Downloaded from PRISM: https://prism.ucalgary.ca UNIVERSITY OF CALGARY From Social Welfare to Social Work, the Broad View versus the Narrow View by Jacob Kuiken A THESIS SUBMITTED TO THE FACULTY OF GRADUATE STUDIES IN PARTIAL FULFILMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY GRADUATE PROGRAM IN SOCIAL WORK CALGARY, ALBERTA SEPTEMBER, 2014 © JACOB KUIKEN 2014 Abstract This dissertation looks back through the lens of a conflict that emerged during the development of social work education in Alberta, and captured by a dispute about the name of the school. The difference of a single word – welfare versus work – led through selected events in the history of social work where similar differences led to disputes about important matters. The themes of the dispute are embedded in the Western Tradition with the emergence of social work and its development at the focal point for addressing the consequences described as a ‘painful disorientation generated at the intersections where cultural values clash.’ In early 1966, the University of Calgary was selected as the site for Alberta’s graduate level social work program following a grant and volunteers from the Calgary Junior League.

												  CTM2007 Alberta ReleaseAlberta Politics in the time of Public Opinion Research Release Date: July 29, 2020 COVID-19: July 2020 Update Field Dates: July 14, 2020 to July 20, 2020 STRICTLY PRIVILEGED AND CONFIDENTIAL Alberta Politics in the time of COVID-19 The COVID-19 outbreak has set off a series of changes in the Canadian political landscape. In Alberta, approval of the government’s handling of the outbreak has remained positive and steady since June– though lagging behind the provincial average. Kenney’s personal favourability has dropped since June while Rachel Notley’s is on the rise; yet, the UCP continues to hold a lead in vote intention due to their strong partisan base. Today, INNOVATIVE is releasing results from July 2020 Canada This Month survey. The online survey was in field from July 14th to July 20th with a weighted sample size of 300 Alberta residents. Detailed methodology is provided in the appendix. This report covers key results on how those from Alberta are rating their government’s handling of the COVID-19 outbreak and the impacts that is having on more general government approval and provincial vote choice. Government Approval General government satisfaction is down, but approval of the Alberta government’s handling of the outbreak is steady since June. All-in-all, Alberta still remains 12 points behind the provincial average when it comes to their handling of the outbreak. 												  To Vote Voting Details Students21 GUIDE VOTING DETAILS FOR STUDENTS HOW TO VOTE PARTYPROFILES It is your right to vote and every vote counts DEAN HUFFMAN & CHASE MALEY @Deano_HW & @maleycmaley The Alberta provincial election is coming up fast and the first step is registration. According to instructions on the Elections Alberta website, every person that intends to vote must register. To register a driver’s license number or an Alberta Identification Card number can be presented online under the register to vote tab. If you are not registered to vote by the time you make it to the polls, you can present two pieces of identification. A piece of ID is needed with your name and a piece with your name and address. This can range from a Canadian military membership or identity card, a credit or debit card that has your legal name on the front and a library card. For pieces of ID with your current address, you can use a bank or credit card statement, government cheque or cheque stub, insurance policy or coverage card, vehicle ownership or registration or insurance certificate and finally your where to vote card. Advanced polling locations are also available to students leaving town early or for just eager voters. The early polling started on April 9 and will end on April 13. Polling stations can be found in all areas of the city. South side polling stations can be found in the Holiday Inn on Mayor Magrath Dr. S. and Park Place Mall. West side locations are at the University of Lethbridge and the north side location will be at the Lethbridge Multicultural Moose Association.

												  Student Vote ResultsNotley and the NDP win majority government in province-wide Student Vote Edmonton, May 5, 2015 – More than 85,000 students under the voting age cast ballots in Student Vote Alberta for the 2015 provincial election. After learning about the democratic process, researching the candidates and party platforms, and debating the future of Alberta, students cast ballots for official candidates running in their electoral division. By the end of the school day today, 792 schools had reported their election results, representing all 87 electoral divisions in the province. In total, 82,474 valid votes, 2,526 rejected ballots and 2,123 declined ballots were cast by student participants. There were many close races in the province, with 16 divisions decided by less than 25 votes. Students elected Rachel Notley and the NDP to a majority government with 56 seats, including all 19 seats in Edmonton and 15 of 25 seats in Calgary. The NDP increased their share of the popular vote to 37.1 from 12.9 per cent in 2012. Party leader Rachel Notley easily won in her electoral division of Edmonton-Strathcona with 74 per cent of the vote. The Wildrose Party won 23 seats and will form the Student Vote official opposition. The party also won 23 seats in the last Student Vote, but the party’s share of the popular vote decreased to 24.4 per cent, down from 28.2 per cent in 2012. Leader Brian Jean was defeated in his riding of Fort McMurray-Conklin by just three votes. The Progressive Conservatives took 6 seats, down from 54 in 2012 when they won a majority government.

												  Jason Kenney Elected Leader of UCP October 30, 2017Jason Kenney Elected Leader of UCP October 30, 2017 JASON KENNEY ELECTED LEADER OF THE UNITED CONSERVATIVE PARTY OF ALBERTA Introduction In a victory surprising for its size and decisiveness, Jason Kenney won the leadership of the United Conservative Party of Alberta (UCP) on Saturday, October 28. Kenney took 61.1 per cent of the almost 60,000 votes cast, besting former Wildrose Party leader Brian Jean with 31.5 per cent, and 7.3 per cent for Doug Schweitzer, who managed the late Jim Prentice’s Progressive Conservative leadership campaign in 2014. Background The win capped a fifteen-month process that began when Kenney launched the idea of uniting Alberta Conservatives into one party, and is a significant tribute to his organizational skills and superior ground game. Kenney’s success had several key steps: • On July 16, 2016, he announced he would seek the leadership of the Progressive Conservative Party on a platform of merging with Wildrose. • On March 18, 2017, he was elected leader of the Progressive Conservative Party with more than 75 per cent of the delegate votes. • Two months later, Kenney and Brian Jean announced a merger referendum among the membership of the PCs and Wildrose to be held on July 22. • The referendum was strongly passed by both parties by identical approvals of 96 per cent, which created the United Conservative Party and led the way to last Saturday’s leadership victory. Deep Political & Government Experience Born in Toronto and raised in Saskatchewan, Jason Kenney began his political life as a Liberal in 1988, serving as executive assistant to Ralph Goodale, then leader of the provincial Liberal Party.

CHOICE OR CONSENSUS?: THE 2006 FEDERAL LIBERAL AND ALBERTA CONSERVATIVE LEADERSHIP CAMPAIGNS INTRODUCTION Two of Canada’s most prominent political dynasties experienced power-shifts on the same weekend in December 2006. The Liberal Party of Canada and the Progressive Conservative Party of Alberta undertook leadership campaigns, which, while different in context, process and substance, produced remarkably similar outcomes. In both instances, so-called ‘dark-horse’ candidates emerged victorious, with Stéphane Dion and Ed Stelmach defeating frontrunners like Michael Ignatieff, Bob Rae, Jim Dinning, and Ted Morton. During the campaigns and since, Dion and Stelmach have been labeled as less charismatic than either their predecessors or their opponents, and both of the new leaders have drawn skepticism for their ability to win the next general election.1 This pair of surprising results raises interesting questions about the nature of leadership selection in Canada. Considering that each race was run in an entirely different context, and under an entirely different set of rules, which common factors may have contributed to the similar outcomes? The following study offers a partial answer. In analyzing the platforms of the major contenders in each campaign, the analysis suggests that candidates’ strategies played a significant role in determining the results. Whereas leading contenders opted to pursue direct confrontation over specific policy issues, Dion and Stelmach appeared to benefit by avoiding such conflict.

												  Preaching Premiers: the Political and Religious Errands of William Aberhart and Ernest Manning1Preaching Premiers: The Political and Religious Errands of William Aberhart and Ernest Manning1 BRIAN FROESE Canadian Mennonite University In July 1932 William Aberhart, principal of Crescent View High School in Calgary, arrived in Edmonton, as he did every July, to mark exams. At these annual grading sessions Aberhart regularly met with a chemistry teacher, Charles Morton Scarborough, of Edmonton. Scarborough was an avid reader of Major C.H. Douglas’ social credit theories and, while grading exams, would extol the virtues of social credit, attempting in vain to attract Aberhart to his view. However, 1932 was different from other summers. That July Aberhart arrived in Edmonton in an unusually sullen mood as the economic depression and severe drought were seriously grinding on the Albertan economy. He watched helplessly as the graduates of his school could not find work. One graduating student even committed suicide that spring.2 Aberhart, like many others, saw his income slashed as the Canadian jobless rate hit 20% and Albertan incomes declined overall by 62% from 1928 to 1932, second only to Saskatchewan at 72%. Private Albertan debt climbed to the highest level in Canada.3 Even military enlistment was affected as Albertan young men were allegedly rejected at an exaggerated rate on account of rickets caused by malnourishment.4 Alberta was at the time a rural society, and as mortgage rates on farms and equipment rose, many could not make the interest payments. The cities were no better as 15% of Edmontonians and 13% of Calgarians lived on the relief rolls. Relief numbers would be higher but single men were not counted, being sent to work camps, and many central Europeans if not deported were Historical Papers 2014: Canadian Society of Church History 82 Preaching Premiers simply cut from the rolls.5 Aberhart was also very busy.
