Changes to the Harvest Area in WMU 51 of Algonquin Park for the 2020 – 2021 AOO Harvest Season

Friday, June 26, 2020 (Pembroke, ON) – For many years, the annual Algonquins of Ontario (AOO) harvest of moose, deer and elk has been managed pursuant to management plans developed by the Algonquin Negotiation Representatives (ANRs). These management plans establish the process of issuing tags to eligible Algonquin harvesters, the species that can be harvested, the season during which harvesting shall occur and the Harvest Area within which harvesting may take place. They also provide for reporting and monitoring of harvesting activities. These management plans have resulted in responsible and well-managed Algonquin harvesting for many years.

In the past, Algonquin harvesting of moose and deer as well as the harvesting of other species of game normally taken for food in Algonquin Park has been restricted to the area of Algonquin Park within Wildlife Management Unit (WMU) 51 known as the east side of the Shirley Lake Rd. – Kiosk Rd.

For the 2020-2021 harvest season, the AOO have decided once again that this harvest area is to be expanded to include the entire portion of Algonquin Park that lies within WMU 51 and north of the Hwy 60 Corridor Development Zone and within the Algonquin of Ontario Settlement Area (See Maps A: Algonquin Provincial Park – WMU 51 Harvest Area Modifications 2020-2021 and Map B: Algonquin Provincial Park Hwy. 60 Corridor Development Zone 2020-2021). This expansion of the Algonquin Park – WMU 51 harvest area was introduced to Algonquin Harvesters in October 2019 just prior to the commencement of the 2019 – 2020 AOO Harvest Season. Going forward, this direction is intended to be implemented on an annual basis and will be reviewed in preparation for each harvest season.

This direction continues to be taken after a great deal of consideration and is the result of anticipated increased harvesting by members of the Métis Nation of Ontario (MNO) pursuant to arrangements made with the government of Ontario that have been challenged in court by the AOO. Specifically, Ontario has informed the AOO that the MNO will commence harvesting in Algonquin Park in 2020 under a harvesting plan supported by Ontario.

In recent years moose populations in certain Wildlife Management Units have declined significantly, coinciding with increased harvesting by self-identified Métis harvesters. The ANRs have attempted to obtain information from the Ministry of Natural Resources and Forestry regarding the extent of harvesting by these self-identified Métis and the details of the harvest plan developed between these self-identified Métis and the Ministry of Natural Resources and Forestry but with very limited success.

In response to both the threat of increased harvesting by self-identified Métis and the decline of moose populations in various WMUs, the AOO will continue to extend harvesting by eligible Algonquin harvesters into that portion of Algonquin Park – WMU 51 that has not been harvested previous to 2019 when this action was introduced.

This decision applies to only those Algonquins who are eligible to participate in the AOO Harvest Season and be in possession of a 2020-2021 AOO Bull or Cow Moose Tag or are party harvesting under that Tag for WMU 51 and/or a Calf Tag. These eligible Algonquin Harvesters may harvest within the entire portion of Algonquin Park that lies within WMU 51, and north of the Hwy 60 Corridor Development Zone and within the Algonquin of Ontario Settlement Area. Algonquins who are eligible to harvest in Algonquin Park will be required to enter or exit Algonquin Park at the following access points, and where Community Monitors will be stationed:

Kiosk Road, Daventry Rd., Klock’s Rd., Brent Rd., Bissett Creek Rd., Wylie-Bronson Rd. Fork, Sand Lake Gate – Barron Canyon Rd., Beechnut Rd., Basin Rd. – Basin Depot Gate, Hydro Line Rd. – Shirley Lake Rd. Fork, Billy Lake Rd. Entrance, as well as two new access points for 2020-2021 AOO Harvest Season being Sunday Lake Road and Cameron Lake Rd.

These access points are shown on Map C: Algonquin Park Harvest Area Modifications 2020-2021 Community Monitor Locations. Algonquin harvesters who are successful in the draw and eligible to be in possession of a tag for Algonquin Park – WMU 51 will be provided with a vehicle dash-display to identify that the vehicle belongs to an AOO community member. Please keep these displays visible at all times while when harvesting in Algonquin Park.

Algonquins who are eligible to harvest in Algonquin Park will be required to comply with laws ordinarily in force in Ontario that are intended to protect or promote public safety in accordance with the AOO Harvest Management Plan. For the purposes of the AOO Harvest Management Plan, this includes, but is not limited to, obstructing rights of way of public roads, primary forestry access roads, and operational (branch) roads. In the area of Algonquin Park that is referred to as the “west side”, generally the area that is west of the Shirley Lake Road and Kiosk Road boundary, harvesters must be respectful of active forestry operational areas as some areas may not be clearly identified by signage as well as designated camping sites and trails.
