Israeli forces continue systematic crimes in the occupied Palestinian territory (oPt)

Jerusalem: Israeli Forces Demolish Residential Building in Silwan Village

Israeli forces continued to use excessive force in the oPt A Palestinian child was killed in Beit Ummar village, north of Hebron. 3 Palestinian civilians, including a child, were wounded in the and Gaza Strip. Israeli forces targeted the border areas in the Gaza Strip. However, no casualties were reported.

Israeli forces conducted 56 incursions into Palestinian communities in the West Bank and a limited one in the Gaza Strip. 57 civilians, including 15 children and a woman, were arrested. Thirty­two of them, including 12 children and the woman, were arrested in occupied Jerusalem.

Israeli forces continued to target Palestinian fishermen in the Sea.

Israeli forces continued their efforts to create Jewish majority in occupied East Jerusalem. A residential building belonging to Ja’afrah Family was demolished in Silwan village in addition to 3 other houses in Beit Hanina, rendering 46 persons homeless. A printing house was shut down in al­Ram after confiscating its contents. Hundreds of Israeli settlers raided al­Aqsa Mosque on Jewish holidays.

Summary

Israeli violations of international law and international humanitarian law in the oPt continued during the reporting period (20 – 26 October 2016).

Shooting:

Israeli forces have continued to commit crimes, inflicting civilian casualties. They have also continued to use excessive force against Palestinian civilians participating in peaceful protests in the West Bank and Gaza Strip, the majority of whom were youngsters. During the reporting period, in the West Bank and occupied Jerusalem, Israeli forces killed a Palestinian child in Beit Ummar, north of Hebron, and wounded 3 others, including a child, in the West Bank and Gaza Strip.

In the West Bank, in a new crime of excessive use of force, on 20 October 2016, Israeli forces shot dead Khaled Bahar Ahmed Bahar (15), from Beit Ummar village, north of Hebron. The aforementioned child was directly hit with one bullet from a 10­meter distance when he was in an agricultural land in Beit Z’etah area, east of the village and threw stones at an Israeli military jeep in the area.

On 20 October 2016, a 23­year­old civilian from Old ‘ refugee camp was hit with a metal bullet to the head when Israeli forces moved into and a number of civilians demonstrated against them. The wounded person was taken to Rafidia governmental hospital to receive medical treatment. His state was classified as stable.

In the Gaza Strip on 21 October 2016, Tariq Jalhoum (16) from Beit Lahia hHousing Project in the northern Gaza Strip was hit with a bullet in the right leg and bullet shrapnel in the left hand when the Israeli soldiers stationed along the border fence, east of al­Shuja’yah neighbourhood, fired live and metal bullets at dozens of young men, who headed to Nahal ‘Oz to participate in activities in solidarity with Jerusalem.

On the same day, ‘Omer ‘Arafah (55) was hit with a bullet to the right leg when Israeli forces stationed along the border fence, east of al­Bureij, fired live bullets and tear gas canisters at dozens of young men who headed to the area to participate in activities in solidarity with Jerusalem.

In the context of targeting Palestinian fishermen offshore, on 22 October 2016, Israeli gunboats stationed off al­Sudaniyah shore, west of Jabalia in the northern Gaza Strip, opened fire at Palestinian fishing boats sailing within 3 nautical miles. The shooting recurred on the same day in the same area.

on 23 October 2016, Israeli gunboats stationed offshore, northwest of al­Wahah Resort, northwest of Beit Lahia in the northern Gaza Strip, heavily opened fire at Palestinian fishing boats and fired dozens of flare bombs overheads. They also chased the fishing boats sailing within 4­5 nautical miles. The shooting caused fear among fishermen, forcing them to flee. The checkpoint located in al­Bourah area, northeast of Beit Hanoun, is 250 meters away from the border fence. While no casualties were reported, the checkpoint sustained severe damages.

On the same day, Israeli forces stationed along the border fence opened fire at the agricultural lands, east of al­Maghazi refugee camp in the central Gaza Strip. As a result, the farmers fled fearing for their lives. However, neither casualties nor material damage were reported.

Incursions:

During the reporting period, Israeli forces conducted at least 56 military incursions into Palestinian communities in the West Bank and 10 others in occupied Jerusalem and its suburbs. During these incursions, Israeli forces arrested at least 57 Palestinian civilians, including 15 children and a woman. Thirty­two of them, including 12 children and a woman, were arrested in occupied Jerusalem.

In the Gaza Strip, Israeli forces conducted a limited incursion. On 19 October 2016, Israeli forces moved 150 meters into east of Gaza Valley village in the central Gaza Strip. They levelled lands and then redeployed.

Creating Jewish majority in occupied East Jerusalem:

In the context of house demolitions, on 26 October 2016, Israeli military vehicles demolished a 2­storey residential building belonging to al­Ja’afarah family in al­Jeser area in Silwan village, south of East Jerusalem under the pretext of building without a permit, rendering 30 persons homeless.

On the same day, Israeli municipality vehicles demolished 3 houses in Beit Hanina village, north of Jerusalem under the pretext of building without a permit.

on 20 October 2016, Israeli forces raided al­Rayan Printing house in al­Ram village, north of Jerusalem after bursting the main doors and confiscating its equipment used for making banners. They welded the printing house door with oxygen and pinned a closure order to it under the pretext of finding indictment materials and banners in addition to pictures of Mesbah Abu Sbeih.

Concerning settler attacks, on 23 October 2016, hundreds of settlers raided al­Aqsa Msoque in East Jeruslaem’s Old City concurrently with the Jewish Sukkot holiday started on Monday, 17 October 2016, and continued for 8 days.

The next day, settlers stabbed and attacked Mohammed al­Razem (26), from Silwan village, while he was walking in a street, north of East Jerusalem.

Restrictions on movement:

Israel continued to impose a tight closure of the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

The illegal closure of the Gaza Strip, which has been steadily tightened since June 2007 has had a disastrous impact on the humanitarian and economic situation in the Gaza Strip. The Israeli authorities impose measures to undermine the freedom of trade, including the basic needs for the Gaza Strip population and the agricultural and industrial products to be exported. This resulted in grave violations of the economic, social and cultural rights and a deterioration of living conditions for 1.8 million people. The Israeli authorities have established Karm Abu Salem (Kerem Shaloum) as the sole crossing for imports and exports in order to exercise its control over the Gaza Strip’s economy. They also aim at imposing a complete ban on the Gaza Strip’s exports. The Israeli closure raised the rate of poverty to 38.8%, 21.1% of which suffer from extreme poverty. Moreover, the rate of unemployment increased up to 44%, which reflects the unprecedented economic deterioration in the Gaza Strip.

In the West Bank, Israeli forces continued to suffocate the Palestinian cities and village by imposing military checkpoints around and/or between them. This created “cantons” isolated from each other that hinders the movement of civilians. Moreover, the Palestinian civilians suffering aggravated because of the annexation wall and checkpoints erected on daily basis to catch . During the reporting period, Israeli forces arrested 5 Palestinian civilians, including a child, while passing through those checkpoints.

Thursday, 20 October 2016

At approximately 01:30, Israeli forces accompanied with military vehicles moved into Nablus, and stationed in the eastern area. They guarded dozens of buses carrying Israeli settlers, who were performing their rituals on the Jewish Holidays. A number of Palestinian young men gathered in al­ Zayyout street, al­Ghawi intersection, al­Hesbah street and new and old ‘Askar camps. The protesters threw stones at Israeli soldiers, who fired rubber­coated metal bullets and sound bombs at them. As a result, a 23­year­old male, from the old ‘Askar camp, was hit with a rubber­coated metal bullet to the head and was then taken to Rafidiya Hospital in Nablus. Medical sources in the hospital classified his health condition as stable.

At approximately 02:00, Israeli forces accompanied by Israeli Intelligence (al­Shabak) officers moved into Qaryout village, southeast of Nablus. They raided houses belonging to activists and threatened them that they would be arrested and their institutions would be closed. The abovementioned activists were identified as Bashar Sadeq Mo’amar, a member of a municipal council; Mohamed Taher Mardawi; director of Qaryout Charity; Moayad Salem Mousa; director of Qaryout Sport Club; Jihad Salah al­Deen; and Yousef Sadeq Mo’amar; deputy director of Qaryout Charity.

At approximately 03:00, Israeli forces moved into Qabatiya village, south of Jenin. They raided and searched houses and then arrested Abdullah ‘Arafat Zakarnah (22).

Around the same time, Israeli forces accompanied with 4 military vehicles moved into Sa’ir village, east of Hebron. They raided and searched a house belonging to Mohamed Yaseen Shalaldah (33) and arrested him.

Around the same time. Israeli forces moved into ‘Ayidah refugee camp, north of Bethlehem. They raided and searched a house belonging to Yousef Nour Abu Sorour (22) and arrested him.

In an excessive use of lethal force, a Palestinian civilian, from Beit Ummer village, north of Hebron, was killed by Israeli forces from a range of less than 10 meters, while he was present in an agricultural field in Beit Za’ta area, east of the village. According to PCHR’s investigations and eyewitnesses’ statements, at approximately 17:00, Khalid Bahar Ahmed Bahar (15), from Beit Ummer village, east of Hebron, was present in the street adjacent to a cemetery. He saw an Israeli military jeep quickly coming from al­Montazah street, so he threw a stone at the jeep and then ran towards the agricultural land. After that, two Israeli soldiers stepped out of the jeep and then one of them fired a live bullet at Khalid, during which, a number of Palestinian young men gathered. Few minutes later, a military ambulance and another PRCS ambulance arrived at the area. Israeli forces prevented the Palestinian ambulance from offering any help and then heavily fired tear­gas canisters at the protesters to disperse them. After that, Israeli forces put Khalid on a litter and then took him by a military vehicle to an unknown destination. It should be noted that Khalid was hit with a live bullet that entered his back from the right side and then exited his chest. As a result, he immediately died.

Note: During the aforementioned day, Israeli forces conducted (3) incursions in the following areas and no arrests were reported: al­Shayyoukh, al­Karma, and Deir al­‘Asal villages in Hebron.

Friday, 21 October 2016

At approximately 01:00, Israeli forces accompanied with 4 military vehicles and an armed personal carrier moved into Hebron. They raided and searched a house belonging to Abed al­Nasir Ahmed Sayyaj (53) and arrested his son, Haytham (19) after beating him severely. Haytham’s mother said to PCHR’s fieldworker,

“At approximately 01:30 on Friday, 21 October 2016, my son Haytham came when I was sleeping and told me that Israeli soldiers were strongly knocking on the main door of our house, which consists of two floors. After that, I headed along with my son Haytham to open the door for them. When I opened the door, Haytham approached Israeli soldiers, in the meanwhile, one of them asked Haytham about his name, but he got confused. Israeli soldiers then asked me to go upstairs with them to bring Haytham’s ID. I accompanied them, during which, one of the soldiers gave me just 2 minutes to bring Haytham’s ID, so I got confused. They then searched all the house and kept me and my children to the staircase after giving them the ID. I tried to go and see what was going on around, but the soldiers prevented me. I then headed to the balcony and saw the Israeli soldiers taking Haytham. He was handcuffed to the back. He fell to the ground and the Israeli soldiers started harshly beating him throughout his body. After that, they took him to a military vehicle. The Israeli soldiers damaged the house content. The lawyer mentioned that Haytham had told him that Israeli soldiers pepper­sprayed his face before taking him by the military vehicle, in which he was beaten as well”.

At approximately 02:00, Israeli forces moved into Samou’a village, south of Hebron, and stationed in the center of the village. They raided and searched a house belonging to Rasmi ‘Ayid al­ Mahareeq and interrogated his family members. They then withdrew and no arrests were reported.

At approximately 02:30, Israeli forces accompanied with military vehicles moved into Qabatia village, south of Jenin. They raided and searched houses. A number of Palestinian young men gathered and threw stones at Israeli vehicles. After that, Israeli soldiers fired tear gas canisters at the protesters. As a result, a tear gas canister fell inside a house belonging to Abed al­Hakeem Nasar Zakarnah causing tear gas inhalation for the house residents. Civil defense and ambulance crews evacuated the residents from the house and then offered first aid. They also arrested Ahmed Subhi Zakarnah (19) and then withdrew taking him to an unknown destination.

At approximately 03:00, Israeli forces moved into al­Bireh. They raided and searched a house belonging to Mohamed Hussain Ali al­Salameen (19) after blowing up the house door. They arrested him and took him to Ofer prison, west of Ramallah. It should be noted that al­Salameen was arrested on 08 April 2016 along with 5 of his friends by the Palestinian Intelligence Service. They served 2 months and half in Jericho prison before they were referred to Bitouniya prison. The above­motioned persons were released in September after they declared their hunger strike.

At approximately 04:00, Israeli forces moved into al­Waljah village, west of Bethlehem. They raided and searched a house belonging to Basil ‘Ataa al­A’raj (21) and arrested him.

Saturday, 22 October 2016

At approximately 01:00, Israeli forces moved into Azza refugee camp, north of Bethlehem. They raided and searched houses and handed Anas Abed al­Jabbar Abu Tarboush (29) and ‘Ayid Eyad al­‘Adaween (27) summonses to refer to the Israeli Intelligence Service in “Gosh Etzion” settlement, south of the city.

Around the same time, Israeli forces moved into al­Jaldah area in Hebron. They raided and searched a house belonging to Jadallah Sultan al­Tamimi (38) and arrested him.

At approximately 02:00, Israeli forces moved into ‘Ayida refugee camp, north of Bethlehem. Sunday, 23 October 2016

At approximately 01:50, Israeli forces moved into Kafur Thulth village, east of Qalqilyia. They raided and searched a house belonging to Ali Mohamed Shawahnah (25) and handed him a summons to refer to the Israeli Intelligence Service. At approximately 04:20, they withdrew and no arrests were reported.

At approximately 02:00, Israeli forces moved into Bethlehem and stationed in al­Saaf street. They raided and searched houses and arrested Suhaib Khathem Kawazbah.

At approximately 03:00, Israeli forces moved into al­‘Abayyat village, east of Bethlehem. They raided and searched a house belonging to Ali Ayman Suliman (29) and handed him a summons to refer to the Israeli Intelligence Service in “Gosh Etzion” settlement, south of the city.

At approximately 04:50, Israeli forces moved into ‘Azoun village, east of Qalqilyia. They raided and searched a house belonging to Saied Hussain Abdullah and confiscated a PC set and the recording device of the surveillance cameras. No arrests were reported.

Israeli navy forces fired 10 flare bombs and chased the fishing boats. As a result, fishermen were forced to flee for fear of being arrested or wounded.

At approximately 21:30, Israeli forces moved into Deir Jareer village, east of Ramallah. A number of Palestinian civilians gathered and threw stones at Israeli forces, who fired live bullets and tear­ gas canisters at them. As a result, many civilians suffered tear gas inhalation. After that, Israeli forces declared the abovementioned area as a closed military zone and closed all the village’s entrances untill Monday, 24 October 2016.

Note: During the aforementioned day, Israeli forces conducted (6) incursions in the following areas and no arrests were reported: Hejah village, east of Qalqilyia; and Deir al­‘Asal, Tarqumiya, Tafouh, al­Dahiryia and Dura villages in Hebron.

Monday, 24 October 2016

At approximately 01:00, Israeli forces moved into Talfeet, southeast of Nablus. They raided and searched houses from which they arrested Hamza Labeeb al­Haj Mohamed (21) and Ahmed Jaber Labeeb al­Haj Mohamed (30).

At approximately 02:00, Israeli forces moved into Sa’ir village, east of Hebron, and stationed in al­ Jabal area. They raided and searched a house belonging to Moaiyd ‘Aoni al­Jabareen (20), who was killed on 14 January 2016 by Israeli forces at the entrance to Sa’ir –’Aynoun villages, claiming that he attempted to carry out a stabbing attack. Israeli forces then withdrew from the house and no arrests were reported.

At approximately 06:45, Israeli forces stationed along the border fence between the Gaza Strip and Israel, fired a shell at a checkpoint belonging to al­Qasam Brigades (armed wing of Hamas Movement). The abovementioned checkpoint is located in al­Boraa area, northeast of Beit Hanoun, north of the Gaza Strip, 250 meters away to the west of the border fence. It should be noted that no casualties were reported.

At approximately 09:30, Israeli forces stationed along the border fence between the Gaza Strip and Israel, opened fire at agricultural lands, east of al­Maghazi camp, in the center of the Gaza Strip. As a result, farmers were forced to flee for fear of being wounded and no casualties were reported.

At approximately 01:00, Israeli forces moved into Nahaleen village, west of Bethlehem. They raided and searched houses from which they arrested Abed al­Kareem Mohamed Shakarnak (18), Khalaf Shady Najajrah (13) and ‘Imran Yousef Najajrah (16).

At approximately 02:00, Israeli forces moved into al­Am’ary refugee camp, west of al­Bireh. They raided and searched a house belonging to Mohamed Subhi Nimer (23) and arrested him.

At approximately 02:30, Israeli forces accompanied with military vehicles moved into Jenin and its camp, west of the city. They raided and searched houses and interrogated the residents. At approximately 04:30, Israeli forces arrested Nidal Ja’far ‘Aref Ja’far (29) and Mohamed Ma’moun Hawasheen (17).

Wednesday, 26 October 2016

At approximately 01:00, Israeli forces moved into Taqou’ village, southeast of Bethlehem. They raided and searched two houses belonging to Ahmed Khalid al­‘Amour (19) and Ahmed Jamal al­‘Amour (21) and arrested both of them.

At approximately 01:30, Israeli forces moved into Madamah village, south of Nablus. They raided and searched houses and then arrested Mursy Nizar Ziyada (28).

At approximately 02:00, Israeli forces moved into Ramallah. They raided and searched a house belonging to Salah Hussain Raghib Khawajah (49) and arrested him. In the meanwhile, a number of Palestinian young men gathered and threw stones at Israeli soldiers, who indiscriminately and heavily fired live bullets, sound bombs and tear­gas canisters at them. As a result, a whole family suffered tear gas inhalation. The family was identified as Jaraiys Masa’dah family. It should be noted that the abovementioned arrested is a member in the National Committee against the Wall and Settlements.

They raided and searched a house belonging to Ramy Deeb al­Natshah (25) and arrested him.

At approximately 03:00, Israeli forces moved into Dura village, southwest of Hebron, and stationed in Senjer area, north of the city. They raided and searched a house belonging to Ramy Mohamed al­Rojoub (22) and arrested him.

At approximately 04:00, Israeli forces moved into Danabah village, east of Tulkarm. They raided and searched houses and then arrested ‘Amer Nasir Mahmoud Kharisha (37).

At approximately 06:40, Israeli forces accompanied with 5 bulldozers moved into the east of Gaza valley, west of the border fence between the Gaza Strip and Israel. They patrolled the area, leveled lands and then headed to the north before redeploying along the border fence.

Note: During the aforementioned day, Israeli forces conducted (4) incursions in the following areas and no arrests were reported: Halhoul, Yatta, Hadb al­Fawar and al­Dahiriya villages in Hebron.

Use of excessive force against peaceful demonstrations protesting settlement activities and the construction of the annexation wall

West Bank:

Following the Friday prayer, 21 October 2016, dozens of Palestinian civilians and Israeli and international human rights defenders organized protests in Bil’in and Ni’lin villages, west of Ramallah; al­Nabi Saleh village, northwest of the city, and Kufor Qaddoum village, northeast of Qalqiliya. Israeli forces forcibly dispersed the protests, firing live and rubber­coated metal bullets, tear gas canisters and sound bombs. They also chased the protesters into olive fields and houses. As a result, some of the protesters suffered tear gas inhalation while others sustained bruises as Israeli soldiers beat them up.

Gaza Strip:

At approximately 13:30 on Friday, 21 October 2016, Israeli forces stationed at the border fence between the Gaza Strip and Israel, east of al­Shuja’iya, east of Gaza City, fired live bullets and rubber­coated metal bullets at Palestinian young men while they were on their way to Nahal ‘Oz area, east of al­Shuja’iya, participating in activities held in solidarity with Jerusalem. The activities continued until 18:00. Tareq was then taken by a PRCS ambulance to al­Shifa Hospital, where he underwent an operation. Medical sources in the hospital classified his wounds as moderate.

At approximately 14:00, dozens of Palestinian young men headed to the border fence between the Gaza Strip and Israel, south of al­Burij refugee camp, to support Jerusalem. They threw stones at the Israeli soldiers, who fired live bullets and teargas canisters at them. As a result, Omar Mohamed Mostafa ‘Arafa (55), was hit with a live bullet to the right leg and was then taken to al­ Aqsa Hospital, where his wounds were classified as moderate.

2. Continued closure of the oPt

Israel continued to impose a tight closure on the oPt, imposing severe restrictions on the movement of Palestinian civilians in the Gaza Strip and the West Bank, including occupied East Jerusalem.

Gaza Strip

Israeli forces continuously tighten the closure of the Gaza Strip and close all commercial crossings, making the Karm Abu Salem crossing the sole commercial crossing of the Gaza Strip, although it is not suitable for commercial purposes in terms of its operational capacity and distance from markets.

Israeli forces have continued to apply the policy, which is aimed to tighten the closure on all commercial crossings, by imposing total control over the flow of imports and exports.

Israeli forces have continued to impose a total ban on the delivery of raw materials to the Gaza Strip, except for very limited items and quantities. The limited quantities of raw materials allowed into Gaza do not meet the minimal needs of the civilian population of the Gaza Strip.

Israeli forces also continued to impose an almost total ban on the Gaza Strip exports, including agricultural and industrial products, except for light­weighted products such as flowers, strawberries, and spices. However, they lately allowed the exportation of some vegetables such as cucumber and tomatoes, furniture and fish.

Israel has continued to close the Beit Hanoun (Erez) crossing for the majority of Palestinian citizens from the Gaza Strip. Israel only allows the movement of a limited number of groups, with many hours of waiting in the majority of cases. Israel has continued to adopt a policy aimed at reducing the number of Palestinian patients allowed to move via the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or in the West Bank and East Jerusalem. Israeli Forces Arrest a Trader at Beit Hanoun “Erez” Crossing, North of the Gaza Strip:

On Tuesday, 25 October 2016, Israeli forces arrested Zaki Ibrahim Husain Abu Jazar (60), a trader from al­Brazil neighborhood, south of Rafah, south of the Gaza Strip, while going to the West Bank through the crossing, north of the Gaza Strip. Sources in the Civil Affairs Department mentioned that Zaki was questioned for hours by the Israeli Intelligence Services at the crossing before he was arrested.

Israel has imposed a tightened closure on the West Bank. During the reporting period, Israeli forces imposed additional restrictions on the movement of Palestinian civilians:

Hebron: Israeli forces established (15) checkpoints all over the city.

On Thursday, 20 October 2016, Israeli forces established 4 checkpoints at the entrances to Kharsa, Beit Ommar and al­Thaheriyah villages and the southern entrance to Halhoul.

Nablus:

At approximately 06:30 on Friday, 21 October 2016, Israeli forces closed Street “60” which connects the West Bank with the south to secure and Israeli Marathon for settlers. They prevented Palestinian cars from crossing the street, so the civilians were forced to find other roads to reach their villages and cities. Israeli forces closed the street until 11:30. At approximately 13:30, Israeli forces established a checkpoint at the western entrance to Sebastiyah village (al­Burj Road). They stopped the cars and checked the civilians ID cards. The checkpoint was removed at approximately 17:00 and no arrests were reported.

At approximately 06:50 on Sunday, 23 October 2016, Israeli forces established a checkpoint near al­ Serafi spa at al­Bathan Road between Tuba and Nablus. At approximately 07:30, they closed Beit Furiq checkpoint, east of Nablus. Around the same time, Israeli forces closed Za’tarah checkpoint, south of Nablus for than an hour. They also prevented civilians from crossing the checkpoint into both sides.

Qalqiliyah: Israeli forces established (9) checkpoints all over the city.

On Thursday, 20 October 2016, Israeli forces established 4 checkpoints in the following areas: at the main street that connects between Qalqiliyah and Nablus, near Jinsafut village, east of Qalqiliyah, the eastern entrance to the city ad between and Azzoun villages, east of the city.

At approximately 11:00 on Friday, 21 October 2016, Israeli forces established a checkpoint between Jayyous and Kafer Jamal villages, northeast of Qalqiliyah.

At approximately 03:30 on Thursday, 20 October 2016, Israeli forces established a checkpoint near the crossroad of ‘Arabah village, south of Jenin.

At approximately 04:30, they removed the checkpoint and no arrests were reported.

Arrests at military checkpoints:

At approximately 14:00 on Saturday, 22 October 2016, Israeli forces established a checkpoint at the intersection of “Shavei Shomron” settlement, northwest of Nablus. They stopped the cars, checked the civilians’ ID cards and questioned them. Israeli forces then arrested Khaled Ahmed Hushiyah (21) from al­Yamun village, northwest of Jenin and then removed the checkpoint.

At approximately 07:00, Israeli forces arrested Zeyad Ahmed Hasani Zayed (34) at Beit Eksa checkpoint, north of Jerusalem. Dr. Sa’adah al­Khatib, Head of the Village Council, said to PCHR’s fieldworker that the soldiers detained Zeyad at the abovementioned checkpoint for three hours and then took him to an unknown destination. He said that Zeyad, who is a bus driver, was arrested after he refused Israel soldiers’ order to force some elderly people to get off the bus in order to search them. It should be noted that it is allowed for elderly people to stay inside buses during the searching.

At approximately 23:30, Israeli forces established a checkpoint at the crossroad of Bazaria village branching from the Nablus – Tulkarm Street. They stopped the cars and checked the passengers’ ID cards. They also arrested Hazem Husain Yusuf al­Fuqahaa’ (18) from Enabtah village, east of Tulkarm, while he was along with his friends driving his car through the crossing and later removed the checkpoint.

At approximately 00:30 on Sunday, 23 October 2016, Israeli forces established a checkpoint at the entrance to Beit Our al­Tahtah village, southwest of Ramallah. They arrested Mohammed Wajih Othman (21) while returning home from his work in Ramallah.

When the aforementioned civilians saw the Israeli soldiers, they hid for fear of being attacked. When they went out, the Israeli soldiers surrounded and arrested them. The arrested civilians were identified as ‘Amar Abdul Baset Khalil Mahmid (28), Ahmed Abdul Hakim Khalil Mahmid (27), Abdullah Hatem Khalil Mahmid (26) and Moneer Redwan Khalil Mahmid (28). The aforementioned civilians are from Deir Abu Da’if village, east of Jenin.

At approximately 13:00, Israeli forces stationed at Howarah checkpoint, south of Nablus, arrested Abdul Qader Mahmud Hashash (19) and Baker Omran Esmiri (18) from Balatah refugee camp, east of the city. Eyewitnesses said to PCHR’s fieldworker that Israeli soldiers stationed at the abovementioned checkpoint stopped the car travelled by Abdul Qader and Baker, checked their ID cards, ordered them to get out of the car and arrested them.

At approximately 21:00 on Monday, 23 October 2016, Israeli forces stationed at Zeta Gate established in the annexation wall, north of Tulkarm, and arrested Makram Shaker As’ad Ghawi (18) from ‘Atil village, north of the city. They arrested him while crossing the abovementioned gate and took him to an unknown destination.

3. Efforts to Create Jewish majority

Israeli forces escalated their attacks on Palestinian civilians and their property. They have also continued their raids on al­Aqsa Mosque and denied the Palestinians access to it:

Arrests and Incursions:

At approximately 01:00 on Thursday, 20 October 2016, Israeli forces raided and searched al­Riyan Printing House in al­Ram village, north of Jerusalem after they broke the main door. They confiscated equipment used for making banners, welded the doors and hanged the closure decision on the door. Moreover, the Israeli media published photos and a video, which were previously published by the Spokesman of Israeli forces, showing the closure and confiscation of the printing house. According to the Israeli websites, Israeli forces claimed that they found banners and incitement materials, including banners and photos of Mesbah Abu Sbaih, who was killed by the Israeli forces on 09 October 2016, after he carried out a shooting attack in al­Sheikh al­Jarrah neighbourhood, north of Jerusalem’s Old City.

At approximately 01:30 on the same day, Israeli forces moved into Silwan village, south of East Jerusalem’s Old City. They raided and searched a house belonging to Murad Ghassan al­Rajbi (19) and then arrested him.

They raided and searched a number of houses and then arrested Amjad Nathmi Abu Sabih (34) and Oudai al­Dabagh (17).

At approximately 01:00 on Monday, 24 October 2016, Israeli forces moved into several neighbourhoods in Silwan village, south of East Jerusalem’s Old City. They raided and searched dozens of houses and carried out a wide­scale arrest campaign during which they arrested 10 civilians, including 2 children (PCHR keeps the names of the arrested civilians).

At approximately 01:30, Israeli forces moved into al­Mukaber Mount neighbourhood, southeast of Jerusalem. They raided and searched several houses in the neighbourhood and then arrested 3 civilians, including a child, namely Ahmed Khalid Ouaisat (18), Mohammed Khalid Ouaisat (15) and Noor ‘Amer Ouaisat (19).

At approximately 02:00, Israeli forces moved into al­Isawiyah village, northeast of Jerusalem. They raided and searched several houses and then arrested 4 civilians, including 2 children. The arrested civilians were identified as Diyaa’ Jarrah Abu Riyalah (15), Abdullah Abu Khati (16), Mustafa Khalid ‘Asilah (19) and Mohammed Essa Atiyah (19).

At approximately 03:00, Israeli forces moved into Shu’fat neighbourhood, north of East Jerusalem’s Old City. They raided and searched several houses after which they arrested 3 civilians namely Mohammed Na’im Baiyaa’ (15), Yusuf Saber Abu Shakedum (16) and Jawad Maz’aru (17).

At approximately 00:30 on Tuesday, 25 October 2016, Israeli forces moved into al­Isawiyah village, northeast of East Jerusalem. They raided and searched a house belonging to Mazen Dwaik and then arrested his son Mohammed (13) and took him to an unknown destination.

At approximately, 04:00, Israeli forces moved into Bab Hetta neighbourhood in East Jerusalem’s Old City. They raided and searched a number of houses and then arrested 5 civilians namely Momen Hashim (18), Majd Sharifah, Naser Mohammed al­‘Ajluni (20), Moneer al­‘Ajluni and Ragheb Abu Suneinah.

At approximately 13:00 on Tuesday, 25 October 2016, Israeli forces raided and searched a house belonging to Amal Ehsan Othman while leaving al­Majles Gate.

At approximately 15:00, Israeli forces raided and searched a house belonging to Ezzat Abu Khdair in Shu’fat neighbourhood, north of Jerusalem. House demolitions and demolition notices:

At approximately 05:00 on Wednesday, 26 October 2016, Israeli municipality bulldozers demolished a residential building belonging to Ja’afrah family in al­Jeser area in Silwan village, south of East Jerusalem under the pretext of building without a license. Essa Ja’afrah said to PCHR’s fieldworker that the building belongs to him, his mother Fatmah, and brothers Mousa, Bassam and Ahmed. The 2­storey building was comprised of 4 apartments; each of which was about 125 square meters and had 3 rooms. Essa mentioned that the building was built 14 years ago and inhabited by 30 members. Israeli forces raided the building in the previous day, informed the family of the demolition date and ordered them to take out their contents. Moreover, an officer took a photo of Esaa’s ID card to impose demolition costs for the municipality crews, which ranged from NIS 150,000 to 180,000. Ja’afrah family emphasised that the families tried to obtain a license for the building during the last years, but the municipality insisted to demolish it.

On Wednesday morning, Israeli municipality bulldozers demolished 3 houses in Beit Haninah village, north of Jerusalem, belonging to Siam and al­Rajbi families under the pretext of building without a license. Ahmed Abdul Razeq Siam, owner of an apartment, said to PCHR’s fieldworker that the bulldozers demolished his 95­square­meter house (built of bricks and tin plates) without any prior warning. Siam added that his house was built 2 years ago where he and his family (his wife and 3 children the eldest son is 11 years old while the youngest is 3 years old) used to live. He also said that the municipality issued a decision to demolish the house, but the decision was delayed several times. The deadline ended the previous day of the demolition. Siam mentioned that his lawyer submitted an appeal to delay the demolition before the Jewish holidays, but the municipality refused his appeal and demolished the house.

Moreover, Thaer Siam said to PCHR’s fieldworker that the Israeli municipality bulldozers demolished his 60­sqaure­meter house (a barrack and two rooms built of tin plates), which was built 2 years ago. He mentioned that he did not receive any demolition decision before. Thaer also said that because his house is next to his cousin’s, so the municipality demolished them both at the same time, without allowing them to challenge the decision. He added that he lived alone in his house as he was preparing it to live in after his marriage next year.

As for Zuhair al­Rajbi, he said to PCHR’s fieldworker that his house was about 60 square meters where he and his family comprised of 10 members (his wife, him and his 8 children, four of them are less than 18 years). He emphasized that he had a child (12) with special needs. Al­Rajbi also said that the demolition suddenly happened as he and his wife were at the health centre. They found that their house was demolished over the furniture. Zuhair mentioned that the municipality demolished his house for over than two years ago, but he built another one for his family. During the last period, Zuhair tried to obtain a license for the house as his lawyer and engineer submitted the needed papers for the municipality. However, the municipality refused his appeal and issued the demolition decision last month without identifying a specific date.

Israeli Settlers attacks:

http://pchrgaza.org/en/?p=8507 18/21 10/27/2016 Weekly Report On Israeli Human Rights Violations in the Occupied Palestinian Territory (20 – 26 October 2016) | Palestinian Center for Human Rights On Sunday, 23 October 2016, dozens of Israeli settlers raided al­Aqsa mosque in East Jerusalem’s Old City in the last days of the “Suqqot Jewish holiday”, which began on 17 October 2017 and continued for 8 days. The Islamic Endowments (Waqf) Department said to PCHR’s fieldworker that 242 settlers raided the mosque in the morning of the abovementioned day.

During the holiday days, settlers organized group raids of the mosque through al­Maghrbah gate, which is controlled by the Israeli authorities that had its keys since the occupation of this city, upon calls from the “Temple Institution”. The number of settlers, who raided the mosque during the week of “Suqqot Jewish holiday”, was about 1611 settlers, including rabbis, young men and families with their children. During these raids, the rabbis, who were protected by the Israeli police and special forces, gave explanations about the “alleged Temple” during their tour in the mosque.

Moreover, many settlers performed their religious rituals in the yards. The Israeli policemen, who were in the Mosque, tolerated their attitudes. However, the mosque guards confronted them despite the continued threats and provocations by the police and settlers. In coincidence with the raids, another group of Israeli settlers performed religious rituals at the outside gates of the Mosque, particularly at al­ Qatanin Gate overlooking the Dome of the Rock, al­Hadeed, al­Asbat and al­Ghawanmah Gates in addition to al­Buraq yard. Meanwhile, the Israeli police deployed at the al­Aqsa gates imposed restrictions on the entry of Muslims during the days of the abovementioned holiday. They detained civilians’ ID cards before entering the mosque and denied some young men and women access to the Mosque during the raids.

Recommendations to the International Community

PCHR emphasizes the international community’s position that the Gaza Strip and the West Bank, including East Jerusalem, are still under Israeli occupation, in spite of Israeli military redeployment outside the Gaza Strip in 2005. PCHR further confirms that Israeli forces continued to impose collective punishment measures on the Gaza Strip, which have escalated since the 2006 Palestinian parliamentary elections, in which Hamas won the majority of seats of the Palestinian Legislative Council. PCHR stresses that there is international recognition of Israel’s obligation to respect international human rights instruments and the international humanitarian law, especially the Hague Regulations concerning the Laws and Customs of War on Land and the Geneva Conventions. Israel is bound to apply the international human rights law and the law of war sometime reciprocally and other times in parallel in a way that achieves the best protection for civilians and remedy for victims.

In light of continued arbitrary measures, land confiscation and settlement activities in the West Bank, and the latest 51­day offensive against civilians in the Gaza Strip, PCHR calls upon the international community, especially the United Nations, the High Contracting Parties to the Geneva Convention and the European Union – in the context of their natural obligation to respect and enforce the international law – to cooperate and act according to the following recommendations:

1. PCHR calls upon the international community and the United Nations to use all available means to allow the Palestinian people to enjoy their right to self­determination, through the establishment of the Palestinian State, which was recognized by the UN General Assembly with a vast majority, using all international legal mechanisms, including sanctions to end the occupation of the ;

PCHR calls upon the United Nations to provide international protection to Palestinians in the oPt, and to ensure the non­recurrence of aggression against the oPt, especially the Gaza Strip; 3. PCHR calls upon the High Contracting Parties to the Geneva Conventions to compel Israel, as a High Contracting Party to the Conventions, to apply the Conventions in the oPt; 4. PCHR calls upon the Parties to international human rights instruments, especially the Covenant on Civil and Political Rights and the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to comply with their provisions in the oPt, and to compel it to incorporate the human rights situation in the oPt in its reports submitted to the concerned committees; 5. PCHR calls upon the High Contracting Parties to the Geneva Conventions to fulfil their obligation to ensure the application of the Conventions, including extending the scope of their jurisdiction in order to prosecute suspected war criminals, regardless of the nationality of the perpetrator and the place of a crime, to pave the way for prosecuting suspected Israeli war criminals and end the longstanding impunity they have enjoyed; 6. PCHR calls on States that apply the principle of universal jurisdiction not to surrender to Israeli pressure to limit universal jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war criminals; 7. PCHR calls upon the international community to act in order to stop all expansion activities in the oPt through imposing sanctions on Israeli settlements and criminalizing trading with them; 8. PCHR calls upon the UN General Assembly to transfer the Goldstone Report to the UN Security Council in order to refer it to the International Criminal Court in accordance with Article 13(b) of the Rome Statute; 9. PCHR calls upon the United Nations to confirm that holding war criminals in the Palestinian­Israeli conflict is a precondition to achieve stability and peace in the regions, and that peace cannot be built on the expense of human rights; 10. PCHR calls upon the UN General Assembly and Human Rights Council to explicitly declare that the Israeli closure policy in Gaza and the annexation wall in the West Bank are illegal, and accordingly refer the two issues to the UN Security Council to impose sanctions on Israel to compel it to remove them; 11. PCHR calls upon the international community, in light of its failure to the stop the aggression on the Palestinian people, to at least fulfil its obligation to reconstruct the Gaza Strip after the series of hostilities launched by Israel which directly targeted the civilian infrastructure; 12. PCHR calls upon the United Nations and the European Union to express a clear position towards the annexation wall following the international recognition of the State of Palestine on the 1967 borders, as the annexation wall seizes large parts of the State of Palestine; 13. PCHR calls upon the European Union to activate Article 2 of the EU­Israel Association Agreement, which provides that both sides must respect human rights as a precondition for economic cooperation between the EU states and Israel, and the EU must not ignore Israeli violations and crimes against Palestinian civilians;
