THE CHURCH IN (ST DAVID’S DIOCESE) of Diocesan Office, Abergwili, Carmarthen, SA31 2JG (hereinafter referred to as “the Diocese”.

Notice is given in accordance with sections 41 and 43 of the School Standards and Organisation (Wales) Act 2013 and the School Organisation Code (July 2013) that Pembrokeshire County Council and the St David’s Diocese, as joint proposers, having consulted such persons as required, propose to implement :

1. As from 31st August, 2018 discontinue the following schools currently maintained by Pembrokeshire County Council • Ysgol Dewi Sant, St David’s, SA62 6QH. • Solva School, Solva, SA62 6TS. • Ysgol Bro Dewi Church in Wales Voluntary Aided Primary School, Nun Street, St David’s, SA62 6NU. (This school has a religious character)

2. As from 1st September, 2018, establish a new all through 3-16 school for boys and girls in St David’s and Solva, to be maintained by Pembrokeshire County Council, utilising the current sites of Ysgol Dewi Sant, Solva Community School and Ysgol Bro Dewi. The language category of the 3-16 school will be English Medium with significant use of Welsh (EW) for the primary sector (3-11) with the secondary sector (11-16) categorised as an English Medium (EM).

On behalf of the joint proposers, Pembrokeshire County Council undertook a period of consultation before deciding to publish this proposal. A Consultation Report containing a summary of the issues raised by consultees, the proposer’s responses and the views of Estyn was considered by the County Council and is available on Council’s website (www.pembrokeshire.gov.uk).

The proposed new school will be Voluntary Aided and with a religious characteristic which will conform to the doctrines of the Church in Wales. The Admission Authority will be the governing body of the new school. Admission arrangements for the new school will not make provision for pupil banding. The admission number for the new school in the first school year in which the proposals will be implemented will be 21 for the primary element (Reception to Yr 6) and 60 for the secondary element (Yr 7 to Yr 11).

The new school’s pupil capacity will be 149 for the primary element and 300 for the secondary element.

The proposals to establish a new Voluntary Aided school are to be implemented by Pembrokeshire County Council the proposed maintaining Local Authority

Home to School Transport will be provided in accordance with the Authority’s Home to School Transport Policy as at the date of the implementation of the proposal.

Within a period of 28 days after the date of publication of these proposals, that is to say by 30th December 2015, any person may object to the proposals.

Explanatory Note:

(This explanatory note does not form part of the Notice but is offered by way of explanation).

As joint proposers, Pembrokeshire County Council and the St David’s Diocese propose to cease to maintain Ysgol Dewi Sant, Solva CP school and Ysgol Bro Dewi Church in Wales VA Primary school with effect from 31st August 2018 and propose, as from 1st September 2018, to establish a new all through 3-16 school utilising the sites of the former schools. The new school will be a Voluntary Aided School with a religious characteristic.

The governing body of the new school will be the Admissions Authority; as such new pupil entrants will attend (subject to parental preference) in accordance with the Admissions Policy of the new 3-16 school.

The Temporary Governing Body of the new school will be established approximately 12 months prior to the implementation date and will be responsible for: • Appointment of Headteacher • Naming of the new school • Establishing the vision and ethos • Making organisational arrangements including curriculum and accommodation • Responsibility for the opening of the new school until such time as the new governing body is in place.

Post 16 pupils transferring to sixth form provision will be provided with transport to a new Sixth Form Centre in Haverfordwest which will be the result of a formal collaboration between Pembrokeshire County Council and Pembrokeshire College. The Council expects delivery via the hub and spoke model to be implemented where and when it is practicable to do so.
