Position summary

The Clinical Services Manager will be responsible for managing the clinical and administrative staff employed under the headspace grant, including recruitment, and retaining and ensuring contractual compliance of the University contracted independent practitioners working within headspace. As the successful applicant, you will also set up and monitor systems to manage the day to day operations of the service, oversee the clinical pathway including the intake and case review functions of the service, and provide clinical oversight over the staff via individual and team- based review meetings. You will also oversee the support and clinical integration of all co-located services including the Local Health District (SLHD), liaise with the Central and Eastern Sydney Primary Health Network (CESPHN) and complete all contractual reporting requirements, ensuring the ongoing data management systems are functioning and that clinical data is accurately recorded.

PRIMARY FUNCTION: To manage the headspace Camperdown service to facilitate the delivery of integrated primary mental health services to young people in the Inner West of Sydney. headspace sites are integrated youth focused centres, staffed by local clinicians and backed by a consortium of health and community service providers, to meet the health needs of young people. The Clinical Services Manager will be responsible for managing the clinical and administrative staff employed under the headspace grant, recruit, retain and ensure contractual compliance of the University contracted independent practitioners working within headspace, set up and monitor systems to manage the day to day operations of the service, oversee the clinical pathway including the intake and case review functions of the service and provide clinical oversight over the staff via individual and team-based review meetings. Oversee the support and clinical integration of all co-located services including the Sydney Local Health District (SLHD). Liaise with the Central and Eastern Sydney Primary Health Network (CESPHN) and complete all contractual reporting requirements, ensuring the ongoing data management systems are functioning and that clinical data is accurately recorded.

OVERVIEW OF THE SCHOOL / DEPARTMENT AND POSITION CONTEXT headspace is Australia's National Youth Mental Health Foundation. The headspace mission is to deliver improvements in the mental health, social wellbeing and economic participation of young Australians aged 12- 25 (www.headspace.org.au). To this end, headspace aims to be the focal point for youth mental health issues across the country, with a concurrent focus on physical health, educational/vocational needs and alcohol and other drug use issues. headspace is aiming to achieve this through the 100 funded headspace services located in each state and territory across Australia. These services are funded by the Commonwealth Government via local Primary Health Networks (PHNs). These services provide an entry point for young people to access a broad range of services which are available in their local community, all of whom have a focus on providing a more integrated service response. headspace Camperdown was one of the first round of funded headspace services. headspace Camperdown is a free/low-cost and comprehensive youth health service that provides physical and mental health support, information and services to young people aged 12-25 and their families in a youth friendly environment, and is led by the Brain and Mind Centre. The team at headspace includes Clinical Psychologists, Psychologists, General Practitioners, Psychiatrists, Social Workers, Occupational Therapists, Mental Health Nurses, Researchers and Administration staff. The model is guided by the following principles:  to provide a range of specialised primary level services to young people across 4 streams; physical health, mental health, drugs and alcohol and vocational support;  that any local young person will be able to have timely and easy access to these specialist services,  services work together to develop a seamless and coordinated treatment and management model for

young people based on reciprocal and preferential access, communication and support between our services.

KEY ACCOUNTABILITIES: Frequency 1. Program Management Daily Responsible for ongoing development and day to day clinical and operational management of the headspace service, including:  Manage the contract and funding agreement with CESPHN and all its deliverables;  Act as the key contact point of all matters concerning the contract and delivery of the headspace program;  Manage the relationship with headspace centre and other services;  Compliance with regulatory frameworks (federal and state) regarding the provision of youth mental health services and medical practice;  Manage the headspace budget in collaboration with the Brain and Mind Centre (BMC) and Faculty of Medicine staff;  Compile and manage the completion and submission of all reporting in relation to the contract;  Develop the headspace Camperdown annual work plan and six monthly progress report in conjunction with the BMC COO and consortium partners, and ensure deliverables identified in the annual plan are achieved;  Provide high quality regular reports to headspace Camperdown consortium on the progress of the headspace program;  Convene various committees and meetings associated with the headspace program, organise and participate in committee meetings, including preparation of meeting agendas, papers and correspondence, taking and/or reviewing minutes of meetings;  Develop and maintain strong clinical governance including clinical pathways, waiting lists, quality and complaints management;  Provision of regular individual clinical consultation to University employed clinical staff with a focus on clinical risk management and clinical quality assurance;  Manage the recruitment and retention of clinicians (GPs, psychiatrists, psychologists, and other therapists);  Oversee the management of billing services including Medicare rebates;  Keep up with changes to government policy re Medicare Benefits Scheme (MBS) and advise BMC and consortium about impacts;  Coordinate the co-location of Youth Mental Health Services on site and ensure a cohesive, collaborative and youth friendly environment.

2. Build collaborative relationships Daily Develop, maintain and strengthen partnerships with others inside and outside the Organisation who can provide information, assistance and support as evidenced by referrals received and partner service meetings:  Communicate the vision of the headspace program and headspace Camperdown amongst consortium partners;  Engage relevant sectors in dialogue concerning evidence-based approaches to care for young people, promote the uptake of integrated care and multidisciplinary team work and participation in the headspace program at a local level;  Manage the development and implementation of community awareness strategies;  Ensure the effective participation of young people and carers in the headspace program and the development of youth-specific care strategies and models in headspace Camperdown;  Develop and maintain linkages with a range of community agencies to facilitate referral pathways and enhance integration of service delivery to young people at headspace Camperdown. 3. Business Management Daily Develop and communicate vision and goals in support of a business mission, and provide motivational support to others in the fulfilment of the vision. Manage staff performance by setting goals and expectations, tracking progress against the goals, ensuring feedback, conducting performance appraisals and addressing performance problems and issues promptly.  Establish appropriate processes and structures and develop, document and implement policies and procedures that ensure the delivery of integrated and coordinated high quality, evidence-based clinical care services to young people;  In consultation with ICT staff and relevant stakeholders, develop and monitor shared electronic clinical records and associated information management policies, procedures and systems, and implement, monitor and evaluate the use of the electronic clinical record;  Supervise headspace Camperdown staff, including independent clinicians, monitor staff performance and development, and address staff performance issues as required according to University of Sydney documented policies and procedures;  Manage workforce development strategies (recruitment/retention);  Provide orientation to new staff including:  headspace as an organisation, including policies and procedures, other staff and roles  the BMC structure, services and research programs  University of Sydney policies and procedures  the building itself, including OH&S procedures  clinical file record keeping procedures  administrative support and billing system.  Manage the development and implementation of clinical governance documents (intake, clinical review, clinical pathways, all other policy and procedures). 4. DECISION MAKING AND DELEGATIONS OF AUTHORITY Budget Management The Clinical Services Manager will be responsible for participation in the management of the headspace Camperdown budget in collaboration with the COO of the BMC in accordance with the grant funding agreement.

Decision Making The Clinical Manager’s decision-making authority is listed below.  Consults with the COO of the BMC in the development of work goals and is guided by the headspace Camperdown Consortium in the development of program and service strategies.  Coordinates the development and oversees the implementation of plans to achieve goals.  Plans the allocation of resources to contribute to achievement of goals, according to documented delegation policy.  Anticipates, identifies and analyses major risks or problems, advising the COO. Considers options, develops solutions and decides on the most appropriate solution to achieve the desired outcome. Directs others in the implementation of the solution. Monitors the solution to ensure effectiveness.  Makes recommendations to the COO regarding decisions outside delegation authority.  Makes expenditure decisions within the scope of the agreed budget and delegated authorities.
