ASIAN ATHLETICS CHAMPIONSHIP. 17

➢ The 22nd Asian Athletics Championship was held from 5th to 9th July, 2017 at Kalinga Stadium in Bhubaneswar, Odisha. Around 700 athletes from 42 Asian countries participated in this. The State Govt. took the challenge of hosting the event with just 90 days left to stage it. Overlaying of 2,600 sq. mtrs with newly designed structures like Athlete lounge, Media lounge, Media Conference Hall, Medical Tents, Artist Lounge, Weight Training & Equipment Storage rooms, Food court etc. were prepared for the event. About 3 lakh sq. ft. of Grass Turfing, installation of 5000 nos. new chairs, laying of 2 lakh Sq. ft. of tiles, 15.5 lakh sq. ft. of surface painting with host of infrastructural works like beautification of the seating areas and façade of the stadium, are some of the mammoth infrastructure works completed before games. 2.ORGANIZATION OF ODISHA MEN’S HOCKEY WORLD LEAGUE FINAL, BHUBANESWAR-2017 ➢ ‘Olly’- the Mascot for Championship was launched by the Hon’ble Chief Minister, Odisha and Mascot rallies were organized covering all 30 districts of the state. World class hospitality was extended to all athletes and dignitaries. With 1080 rooms in 15 hotels, 72 buses & 115 dedicated cars, 835 Trained Volunteers, 2000 plus police personnel, 350 plus Government officers- the numbers tell the story of enormity of mobilization done for the event. India achieved a historic record in the Championship and topped the medal table with 12 gold, 5 silver and 12 bronze medals. Following the event, the State Government felicitated all the Indian athletes who won gold, silver & bronze medals in the Championships with cash prizes of Rs. 10 lakh, Rs 7.5 lakh and Rs. 5 lakh each respectively

➢ It was yet another crowning glory for State of Odisha for successfully organizing one of Hockey's biggest events ‘the Final edition of Hockey World League Final at capital city of Bhubaneswar, Odisha during 1st to 10th December, 2017. The State takes pride as the preferred destination for Hockey which successfully hosted the 2014 Men's Hockey Champions Trophy and more importantly it hosted the second major international hockey tournament in three years! Home to the current Hockey India League champions, the ‘Kalinga Lancers’, Odisha, has emerged as the hub of World Class Hockey in recent times! The venue is also gearing up to host the FIH World Cup’ 2018 and in this context HWL provided a perfect opportunity for it to fine tune its preparation. This Hockey extravaganza rightly made the pulses racing with thousands of Hockey lovers in Odisha witnessed all the 22 matches of the Championship with huge excitement. Eight teams- , Australia, Belgium, England, , Netherlands, Spain and hosts India-nations all inside the top 10 of the FIH rankings participated in the Championship. Fast-paced and action-packed, the tournament provided Hockey fans the chance to see their favourite teams go all the way to the World Cup and Olympics! Hon’ble Chief Minister Naveen Patnaik inaugurated the event amidst a glittering Opening Ceremony at the venue. A laser light show with ‘Chak De India’ song and fireworks spiced up the opening show in the winter evening as jam-packed spectators applauded amid loud yells! With hockey fever gripping the city, the state Assembly was also adjourned to enable the lawmakers watch the opening of the Hockey World League final. Two days prior to the Hockey World League finals, Chief Minister had unveiled the official Logo and Mascot for the Hockey Men’s World Cup 2018 scheduled to be held at Bhubaneswar from November 18 to December 26, 2018 at the Kalinga Stadium. He also launched the ceremonial countdown clock for the international event that is scheduled after a year. During the event, Hon’ble Chief Minister also felicitated outstanding sportspersons of the state and gave cash awards to as many as 59 sportspersons with a total incentive of Rs 76.75 lakh. Odia Hockey players Dipsan Tirkey, Amit Rohidas, Lilima Minz, , , and Rashmita Minz were felicitated and awarded cash prizes of Rs 7.5 lakh each as members of the champion team in Men’s and Women’s Asia Cup 2017 respectively. A packed and rowdy Kalinga Stadium certainly enjoyed India’s outstanding performance in winning the Bronze at the Championships! The global event has not only enthralled Hockey fans in the State but also has helped inspire promote Hockey among younger generation. 3. ORGANIZATION OF ODISHA MENS’ HOCKEY WORLD CUP’ 2018, BHUBANESWAR Govt. of Odisha will host the Odisha Mens’ Hockey World Cup’2018 scheduled to be held from 28th November - 16th December’2018 at Kalinga Stadium, Bhubaneswar. The Top 16 Hockey Nations of the world will participate in this highest ranking Hockey Tournament, organized once every four years. 4. ODISHA –SAI REGIONAL BADMINTON ACADEMY (a) Regional Badminton Academy has started functioning in collaboration with Sports Authority on India (SAI) and Deptt. of Sports & Y.S., Govt. of Odisha. It was inaugurated by Hon’ble Chief Minister, Odisha on 15th May’2017. It shall cater to the Badminton playing talents of Odisha, West Bengal, Jharkhand, Assam and all North-Eastern States as well as Andaman & Nicobar Islands. (b) Sports Authority of India is to provide technical support in shape of Coaches, Support staff, Physiotherapist, Wardens etc. and shall supply Shuttle Cocks, Rackets etc. apart from fooding of the residential inmates. State Govt. shall bear the expenses for accommodation, refreshment of the day- boarders, transportation and schooling arrangements for the inmates apart from providing the training infrastructure. (c) 21 residential inmates have been selected from all over the Eastern region including Odisha through open advertisement and rigorous selection process. In addition, 11 day- boarders from Odisha have also been selected to be trained at the Academy. (d) Hostel and Gymnasium with an estimate of Rs. 1.37 Crores for the inmates is complete. Provision of AC and up gradation of power supply to the Indoor Hall, Saheed Nagar amounting to Rs. 98 lakhs is underway. Temporary arrangements for lodging & boarding of the selected inmates have been done at Kalinga Stadium. One male and one female warden have been appointed to take care of the trainees. The injury and health issues are attended by the Physiotherapist already appointed. The inmates would be shifted to the new facility soon. (e) The Academy aims to nurture and train Badminton talents from Odisha and entire Eastern and North-eastern regions of the country to compete at National and International levels. Sports Authority of India has appointed Sri Romen Ghosh, Arjuna Awardee and eminent Badminton Coach to head the Academy as the Chief Coach-cum-Manager. Apart from Head Coach SAI has also provided two other Coaches assisted by a coach from State Government. Sri Pulleia Gopichand is acting as a mentor for the Academy and extending support in guiding the Regional Badminton Academy in achieving excellence.

5 BIJU YUVA VAHINI : (a) A new sub scheme ‘BIJU YUVA VAHINI’ has been designed under the ongoing flagship scheme ‘Biju Yuva Sashaktikaran Yojna’ which envisages nurturing of leadership and volunteerism, promoting the culture of sports & sportsmanship, healthy living among youths, establishing vibrant youth connecting platforms and engaging with youth across the State. The programme is designed on two key pillars with the following broad objectives: • Promote leadership and spirit of volunteerism among youth through social actions at Panchayats and ULBs: The programme aims at channelizing the immense youth energy of the State towards the nation-building activities. It intends to promote youth for volunteering and encourage them to be part of various social action projects and community engagement activities. • Promote Sports, art/culture among youth across all Panchayats / ULBs: Sports being an integral aspect of youth development and with a view to ensure holistic development it is important to nurture the spirit of sports among the youth. The programme intends to promote rural sports at grassroots level, identify and nurture the hidden talents and also inculcate habit of healthy life style The programme proposes to adopt the three pronged strategy for widespread youth interventions across the State. Biju Yuva Vahinis will be formed in all the 6800 Panchayats and 113 Urban Local Bodies (ULBs) of the State. Any Youth of Odisha (Male/Female/Transgender), who are in the age group of 15 to 35 years, can be a member of Biju Yuva Vahini. Online applications were invited by the Department of Sports & Youth Services from aspiring youth for enrolment under Biju Yuva Vahini. Selection of Biju Yuva Vahini members for each Panchayat/ULB will be done by Block/ULB level Committee after scrutiny of online applications. The size of each Biju Yuva Vahini will consist of preferably 25 members.

Interventions under Biju Yuva Vahini Promotion of Sports at Panchayat/ULB level Sports being an integral aspect of youth development and with a view to ensure holistic development of the youth, it is targeted to organize sports competitions in all 6800 Panchayats and 113 ULBs. The key objective is to promote rural sports at grassroots level and encourage mass participation of youth in sports competitions, promote the spirit of sportsmanship and healthy competition & inculcate habit of healthy life style among youth. Sports Events (Team + Individual) will be organized in all Panchayats & ULBs (6800 Panchayats & 113 ULBs). The Biju Yuva Vahinis will facilitate in organizing the sports competitions at their respective Panchayats and ULBs. The Biju Yuva Vahinis will ensure maximum participation of local youth and common mass in the sports events. Popular Sports of a particular area will be organized for maximum participation of common mass. Young girls and women will be encouraged to participate in the events and accordingly sports disciplines will be finalized by the local community as per the traditional and popular sports of their area. Sports Event (Individual or Team Event) will be conducted every month at Panchayat /ULB level. Block Wise competitions will be organised on a Half yearly basis and winners of the Block level competitions from all Sports Discipline will play at District level which will be organised on an annual basis Distribution of Sports Equipments Sports Equipments will be distributed to all Panchayats and ULBs. The Sports equipments to be procured will be decided locally by the GPs/Wards. Social Actions and ‘ Mu Hero’ Campaign Each Biju Yuva Vahini will undertake social actions/campaigns in their panchayats/wards. Theme based intensive campaign, community level awareness and sensitization on the specific theme will be taken up by the Biju Yuva Vahinis and efforts will be geared to bring visible changes at the community level as an impact of the intervention. An indicative list of five (5) themes viz: ‘Sabuja Panchayat’, ‘Sakshar Panchayat’, ‘Swasth Panchayat’, ‘Sabala Panchayat’ and ‘Swabalambi Panchayat’ have been identified which will be taken up by the Biju Yuva Vahinis for social actions. On each of the identified theme, massive campaign will be taken up by the Biju Yuva Vahini at their respective Panchayats and Wards. The interventions aim to contribute towards social empowerment process by engaging all sections of the community in the task of development and create and sustain a culture of cooperative living for inclusive and rapid development. ‘Mu Hero’ campaign will be launched across the State to identify local heroes who have set benchmark for the community and who motivate and inspire others. Young boys and girls who have done exemplary work will be recognized and felicitated by the Government. Youth Conclaves Annual Youth Conclaves will be organized at the District, Zonal and State Level to promote dialogue and discussions among youth volunteers, share experiences, showcase success stories of young people. Innovative practices taken up by the Biju Yuva Vahinis will also be recognized and rewarded. For the purpose, the meeting of the Expenditure Finance Committee (EFC) for appraisal of the Sub Scheme ‘Biju Yuva Vahini’ under the umbrella Scheme of ‘Biju Yuva Sashaktikaran Yojna’ was held under the Chairmanship of Principal Secretary to Govt., Finance Department on 21st December’2017. After thorough discussion on the rationale, objectives, project design, implementation strategy and budget for the Sub-Scheme, the Scheme was approved with a Total outlay for Rs. 45049.09 lakhs was approved for a period of three years. The EFC Committee also approved the proposal for one time financial assistance to 7000 Youth Clubs @ Rs.15,000/- per Youth Club amounting to Rs. 10.5 Crores and to be treated under the existing sub-scheme of ‘Assistance to Youth Clubs’ under umbrella scheme of ‘Biju Yuva Sashaktikaran Yojna’. 6. District & State Youth Festival Government of India in collaboration with one of the States and institutions like the Nehru Yuva Kendra Sangathan (NYKS) and the National Service Scheme (NSS) organizes National Youth Festival every year. The idea behind a Youth Festival is to organize a gathering of the youth for fostering the concept of National Integration, spirit of communal harmony and brotherhood. The Sports & Youth Services Department following the Government of India guidelines conducts State level and District level youth festivals in the same line as that of the National Youth Festival to select District Contingent for the State Level Festivals and selection of State Contingent for the National Level Festival. There is a budget provision of Rs. 1.00 Crore per annum. District Level Youth Festival was organized throughout the State in the month of October/November’2017. State Youth Festival was hosted by Deogarh District Administration at Deogarh from 28th November to 1st December’2017 for selecting the State Contingent to participate in the National Youth Festival’2018. This year National Youth Festival was not conducted by the Ministry of Youth Affairs and Sports, Govt. of India in prescribed format for which the State Contingent could not participate. 7. Observance of National Youth Day Birth Anniversary of Swami Vivekananda is observed as National Youth Day on 12th January. A mass rally was organized in the State Capital, Bhubaneswar to mark the occasion. 8. Adventure Activities Winter Adventure Camp at Manali & Rishikesh Region will be organized in the month of March’2018. 9. Biju Patnaik Sports Award The state’s highest sports award, entitled as ‘Biju Patnaik Sports Award’ is given every year in different categories. The quantum of Cash Award is as mentioned below.

10. PENSION TO INDIGENT SPORTSPERSONS

To provide financial support to the sportspersons, who are living in indigent condition, Government in Sports & Youth Services Department is providing Pension as per scheme notified vide Order no.8893-SYS-SPW-SP-0003/2015 Dtd:19-10-2015 under which presently 174 sportspersons are availing monthly pension @Rs.2000/- .

11. CASH AWARD TO OUTSTANDING SPORTSPERSONS

Meritorious sportspersons are conferred with Cash Award considering their level of performance/achievements at National and International level. A committee headed by Secretary, Sports & YS Department select & recommend the quantum of Cash Award to be given to the Outstanding sports persons of the State as per resolution No. 9266/SYS/Dtd.21.10.2016 and 9270/SYS/Dtd. 21.10.2016. During 2017-18, 96 sportspersons have been awarded with cash awards totalling to Rs.3,45,75,000/- .

12. SPORTSPERSONS IDENTITY CARD

Sportsperson’s Identity Cards are issued in favour of outstanding sportspersons of the State in recognition of their participation in Sr. National Championship organized by recognized National Federation/Association in order to avail benefit of 1% job reservation in Government, Public/Private Sector Undertakings. Till date 1071 sportspersons’ Identity cards have been issued to the sportspersons who have participated in the Sr. National sports competition/championship representing the state of Odisha. Out of this, 34 no. of Identity cards have been issued during current year.

13. WEIGHTAGE TO SPORTSPERSON

Sports & Youth Services Department issue Weightage Certificates to Sportspersons in recognition of their participation in Sports Competitions/Championships organized by recognized Sports Federations/Associations for availing weightage for admission into educational institutions for pursuing studies. During the current year, 54 no. of weightage certificates have been issued.

14. FINANCIAL ASSISTANCE TO SPORTSPERSONS TO PURSUE SPORTS COACHING COURSE CONDUCTED BY SAI NS NIS, PATIALA AS A PART OF SKILL DEVELOPMENT PROGRAMME TO IMPROVE THEIR EMPLOYABILITY

Under this scheme financial assistance is given to sportspersons of the state for undergoing short term & long term courses (i.e. 6 Week Certificate course/NIS Diploma course etc.) conducted by SAI NSNIS, Patiala. This has been implemented from the year 2014-15. The financial assistance has been enhanced to 100% from 75% for BPL category applicants and 75% from 50% for Non-BPL category from the year 2017-18. During the year 2017-18, 104 no. of sportspersons have been sanctioned Rs.18,58,574/-

15. FINANCIAL ASSISTANCE TO SPORTSPERSONS FOR INTERNATIONAL PARTICIPATION, ADVANCE TRAINING & COACHING

Financial assistance is provided to sportspersons for International Participation, Advance Training & Coaching. During the year 2017-18, a sum of Rs. 81,76,814/- has been sanctioned in favour of 18 sportspersons.

16. GRANTS TO SPORTS ASSOCIATIONS

During 2017-18, an amount of Rs. 49,75,000 /- has been sanctioned in favour of 23 State Level Sports Association and Rs. 13,00,000/- in favour of 13 District Athletic Association. C. Special Grant for Organisation of National championship During 2017-18 Rs. 10,00,000/- has been sanctioned in favour of 3 State Level Associations. D. Special Grant for Organisation of Special Coaching Camp During 2017-18 Rs. 1,00,000/- has been sanctioned for organizing Special Coaching camp in Karate. E. Financial Assistance for Other Sports Competitions During 2017-18 Rs. 17,50,000/- has been sanctioned for organizing All India Level Sports Competitions.

17. Hosting of Indian Super League Football Indian Super League Football match between Jamshedpur FC & Bengaluru FC has been hosted by the Government of Odisha in Sports & Youth Sports Department with TATA Steel on 25th February’ 2018 at Kalinga Stadium, Bhubaneswar. The match was inaugurated by the Hon’ble Chief Minister, Odisha at 08.00 P.M on 25th Feb’ 2018. Around 12 thousand football fans were gathered to witness the match.

18. Launching of New Scheme “Promotion of Sports among Tribals” Keeping in view to add the Tribal Youths in the mainstream of the Sports activities, a new Scheme “Promotion of Sports among the Tribals” has been launched by Government of Odisha in Sports & Youth Services Department with a budget provision of Rs.6,40,24,000/-. The scheme has been launched by the Hon’ble Chief Minister, Odisha on 18th Dec’ 2017. The main objective of the scheme is to spot out the hidden talents among the Tribal’s and to broad base the Sports activities among the Tribal Youths. The Organisation of the scheme has been started from Block Level - District Level and will end at State Level on the month of April 2018. The main events of the competitions were Athletics, Football, Volleyball, Kho-Kho, Kabadi, Archery for both boys & girls in three age categories i.e Sub-junior (below 14yrs), Junior (14-17 yrs.) and Senior (17-35 yrs.). The successful participants of the District Level and State Level will be awarded with cash prize of Rs.1,13,91,600/-. 19. Biju Pattanaik Mini Marathon – 2018. Like previous years, this year also the birth day of the legendry statesman Shri Biju Pattaniak has been celebrated on 5th March by Sports & Y.S Department by organising the Biju Pattanaik Mini marathon – 2018 with a budget provision of Rs.12,60,700/-. Around 3500 marathoners of different age category of both male and female were participated in the Mini Marathon. The position holders (winners) of the Marathon in each category were awarded in cash prize of Rs.1,58,000/-. All participants were provided with participation certificate and the winners were provided with merit certificate. 20. COACHING FOR EXCELLENCE The Department has again revived the Coaching for Excellence prog. with a Budget provision of Rs.50,00,000/- keeping in view to energise the Coaches and the inmates of the Department with international standard coaching by inviting the national/international repute coaches of different disciplines such as Athletics, Football, Hockey, Weightlifting & Archery etc.. This year, the Department has organised the coaching for excellence in the discipline of Football for the period from 13th to 16th January and Athletics for the period from 10th Jan’ to 25th Feb’ 2018 by inviting coaches of national repute. Besides, the Department is also going to organise the refresher course on Weightlifting discipline from 16th Mar’ to 19th Mar’ 2018 by inviting two national repute coaches of Indian Weightlifting Federation, New Delhi.

SCHEME FOR PROMOTION OF ADVENTURE ACTIVITIES (A) ADVENTURE ACTIVITIES OUTSIDE THE STATE: Annual Summer Adventure camp was organized at Manali, Shimla and Rishikesh regions from 03.05.2017 to 05.06.2017 in 5 batches conducted by National Adventure Club (India) Chandigarh, National Adventure Foundation ( NAF), H.P. Chapter and National Adventure Foundation (NAF), Uttarakhand Chapter. A total number of 471 participants both male and female including Escort Officers from NCC Directorate, DD (Auto) College, Keonjhar, G.M. University, Sambalpur, Govt. (Auto) College, Sundargarh, Berhampur University and Bikram Dev (Auto) College, Jeypore, Koraput. The adventure activities i.e. High Altitude Trekking, River Rafting, Rock Climbing, Rappelling, Burma Bridge, Flying Fox, River Crossing, Sight Seeing etc. were conducted during the programme with an expenditure of Rs. 58,56,000/- from the budgetary provision on “Promotion of Adventure Activities” during 2017-18. (b) BIJU PATNAIK HIMALAYN EXPEDITON-2017: The second Biju Patnaik Himalayan Expedition was held from 16th to 28th September’ 2017 to Mt. Rudugaira (19,100 ft.) situated in coordinates 30055’56”N 78049’57”E in Gangotri Glacier of Uttarkhand with technical support from Tata Steel Adventure Foundation (TSAF). The three tier Selection-cum-Preparatory Camps were held earlier to finalize the expedition team. Now, the final team consisting of 12 boys and 3 girls will be going on the expedition to Mt. Rudugaira. The expedition was headed and guided by Padmashree Bachhendri Pal, Legendary Mountaineer & First Indian Lady to climb Mt. Everest and Director, TSAF along with Padmashree Premlata Agarwal, First Indian Lady to climb all the seven highest continental peaks. The expedition was flagged off by Hon’ble Chief Minister, Odisha on 12th September’2017. An amount of Rs. 29 lakhs was spent for this Annual programme. (c) CASH AWARD ON OUTSTANDING ACHIEVEMENT IN ADVENTURE ACTIVITIES:

Sri G. Narahari from Rayagada received a Cash Award of Rs. 3 lakh for crossing English Channel in Relay format. Similarly Sri Nrusingha Charan Sahoo was given a Cash Award of Rs. 2 lakhs for scaling Mt. Kilimanjaro, the highest peak in African Continent.
