Tina Wilson Joins PERC In January 2019, the Propane Education & Research Council (PERC) welcomed Tina Wilson as senior vice president of communications. Over the past five months, she has been overseeing PERC’s integrated communications and marketing strategy, which includes the “Propane Can Do That” campaign, industry communications, public relations and thought leadership. According to Tucker Perkins, PERC President and CEO, “She brings a very diverse and strong background in communications, marketing, media relations, community engagement and public relations.” Prior to PERC, Wilson came with 12 years of global corporate citizenship communications and external outreach initiatives at IBM. Before working at IBM, Wilson had her own agency and worked on national Tina Wilson clients including the American Kennel Club, Panera Bread, and homebuilder Toll Brothers. She previously worked as the director of media relations for the Special Olympics World Summer Games in Raleigh, NC. She has served as the press secretary for the office of the lieutenant governor of North Carolina, and as a reporter and producer for WSOC and WTVD television stations in Charlotte and Raleigh-Durham, respectively.

Paslawski New President of Michigan Electric and Gas Association Tanya Paslawski is the new President of the Michigan Electric and Gas Association, or MEGA. She began in January 2019, replacing Jim Ault who retired after serving MEGA for 19 years. Paslawski has 18 years in the industry with her more recent position as Executive Director of the Organization of MISO State, Inc. The organization serves as an advocate and spokesperson for retail utility regulators across 15 states and the Canadian province of Manitoba. Her background also includes working at various capacities for ITC Holdings Corp, Direct Energy Services and the Michigan Public Service Commission. Paslawski has a JD degree from Michigan State University College of Law and bachelor’s degree from Oakland University. She is an active attorney in the Michigan State Bar. Her military experience includes active and reserve duty in the United States Navy.

PERC Launches New Website The Propane Education & Research Council launched a new website that includes all the educational resources in one place at: propane.com PERC consolidated their 10 websites into one. Resources are for the propane marketer and propane customers as well as construction professionals, manufacturers, equipment dealers, and energy influencers. PERC presented the new website at the National Propane Gas Association expo in April. The site includes “Propane Can Do That” materials that can be downloaded and customized for your company.

A biopropane fueled engine, known as ultra- low NOx engine, uses 0.02 grams per brake horsepower-hour engine and achieves near-zero emissions when combined with propane fuel. Renewable propane, or biopropane, is made from 100 percent renewable raw materials, such as waste, residue and sustainably produced vegetable oils. Biopropane’s chemical makeup is nearly identical to conventional propane and can be used as a “drop-in” replacement fuel. Meet the New Ag Director Gary McDowell

Gov. Whitmer appointed Gary McDowell director of the Michigan Department of Agriculture & Rural Development. “It’s an opportunity and honor to serve the ag community in Michigan,” said McDowell, noting he has no immediate plans to change the department’s direction. “I know the ag community well—some of the finest people on this earth. I want to work with them to make it better for agriculture in the state of Michigan.” McDowell was appointed by Governor in December 2018. Prior to becoming Director, he served three terms in the Michigan House of Representatives from 2005–2010. McDowell was born and raised on a farm in Rudyard, Michigan. If you possess 60,000 lb or more of propane, you may be required to report it to the Department of Homeland Security. The Department of Homeland Security (DHS) regulates security at high-risk chemical facilities under the Chemical Facility Anti-Terrorism Standards (CFATS) program (6 CFR Part 27). CFATS ensures high-risk facilities have security measures in place to reduce the security risks of certain chemicals that DHS has designated as “chemicals of interest” (COI). Under CFATS, a chemical facility is “any establishment that possesses or plans to possess certain chemicals, at any relevant point in time…” and can be a large company or a single individual. CFATS requires a facility to report to DHS if it possesses a COI, such as propane, at or above a specified screening threshold quantity (STQ). A facility must report to DHS all COI holdings that meet or exceed the STQ, regardless of how long the facility is in possession of the COI. Propane is a COI under CFATS. Propane is a Release-Flammable chemical—meaning, if intentionally released, it has the potential to create a vapor cloud explosion that would affect populations within and beyond the facility. The STQ for propane is 60,000 lb. Failure to report possession of a COI at or above the STQ can be subject to civil penalties.
