TUPELO REGIONAL AIRPORT TUPELO, MISSISSIPPI 18/36 SEALCOAT & REMARKING PROJECT FAA / A.I.P. Project 3-28-0070-040-2015

Sealed bids for the Runway 18/36 Sealcoat & Remarking project to be performed at the Tupelo Regional Airport will be received at the Airport by Cliff Nash, Executive Director of the Tupelo Regional Airport, at the Administrative Building until 10:30 a.m. (Central Daylight Time) on July 9, 2015, at which time and place they will be publicly opened and read aloud at the Airport Terminal Conference Room.

Bids will be received for work associated with the removal of the existing rubber & pavement markings, the application of a new sealcoat/rejuvenator followed by the remarking of Runway 18/36.

The work performed shall be in exact accordance with the Construction Plans, Technical Specifications (on file at the office of the Owner), Proposals and Special Provisions, under the direct supervision and to the entire satisfaction of the Owner and in accordance with the laws of the State of Mississippi.

Contractors must be qualified under Mississippi Law and be registered with the State of Mississippi and as a licensed general contractor capable of performing the required work. No contract shall be issued or awarded to any contractor who does not have current registration with the State of Mississippi at the time of the submission of the bid, or a similar certificate issued by a similar board of another state which recognizes certificates issued by the State of Mississippi. Any bid submitted in violation of this requirement shall be rejected.

Bidder’s shall be required to submit a bid bond (payable to the Owner) in an amount equal to five percent (5%) of the full and total bid price, in accordance with FAA requirements. (State and/or local guidelines that might ordinarily limit the bid bond value shall not apply on this federally funded project.)

A pre-bid conference is planned for this project on June 23, 2015 at 10:30 a.m. in the Airport Terminal Conference Room. It is strongly recommended that prospective bidders attend the pre-bid conference. Any questions that bidders might have should be directed to the airport’s engineering consultant, Neel-Schaffer, Inc., Birmingham, Alabama, to the attention of Joshua Stump, project engineer. All plan holders will be furnished a copy of the minutes of the pre-bid conference.

Copies of the CONTRACT DOCUMENTS may be purchased at the office of NEEL-SCHAFFER, INC. at a cost of $85.00 for each full sized set of plans and specifications, or $35.00 for a CD; on the CD will be an electronic copy of the plans and specifications (in PDF format). Either set may be purchased by submitting a certified or cashiers’ check made payable to NEEL-SCHAFFER, INC. The cost for each set of documents is non-refundable.

The purchase price of the contract documents includes standard shipping and handling via U.S. Mail. Next day courier service is also available to the purchaser, either by providing to the shipper its own account number with its preferred shipping company, or by paying NEEL-SCHAFFER, INC. an additional $35.00 for the next day standard (not priority) delivery service requested. Arrangements will have to be made prior to shipping in order to use overnight delivery service.

The Owner has established a Disadvantaged Business Enterprise (DBE) participation goal of 9.85% for this work

Bids for each contract must be submitted on the Standard Form of Bid Proposal for that contract, and the successful bidder will be required to execute the Standard Form of Contract and Agreement. The Bidder shall guarantee to hold his bid(s) good and may not withdraw his bid(s) for a period of sixty (60) calendar days after the scheduled closing time for receiving bids. The Authority reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the Airport Authority.
