Statement of Community Consultation (SOCC) notice

On 23 September 2013 we will be launching the next stage of public consultation on the Yorkshire and Humber carbon capture, transportation and storage (CCS) cross-country pipeline, where local communities will be able to find out more and give us their views. The consultation will run until 1 November 2013 and National Grid will accept feedback, in writing, until this date.

The Proposal National Grid’s proposal comprises the construction of a cross-country pipeline and associated infrastructure between Camblesforth, North Yorkshire and Barmston, to transport carbon dioxide from emitters in the Yorkshire and Humber area as part of a regional carbon capture, transport and storage project (this is referred to as the onshore scheme).

The cross-country pipeline would be classed as a Nationally Significant Infrastructure Project (NSIP) under the Planning Act 2008; therefore, an application will be made to the Planning Inspectorate for a Development Consent Order (DCO). The project will transport carbon dioxide from the proposed White Rose CCS Project at Drax, near Selby, to a landfall point near Barmston before being transported offshore.

The offshore element of the project would comprise the construction of a sub-sea pipeline to a geological storage site and associated infrastructure to facilitate the permanent storage of carbon dioxide beneath the seabed. These components would be subject to separate planning processes and a separate consultation, though we would welcome and consider comments on the project in its entirety during this consultation.

Public consultation Listening to communities and gathering their feedback on our proposals is an extremely important part of the project. The aim of our consultation is to ensure that local communities have a chance to understand and influence the proposals.

Specifically, we will be consulting on the draft Preferred Scheme Report, draft preferred pipeline route and design and the detailed siting of the above ground installations required for the maintenance and safe operation of the pipeline.

The onshore scheme is an Environmental Impact Assessment development and so will be accompanied by an Environmental Statement. Accordingly, we are also consulting on preliminary environmental information.

Have your say During the public consultation, you will be able to view the latest plans for the onshore scheme and comment on our proposals. The feedback we receive will be considered as we progress our plans towards submission.

You will be able to respond to the public consultation in a number of ways:  By filling in a feedback form at the public exhibitions (feedback forms can also be provided directly on request)  By filling in an online feedback form via the project website  By sending an email to the project email address or letter to the project freepost address

Written responses must be received by the end of the consultation period on 1 November 2013.

Please note that it may not be possible to consider feedback received after this date.

Project information Relevant information will be available to view at suitable public buildings as listed below. This will comprise of the Statement of Community Consultation, the Preliminary Environmental Information Report, the draft Preferred Scheme Report, the Drax PIG Trap Siting Study, the Multi-junction Siting Study, the Block Valves Siting Study and the Pumping Station Siting Study.

Public exhibitions At the public exhibitions, people will be able to view details of the proposals and give their views. Copies of the draft Preferred Scheme Report and Preliminary Environmental Information Report will be available to view and there will be summary leaflets and feedback forms for people to take away.

What happens next Following the consultation, responses received during the consultation period will be recorded and considered along with technical and environmental matters in any further development or refinement of the onshore scheme.

The plans will be finalised and an application for a Development Consent Order is expected to be submitted to the Planning Inspectorate in the first quarter of 2014.

National Grid Carbon Limited – Capturing carbon dioxide in the Yorkshire and Humber region

Notice of the proposed application for a development consent order (DCO) to construct and operate the Yorkshire and Humber CCS Cross-Country Pipeline

1. Notice is hereby given that National Grid Carbon Limited (National Grid) of 1 – 3 Strand, London WC2N 5EH intends to apply to the Secretary of State under section 37 of the Planning Act 2008 (the Act) for a development consent order (DCO) to authorise the Yorkshire and Humber CCS Cross-Country Pipeline.

2. The overall project is intended to transport carbon dioxide streams from regional emitters in the Yorkshire and Humber region to a permanent geological storage site beneath the North Sea by means of the construction of a cross-country pipeline (the Onshore Scheme) and sub-sea pipeline (Offshore Scheme).

3. The elements of the Onshore Scheme are collectively termed the Yorkshire and Humber CCS Cross-Country Pipeline, and it is proposed that the application will include the construction of a cross-country pipeline and will also include a multi-junction, three block valves, a pumping station, and PIG traps (collectively “above ground installations” or “AGIs”) and other associated development and ancillary works.

4. Given that the cross-country pipeline is greater than 16.093km (10 miles) in length, an application for development consent is required to be made to the Secretary of State under the provisions of the Act.

5. The Onshore Scheme will incorporate the following proposed elements:  A 75km onshore pipeline with an external diameter of up to approximately 600 millimetres, sized to accommodate up to 17 million tonnes of carbon dioxide emissions per year, running from the proposed White Rose CCS Project at Drax south to the Multi-Junction Site (South of the A645). The pipeline then runs north-east via three Block Valves to a proposed Pumping Station north of the village of Barmston, East Riding of Yorkshire. From here the pipeline runs to a geological storage site beneath the North Sea via a landfall point to the north of Barmston;  Multi-Junction site located in proximity of the proposed White Rose CCS Project at Drax, and sited to facilitate the connection of additional pipelines to the cross-country pipeline from other regional emitters who may connect over time;  Three Block Valves to support the operation of the system – one located to the south of the village of Holme on Spalding Moor, one to the south of the village of Middleton-on-the-Wolds, and the third located to the south-east of the village of Skerne all in the East Riding of Yorkshire;  A Pumping Station located to the north of the village of Barmston on the Holderness Coast;  Interconnecting local pipelines and associated works;  Ancillary works including: temporary construction compounds, permanent and temporary access roads, and service corridors.

6. The elements of the Offshore Scheme are collectively termed the Yorkshire and Humber CCS Sub-Sea Pipeline and geological Storage Site and are proposed to comprise the construction of a 90 km sub-sea pipeline to a geological storage site and associated infrastructure to facilitate the permanent storage of carbon dioxide beneath the seabed.

7. This Notice relates only to the development in respect of which the application is proposed as described in paragraph 3 above (the Onshore Scheme).

8. The DCO will include a number of other provisions, including those which:

 Authorise the compulsory purchase of land and rights over land, if necessary, to construct and maintain the Onshore Scheme;  Allow all or part of the benefit and rights of the DCO to be transferred to other person(s); and  Include a deemed Marine Licence.

9. The development comprising the Onshore Scheme is an EIA development as defined in The Infrastructure Planning (Environmental Impact Assessment) Regulations 2009. The proposed application will therefore be accompanied by an Environmental Statement containing environmental information.

10. The documents, plans and maps showing the nature and location of the proposed project, including the preliminary environmental information, will be available to download from 23 September on www.ccshumber.co.uk, and to view from 23 September 2013 to 1 November 2013 at the places and times set out below, free of charge.
