IREBY AND ULDALE PARISH COUNCIL At the Meeting of Ireby and Uldale Parish Council held at the W.I. Hall, Ireby on Tuesday 1st September, 2015 commencing at 7.30 p.m. Present: K. Bridges R. Rae (Clerk) 45 APOLOGIES FOR ABSENCE Apologies for absence were received from B. Hinde and A. Bowness (Cumbria County Council). 46 MINUTES – 7 JULY 2015 The minutes of the Meeting held on 7th July, 2015 were agreed as a correct record and signed by the Chairman. 47 DECLARATIONS OF INTEREST None received. 48 POLICE REPORT PCSO K. Harris was in attendance and advised that three incidents had been reported in the parish since the last meeting: 8th July a vehicle had its window broken by an unknown person; 16th July two vehicles in Ireby were broken into. An unknown offender smashed the rear driver’s side window and removed items from both vehicles. Police are actively carrying out patrols of rural areas and car parks and advise that due to a large spate of recent thefts from vehicles all valuables should be removed or locked in the boot when vehicles are left. 49 PUBLIC PARTICIPATION Brian Cope was in attendance and expressed an interest in joining the parish council. 50 MATTERS ARISING FROM THE MEETING 7 JULY 2015 Bank Mandate: Barclays Bank had advised that in order to proceed with the mandate change they require completion and return of the Personal Details Form from K. Bridges. K. Bridges agreed to arrange for the form to be returned and to provide Barclays with id and verification of address. Audit, Data Transparency and Website: The Clerk reported that the parish council’s agendas, minutes and financial information are now available on the CALC website. Street Lights: The street lights at High Ireby and outside the school, Ireby have now been connected. 51 FINANCE (a) The financial position at 31st August, 2015 was provided for Members information. Notification had been received from the Borough Council that the second half of the precept (£3720.00) will be paid into the bank by the end of the week. (b) Payment of accounts The following accounts were authorised for payment: T.W. Airey – Grass Cutting £684.00 Clerk’s account Quarter 2 £308.84 HMRC PAYE Quarter 2 £ 77.20 (c) Annual Audit The Clerk reported that the annual audit had been completed by the External Auditors with no issues raised. This was noted and accepted by Members. The Notice of Conclusion of Audit will be published on the parish notice boards. 52 PLANNING (a) Applications received: Allerdale Borough Council: PB/2015/0046 – Phone Box outside C of E School, Ireby Removal of telephone and replace with defibrillator. The First Responders Group had been consulted on the proposals and their comments forwarded to the Borough Council’s Planning department. (b) Decisions None 53 HIGHWAYS The following matters are still outstanding: Broken drain under the road outside Manor Farm, High Ireby Repairs to the junction at Snowhill Blocked drain near Skiddaw View, Ireby New matters reported: Blocked drain opposite Grange Farm/Laundry Cottage, High Ireby It was noted that notification had not been received from County Highways of a recent road closure of the Daleside road whilst BT were carrying out works. 54 BROADBAND It was reported that a new cabinet is now live in Caldbeck. 55 STREET LIGHTING No additional information was available regarding the street lighting issues in the Borough. It was noted that further information may be available at the next CALC Allerdale Parishes Meeting to be held on 24th September. 56 LAND AT THE SQUARE, IREBY The Chairman advised there were no developments to report and agreed to contact the parish council’s solicitors for an up-date. 57 CO-OPTION OF NEW COUNCILLORS The vacancies on the parish council had been re-advertised. Two expressions of interest were considered at the meeting. On the proposal of R. Cockburn, seconded by W. Hall it was RESOLVED that Frances Foster of Binsey Cottage, Ireby be co-opted onto the parish council. On the proposal of K. Bridges, seconded by R. Cockburn it was RESOLVED that Brian Cope of The Garth, Uldale be co-opted onto the parish council. B. Cope signed a declaration of acceptance of office and completed a pecuniary and other registerable interests form. As F. Foster was unable to attend the meeting the clerk will arrange for an interests form to be forwarded to F. Foster for completion. The newly co-opted members will be provided with a copy of the parish council’s Code of Conduct and Standing Orders at the next meeting. 58 CORRESPONDENCE Correspondence received since the last meeting was circulated and discussed: Northern Fell Group – Village Agents Information and Services Day will be held at Ireby Globe Hall on Thursday 17th September 10.30 am – 3.30pm Northern Fells Group – AGM will take place on 3rd September at Millhouse Village Hall. Keith Bridges agreed to continue to represent the parish council.
