REPORT FROM THE CHAIR

Tasmanian golf clubs have done an amazing job in managing the essential restrictions in place during the COVID-19 pandemic. The financial impact of the COVID-19 pandemic has hit our community hard. Golf clubs and the golfing industry are no exception. Golf clubs have played an extraordinary part in restoring some normality back into our lives. It is exciting to see there has been a significant increase in the number of rounds played and people playing golf during this time. The challenge for all of us is to continue to engage golfers, support golf clubs and participate in activities to enable clubs to grow and survive into the future.

Golf Tasmania (GT) has worked closely with Golf Australia (GA) staff and the GA Board in providing joint communication and information to assist and support clubs during the pandemic. It is acknowledged the information initially coming out was confusing: this being attributed to the rapidly changing day to day situation with COVID-19. The focus however, of GT and GA, has been unequivocally to provide support and assistance to clubs to help them survive.

Many challenges have arisen during the past 12 months due in part to the unexpected and significant operating loss reported by GA last year and the COVID-19 pandemic this year. GA has assured all the State golfing associations including GT that the necessary steps have been taken to improve its financial management and that it will provide regular and effective communication in relation to its current and future operating performances. This year has seen the introduction of monthly meetings with GA Board members, GA staff and the state Presidents and Board members. This has gone a long way to improving communication and addressing issues as they have arisen.

Many avenues of financial assistance have been provided by both State and Federal Governments which has been of significant assistance to clubs. GT was successful in receiving a $75 000 grant to assist clubs with the ongoing employment of staff. Our appreciation is extended to the governments for their continuing support.

This year has been a year of consolidation for the GT Board. Our strategic plan and OneGolf Agreement were reviewed and updated to ensure their relevancy and that the roles and activities of both GA and GT were understood. The GT Board have created our Board of Directors Charter that documents the objectives, responsibilities, and administration of the Board of GT.

Access to financial reporting and communication between GT and GA has been a strong focus. I would like to acknowledge having GA State Services Manager, David Greenhill as the conduit between GT and GA and Robert Armour as Interim CEO has been invaluable. They have openly communicated and worked tirelessly this year to provide support and assistance whenever it was needed. Thank you both on behalf of the GT Board.

Throughout this year, GA-GT staff in Stuart Eaton and Simon Weston endured reduced hours and worked from home. They are both very committed and dedicated staff who continue to maintain high quality services to our golfing community in Tasmania. They have worked closely with the GT Board and myself as Chair and I know the entire Board is appreciative of their efforts.

It has been unfortunate that many events were cancelled this year - hopefully next year will see the return to a normal schedule. Congratulations to the winners of State events this year and to all those who competed in the events. Thanks also to the volunteers, referees, staff and golf clubs involved. The Tournament, Rules and Ratings Committee chaired by Chris Bell developed a survey inviting feedback from the golfing community in relation to State events, and feedback will be communicated soon.

GT welcomes the registration of the new single entity, Golf Southern Tasmania Inc., providing the opportunity for all Southern golf clubs to join representing all men, women and junior golfers in Southern Tasmania. The new entity is supported by GT and its formation recognizes the progression of equal opportunity and gender neutrality across all levels of membership. This recognition is in line with the protocols as encouraged by GA under the OneGolf Strategy and of the Federal Government Community Sports and Recreation guidelines. GT encourages all 26 registered clubs in Southern Tasmania to join the new single entity ‘Golf Southern Tasmania’.

In the North West, significant progress has been made to combining the men’s and women’s associations. It is anticipated that by November 2020 there will be one association to co- ordinate and administer golf activities in the North West. Northern Golf has operated successfully for many years as one entity. GT congratulates and extends it appreciation to all those who have been involved in the formation of the single entities in the regions. The positive outcome for future golf management and increased participation cannot be underestimated.

A recent initiative has seen GT purchase a group membership of Clubs Tasmania that will deliver broad benefits to golf clubs across Tasmania. The membership, generated under the group membership, will enable golf clubs across the State, to access a range of membership benefits including a 15% discount on the tier two annual membership fee.

In what has been an extraordinary year, I express my gratitude to the GT Board members, Chris Bell, Debra Brinkley, Trevor Cordwell, Bev Holman, John Milbourne and Alison Sully for the support and work they have done and do to promote the interests of Tasmanian golf clubs and golfers. Thank you for giving your time, energy and passion to progress the interests of golf.

On behalf of the GT Board, I extend a huge thank you to everyone involved in golf in Tasmania. I commend everyone for their participation. We have a wonderful opportunity to continue to grow the game of golf, having seen the numbers and activity increase this year. Let’s see what we can do together next year.

TREASURER’S REPORT

For the period 1 July 2019 to 30 June 2020 Golf Tasmania Incorporated recorded a surplus of $5,626.00.

During the financial year, Golf Tasmania Incorporated operated entirely under the OneGolf model, having fully transitioned and engaged Golf Australia to undertake all activities in Tasmania on its behalf in accordance with the OneGolf services agreement.

Golf Tasmania Incorporated and Golf Australia Limited (“GA)” entered into this service agreement on the 1st March 2018. GA from that time is responsible for the provision of services related to the operation, administration, management, promotion, and regulation of golf throughout Australia, including the employment of all persons necessary to achieve a national strategy. All employees of Golf Tasmania Incorporated were either transferred to GA or paid out their entitlements. Assets and liabilities of Golf Tasmania Incorporated were transferred to GA, excluding the Queen St Property, cash holdings and grant funding for the 2018 financial year. The agreement has impacted the comparability of cost categories in the Income and Expenditure Statement and recorded assets and liabilities in the Balance Sheet.

As a result, Golf Tasmania Incorporated paid GA a OneGolf services fee of $349,009 for the period 1 July 2019 – 30 June 2020. This was an increase on the previous financial year due to some of the previous year amounts being reported in the current year as well as a reflection of affiliation fee rate increases applicable for the period 1 July 2019 – 30 June 2020.

All areas of the game have continued to be supported within the State, however, due to the Coronavirus pandemic (COVID-19) a number of activities, events, golf development programs have been affected due to government restrictions arising from COVID-19.

The balance sheet of Golf Tasmania Incorporated remains in a strong position with equity of $971,412.00 held in the Golf House property and retained cash balances. These investment assets remain the assets of Golf Tasmania Incorporated under the OneGolf model.

DEVELOPMENT REPORT

2020 has been a challenging year for all golf clubs. Fortunately, golf development has continued to progress reasonably well in a Covid-19 environment.

MyGolf was shut down across the entire country in late March and since the relaunch in May clubs have slowly begun to offer MyGolf programs once again. Naturally the registration numbers have declined compared to last year, but I am expecting from term four this year we will start to see numbers pick up again.

Golf Australia is focused on getting more young girls into playing golf. MyGolf Girls is now available to all MyGolf centres and we are seeing a steady increase in the number of young girls participating. It is critical for the future of golf that we get more young girls into playing golf.

Get into Golf is Golf Australia’s new adult introductory program. This was fully launched on July 14th.

All golf clubs have an opportunity now to offer adult introductory sessions/programs with the full support of Golf Australia.

Get into Golf will have four categories: Get into Golf – General (adult women and men of all ages) Get into Golf – Women Get into Golf – Seniors Get into Golf – All Abilities

Early results have been positive with many new people attending these sessions. Ultimately, Get into Golf has been developed as the first step in a membership pathway.

Sporting Schools is a Federal Government funded program that allows primary and secondary schools to offer a variety of sports to their students. 16 schools have offered a MyGolf Sporting Schools program this year in Tasmania (through three terms). Sporting schools was suspended for term two and only partially open for term three. Typically, Tasmania offers 45 – 50 school programs per year but given the Covid-19 restrictions this year the numbers will be lower than past years.

Vision 2025 continues to receive strong industry support. Golf Australia urges all clubs to review the “Guidelines for the promotion of equal opportunity for women & girls in golf”. This document has been compiled to assist clubs to ensure legal compliance as well as making their clubs more welcoming to women and girls. Tasmania has the lowest female membership rate in the country at just 16%. We all need to look at improving this for the long-term sustainability of all golf clubs.

Simon Weston had the opportunity to visit the majority of across Tasmania over the past year. Simon was pleased to meet with clubs committee representatives and looks forward to working with all clubs to increase participation and offer assistance in their club operations in the form of club support.

OPERATIONS REPORT

WORLD SYSTEM

Golf’s two international governing bodies, The R&A and the United States Golf Association (USGA), have worked together with the world’s major handicapping authorities to develop a single handicap system for the game Golf Australia is one of the organisations that has been closely involved. www.golf.org.au is the only authorised website that will display your handicap record when the World Handicap System went live in Australia on 30 January, 2020.

COURSE RATING

In 2009 Golf Australia adopted the USGA Course Rating System which is considered world’s best practice.

The system fundamentally establishes a scratch (or course) and bogey rating and sees the actual measured length of a course being replaced by effective playing length which assists in reflecting what a golfer encounters during a round.

The rating of all Golf Tasmania’s member courses under the system was completed in 2011. However, a number of member clubs were visited by ratings teams during 2019 to assess adjustments (additional courses and amendments to established courses).

Golf Tasmania thanks Gary Knight, Terry Ranson and the rating teams for their dedication to course rating in this state.

RULES ACCREDITATION

The R&A’s Rules Education programme consists of a three-tiered approach with the aim of graduating delegates through the stages to develop their Rules knowledge. The seminars are tailored to provide basic instruction for those newer to the game, as well as meeting the demands of more experienced officials looking for tournament specific guidance.

There are three levels: • Level 1 Rules Seminar (presented online via www.randa.org) • Level 2 Rules Seminar • Level 3 Tournament Administrators and Referees Seminar

At each stage, there is the opportunity to sit an appropriate exam. The exams are recognised throughout The R&A’s jurisdiction. Ideally, delegates should successfully complete each stage before progressing to the next level, attaining and building a comprehensive Rules knowledge in the process. It is also vital that practical experience is obtained in order to become an effective exponent on the Rules, refereeing and running competitions.

2020 MEN'S AND WOMEN’S TASMANIAN OPEN CHAMPIONSHIPS

Western Australia’s Hayden Hopewell won the 2020 Men’s Tasmanian Open Golf Championship at Ulverstone Golf Club in February.

The 18-year-old Royal Fremantle Golf Club member shot rounds of 72, 66, 72 and a final round of 75 to win the title at three-under-.

Kathryn Norris (WA) and Hayden Hopewell (WA) Hopewell’s nearest rival was James Conran from the Pymble Golf Club in New South Wales who finished at two-over-par following scores of 71, 74, 75 and 70.

South Australia’s Ben Tucker from The Grange Golf Club and last year’s winner Aiden Didone finished third and fourth with eight and nine-over totals respectively.

Launceston Golf Club’s Greg Longmore was the leading Tasmanian in fifth place on ten-over-par.

While Mandurah Country Club’s Kathryn Norris won the corresponding 2020 Women’s Tasmanian Open Golf Championship.

The Western Australian carded 74, 72, 77 and 74, a 72-hole two-over-par total of 294 to win the title.

Norris held of a final day challenge from local member Sarah Johnstone who finished five strokes adrift of Norris at seven-over after retuning 76, 73, 76 and 74.

South Australia’s Amelia Whinney placed third behind Johnstone on twelve-over-par with scores of 76, 74, 73 and 81.

2019 MEN'S AND WOMEN’S TASMANIAN AMATEUR CHAMPIONSHIPS

Queenslanders Will Florimo and Caitlyn Campbell-Nyman completed a successful raid on the Tasmanian amateur championships at Mowbray Golf Club in November of 2019.

Campbell-Nyman, 17, beat local star Sarah Johnstone of Ulverstone 2&1 in the women’s final to win her first state amateur title.

Caitlyn Campbell-Nyman (QLD) and Will Florimo (QLD) While Florimo beat another Tasmanian, Ryan Thomas of the Prospect Vale Golf Club, in a tough men’s final 2&1.

Campbell-Nyman, from Pacific Golf Club in Brisbane, had previous finished fifth in the New South Wales amateur in 2018, and fifth in the Queensland junior amateur championship in 2019.

MAJOR EVENTS

Florimo, from Gailes Golf Club in Brisbane, had shot 67 and 69 to win the medal honours as well, before surging through the phase.

Leading qualifier and women’s medallists this year was Yeah-Jin Lee from the Royal Perth Golf Club in Western Australia.

Launceston Golf Club’s Christopher Watson took out the Tasmanian men’s handicap title with Tailah Mowat from Ulverstone winning her second consecutive women’s handicap championship.

Perpetual shields for the medallists now honour Anne Medlycott and the late John Fennell, recognising their many years of outstanding service to Tasmanian golf.

2020 BOYS’ & GIRLS’ TASMANIAN AMATEUR CHAMPIONSHIPS

Queensland’s Annabelle Hutchings took out the 2020 Girls’ Amateur Championship of Tasmania in January at the Launceston Golf Club.

The 17-year-old Cairns Golf Club member won the prestigious title with scores of 78, 75, 70 and 77, an 8-over- par total of 300.

Michael Song (VIC) and Annabelle Hutchings (QLD) Hutchings defeated her nearest rival, Sakura Sugiyama of Queensland, by two strokes with Sugiyama returning 81, 73, 71 and 77 for her 72-hole total of 302.

Haruhi Nakatani, also from Queensland, placed third on 311 and was followed by Caitlin Peirce of South Australia in fourth on 313.

Leading Tasmanian in the girls’ division was Mowbray Golf Club’s Jorjah Bailey who tied for fifth place with South Australia’s Shakira-Ann Kuys on 324.

Box Hill Golf Club’s Michael Song won the corresponding boys’ Tasmanian amateur title on the fourth hole of a sudden-death play-off.

The 15-year-old defeated fellow Victorian Levi Sclater on Launceston’s par four first hole with a birdie after the pair finished tied at 12-over-par.

Queensland’s Manato Nakatani and Mitchell Revie placed equal third on fourteen- over-par 302.

North West Bay Golf Club’s Oscar Burrell was the leading Tasmanian in the boys’ division finishing tied for fifth at 16-over-par.

2020 TASMANIAN JUNIOR MASTERS

Hometown star Hallie Meaburn and Victorian Levi Sclater won the main titles at the Tasmanian Junior Masters at Riverside Golf Club in January of 2020.

Meaburn plays out of Royal Hobart Golf Club and is the granddaughter of legendary Tasmanian golfer Lindy Goggin.

The 16-year-old shot 75 and 74 to tie with the Gold Coast’s Haruhi Nakatani on three-over, then birdied the third hole of a sudden-death play-off for the win.

Sakura Sugiyama from Queensland placed third on five-over and was followed by Mackenzie Wilson from Tasmania and Annabelle Hutchings of Queensland on nine-over. Levi Sclater (VIC) and Hallie Meaburn (TAS) Sclater, who plays out of Huntingdale Golf Club, lost a play-off earlier in the week in the Boys’ Tasmanian Amateur.

But this time the 17-year-old shot a second round 68 to close it out by a shot from New South Welshman Joshuaa Robards at one-under par for the 36-holes.

Tasmania Golf Club’s Dylan Backhouse was the leading local in the boys’ event placing third at three-over-par in the rain affected tournament.

2020 MEN’S TASMANIAN SENIOR AMATEUR CHAMPIONSHIP

Gordon Claney from Victoria took out the Men’s Tasmanian Senior Amateur Championship title in February of 2020.

The Kingston Heath Golf Club member finished on six-over-par with rounds of 75, 75 and 69, one stroke clear of Tasmanian Michael Leedham.

Gordon Claney (VIC) Leedham, a member of the host club Mowbray, finished on seven-over after returning rounds of 73, 75 and 72.

Warren Colefax from the Murwillumbah Golf Club in New South Wales finished the event in third place on nine-over-par.

2020 WOMEN’S TASMANIAN SENIOR AMATEUR CHAMPIONSHIP

Prospect Vale Golf Club’s Tammy Hall won the 2020 Women’s Tasmanian Senior Amateur Championship in January of 2020.

Local knowledge was the key to winning with Hall carding 75 and 79, a 36-hole 12-over- par total of 154 to defeat Queensland’s Robyn Callaghan by four strokes.

Tammy Hall (TAS) Sharon Thompson from New South Wales finished one stroke further back from Callaghan in third place on 17-over-par.

MAJOR EVENTS

2019 BARCLAY SHIELD

Richmond Golf Club comfortably secured its sixth victory in the Barclay Shield at North West Bay in September of 2019.

The team of Dianne Bailey, Pauline Corney, Heather McConnon and Sue Richardson won the team event with a net score of 148.

Penguin Golf Club finished second on a count back from Tam O’Shanter and Thirlstane Golf Club’s, all of which finished seven strokes adrift of Richmond on 155. Richmond Golf Club Penguin Golf Club was represented by Lyn White, Julie Stonehouse, Eunice Ray and Colleen Plapp.

North West Bay Golf Club rounded out the top five teams finishing a further stroke back in fifth place on 156.

The day’s best 18-hole nett was presented to Thirlstane Golf Club’s Suzanne Sykes and Liz Sumpton on 73.

The Thirlstane pair finished half a stroke in front of North West Bay Golf Club’s Annie Kruimink and Colleen Thompson on 73½.

2020 CLAREMONT SHIELD

Royal Hobart Golf Club’s Joey Bower, Josh Hill, Richard Kube and Paul Read fired to win a ninth Claremont Shield in March of 2020.

The tournament was keenly contested at Devonport with one stroke separating the host club and Kingston Beach following Saturday afternoon’s foursomes round.

Richard Kube, Paul Read, Joey Bower and Josh Hill. Both of Devonport’s pairings of Peter Nielsen and Grady Boxhall, and Joel Lunson and Greg Leedham combined for one-over-par rounds of 71.

However, as tournament condition dictate, only one of the rounds counted to the team’s overall final total.

The performance of Matthew Glover and David Pretyman’s from Kingston Beach ensured their club was positioned well following the second round with two-over 72.

Kingston Beach was followed by Launceston, Royal Hobart and the Southern Metropolitan Golf Association in equal third place all on three-over-par 73.

However, Royal Hobart was too strong on Sunday in the singles event with three of the four team members figuring in the top ten on the final individual leader board.

Read, the best performed of the quartet and contributing to the team’s total with rounds of 70 and 70, an even-par total of 140.

Bower and Hill rounded out the best three for the club with one-over and four-over-par respectively, ensuring the club first place on eight-over-par.

Wynyard Golf Club, the 2007 champions, were runners-up on the final leader board at 23-over-par.

Best for Wynyard Golf Club was Craig Hancock who placed equal seventh on the final individual leader board on four-over-par after rounds of 70 and 74, a total of 144.

The Devonport, Launceston and Ulverstone Golf Clubs all placed equal third with Kingston Beach sixth.

There was some consolation for the host club with Devonport collecting the Eric Bourke Memorial shield with a handicap total of 490½.

Launceston Golf Club’s Greg Longmore took out the individual 36-hole gross prize with rounds of 70 and 69, a one-under-par total of 139.
