4. Discussion and decision on letter of support for MT Parks Recreational Trail Grant Applications

MT Parks Grant Application information Also Present: Roger De Haan, Victor Park District Representative Bob Cron, Chair of Ravalli County Parks Board

Commissioner Burrows moved to write a letter of support for the Victor Parks District to apply to Parks Recreational Trail for a $45,000 grant in order to build a restroom facility. Seconded by Commissioner Chilcott. Public comment on motion: none. Discussion: Commissioner Chilcott volunteered to write said letter of support. Commissioner Burrows will assist as well. All voted "aye" (5-0).

Commissioner Chilcott moved to approve writing a letter of support to for the Ridgerunners to apply to Montana Parks Recreational Trail for a grant. Seconded by Commissioner Iman. Public comment on motion: none. Discussion: Commissioner Hawk stated that he has already written and sent this support letter. All voted "aye" (5-0).

TheVictor Park District is currently applying for a grantthrough the Montana Fish, Wildlifeand Parks Recreational Trails Programto construct a restroom in the Victor Park to serve all parkusers, including users of theBitterroot Trail bikepathwhichruns adjacent tothe park. Weare seeking a $45,000 grant fora projected $66,000 restroom with water, heat,and flush toilets connected to the Victor Sewer District. The design was given to us by Pigman Builders and isthe same as the restroom inKiwanis River Park in Hamilton, minus the paved landscape circle. We have a construction bid for the projectby Schrock Construction.

Weareseeking letters of support for this project and would appreciate a letter from the Board of County Commissioners. Some possible points in the lettermightinclude:

Victoris an unincorporated town andthe Victor Park is County owned land.The Victor Park District istasked with managing this park, and has the full support ofthe Board ofCounty Commissioners to construct a restroom in the park.

TheVictor Park District is funded bya District wide property tax levy andhas demonstrated theability to maintain itsparks and landscaping, andcomplete projects that it undertakes.

The County Commissioners are confident that the restroom will be well maintained once it is completed.

The Bitterroot Trail bike pathalong Highway 93 is a popularand well usedtrail in Ravalli County, andthe Victor Park is a logical location fora restarea along thistrail. It is expected thata restroom would be well used bybicyclists, pedestrians, motorists andgeneral park users.

The CountyCommissioners believe thatconstruction of the proposedrestroom in Victor Park would be an excellent use ofgrant money to enhance the use ofrecreational trails in Ravalli County.

I am writing to you, because the Fish Wildlife and Parks, Recreational Trails Program funding requires letters of support for the upcoming 2016 Grant. The Bitterroot Ridgerunner's, rely heavily on the funds for grooming and maintenance that these grants help provide. The FWP Grant requires that our club acquire letters of support every three years. I have enclosed some other letters for your convenience in producing a letter of support.

The Bitterroot Ridgerunners Snowmobile Club continues to provide quality grooming of trails and educational opportunities for outdoor recreational enjoyment for both motorized and non-motorized recreational use. Withoutthe ability to obtain these grants, the quality and quantity of work we do would be greatly reduced. Your support assists us in this endeavor, and we want to thank you for your time commitment and support for our work. Providing these groomed trails give outdoor enthusiasts options/guidance to snowmobile in approved, easier accessed and safer areas. In addition it helps support local businesses by providing outdoor enthusiasts with a variety of groomed trails. The Bitterroot Ridgerunner's will continue to support/educate snowmobilers and other outdoorclubs and individuals in management of all trails both motorized and non-motorized.

The upcoming grant just became available and is closing on March 11th, 2016 and Iwas just formally approved as grant coordinatoron February 17, 2016. As you can see this leaves us a very small window to update all of our letters and scan them into the on-line grant application. We would appreciate if you could send these letters of support in the next few days ifpossible. Below, you will see the new contact information forour grant coordinator. The Department of Transportation has a good working partnership with the Bitterroot Ridgerunners Snowmobile club and the Bitterroot National Forest regarding the use of Skalkaho Highway. This highway is closed to four wheel traffic during the winter. The Bitterroot Ridgerunners Club grooms approximately 26 miles of this Skalkaho Highwayin the winter months to provide winter recreation opportunities for all winter enthusiasts from December 1st through March 30* each year. We strongly support the Bitterroot Ridgerunners efforts to obtain additional funding to keep this winter recreation area safe and purposeful to all users during the winter months.

The BlueRibbon Coalition (BRC) is a national recreation group that champions responsible recreation and encourages individual environmental stewardship. With members in all 50 states, BRC is focused on building enthusiast involvement with organizational efforts through membership, outreach, education and collaboration among recreationists. We work with land managers to provide recreation opportunities, preserve resources and promote cooperation withother public land users.

BlueRibbon Coalition members use motorized and non-motorized means, including Off-Highway Vehicles (OHV), snowmobiles, equestrian, mountain bikes and hiking to access and enjoy recreating on state and federally managed lands throughout the .

This letter is written to inform you of our support, and that of our members, for the Bitterroot Ridgerunners Snowmobile Club's application for trail grooming funding. The Ridgerunners is a well-established organization and has been organized since the 1960s. Theirgroomed trail system is both a recreational and economic benefit to their community as well as the State of Montana. Their groomed trails provide safe snowmobiling areas for all ages of recreationists, and provide a wide variety of winter sports opportunities to the .

Snowmobiling is an environmentally friendly form of recreation which also provides a great economical, physical and mental benefit to the community. The Bitterroot Cross-Country Ski Club strongly supports the efforts of the Bitterroot Ridge Runners. Many of our members regularly ski on the roads that are groomed by their Club.

We have a good long-term relationship with the Ridge Runners and share many members. We groom several miles of multi-use trails at Pass on a weekly basis that are used by area riders to access popular snowmobiling regions in the backcountry.

We hope you will look favorably upon the application of the Bitterroot Ridge Runners for a Recreational Trails Program grant to continue grooming on regular basis.
