16 STATE AID TO COMMUNITY COLLEGES

26 Sec. 201d. (1) In addition to the funds appropriated under section 201, for the

27 fiscal year ending September 30, 2021 only, there is appropriated an amount not to exceed

28 $12,696,000.00 from the state school aid fund for COVID Recovery Payments. These payments

29 are intended to partially offset the reductions to community colleges in the fiscal year

30 ending September 30, 2020 to satisfy maintenance of effort requirements for state support

31 to higher education under the coronavirus aid, relief, and economic security act, Public

32 Law 116-136.

1 (2) From the amount appropriated under subsection (1), each community college is

2 allocated the following:

31 (3) Community colleges receiving funds under this section shall adopt policies

1 outlining COVID-19 testing and quarantining, contact tracing, and other mitigation

2 strategies for students and staff commuting to campus.

3 (4) Community colleges must certify to the state budget director by May 1, 2021, that

4 it has adopted policies that satisfy the requirements of this section and shall also submit

5 to the state budget director a copy of any adopted policies.

6 (5) Any funding amounts appropriated under this section that are not paid to a

7 community college because it did not comply with the requirements under subsection (3) by

8 the end of the fiscal year are unappropriated and reappropriated to those community

9 colleges that meet the requirements under subsection (3), distributed in proportion to the

10 amounts appropriated in this section.
