A Concurrent Resolution praising the life and career of Carl Bert Albert; and directing distribution.

WHEREAS, Carl Bert Albert was born in McAlester, Oklahoma, the son of coal miner and farmer Earnest Albert and his wife, Leona Albert. He attended a one-room schoolhouse in Bugtussle, Oklahoma. While as a young school child he heard his local Congressman speak and was so inspired, he decided at that moment to make his career serving in the ; and

WHEREAS, won a national oratory contest and attended the where he graduated Phi Beta Kappa and studied as a Rhodes Scholar in Oxford, England, where he received his law degree; and

WHEREAS, Carl Albert served during the Second World War, rising from a private to a colonel, having served in New Guinea, the Philippines, Okinawa, Hiroshima and Tokyo; and

WHEREAS, Carl Albert returned to his home after the war and won his first election to the United States House of Representatives by less than 400 votes in 1946. Congressman Albert supported agriculture, public power, civil rights, a strong national defense, and above all, he was a major supporter of programs that would alleviate poverty in his District, the State of Oklahoma, and the entire nation; and

WHEREAS, Carl Albert served as Majority Leader of the United States House of Representatives from 1962 through 1971 and Speaker of the United States House of Representatives from 1971 for three terms until he retired. During this period he earned a reputation as a soft-spoken gentleman who shunned publicity and avoided misuse of the power and prestige inherent in his public position; and

WHEREAS, Carl Albert was known as the “Little Giant from Little Dixie” who twice stood next in line of succession to the Presidency of the United States. Historians will remember Carl Albert as a Congressional leader who worked behind the scenes to assure passage of the party’s legislation agenda and who acted as a bridge between factions. His support of Congressional reforms resulted in maintaining Congressional integrity in an era when the Executive Branch of the federal government was rapidly expanding; and

WHEREAS, after his retirement, Carl Albert returned to his home in Oklahoma. Carl Bert Albert died Friday, February 4, 2000, in his home region of his home state, among the people and the community he loved so well and served with so much devotion.

NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE 2ND SESSION OF THE 47TH OKLAHOMA LEGISLATURE, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN:

THAT the Oklahoma State Legislature praises the life and public career of the late Carl Bert Albert.
