Interim report reinforces need for community preparation and resilience

The Queensland Floods Commission of Inquiry released its interim report on the 2010/11 flood events to the Queensland Government this week, which includes the following recommendations for local governments:

• Councils should prepare SMS alert templates covering a range of different flood scenarios before the wet season; • Councils should ensure that residents are aware of the frequency of the radio station or stations in their local area that will disseminate important information; • Councils should consider how social media may be used effectively to provide accurate information; • Councils should examine the feasibility of and priorities for installing additional river height and rainfall gauges; • Local governments should consider adopting uniform disaster management software, to enable inter-council assistance to be given more easily and effectively; • To ensure effective co-ordination in larger-scale disasters, deployment of personnel (and other resources) between local governments should be facilitated through the Council to Council (C2C) program.

Local Government Association of Queensland President Paul Bell said councils were tackling reforms to the way they prepare for and manage disasters in three broad areas: better training and skills development, a greater focus on community engagement, and better use of communications tools.

He said the importance of engagement and communication with local communities to ensure they were more resilient in the face of natural disasters was the big message for councils out of the Queensland Floods Commission of Inquiry's interim report.

ALGA President, Genia McCaffery has strongly supported Cr Bell's comments and reinforced that ALGA will continue to work closely with the Commonwealth and states and territories to ensure the community is better prepared for natural disasters through initiatives such as the National Strategy for Disaster Resilience that was endorsed by COAG earlier this year.

Determining the effects of carbon pricing legislation

Following the release of the Australian Government's legislation relating to carbon pricing policy on 28 July, ALGA is in the process of developing a submission that is as representative of the broad interests of local government as possible.

There are 13 Bills in all, ranging from the overarching Clean Energy Bill to technical and regulatory Bills. The number and diversity of proposed legislative changes show that these reforms are significant and will require considerable diligence to ensure that local government will not be unduly affected by these changes. The Department of Climate Change and Energy Efficiency will be accepting submissions on these Bills up to 22 August 2011. The submission process is fully open to the public and any interested party is able to participate in this process.

Another element of the Government's clean-energy package, and one local government feels should be utilised to a greater degree, is the Carbon Farming Initiative (CFI). ALGA and the state and territory local government associations have been involved in the development of the CFI, especially as it regards waste.

ALGA to attend national Tax Forum

The Federal Government has released details of the Tax Forum to be held in Canberra on 4-5 October, including the list of invited participants and a process for identifying others who will be chosen to attend. ALGA has been invited to the Forum which will be attended by the Prime Minister and Premiers, senior federal and state ministers and public servants, parliamentarians, community and business leaders and academics. A total of 156 participants will attend the Forum including three local government representatives. In addition to an ALGA representative, two other local government representatives will be chosen from those who express interest in an online process. The site for councils and associations who wish to register their interest is www.futuretax.gov.au. The deadline for registering to participate is 12 August.

The Government also released a Tax Forum Discussion paper to guide debate. The paper - which can be accessed by clicking here - focuses in particular on personal tax and business tax reform but also on state tax reforms. It does raise issues of interest to local government including a discussion around the future of land tax (and whether the states should abolish stamp duties), future road tax and road funding (which is critical for local governments which maintain 80% of the nation's roads) and congestion taxes. These are all issues which ALGA covered in its submissions to the Henry Tax Review, although a major issue for local government remains not only the need for efficient and equitable revenue raising but also the need to ensure a fair distribution of tax revenue between the three levels of government.

From the President

Last week, I wrote to all councils urging them to pass a motion calling on the Federal Government to increase and extend the Roads to Recovery Program and address the estimated shortfall of investment in local roads.

With the Roads to Recovery Program due to end in 2014, I believe it is now time for us to begin our campaign for the Program's continuation. In the past, we have been very successful in securing two extensions to the Program and an increase in funding, which saw allocations rise to $350 million in 2009. By the time the Program ends in 2014, more than $4.5 billion in additional funding will have been provided for local roads.

Our previous success has stemmed from the execution of a strong and united campaign that has sent clear messages to the Federal Government about the needs of councils in meeting the expectations of our communities and industries. For future success, our next campaign requires the support and involvement of every council, as the Information Bulletin Page Cor-7 Correspondence & Papers continuation of Roads to Recovery is not a certainty in the current economic environment.

There is no question that local government needs the funding. Research commissioned by ALGA and released at the 2010 National Local Roads and Transport Congress in Bunbury, shows that the annual national shortfall in funding for local roads is about $1.2 billion.

The resolution for councils that I have suggested also calls for a continuation of the current, simple and effective administrative arrangements for the Roads to Recovery Program, which give councils the power to make decisions about the use of the funds without the need for a complicated bureaucratic approvals process. We need to ensure that any new Program continues with similar administrative arrangements to avoid a web of red tape.

ALGA will be launching local government's Roads to Recovery campaign at the 2011 National Local Roads and Transport Congress to be held in Mount Gambier from 16-18 November.

Our advocacy on this vital issue will be strengthened by a show of unity and it is important that as many councils as possible attend the Congress in Mount Gambier for the launch of the Roads to Recovery campaign to show local government's strong support for its extension. Councils are encouraged to register for the Congress via the ALGA website and take advantage of our "early bird" registration rates.

By working together, I have no doubt that we can deliver a convincing argument and achieve an ongoing Roads to Recovery Program.

ALGA President provides update on constitutional recognition campaign

The ALGA President has provided an update on the national campaign for constitutional recognition of local government to the Western Australian Local Government Association during their annual conference in Perth held on 4 August.

ALGA President, Mayor Genia McCaffery outlined ALGA's case for financial recognition of local government, noting that more than 80 councils had passed resolutions supporting constitutional recognition of local government.

This followed a presentation by Professor George Williams, which outlined in detail the proposal for change to the Constitution and the need to address doubts raised about the validity of direct federal funding to local government by the High Court during the 2009 Pape Case.

Professor Williams reassured State MPs in Western Australia that the proposed change was not intended to impact on State Governments' control and responsibility of local government. Information Bulletin Page Cor-8 Correspondence & Papers

Support for constitutional recognition continues to build

A total of 392 councils have now passed resolutions supporting constitutional recognition of local government. The Northern Territory has nudged into the lead, ahead of South Australia, with 87.5 per cent of its councils passing resolutions. In South Australia, 85 per cent have passed resolutions; New South Wales has reached 84 per cent; Tasmania is on 72 per cent; Queensland has 58 per cent; Western Australia is on 57 per cent; and Victoria sits on 54 per cent.

Western Australian Government contributes more to local roads

The Western Australian Government will contribute more than $145 million to local roads in Western Australia in 2011-12, an increase of more than $9 million on the past financial year.

Transport Minister Troy Buswell said the funding, derived from State motor vehicle licence fee revenue, would be allocated to councils in several categories, including road project grants ($70.994 million) and direct grants ($15.439 million).

The Minister said the Local Roads Program in 2011-12 would provide funding to important areas on the local road network, including specific road improvements; traffic management and road safety initiatives; bridges and maintaining access roads serving Aboriginal communities.

Employers key to reducing Australia's road toll

According to the National Transport Commission, cutting the number of deaths and injuries on the nation's road network would be greatly enhanced by businesses taking action on road safety within and beyond their workplaces.

This week, the Commission released a discussion paper exploring how corporate commitment to workplace safety can contribute to achieving Australia's National Road Safety Strategy targets.

The Discussion Paper opens the conversation with corporate Australia about the best way to harness their influence to implement positive, sustainable actions on road safety. The paper features corporate case studies and existing road safety initiatives that are leading the way in creating shared responsibility for road safety.

Dwelling approvals continue to weaken

Figures released by the Australian Bureau of Statistics show that the total number of dwellings approved fell by 3.5 per cent in June 2011, in seasonally adjusted terms, after falling 6.3 per cent in May.

Dwelling approvals decreased for the month of June in Queensland (by 18.6 per cent), South Australia (by 12.2 per cent), Tasmania ( by 8.1 per cent) and Western Australia (by 3.0 per cent) while Victoria and New South Wales recorded increases in seasonally adjusted terms. In seasonally adjusted terms, approvals for private sector houses fell by 3.2 per cent in June with falls in Victoria ( by 8.1 per cent), New South Wales (by 4.8 per cent), Queensland (by 4.5 per cent) and South Australia (by 3.4 per cent) while there was a rise in Western Australia (by 11.3 per cent).

AP - T185-11: A Laboratory Study of the Influence of Multiple Axle Loads on the Performance of a Cement Treated Material - Interim Report This report details a laboratory investigation of the effects of different multiple-axle load groups on the fatigue performance of cement treated materials.

AP - T186-11: Testing Plan to Examine the Effects of Multiple Axle Loads on Asphalt Using Four-point Beam Tests This report presents a testing plan to examine the effect that multiple axle group loads have on the flexural fatigue performance of asphalt, and forms a component of long term Austroads project work.

AP - T187-11: The Influence of Multiple Axle Loads on the Performance of an Unbound Granular Pavement under Accelerated Loading Construction of Test Pavements Recognising the importance to pavement designers, asset managers and policy makers of an improved understanding of the relationship between different multiple axle group loads and road pavement performance, Austroads initiated a research project to improve the understanding of these loads on Australian flexible pavement types. This report details the construction of the test pavement, and collates an extensive amount of data collected during the construction works.

NBN rolling out to second release sites

NBN Co, the company delivering the national broadband network (NBN) will start work on another six new sites in Queensland, NSW and the ACT during the next six months.

Communications Minister Stephen Conroy said Springfield Lakes and Aspley in the Brisbane region, Toowoomba in Queensland, Riverstone in Western Sydney, Coffs Harbour, NSW, and Gungahlin, ACT, are next in line for the NBN.

The Federal Government-owned NBN Co will also extend its current network in Armidale, Kiama and Jamberoo in NSW as well as Townsville in Queensland, he said. Information Bulletin Page Cor-10 Correspondence & Papers

NBN Co plans to provide a fibre-optic cable network to 93 per cent of the population while the remaining seven per cent will have either fixed wireless or satellite broadband over the next decade.

Public comment on draft code encouraged

The Communications Alliance is inviting public comment on a draft industry code relating to Mobile Phone Base Station Deployment.

This code applies to carriers who are installing and operating mobile phone base stations. Improvements in the revised code include:

• new and revised methods of communicating with local councils and the community (e.g. via the Radio Frequency National Site Archive (RFNSA) and Communications Alliance websites, simpler notification letters and better signage); • better guidance and examples of the type of letters, plans, signs and reports which Carriers will use when notifying and consulting with local council and the community; • up-to-date RF Electromagnetic Radiation (EMR) Health and Safety information, reports and signage in keeping with the current and relevant standards; • information on notices to inspect the land, maintain facilities and install low impact facilities, Facilities Installation Permit, compensation and land owners' rights.

Campaign for more funding for libraries

Following strong opposition expressed by councils and regional library corporations to the recent cuts in State recurrent library funding, the Save Our Libraries - Fairer Funding campaign has kicked into action by the Municipal Association of Victoria.

The MAV is encouraging all councils to:

• Adopt an urgent council resolution to write to the Premier and Minister for Local Government requesting the reversal of operational library funding cuts and a fairer funding model; • Write to local Members of Parliament asking for the matter to be raised in the next sitting of Parliament; • Join and promote the facebook page to local communities; and • Make community petitions available at libraries and council customer service centres.

Curing a chocoholic fish in London

Staff at a London aquarium have found a way to change the eating habits of a chocoholic fish raised on Kit Kats.

Initially, staff members at the Sea Life London Aquarium could not understand why Gary, an inherited four kilogram, 40cm-long gourami, refused to eat. They later discovered that he had been fed nothing but chocolate by his previous owners.

To gradually wean Gary off his unhealthy diet, the team began feeding Gary Kit Kat pieces inside grapes.

"Gouramis usually eat a diet of fruit but Gary doesn't appear to have suffered any ill effects from his chocolate addiction," the aquarium's Rebecca Carter said.

ALGA President on newly announced Expert Panel

ALGA President Genia McCaffery and President of the Australian Local Government Association of Queensland, Mayor Paul Bell, are among the 18 members of the Expert Panel that will progress the recognition of local government in the Australian Constitution.

This week, the Federal Government released the names of the 18 members, which include four Parliamentarians representing the Australian Labor Party, the Australian Greens, the Liberal Party of Australia and the Independents. The Panel also includes a range of local government experts and councillors, both past and present. These include former Lord Mayor of Brisbane Jim Soorley; former Lord Mayor of Sydney, Lucy Turnbull; and the Right Honourable Lord Mayor of Perth, Lisa Scaffidi.

The role of the Expert Panel is to consult with stakeholder groups and the public about their views on recognising local government in the Constitution. This approach will be assisted by the considerable work that has already been carried out by ALGA since it engaged in a process aimed at Constitutional recognition in 2007, which has involved commissioning social research on community attitudes and understanding of local government and the Constitution.

The Expert Panel is due to report back to the Federal Government by the end of the year. Its recommendations will inform the strategy development process and a national campaign to be undertaken by ALGA.

Comment sought on proposed changes to NBN rollout

Proposed amendments to the Telecommunications (Low-impact Facilities) Determination 1997 and the Telecommunications Regulations 2001 have been released for public comment, with submissions closing on 7 September.

The proposed changes to the Determination would remove the need for NBN Co to obtain state, territory or local government planning permission for the installation of these facilities. However, in installing facilities on a particular property, NBN Co would need to notify the property owner and occupier of its intention and comply with the other requirements applying to a carrier installing low-impact facilities set out in Schedule 3 of the Telecommunications Act and the Code.

Twelve new low-impact facilities are proposed. An owner or occupier of land may object to the installation of a low-impact facility. The grounds for objection are set out in the Code.

The Minister for Broadband, Communications and the Digital Economy, Senator Stephen Conroy said the proposed amendments were designed to facilitate the timely and efficient rollout of the NBN. Information Bulletin Page Cor-13 Correspondence & Papers

This has been a contentious issue for councils in the past and Minister Conroy has said: "The government understands local community sensitivities regarding possible changes and this is why we're asking for people's feedback on the draft amendments."

ALGA will continue to work with NBN Co to assist in best practice when dealing with local councils.

ALGA will be making a submission and advises councils to make submissions.

Support for disability reforms

In May this year, ALGA responded to the Productivity Commission report Disability Care and Support. The report called for a massive overhaul of the disability care and support network across the country, in essence replacing the current system with two national schemes for disability care (the National Disability Insurance Scheme - NDIS) and for those with catastrophic injuries (the National Injury Insurance Scheme - NIIS).

In its submission, ALGA was supportive of the NDIS as a necessary change to ensure that people with disabilities do not do without vital support services. However, the ALGA submission was focused mainly on the NIIS, as the draft report suggested local government rates or the rates collection mechanism as a funding source for this scheme.

ALGA is supportive of an NIIS in principle, but its submission highlighted several reasons why the proposed inclusion of rates would be both ineffective and place considerable and inequitable financial pressure on local government, including:

• the additional administrative burden on local government authorities; • real fears about cost-blow outs; • by covering accidents that happen outside of council owned land and facilities, this would increase the financial liability of local government; and • that local government would be financially worse off under this scheme, rather than better-off, as the draft report argues.

The ALGA submission argued that general revenue and existing insurance premiums were a much better and fairer funding option and highlighted the need to engage the states in a funding model.

The final report was released on 10 August and accepted by the Government. This final report contains no references to local government rates or the rates collection mechanism as a funding source for the NIIS, instead it focuses on the existing insurance base, some additional Commonwealth as well as state government funds.

Caring for Older Australians report released

The recommendations of the final report of the Productivity Commission, Caring for Older Australians, are being considered by the Federal Government, with Prime Minister Julia Gillard indicating that the Government intends to take action on aged-care reform during the term of this Parliament. The Government's response to the report will be guided by four principles: the right to quality care; choice and control; sustainable and fair funding arrangements; and an appropriately skilled workforce to provide the care.

The Productivity Commission recommends fundamental changes to the way aged care is funded and delivered. It is proposed that current arrangements be replaced by a single national care co-contribution, to apply across the aged care system. The rate of private co-contribution would be set according to the person's financial capacity, based on a comprehensive means test. People would be able to borrow against the value of their house through a government-backed aged care equity release scheme. However, there would be protection against going into negative equity by an imposed credit limit. Individuals are expected to contribute a maximum of 25 per cent of their aged care costs up to a lifetime limit of $60,000. Once this limit is reached, remaining care would be paid by the tax payer, and there would be a safety net for those people unable to pay.

The report is strongly focused on enabling older people to stay in their homes for longer, thereby reducing the time spent in residential aged care and the associated costs.

The final report has taken on board ALGA's comments relating to age-friendly environments and the importance of local knowledge to inform the proposed Australian Seniors Gateway.

The report acknowledges that local governments are uniquely placed to influence the development of age-friendly communities through the local planning and development process. The final report has proposed that the Gateway will operate via a network of regional centres and that their operation may be subcontracted to third party operators.

From the President

I met with Minister Combet's Chief of Staff this week to follow up on a letter I wrote to the Minister, after the Government's announcement of its carbon pricing initiative, flagging areas of concern for local government including the potential impact on rates and the likely inclusion of relatively small councils under the scheme if it extends to smaller landfills with emissions equal to 10,000 tonnes of CO2. I am pleased to say that the meeting was very constructive. ALGA received a good hearing and the Government seems fully aware of the issues and is responsive to the concerns I raised.

Particularly important was the reassurance I received that the expected increases in local rates, which may have to occur because they are directly attributable to the impacts of a carbon price on council operations, have been factored into the broad Treasury modelling and the Government's compensation package for those who need assistance.

On the issue of the potential for landfills in small councils to be caught up in the scheme, with significant costs to councils both in terms of paying for emissions and compliance, I am pleased that the Government acknowledged the need to avoid unnecessary and unintended impacts on smaller councils when the main targets for the scheme are the big polluters. I am also hopeful that the Government will see the wisdom of providing assistance to those councils if they do end up included in the scheme and which will then need help in meeting compliance requirements. More importantly, I am also hopeful that the Government will recognise the efforts of many councils across the country that have already taken steps to abate carbon emissions by installing new technologies, and new investments that will be required to help councils reduce their carbon emissions and thereby reduce the pressure on rate payers.

ALGA is working with state and territory associations to provide more advice to the Government on which small councils and landfills might be caught by the scheme under various scenarios before the scheme is finalised through regulation.

Issues paper on cultural differences released

The Australian Government is asking for comment on a discussion paper for the first National Cultural Policy in almost two decades.

The new policy will be a 10-year vision for how arts and creativity will be supported, developed and ushered into the mainstream of modern Australia.

Feedback on the discussion paper is being encouraged around four proposed goals:

• Ensure what the Government supports - and how this support is provided - reflects the diversity of a 21st century Australia, and protects and supports Indigenous culture; • Encourage the use of emerging technologies and new ideas that support the development of new artworks and the creative industries in ways which enable more people to access and participate in arts and culture; • Support excellence and world-class endeavour and strengthen the role that the arts play in telling Australian stories both here and overseas; • Increase and strengthen the capacity of the arts to contribute to our society and economy.

Landmark study quantifies true value of rail

The True Value of Rail report, released this week by the Australasian Railway Association (ARA) and Queensland Rail National, has called for governments to address Australia's transport challenges.

According to ARA chief exectuive Bryan Nye The True Value of Rail report confirms that it is time to end Australia's love affair with the car.

"Since 1985, governments have invested more than $293 billion in roads. This has brought us many challenges and hidden costs such as traffic congestion, carbon emissions and road fatalities that impede our standard of living and the nation's productivity," Mr Nye said. The study shows that:

• One passenger train takes 525 cars off the road. • In one year, one trainload of passengers is equal to removing more than three million vehicle kilometres of traffic from our roads. • One freight train in place of trucks between Melbourne and Brisbane reduces carbon emissions by the same amount as a household of three going without electricity for 46 years. • One trainload of passengers travelling by rail instead of car for one year reduces accident costs by an amount that could fund 130 hospital visits, 505 hospital beds per day, or six doctors for one year.

First stage of high-speed rail study released

Federal Transport Minister, Anthony Albanese has released a first stage report examining a rail network linking Brisbane to Melbourne via Sydney. The study found that the high speed train would:

• Cost between $61 billion and $108 billion to build and involve laying more than 1,600 kilometres of new standard-gauge, double-track; • Achieve speeds of up 350 kilometres per hour and offer journey times as short as three hours from Sydney to Brisbane, and just 40 minutes from Sydney to Newcastle; • Carry around 54 million passengers a year by 2036 including, for example, about half those who would have flown between Sydney and Melbourne - currently the world's fifth busiest air corridor; • Offer competitive ticket prices, with one way fares from Brisbane to Sydney costing $75 - $177; Sydney to Melbourne $99 - $197; and $16.50 for daily commuters between Newcastle and Sydney; • Cut carbon pollution, with emissions per passenger a third of what a car emits and each full train - 450 passengers - the equivalent of taking 128 cars off the road.

"Green" councils launch 50th climate change case study

A council project that has resulted in the planting of more than 220,000 native trees across 33 forests has become the 50th case study in addressing climate change to be launched on the Local Government and Shires Associations of NSW (LGSA) Climate Change Action Pack website.

The Regenesis project, developed by sister cities, Blacktown City Council and Liverpool Plains Shire Council, will offset carbon emissions equivalent to that of 60 homes over the next 40 years. Regenesis joins several other best practice projects on the website - from Dubbo City Council's use of solar lighting at their regional airport to Willoughby Council's integrated water management system.

According to President of the Local Government Association, Cr Keith Rhoades AFSM, NSW councils have been on the front foot in reducing their carbon footprint and addressing climate change for quite some time. Information Bulletin Page Cor-17 Correspondence & Papers

"NSW councils are undertaking several bold initiatives in response to climate change and these 50 case studies demonstrate how committed NSW Local Government is to playing an important role in finding appropriate solutions," said Cr Rhoades.

The Climate Change Action Pack has been assisted by funding from the NSW Government.

Local Government Excellence Framework published

The University of Sydney's (UTS) Centre for Local Government and the Australian Centre for Excellence for Local Government (ACELG) have published a series of detailed case studies regarding the implementation of the Australian Business Excellence Framework (BEF) within Local Government.

In consultation with SAI Global and the Local Government Business Excellence Network, UTS and the ACELG studied eight Australian councils that have been known for their progressive and innovative approach to local government policies. The eight councils represent a cross-section in terms of population, geographic size and demographic profiles. They include the Warringah, Port Stephens, Bass Coast Shire, Yarra Ranges and Hobart City Councils, and the Cities of Swan, Melville and Marion.

Findings of the case studies reflect each organisation's different focus as it works to continuously improve outcomes.

Lithuanian Mayor thinks outside the square

Drivers in the Lithuanian capital of Vilnius have been warned by their local Mayor that they will receive more than just parking tickets if they park illegally in the city centre.

Mayor Arturas Zuokas has gone to the extent of driving an armoured vehicle over cars parked on the cycle lane on the main street of the Vilnius city centre.

The flamboyant politician decided to take the novel approach after becoming infuriated with motorists consistently parking their luxury cars illegally.

I am writing to advise outcomes of a recent review of the WA Police Strategy and Performance Directorate, resulting in the restructure of the Office of Crime Prevention (OCP).

Most significantly, the name 'Office of Crime Prevention' will cease from 1 July 2011 , with teams to be reallocated into two Divisions along functional lines. Operational functions previously provided by the Strategic Projects team (Burglar Beware, Eyes on the Street, Neighbourhood Watch et al), and all projects managed through the Graffiti Team, will be relocated to the Community Engagement Division (CEO). The new Strategic Crime Prevention Division will be established to provide other functions previously conducted by OCP, including policy, planning, research and evaluation and grants administration.

Simultaneously, youth related functions (Juvenile Justice Officers and PCYC) previously provided through CEO have been realigned to a new Division, the Youth Policing Division. This change reflects the growing importance of effective youth policing to cross-Government youth crime prevention and diversion efforts.

The three Divisions will be co-located within the Judicial Services portfolio, under Assistant Commissioner Wayne Gregson. Mr Gregson is well known to many in the crime prevention field through his leadership of the Preventing Violence Strategy development process in 2006, and his active support for many crime prevention initiatives. The restructure reflects important new directions in crime prevention policy established through the WA Community Crime Prevention Plan 2011-14 and the WA Police Crime Prevention Strategy 2011-14. Respectively, these documents establish a 'whole of Government' responsibility for crime prevention strategy, and a 'mainstreamed' delivery of crime prevention services as a core policing activity. As such, crime prevention projects will be managed centrally through the CEO, while policy, planning and resourcing decisions will be managed through the Strategic Crime Prevention Division.

The restructure ensures all operational functions are provided in one centralised area (Community Engagement Division), while important policy, planning, research and grant administration functions are delivered via the Strategic Crime Prevention Division.

Importantly, no resources are lost to the sector through this restructure and projects and activities will be continued through the new structure. This includes the Local Government partnerships approach, which will be re-invigorated through enhanced police involvement.

Further updates will be provided to the Crime Prevention website (www.crimeprevention.wa.gov.au) and the Preventing Crime newsletter. In the interim, I am attaching a FAQ sheet to further explain the changes.

SIGNIFICANT MEETING Significant meeting - 30 years since formation of Committee in June 1981. SPECIAL BUSINESS Dr Niels Brouwers Presentation - post-doctoral research studies - Mr Dawkins reported he had arranged an on-site meeting 11'" June with Mr Sarti and Dr Niels Brouwers and Prof Giles Hardy of State Centre of Excellence for Climate Change, Woodland and Forest Health (based at Murdoch University). Mr Sarti has since had a further meeting with Dr Brouwers to discuss digital maps availab le for the park, hard copy maps on soils, vegetation cover, Dieback infected areas, fire history etc along with surveys conducted over the years (flora, avifauna, aquatic fauna, fungi and insects), revegetation undertaken in the park and pub lic events.

Committee welcomed guest speaker Dr Brouwers of the State Centre of Excellence for Climate Change, Woodland and Forest Health who put forward a proposal to conduct a research project examining climate change and its effects on Bungendore Park. Dr Brouwers canvassed members' ideas regarding important issues the study could focus on. These will be considered when developing the project. Dr Brouwers will stay in close communication with Conunittee as the project develops. Committee put forward a motion to support the study, pending approval from the City of Annadale. Bedfordale Hall has been booked. b. BEAC Plenary session - 16-6-11 with ProfLyn Beazley and Pete Wheeler talking about AustraliaINZ quest to host the SKA project. Several committee members attended and enjoyed the entertaining and infonnative presentation from Pete Wheeler about the Square Ki lometre Array telescopes and WA 's bid to be involved. Thank you to Professor Lyn Beazley who kin dly acknowledged the contribution of the Bungendore Park Manaoement Comm ittee as it celebrates its 30 th anniversary of bushland management. c. 305: Anniversary photos and other Bungendore Park images can be stored on Committee's Hotmai l account.

2. Protective mosaic burning - no report as yet from Bedfordale Volunteer Bushfire Bri gade of the prescribed bum in zones 1,3 and 10 scheduled for the year. It is likely to commence in the next week or two, weather permitting. 3. Updating Bunoendore Park map - Mr Sarti reported that he is still awaiting a revised copy from Re inaard Manger, City of Annadale. 4. 20 11 /2012 BEAC operating budget- budget proposal has been forwarded to Paula Gill, Environmental Officer. 5. 2011 Revegetation programme - Sunday 31" July 12:30 pm - 3:00 pm. Mrs Ban has invited the Marrnun Mia Mia group. Mr Nock will invite the Southern River Rotary Club and the Arnladale/Kelmscon Lions Club. Mr Sarti will send the invitation to the BPMC email distribution list. Mrs Stanborough will li aise with local newspapers. 6. Park infTastructure - a. Mr Dawkins reported he met with Brian Manning on-site to discuss erosion control and other earthworks. A City of Armadale purchase order has been raised. b. Ms Stanborough advised she has ordered 4 new timber seats for walk trails. There are also two second hand seats at the City of Armadale depot which may be suitable. Kel Steel will measure for gate modifications and the kissing gate after bollards have been installed by Brian Manning. 7. SALP 2012 grant - Mr Sarti reported he submitted a $9,950 grant application for Dieback treatment ($4,000), two Phyto Fighter boot cleaning stations ($3,190), 1,000 seedlings ($1,200), weed control ($1,500) and administration ($60). Leners of support were required fTom the City's Manager Parks and DEC's Manager, Regional Parks Branch. 8. Voluntary Hours - members logged their hours since last meeting. 9. AWAITING COMPLETION AND/OR REPLY I. Dieback treatment information - Mr Sarti has met with Paula Gill re drafting a flyer which Ms Stan borough is prepared to deliver neighbours of Bungendore Park. The outline has been agreed and text is being prepared. 2. Dieback interpretive signs - Mr Withnell still to install one sign towards the Albany Highway entrance in consultation with Mr TuffTell. Mr Withnell & Mr Thompson will complete the job. 3. Track signage - Mr Sarti and Mr Nock have in stalled more fire access track signage. A hole needs to be dug with an auger to enable the Dieback signage to be completed. Mr Dawkins to include in earthworks plan. Mr Withnell to organise when Mr Manning is conduct ing works. 4. Gate 'M' protection - Gate M has been replaced with a small pedestrian gate and adj oining fence re-strained. Mr Dawkins has included the burial of rocks around the gate in the BPMC Earthworks Plan. 5. Private Pig Trapping - Mr Nock reported he had spoken to Dr Peter Adams of Murdoch Un iversity who advised the feral pig study has been extended by 12 months due to the dry winter forcing pigs to extend their territory. A new bait wi ll be trialled which is hoped will be faster acting than "Pig Out" . Mr Nock will brief Councillor Best of the new developments. 6. Albany Highwav Sign - Mr Griffiths has advised he will trim the overgrowing vegetation on 23" June 20 II . 7. Steel at Armadale Christian College - Mr Witbnell advised that the College has requested that the steel stored behind the Coll ege gymnasi um by removed or tidied up. GENERAL BUSINESS I. Bat inventorv survey - Mr Sarti tabled a Bat Inventory Survey report prepared by Joanna Burgar (PhD candidate, Murdoch University) and fellow student Jesse Young. No bats were trapped, but some were seen and echo-location calls were recorded over an effective 18 nights (6 sites over 3 nights). The report details methods employed, sample echo-location call graphs and species identification results. Ms Burgar has recommended another evening of trapping in late spring on the warmest night and water is still present in Cooliabberra Spring. Mr Young has provided a CD of bat images for use in future fauna l reports and for the artist in preparing the planned Bals and Frogs of Bungendore Park interpretive pamph let. 2. Dieback Information Conference 2011 - reminder that the conference will be held Friday 22nd July at Murdoch University; fee $100. 3. State NRM Environment 20 I 0-11 grant - advice received of successful $16,500 grant application. Payment Details form and Project Schedule completed and signed Funding Agreement contract forwarded to the State NRM office. 4. Spring Walk - Stuart Dransfield, Health & Fitness Co-ordinator, has suggested a number of dates for this year's walk which have been canvassed to members. Sunday 16'" October has been recommended as both the Armadale Wildflower Society and Lions Club (for morning tea) are available that date. Committee discussed various themes and activities, such as an 80s fluoro dress code, a sensory walk, children's activities or an indigenous walk. To be discussed further at next meeting.

Item 14. City of Gosnells Environmental Officer's Report

Cr Hart had asked that the City ofGosnelis Environmental Officer investigate the birds flying into the power lines at Tom Bateman. Toby investigated the issue and spoke with Greg Bremner who was not aware of the issue or of any incidents.

Unice mentioned a couple of deaths at Tom Bateman recently were due to youngsters in boats who were hooking them. She did report this behavior to the Rangers. There must be community participation to catch the people doing this to report it further.

Item 16.4 Palomino Reserve Catchment Group

The Community Landcare Coordinator met with Karl Kanl at Palomino Reserve and is awaiting a plan to pursue funding for the Damp Zone project.

The clearing of the sediment from the Williams Road Main Drain was scheduledfor the week beginning 2 May 2011.

A congratulatory letter was sent to Mr Ian Simpson congratulating him on his win at the Country Music Awards.

16.2 Friends of Wright Brook- Sue Williams

11. Champion Lakes

Due to the heat/lack of rain there has not been an issue with overflow. Nothing further to report other than the area surrounding is looking dry.

ACTION: The Community Landcare Officer to follow up with the Department of Health's website regarding the high salt levels. She will also pass this information onto Ken Downsborough. It was agreed the information should also be sent to SERCUL for their infonnation.

12. Bushcare & Environmental Advisory Committee

Plenary Session - A plenary session was held in April. Unfortunately there was an issue and the speaker did not make it. However, Kim Sarti, Michael Morecombe and Ian Colquhoun were able to provide interesting discussion points about biodiversity instead.

Strategic Trails Network Plan - A subcommittee was formed to review the trails network plan and provide feedback on potential new trails and links.

Anl/ual fllel loadings/control bum plan - The annual fuel loading/control bum plan undertaken by Rangers was tabled at the meeting. If anyone is interested in seeing a copy, this can be provided. Wright Brook is on the current list.

13. City of Armadale - Report from Environmental Officer

State of the Environment Report The State of the Environment Report has been approved for endorsement at the City Strategy meeting of the 19th April 2011. The item was due to go through Council on Wednesday 27 April 2011. This will provide the Environment Department with their 5 year work plan.

Buckingham Bridge Cr Hart raised the issue of the sediment from the construction of Buckingham Bridge. The matter was presented at the April City Strategy Committee Meeting. The outcome being that Council will communicate verbally with Main Roads W A to discuss the need to undertake remediation works for when the rain comes.

Cr Hart also presented this matter at the Department of Water, Canning River Surface Water Allocation Meeting in April.

Bushfire Update The Bushfue remediation works within Goolamrup and Lloyd Hughes Reserves have begun.

The City of Armadale has replaced infrastructure, organising weed control, removing dangerous trees and will be monitoring revegetation of bushland over the coming winter and spring. This is all funded by W ANDRRA funding.

13. City of Gosnells- Report from Environmental Officer

Clean Up Australia Day 2011 Clean up Australia Day at Tom Bateman Wetlands was a raging success. We had over 100 people attend who collected over 150 bags of rubbish and several other items of loose rubbish. Two years of clean up activities and fencing have transformed the site.

Rushton Road Bushland The City recently undertook phosphate spraying at Rushton Rd Bushland and has recently applied for DEC Environmental Community Grant funding to fence approximately one kilometre of road frontage along the reserve to help mitigate Illegal access which has been increasing lately. Rushton Rd is part of the Ellis Brook Valley management area and Banyowla Regional Park but is managed separately due to its unique environment and very high conservation value.

16.1 Friends of Goolamrup - Adrian Choules On Tuesday 3,d May 2011 there is a meeting scheduled with Paul Lanternier, Manager Parks and Paula Gill to establish ground rules with regards to what the friends group is able to do.

Hoping to get approval from the City of Armadale to divide the Reserve into 5 or 6 sections with paths (major and minor) to develop a program of mosaic burning.

The group has come together a few times since the fire, have had discussions but cant move forward until the City of Armadale gives the approval required.

Glass - Cr Jones led the group in discussion regarding the amount of broken glass throughout reserves. If WA had a 5c back per bottle the same as South Australia it might help to reduce the waste. Although the chairman agreed, no one has come up with a way to adhere/monitor it.

Appointment of the Sediment & Erosion Officer - The Cities of Gosnells and Armadale have appointed Mr Noel Williams as the new S&E Officer. He commences at the City of Armadale on Thursday 28th April 20 II.

International Volunteer Day - The Community Landcare Officer invited all group members to the International Volunteer Day on loth May at the Armadale Hall. The guest speaker is Phoebe the 2010 Telethon child.

COMMUNITY PLANNING

Cross Park Skate Park The City has been notified that an application for funding under the Safer Suburbs Program 2010/11 - 2012/13 has been granted towards the rejuvenation of the skate facility in Cross Park, Roleystone. A total of $50,000 has been granted for the purpose of facilitating community engagement in the re-design and re-development of the facility.

An internal working group has been established to develop engagement processes and timeframes for the project. Contact has made with local youth workers and young people in Roleystone and a Community Reference Group will be set up in the near future. It is envisaged that community engagement will take the form of youth workshops and a community event, with the detail largely guided by the Community Reference Group.

Active Sporting Reserves and Community Hubs Study Creating Communities Australia has been appointed to undertake an assessment of current and future potential usage of active reserves and facilities at identified community hubs. The study will make recommendations on the optimal usage of reserves by sporting clubs; potential synergies between sporting and community facilities located at the hubs and the ways in which facilities at the hubs may be developed to better serve the community. A briefing session for councillors is to be held on Monday 29 August as part of the study. It is intended that the study will be the subject of a report to the Community Services Committee before the end of the 2011 calendar year.

Golf Course Study SGL Consulting Group has been appointed to undertake a Golf Facilities Needs Assessment and Feasibility Study. The project requires the Consultant to undertake a formal Needs Assessment to assess the need for golf facilities within the City. Subject to the outcomes of the Needs Assessment, the City may wish to proceed with a Feasibility Study to determine the viability of any proposal to meet current and future golf facility needs of local residents. It is intended that the study be the subject of a report to the Community Services Committee in October 2011.

COMMUNITY DEVELOPMENT

Disability Access and Inclusion Plan The reviewed DAIP is ‘out for public comment' for a four week period following consideration in draft at July’s Community Services Committee meeting. Key organisations have been contacted for comment and advertisements have been placed in local newspapers and on the City’s website. Submissions will be received up to 24 August 2011 with a final version of the DAIP to be considered by the Community Services Committee in September 2011.

Disability Awareness Training A training package has been developed by Lynne Darby (CEO of Directions). A trial run with this package will be conducted at the Disability Advisory Team Meeting in September 2011.

Stay on Your Feet Week 11th - 17th September 2011 The City is working in partnership with Dale Cottages on activities for Stay on Your Feet Week. These include a morning walk at the City's new Accessible Trail at Settlers Common, morning tea and a guided talk on the trail, and a presentation (Seniors Forum) on hearing and free spine tests.

Seniors Week 6th – 13th November 2011 The City in partnership with Dale Cottages has been successful in applying for funding to support Seniors Week activities. A program of events and activities is planned across the City including an expo at Dale Cottages, events at Armadale Central Shopping Centre a ‘come and try’ day at Champion Lakes.

International Day of Disability The City is working with Disability Services Commission Local Area Coordinators and local organisation representatives to plan activities to mark the celebration of International Day of Disability on 3rd December 2011.

Access and Mobility Maps The Access and Mobility Maps which were lost in the Community Services administration building have now been replaced and are being distributed as needed.

Fruit in Schools Program The Fruit in Schools program, a partnership with the Hills Orchard Improvement Group, is in its second year with local orchard’s continuing to supply 7 local schools with seasonal fruit. The City contributes a small amount of funding to each school to assist with the costs of collecting the fruit from Roleystone. The program featured recently in the Community Newspaper.

Stargate Drama Program The third series of the Stargate Drama Program is now complete and has generated very positive feedback from the children and families involved. The City works with local schools to select children who would greatly benefit from the program but generally would not have the opportunity to participate in private drama classes. The program also featured recently in the Community Newspaper. Based on the program’s success, the Shire of Serpentine-Jarrahdale had indicated interest in running a similar program.

Local Champions Making Books Making Readers Project The City of Armadale was invited as part of the State Library’s Better Beginnings program to participate in a pilot program to produce and publish a book by and about local children called 'We Are Champion Children'. The City’s Champion Centre partnered with Challis Early Childhood Education Centre to produce the book as part of the ‘Creating Books in Communities’ program. This project also ties in with the grant that the City received to disseminate AEDI information to our local Aboriginal community.

The book will be launched on Indigenous Literacy Day on Wednesday 7th September at 1pm - 2pm at the Seville Grove Library. The Aboriginal children and families that are in the book will be the main focus of the celebration.

The State Library has indicated that it is looking at developing a DVD that shows how communities can publish their own book and want to use the Armadale model as it has a very effective local focus.

Midnight Basketball The fifth season of Midnight Basketball commenced on Saturday 13 August and will run over eight weeks until Saturday 8 October. The program which is hosted by Armadale PCYC at the Armadale Arena in partnership with the City has proved to be a very successful way to engage with at risk young people in a positive setting; however it is a constant struggle to recruit the 8 – 12 volunteers required per season to support the project. “E” (Explore, Entertain) Session Report – July 2011 School Holiday Programme Prepared by –Barbara Boulton, Shirley Reilly, and Rita Lennon, Librarians at Kelmscott , Seville Grove, and Armadale Libraries

Topic: School Holiday Magic… Presenters: Communicare, Hey Presto, Mr Jim’s Magic Dates: Wednesday 13th July; Friday 15th July; and Thursday 21st July 2011 Venue: Kelmscott, , Seville Grove, and Armadale Libraries No. Attending: Approx. 151 children; 64 adults

In attendance from each Library were: Kelmscott 16 children, 9 adults. Seville Grove: 65 children, 25 adults Armadale : 70 + children, 30 adults.

Ladies from Communicare provided an array of magical crafts for a keen group of children at Kelmscott Library. Crafts offered included magic wands, magic photo frames, magic paper-folding crafts, and magic potato gardens. Consumables for the crafts were provided by the library. The crafts were set up at “stations” around the room, and the children were able to move from one to another as they desired. The potato gardens were very popular, as many of the children had never grown things from seed. Books on gardening for children, and books with a “magic” theme were on display & most were borrowed.

Hey Presto the Magician came to the Seville Grove Library and entertained 65 children with his fun filled show. The children and parents enjoyed lots of laughs as well as watching his magic tricks being performed with handkerchiefs, toy animal land he included some members of the audience to help him out. This was a wonderful activity to offer families during the school holidays on a rainy Friday afternoon.

At Armadale Library Mr Jim’s Magic show entertained and enthralled an enthusiastic audience, with lots of willing participants ready to partake of the fun and hijinks. As the kids waited for Mr Jim to magically appear, Jan Pedroli teamed up with some of the Information Bulletin – Issue No. 15/2011 Page C-6 Information Items from the Community Services Directorate

kids to sing a selection of popular children’s songs. Then it was time to exercise our laughing muscles and stretch our incredulity as Mr Jim performed an assortment of tricks and fun activities, some featuring live animals. Tricky Ricky Rabbit was very popular, and the kids were allowed to pat him afterwards. It was truly magical!

Books about magic were on display at Seville Grove and Armadale libraries and were eagerly borrowed after the show.

“E” (Enrich, Educate, Explore) Session

The City’s Library Department was successful in achieving a $5000 Telstra Connected Seniors grant to assist seniors in the use of mobile telephones. Telstra Connected Seniors® is a tailored program created to help older Australians learn more about technology. It offers individual self teach guides, fun interactive workshops, and also offers eligible community groups with the opportunity of funding to run successful training courses around technology.

Public Libraries Australia (PLA) was the body that enabled Local Government Public Libraries the opportunity make application to the grant which previously had not been open to Local Government. PLA advised that Telstra received over $800,000 worth of applications and as a result will run another one and possible two grant rounds before the end of the year. Telstra was “overwhelmed and impressed with the number and quality of applications received from public libraries”. The City’s library service was one of five successful applications from WA. Others were the City of Cockburn Library Service, Mensheds Narrogin, Noranda Church of Christ and Serpentine Jarrahdale Community Resource Centre.

Information sessions held in all libraries were well attended with most of those who attended then enrolling for the five week training sessions. The first of these have taken place with the training being carried out by volunteers. Response from the attendees has been extremely positive. Courses will be run until May 2012 so that the many number of seniors who require assistance in mobile phone usage will have the opportunity to attend.

Commemoration of Kelmscott’s establishment 6 July 1830

A picture and text exhibition was assembled, for the Kelmscott Library, to commemorate the 181st anniversary of the declaration of Kelmscott as a settlement by Governor James Stirling. Information Bulletin – Issue No. 15/2011 Page C-7 Information Items from the Community Services Directorate

Bus services of Armadale

John Young, book author and publisher of Government railway buses and trucks, gave a presentation at the Armadale Library, 13 July, regarding the bus services. Tales by colleague Pat Hallahan, memorabilia and video clips added interest to the talk. Donations that were made to the Bus Preservation Society of WA by two talk attendees included a bus drivers uniform and timetables and driver instruction sheets from the 1960s-1990s.

BLSL photographic exhibition: Getting around…by bus, in days gone-by

A temporary photographic exhibition of local buses from the 1920s-1980s was installed in the mall immediately outside of the Armadale Library to promote the talk. This exhibition was transferred to the Seville Grove Library.

Oral history interviews

Oral history interviews completed during July included Vern Pascoe regarding the Southern Suburbs Camera Club, Annette Dines, Alex Cummings, and Alex McGavin.

Family history specialist talk 28 July

State Library of WA staff members, Leonie Hayes and Tricia Fairweather, introduced Family Tree Group members and the general public to the resources and reference materials available to the general public from the State Library’s family history center and from the internet.

History House Museum

Education Programs

NAIDOC Celebrates at the Champion centred was commemorated with a stand from History House Museum (HHM) presenting its Education programs and services.

The School Holiday program “Magic Me and My Family Tree” was attended by 14 children and 5 adults over the two sessions. Two bookings have so far been received for later this term with the “School’s In” and “Local Government” programmes.

WA Quilt Study Group Visit

On Saturday the 2nd of July HHM hosted a meeting of the WA Quit Study Group. The curator showed the group 3 quilts in the collection as well as other examples of quilt work. The group also looked at some of the dolls that are in HHM collection.

The group was also able to provide some technical information to the museum on quilt construction which was added to the database.

Weltands: from Bunyip to Beautiful – Touring Exhibition

In May 2012 the COA will host Wetlands: from Bunyip to Beautiful, a touring exhibition developed by Museums Australia (WA) and partners. This travelling exhibition provides a general look at WA’s wetlands and allows the host to complement the exhibition with their own material.

HHM will be working with the COA environment department to develop panels on Forrestdale Lake as well as provide public programs relating to the exhibition.

New Donations

Alison Wholagan donated a number of items that belonged to her father Claude Marsh. Claude was a WWI veteran and prisoner of war as well as an active member of the local community. Significant items in the collection include a Red Cross bag which is believed to have survived from his time as a prisoner of war. Another significant item is a collection of buttons that are dated to WWI. They are from both British and French military uniforms. It is thought they were collected by Claude during the war from soldiers and sailors he met. The donation also included other souvenirs such as German bandage wraps, gas mask bag and an arm badge from WWI and WWII.

Mrs Pam Herbert has donated a number of haberdashery items from Hastie’s Haberdashery. These include sets of needles, threads and a 1950’s blouse pattern.

Mr Jason Oliver has donated a knife found on his Roleystone property that is believed to have belonged to timber cutters from the early 1900s who used to camp in huts on his property.

2011 GWN7 Top Tourism Award Finalists Announced!

The Visitor Centre Association of Western Australia (VCAWA) is delighted to announce the finalist of the prestigious GWN7 Top Tourism Awards.

Of the seventeen nominations, the judges have advised there are six entrants who have been selected as finalists for the 2011 GWN7 Top Tourism Award. According to the Chair of the judging panel, Nicolas Petit “The judges were very impressed with the extremely high standard and quality of the submissions this year. It is clear that many of the entrants have taken on board feedback provided in previous years and this really shone through in the quality of the entrants in 2011. This process has reinforced for the judging panel, the diverse range of Tourism opportunities that WA has to offer”. Each of the six finalists for the 2011 GWN7 Top Tourism Award will receive a site visit from the judges and the winning entrant of the GWN7 Top Tourism Award will receive from GWN7 an airtime package valued at $25,000 to utilise in support of their overall marketing activities to attract visitors to their area. The award winners will be announced at the GWN7 Top Tourism Award Gala Dinner on Thursday the 20th of October in Kununurra, which forms part of the Annual Visitor Servicing Conference. END

The West Australian Newspaper Golden i Award recognises the outstanding contribution that Visitor Centre Managers make to the many aspects of visitor servicing within Western Australia.

The annual award is now in its fifth year and nominations are open to any Visitor Centre Manager from across the state of Western Australia. Scoop Familiarization Tour

The Coordinator accompanied Tanya Kay Editor SCOOP Traveller on a tour of Armadale’s ‘must see attractions’ and ‘do’s’ for visitors to the region and City. Tanya’s comments send via email after her visit is: ‘Thank you so much for your time yesterday and for showing me your beautiful region. I have not been able to stop talking about it and have already convinced a few people in the office to go for a weekend break…more to come!’

Project Podcasts

The Visitor Centre, in partnership with the Birtwistle Local Studies Library, has undertaken a project to develop different ‘tours’ of the Bert Tyler Vintage Machinery Museum content. Bert Tyler is assisting us in the recording of podcasts that will be created for visitors to download onto their mobile phones or by using an MP3 player supplied by the Visitor Centre. It is anticipated that the project will grow visitation to the museum by promoting the podcasts to Bus Tour Companies who are always looking for new experiences for their passengers and itineraries.

MANAGER RANGER & EMERGENCY SERVICES MONTHLY REPORT – JULY 2011

1. Animal Control

1.1 Dogs

Ranger Services received four hundred and twenty one (421) requests for assistance during the report period. It is of interest to note that there is a 2% drop in the number of requests for assistance in the progressive totals from 2010/2011 to 2011/2012.

The primary focus of Ranger Services is managing the response to the community for requests for service.

1.2 Livestock

During this report period Ranger Services attended to twenty three (23) requests for assistance in dealing with stock wandering. The majority of incidents involving stock on public roads, and highways, occur outside normal working hours generally late night or early hours of the morning.

1.3 Court Action

The following information relates to legal action taken by Ranger Services pursuant to the provisions of the Dog Act 1976, this matter was heard and determined in the Armadale Magistrates Court during the report period.

2. Vehicles

Parking

Ranger Service attended to one hundred and six (106) matters relating to the unlawful parking of vehicles during this report period. It is envisaged that this area of Ranger Service operations will steadily increase as development within the CBD increases. Control of Vehicles (Off Road Areas)

Ranger Service attended to nineteen (19) reports of vehicles (motor cycles) being driven in areas that are prohibited, during the report period.

3. Fire Services

There were eighteen (18) enquires relating to fire incidents during the July report period; however these matters were principally related to smoke emission concerns.

o Hayley Cope – Education Department Participation Coordinator Moving location to Southern River but still an Out Reach service. Developing disengaged students programs

o Renee Milner – Drug ARM WA Drug Arm Van is doing very well, better then expected. People are happy to approach the van and get information and referrals. Need volunteers, particularly male volunteers.

o Pam Rosenbaum – Community Nurse KSHS/CASHS Came to the meeting to see what services are on offer. Her role has a focus sexual health and obesity.

o Cathy Lamont – Department of Human Services (Centrelink) Jean Anderson - Department of Human Services (Centrelink) Cathy is leaving; Jean is taking over and will continue to be involved.

o Nikita Hale – Ruah Inreach Community Mental Health - works with 16+ age group. Training opportunity – The Awakening the Dreamer : Changing the Dream Symposium Creating a bold new future. Tuesday 20th September, 2011 1pm till 4.30pm To Register or for more info contact: [email protected]

o Jessamie Godsell – South Metro Public Health Unit Currently running and working on smoking and alcohol prevention programs in schools and working with Armadale Youth Resources utilising the Binge Drinking Grant.

o Gary Butcher – Choose Respect Youth worker at Midnight Basketball. Need more volunteers to run workshops throughout the night. MB runs from around 7pm till 11pm.
