Appendix F

Links to the Two National Park Local Sustainable Transport Fund Programme

We recognise that our five projects will utilize capital funding to create new cycling assets. These will complement and enhance a range of capital schemes included with the Two National Parks Local Sustainable Transport Fund (LSTF) Programme covering a full range of sustainable transport modes.

The focus of the LSTF Programme is to achieve behaviour change through revenue funded measures, supported by small scale capital improvement where appropriate. The full LSTF bid document is available for download here1.

Capital measures for cycling in LSTF are focussed on developing and enhancing the existing network of routes in the National Park. A summary of the various measures is included below:-

New Forest Community Routes

Community Routes will create a more usable and better marketed existing network of routes for cyclists, walkers and horse-riders, both on and off road. County Council and the National Park Authority are jointly leading the project which is all about improving existing routes which link settlements, thus providing a greater opportunity for residents and visitors to use sustainable modes.

Measures likely to be progressed through the LSTF Programme include carriageway markings, the concept of ‘shared streets’, surface improvements, signage, reduced speed limits, and other traffic management initiatives.

There is just over £200k allocated to community routes, and the project should make a real difference on the ground by March 2015.

Developing existing promoted routes

• The National Cycle Network (NCN) route through the National Park will be completed with the help of LSTF funding. The NCN is currently signed between Hythe and Brockenhurst, and welcomes many users. Through LSTF, the second and final section of NCN, linking Brockenhurst with Christchurch, will be completed and signed.

• The LSTF programme has allocated funding to improve the network of byways and bridleways on the Hampworth Estate in Wiltshire. This will enhance the cycle network in the north of the Park, and may help to reduce pressure on Crown land.

• The LSTF programme has allocated funding to improve the surface of a section of the Beaulieu to Bucklers Hard route.

The distinction between cycle routes on Crown lands and the highway is important. An extensive network of off road gravel tracks exists on the Crown lands, the landscape most often associated with the New Forest, managed by the Forestry Commission. Crown land is subject to the New Forest Acts, and recreational activity often needs the consent of the Verderers of the New Forest. For the cycle network, the Forestry Commission seek to renew consent every three years.

Gravel tracks on Crown land are thought to extend to over 300 miles, of which just over 100 miles have permission for cycling. Feedback suggests that additional permissions could open up new opportunities for cycling with minimal resources i.e. the infrastructure already exists. However any such extension of the network would need to be consistent with the Habitat Regulations, other land management issues, provide a net gain to the Forest, and importantly, gain Verderer consent.

The processes around gaining additional consents are not straightforward, and several attempts at gaining such consents over the last 15 years have not resulted in the desired outcomes. However, further discussions between key stakeholders will be taken forward over the coming months in the anticipation that some changes can be made to the network before March 2015.

Marketing

We will also use our LSTF revenue programmes to support the promotion of our cycling projects; this approach will benefit both the wider LSTF outcomes and specific cycling outcomes.

Travel Awareness Campaigns delivered through LSTF will be the key to delivering the levels of travel behaviour change set out in the bid document. Our broad approach is to work with and through stakeholders which are already communications with visitors or potential visitors. These include tourism businesses, transport providers, agents and PR specialists. Together, these will deliver high quality, memorable campaigns leading to sustained and quantifiable behaviour change.

The LSTF programme also includes a host of other relevant marketing projects, which complement the Travel Awareness Campaigns, these include:-

• Development and integration of an online cycle journey planner. • Further development of the New Forest Tour, six seasonal open top bus experiences which carry cycles for free. • New Forest Travel Ambassadors Scheme • Marketing of New Forest Community Routes • Cycle route maps and guides

We will also build marketing requirements into the tender process for the operation of projects two and three the need for a commitment to marketing to be embedded into the contract to operate.

We will embed promotion of our five projects in the wider New Forest destination marketing, progressed through the New Forest Destination Partnership. This public / private partnership is responsible for marketing the New Forest as a visitor destination, and has been recognised as a world leader in developing sustainable tourism.

This successful approach to sustainable tourism has included the development of the VERB model, pioneered by Council. This innovative approach sees the needs of Visitors, the Environment, Residents and Business are delivered in harmony for the overall benefit of the destination.

The destination management marketing plan includes a full range of digital and printed media, and PR.
