Park Ranger/ Maintenance Tech

DEFINITION: A permanent, full-time position under the direct supervision of the Clayton County Conservation Board’s Executive Director. Rangers enforce State and Local Laws to maintain peace and ensure a safe environment for all park users. Park Rangers protect life and property, assist visitors, collect fees and balance daily receipts. They conduct building and grounds maintenance, resource/wildlife protection, educational and recreational programming, community outreach, public relations, and related duties for the Clayton County Conservation Board. Work involves the overall responsibility and recommendations for parklands, facilities and equipment maintenance.

EQUIPMENT/JOB LOCATION: This employee will be assigned to the Osborne Conservation Center located at 29862 Osborne Road, Elkader, IA 52043. This position requires knowledge and experience in electrical, mechanical, carpentry, construction, plumbing, animal care, electronic devices including maintenance logs, security and phone systems located throughout the park system. This employee must be willing to work a flexible schedule, which includes weekend hours, occasional evening assignments, and holidays. This employee may be required to attend monthly Conservation Board meetings to provide input on facilities, equipment, and operations.

Park Rangers are required to be a certified Peace Office by the Iowa Law Enforcement Academy and may carry a firearm while performing the law enforcement function of the job.

ESSENTIAL FUNCTIONS OF THE JOB

. Assist and coordinate schedules for opening and closing the Osborne Conservation Center Native Wildlife Exhibit, including animal chores and regularly of animal pens. . Assist in the general upkeep of the Conservation and Natural Areas including but not limited to restroom cleaning, vacuuming, mopping, window cleaning, dusting, recycling, landscaping, grading parking areas, seeding, prescribed burns, debris removal, mowing, opening/closing parks, stocking facilities, snow removal, and storm and flood clean-up. . Track and assemble reports including but not limited to equipment replacement schedules, monthly receipts, park maintenance schedules, equipment maintenance schedules, capital improvement project plans, safety inspections of Conservation Property, USDA and Veterinary inspections of the Animal Exhibit, campground registrations, and inventory of supplies and materials on-hand. . Recognize and relay problems or concerns with the Parks including but not limited to the water systems, heating/cooling systems, phone systems, plumbing systems, elevator, electrical and lighting systems, audio system, general safety or any other area of concern. . Performs specialized natural resource projects such as, but not limited to, prescribed burns, timber stand improvements, wildlife habitat improvements, fish habitat, , prairie rehabilitation, wetland restoration, trail maintenance and erosion control, pesticide applications and hazardous materials handling. . Answer question about conservation, education programs and recreation areas. . Coordinate training and schedule for seasonal staff. . Work within an approved budget with expenses pre-approved by the Director. . Maintain a daily log of work activities, present monthly to Director. . Maintains regular park patrol, enforcing Code of Iowa and Conservation Board rules, which includes educating the public, issuing citations and/or arrests, and maintaining a safe environment for all park users. . Assists and works in conjunction with local law enforcement and emergency medical services. . Writes accurate and timely incident reports and appears in court as needed. . Attends relevant Law Enforcement trainings to improve knowledge, either required by the State, assigned by a Supervisor, or deemed useful by the individual officer and approved by the Conservation Board. . Oversees camper registration. Troubleshoots problems or errors associated with registrations, reservations, and recreational software.

REQUIRED KNOWLEDGE AND ABILITIES

. Ability to analyze and interpret data and prepare reports, statements and projections . Ability to communicate with the public in a tactful and courteous manner . Ability to understand and follow oral and written instructions . Knowledge of personal computer operation, and other basic office equipment . Ability to assist the general public in obtaining information about outdoor recreation including fishing, camping, , environmental education programs and other related information . Ability to self-start, find work projects, and problem solve

QUALIFICATIONS . Must be 18 years of age or older . High School graduate or GED equivalent . Valid driver’s license . Must pass a pre-employment physical through the county’s provider . Must be a Certified Peace Officer by the Iowa Law Enforcement Academy (or able to obtain within one year) . . Must have or be willing to acquire CPR/First Aid certificate, valid Commercial Driver’s License (preferred), Commercial Pesticide Applicator License and Public Water System Operator Certificate (preferred) . Five or more years of experience in a Conservation related field preferred . Hunter Education Instructor Certificate preferred . Familiarity with Iowa Code, Chapter 350 emphasis preferred

SALARY

This position is considered a full-time, non-exempt position, paid a competitive salary plus standard county benefits. A county vehicle is provided at the Osborne Conservation Center for business use.
