1. Introduction

Mott MacDonald has been commissioned by Norfolk County Council’s Environment and Waste Group to produce a Transport Statement in support of a planning application for the Bergh Apton Recycling Centre (RC) currently situated off Wellbeck Road, Bergh Apton in Norwich. This Transport Statement would support a Planning Application for the development from temporary to permanent consent.

The permanent planning permission would enable the continued operation of the RC at Bergh Apton as the existing planning permission which was granted in September 1999 is due to expire in September 2012.

There would be no material amendments to the physical appearance of the site, and the opening hours would remain unchanged.

1.1 Purpose of the Report

The purpose of this Transport Statement is to outline the development proposals, to assess their impact on the transport infrastructure in the vicinity and to identify any improvements to the existing infrastructure that may be required in order to facilitate the development.

The scope of the Transport Statement has been agreed with Norfolk County Council Development Control officers, and a copy of the agreed scope as contained in an email dated on the 25 th May, is provided at Appendix A . The remainder of this report is structured as follows:

 Chapter Two describes the existing conditions in the vicinity of the site;

 Chapter Three outlines the development proposals;

 Chapter Four provides an assessment of the impact of the development on the local highway; and

 Chapter Five provides a summary to the report.

This Transport Statement has been prepared in accordance with national planning guidance policy.

The main national policies covering the proposed development type are set out in PPS1 Delivering Sustainable Development, PPS10: Planning for Sustainable Waste Management and in PPG13: Transport.

The local and regional policies that are relevant to this development are:  Draft East of Plan 2031 - Policies WM1 and WM5  Core Strategy and Minerals and Waste Development Management Policies DPD – CS3, CS4, CS5, CS6, CS7, CS15 and DM6.

2. Existing Condition

2.1 Existing Site

The site is a Household Waste Recycling Centre at Bergh Apton Recycling Centre, Wellbeck Road, NR15 1AU, near the village of Bergh Apton, Norfolk. The site consists of a welfare unit and several large skips. The area of the site is on the side of a gently sloping valley. The site is rectangular in shape with a triangular protrusion to the south and covers an area of approximately 0.1 hectares in size.

The site is bounded to the north by vegetation, to the east by vegetation and to the south by construction rubble and crushing company. The western boundary is formed by a pond and dense vegetation.

The RC currently operate on a part-time basis from Friday to Monday and will continue to operate 4 days a week from 0900hrs to 1600hrs from October to March (winter hours) and from 0900hrs to 1800hrs from April to September (summer hours). However, planning permission is sought for 7 days operation.

A location plan is provided at Figure 2.1 which shows the site in context of the local highway network. A scaled drawing is included in Appendix B.

2.2 Road Network

The site’s vehicular access is taken from Wellbeck Road. Wellbeck Road is a narrow road of typically 3.5m in width, located to the south and south-east of the site. The site shares the same vehicular access with construction rubble and crushing company and the entrance to a non-operational landfill site.

To the west, Wellbeck Road forms a priority junction with Lower Kiln Lane. Lower Kiln Lane is a narrow road typically 3m in width which forms a staggered junction with Church Road, Upper Kiln Lane and Green Lane to the north. To the south-east Wellbeck Road forms a priority junction with School Road and Church Road. School Road and Church Road are both minor roads and measure approximately 3.5m in width.

The most strategic roads within close proximity to the site are the A146 Norwich Road and the B1332 Norwich Road. The A146 Norwich Road provides access to the settlements at , and Loddon to use the RC and the B1332 also provides access from Upper Stoke, , .

2.3 Existing Vehicle Trips

A postcode survey was conducted at the RC on 29 th October 2010 (Weekday) and 15th January 2011(Weekend) to establish the current catchment area of the site and ascertain the busiest periods during typical week. Table 2.1 and Table 2.2 shows the number of visitor and Heavy Good Vehicles totals using the RC for both weekday and weekend visits respectively.

The survey results show that within the hours of 0800hrs to 1600hrs, a total of 182 vehicles use the site on a typical weekday with 115 in the weekend period. The result also indicates that only 10 vehicles arrive the RC in the morning peak from 0800hrs to 0900hrs.

The survey was carried out when the site previously opened at 0800hrs. It is reasonable to expect that this traffic come to the site at alternate times of the day given that the site now opens at 0900hrs. With this later opening time, it is expected that the site will have no impact on the surrounding highway network.

HGV arrivals to the site are essentially tippers that carry out skips from the site when full. Table 2.2 shows 2 arrivals in a typical weekday with no movement in the weekend period.

2.4 Existing Access Routes

Based on the postcode survey, a map has been produced which shows a postcode distribution of where users of the site originate. This information is included in Appendix C . The map shows that the majority of the customers who use the RC reside in the Poringland/Framingham Earl/Upper Stoke areas which are located to the north-west of the site. It is assumed that these customers would use the B1332 Norwich Road to access Dove Lane into Green Lane with a choice of going through Lower Kiln Lane or Church Road to access the RC.

Those who reside to the south-east of the site in Chedgrove and Loddon would use Loddon Road, Nursery Road and School Road to access the site. To the east of the site in Thurton, users of the site will use White Heath Road and School Road to access the site.

Based on discussions held with the Area Engineer (South) for NCC, it is understood that there are no substantial traffic issues on any of the access routes used by vehicles to gain access to the site. It was mentioned that there are traffic issues on Entrance Road as there appear to be verge overruns as buses and skip tippers try to make way for each other. Entrance Road is located to the south-east of the site and is the designated tipper route for skip movements from the site. However, Table 2.2 shows that during a typical weekday, only 2 HGV movements is attributable to the RC which account for less than 2% of the movements destined for the site. Based on this information, it is not reasonable that the RC be made responsible for the traffic issues on Entrance Road.

3. Proposed Development

Permanent planning consent is proposed to enable the continued operation of the RC at Bergh Apton as the existing planning permission, which was granted in September 1999, is due to expire in September 2012.

There would be a continuation of the existing recycling activity, including the provision of plant and equipment for the storage and association of household waste, in addition to a steel welfare unit and associated drainage. The site’s drainage system is to be improved to ensure compliance with current environmental legislation.

In general, no amendments to the material appearance of the site are proposed in terms of fencing, gates, surfacing, retaining site screening and existing planting. The site’s existing opening hours would remain and would generate the same amount of traffic as at present.

The site will continue to cater for the same range of materials including green garden waste, metals, paper, cardboard, textiles, brick rubble, waste motor oil, acids batteries, dry batteries, florescent tubes, paint and electrical equipment.

The proposed site will comprise:  7 x Metal stillages  1 x Dirty aluminium skips  3 x Husmann compactors (green / non-recyclable waste)  4 x 40yrd bins (timber / cardboard / scrap metal)  2 x ISOs (small and large WEEE / miscellaneous)  2 x Metal steps  1 x Gas bottle cages  1 x Fluorescent tube stillage  2 x Textile bins  1 x Engine oil tank  1 x Can bin  1 x Cooking oil tank  5 x Glass bottle banks  1 x Paper bank  2 x Car battery stillages  1 x Tyre storage area  1 x 20yrd bin (rubble)  1 x 50yrd container with sealed top (large WEEE)  2 x Ink cartridge cylinders  1 x Dry battery cylinder

In addition to the containers listed a ‘Portable Space’ welfare unit is provided that features the following :  1 x toilet  1 x basin  1 x kitchen sink The site also features an Automatic Number Plate Recognition (ANPR) camera, two Closed Circuit Televiosn (CCTV) cameras and an area used to sell compost .

3.1 Site Operation

There would be no changes to the current site operations as customers and operational vehicles will access the site via the main entrance gate to the RC. Customers will continue to park within the centre of the site in order to off load their waste material. Whenever operational vehicles need to access the site, customer vehicles would be stopped from entering the site to enable the operational vehicle manoeuvre while accessing the containers and skips. When the operational vehicles leave the site, normal operations commences as customers are allowed back in to use the RC.

3.2 Vehicular Access

The site will be accessed via Wellbeck Road for all vehicles. This access road will also be used for emergency and service vehicles.

3.3 Accessibility

It is anticipated that all users of the site will continue to access the RC by vehicle due to the nature and location of the operations.

4. Traffic Impact

As detailed in Section 2, postcode survey data for the existing site shows that the peak periods for the RC fall outside of the network’s peak hours of 0800hrs to 0900hrs in the AM peak period and 1700hrs to 1800hrs in the PM peak period. This is set out in Figure 4.1 below.

From visitor arrivals numbers, a daily arrival profile was produced and is presented in Figure 4.1. The figure shows that the peak hour traffic movements are observed at the site from 1100hrs to 1200hrs for a weekday and from 1000hrs to 1100hrs and 1200hrs to 1300hrs on a weekend. These hours are outside peak hours of 0800hrs to 0900hrs and 1700hrs to 1800hrs on a typical weekday.

Furthermore, although more traffic may be generated per week if operational hours were to be extended, this application is unlikely to result in more traffic using the RC site on a typical weekday as the present operation at the site will remain unchanged. Further, the hours of opening at the site mean that no significant impact is likely to occur in the AM peak hour, whilst the networks evening peaks period will continue to be subject to very low levels of traffic from the site. This development is unlikely to result in any significant impact on the surrounding highway network.

5. Conclusions

The proposal is for permanent planning consent to enable the continued operation of the RC at Bergh Apton as the existing planning permission which was granted in September 1999 is due to expire in September 2012. The development complies with local and national guidance, policies and standards

The RC application is unlikely to result in any more traffic using the RC site as the present operation at the site will be maintained. It has been demonstrated that this application development is unlikely to result in any significant impact on the surrounding highway network.
