Traffic Sensitive Street consultation comments with responses.

The table below summarises the responses made as part of the Traffic Sensitive Street consultation. We have reviewed and assessed them and have summarised our comments in the last column.

Where we have agreed we have stated as such and updated the traffic sensitivity accordingly, where we have considered the change request but not changed the proposal we have tried explain why.

We received a good number of responses that have obviously been carefully considered, and as such we would like to thank all those who took the time to respond.

High Street, Milton under Wychwood Map SP 21 NW & Traffic sensitivity will be A Councillor SP 21 NE AND The Sands/Frog Lane, Milton under reviewed on a 3 year basis (County, district, Wychwood against the criteria outlined town, parish). The High Street is a narrow single carriageway (due to in the consultation residential/business parked cars on one side) two-way document. This location street with limited passing places and narrow does not currently meet the pedestrian walkways on each side. It is the main criteria to become TSS. No change end of the High Street which will increase the traffic to be made. flow through the village. The new pub at the Shipton Road also increases the cars parked on both sides of the road which also limit free traffic flow. Due to the increasingly heavy traffic flow relative to this narrow street, works need to be co-ordinated to permit alternative route via The Sands/Frog Lane and to alert all residents who will require significant warning of the disturbance due to limited driveway parking on this street. Whilst it does not satisfy the criteria of having more than 500 cars per hour (which is unlikely in any rural setting), given the increasing volume of traffic resulting from large developments, parked cars and narrowness of the High Street which is the main thoroughfare, consideration needs to be given when planning works.

Gravel Walk, Farringdon. Gravel Walk is part of the No comment. A Councillor A417 providing the link between Lechlade and (County, district, Wantage and access to Oxford and Swindon. It town, parish). connects two one-way streets, Gloucester St and Marlborough St, both part of the A4095 Faringdon to Bicester road. Closure of Gravel Walk means that access to Gloucester St , Lechlade Rd (A417) and all parts of Faringdon off Lechlade Rd are cut off with the only access a 16.5 mile detour via Highworth and Lechlade. The one-way system means that traffic can move in a clockwise direction west to east, but not east to west if Gravel Walk is closed. The A417 is used by heavy vehicles accessing Lechlade and Cirencester from the east and all heavy traffic accessing the town centre from the west and east via the A420. Rd/St has a weight restriction and should not be used to access the town centre from the A420 for heavy vehicles. The one-way system means that Gloucester St and Marlborough St are also traffic sensitive. Closure of any part of the A4095 through the town; i.e. Gloucester St, Cornmarket, Market Place, Church St, denies access for heavy vehicles to the farms south of the Radcot Bridges along Radcot Rd.

Closure of any of the above streets prevents buses accessing the town centre thereby restricting the transport options for elderly people who live in the town centre. It also denies delivery vehicles from accessing the town centre affecting businesses that are already under stress.

Oxford Road; Cuddesdon Road within speed restricted area; Cuddesdon Road to Wheatley subject to National Speed limit extensively used as a short cut to and from the M40 is a danger to village residents. In busy periods they are used by excessive numbers of vehicles, a current traffic survey is about to take place. Village roads such as Butts Road; Blenheim Road; Spring Lane present a serious problem for any road works. These roads are also much to narrow for large vehicles, this arises from the use of SAT NAV by drivers of unsuitable vehicles. Damage to residents houses occur when this happens. We support the proposed changes. Delays due to No comment. Public Transport roadworks contribute to slowing down of our services Provider and impact on reliability. In order to maintain frequencies on a slower service we require more vehicles and drivers, resulting in higher costs. Alternatively we have to reduce frequencies, leading to passengers waiting longer for the slower service. The "not roads" idea forwards with the precident has been set because the map has marked appropriate bodies "not road" parts (in red) for inclusion, namely Barracks Lane (parallel to the Cowley Rd) the Thames path through the whole city. Both these routes are well used cycle routes, so thank you for including them. I don't know if they quite fit the flow rate criteria, but it would seem odd not to include these when they link up other well cycle trafficed already marked on the map. Some quite innocuous sections of road can form parts of formal/informal cycle routes, and their temporary closure may result in cycle users needing to use unsuitable and/or busy roads. The fact that you have included (almost) all streets on your map should help minimise inconvenience to cycle users.
