his master’s degree in international cooperation from Toyoeiwa University. Hideko Katsumata is the Executive Director and Chief Operating Officer of the Japan Center for International Exchange (JCIE), which she joined in 1969 after graduating from the University of Sacred Heart. She manages the overall operations for JCIE and is also heavily involved in numerous programmatic areas. She currently serves as a board member of the Sacred Heart School Corporation and a member of the board of counselors of the Public Resource Foundation. Previously, Hideko has been involved in citizen movements to strengthen the nonprofit sector in Japan and served as a member of the Council for the Reform of the Public Interest Corporations that was created to advise the Prime Minister’s Office.

Sunday, November 17 The Meiji Shrine, located in Tokyo, is the Shinto shrine that is dedicated to the deified spirits of Emperor Meiji - the first emperor of modern Japan - and his wife, Empress Shōken. The shrine was completed and dedicated to the Emperor Meiji and the Empress Shōken in 1920, eight years after the passing of the emperor and six years after the passing of the empress. The shrine was destroyed during the Second World War but was rebuilt shortly thereafter. The spacious shrine grounds offer walking paths that are great for a relaxing stroll.

Toshiaki Miura is the Political and Diplomatic Correspondent of . He joined the Asahi Shimbun in 1984. After working for the political news department and as the paper’s Washington Correspondent, Toshiaki was appointed editorial writer in charge of politics and diplomacy. Later, he served as Editor-in Chief of GLOBE, a bimonthly feature and analysis section of the Asahi Shimbun covering global issues. Akio Okawara is the President and Chief Executive Officer for the Japan Center for International Exchange (JCIE). He currently serves as a panel member of the US-Japan Conference on Cultural and Educational Interchange (CULCON) and is a member of the Foundation Council of the Japanese-German Center Berlin. He also serves as Japanese director of the UK-Japan 21st Century Group, and as a member of Japanese-German Forum and the Korea-Japan Forum. In the global health field, Okawara serves as Director of the Global Health and Human Security Program Executive Committee, and Director of the Friends of the Global Fund, Japan (FGFJ). Previously, after working at the Sumitomo Corporation, he was seconded in the 1980s to to serve as Assistant to the President of Mazda Motors America, and in 1991–1997 he was posted as Director of Business Development in Washington, DC. In 2004, he was posted to the Sumitomo Shoji Research Institute, and he served as the Executive Director of the Institute from 2006 to 2013. He graduated Keio University with a bachelor’s degree in law.

Yoko Miyazaki is a Research Officer for the Political Section Delegation of the European Union to Japan. She previously worked for the Democratic Party of Japan’s International Department at its headquarters. There, she was responsible for organizing meetings and receptions for ambassadors and diplomats stationed in Japan and foreign dignitaries visiting Japan, as well as arranging for overseas visits of the party members. Daisuke Mori is the Deputy Associate Director at the Election Strategy Headquarters of the Liberal Democratic Party and is responsible for the Party’s election campaign strategies on preparing for the general elections for the House of Representatives and the regular elections of the House of Councilors. Since 2002, Daisuke has worked at the LDP Headquarters in various capacities within the Newspaper and Publication Division of the Public Relations Headquarters and as a liaison between the LDP-sponsored paper and outside media. Machiko Osoda has served as the Chief of Staff and Secretary for Policy for Representative Takashi Takai since 2014. In this position, she covers a wide range of policies including big data, financial technology, and information and communication technology in education. She also

Monday, November 18 The Tokyo Metropolitan Assembly is the parliament of Tokyo Metropolis. Its 127 members are elected every four years in 42 districts by a single non-transferable vote. The Assembly is responsible for enacting and amending prefectural ordinances, approving the budget, and voting on important administrative appointments made by the governor, including the vice governors.

Kohei Ojima is a Member of the Tokyo Metropolitan Assembly, representing the Nerima Ward, which is one of 23 special wards in Tokyo. Prior to being elected, Kohei worked as a Secretary for the Honorable Yuriko Koike, a Member of the House of Representatives of Japan. He was also an active student member of the LDP party. Saturday, November 23 Kobei-gama Kiln was opened at Kobei Kato in 1804, and soon became a kiln to send dyed dishes to the Edo Castle (the seat of the Tokugawa shogunate). The 6th generation master craftsman was recognized as human national treasure for his original creations. Under the guidance of the Kohei 7th generation master craftsman, the KobeI Kiln has over thirty skilled craftsmen and are aiming to produce quality Japanese tableware.

Nagoya Castle is a Japanese castle located in Nagoya, central Japan. Construction of the castle was completed in 1615 by the Shogun, Tokugawa Ieyasu. Topped with golden shachihoko, votive tiger-fish roof devices, and boasting the largest floorspace of any tower keep, Nagoya Castle and its magnificent Hommaru Palace were operated as a military facility. Nagoya Castle was Japan’s first castle to be designated a National Treasure. Even after wartime air raid destruction, it was deemed historically important enough to be designated a National Historic Site. Restoration work being carried out is returning Nagoya Castle to original condition.

Previously, Matt served as General Counsel of Senator Rand Paul’s 2016 presidential campaign, outside counsel for Governor Rick Perry's 2012 presidential campaign, legal counsel to Governor Mitt Romney's Commonwealth PACs, Campaign Finance Counsel for Senator John McCain's 2008 presidential campaign, and General Counsel for a government reform commission created by Utah Governor Jon Huntsman, Jr. Matt is also a Founder of PlayoffPAC, which was nominated for the 2011 Sports Illustrated's Sportsman of the Year award.

Matt received his bachelor’s degree from the University of Utah and obtained his law degree from the Vanderbilt University Law School. Matt is an ACYPL Trustee and previously traveled on an ACYPL exchange to Israel and the Palestinian Territories.
