71. APOLOGIES FOR ABSENCE

Apologies for absence were received from Mr. K. Hounsell (Parish Councillor for Thornton), Mr. C. Billingsley (Advisory Group Member) and Ms. K. West (Advisory Group Member).

72. DECLARATIONS OF INTEREST

There were no declarations of interest.

73. MINUTES

RESOLVED:

That the Minutes of the meeting held on 10 September 2008 be approved as a correct record.

74. POLICE ISSUES

The Chair welcomed Inspector Dave Pryce and Sergeant Paul Wright to the meeting.

Inspector Pryce reported on Crime Statistics for the Crosby area for September 2008, comparing the statistics with those for September 2006 and 2007 and raising some concern about the slight increase in thefts from motor vehicles.

Inspector Pryce informed the Committee about the following matters:

• There would be a minimum of 12 Police Officers on duty from 2 p.m. to midnight on Mischief Night, Halloween and Bonfire Night.

• Sergeant Jane Lewis of British Transport Police (Northern Line) had recently left the area, but it was hoped that her replacement Sergeant Chris Smith would be taking her place soon and would be introduced to the Committee in due course.

• An additional 15 Special Constables had been brought in to police the Crosby Area.

• A male had been given a 5 year custodial sentence for robberies at the Thoroughgoods store in May 2008.

Sergeant Pryce answered a number of questions from Committee Members and members of the public, inviting them to contact him via email about specific matters for concern.

RESOLVED: That

(1) Inspector Pryce and Sergeant Lewis be thanked for their attendance; and

(2) Inspector Pryce be thanked for his feedback.

75. OPEN FORUM

(a) Mr. Wallworth expressed concern about the proliferation of wildlife such as hedgehogs, red squirrels and ducks being killed by motorists entering the conservation area, requesting that the Committee consider funding the erection of road signs warning motorists about the wildlife.

The Committee Clerk informed the Committee that an initial response had been received from Mr. Steve Johnston (Technical Services), stating that the cost of one wildlife sign on a new post would be £119.84. He had also indicated that to avoid ‘sign clutter’, signs were normally only erected in areas where animals were known to regularly cross a carriageway, (e.g. in Road, adjacent to the duck pond); and that the Technical Services Department would be unable to fund such signage.

RESOLVED: That

The Blundellsands Ward Councillors liaise with Mr. Wallworth to consider his request before agreeing how to respond.

(b) Mr. Bain expressed concern about the major litter problem around The Crescent shops and Thornfield Road, Thornton, stating that:

‘What compounds the problem is a lack of litterbins and a lack of co- ordination on collection of bin bags from residents living in the flats who do not have wheelie bins. These uncollected bags become an impromptu tip as people think they are doing well putting their litter on there because of no bins’.

Finally, Mr. Bain stated that he and other residents had complained to the Council about this problem on a number of occasions and that he hoped that this time the problem could be ‘cracked once and for all’.

Manor Ward Councillors informed the Committee that a site meeting would be held next week with officers from the Cleansing Department and Parish Councillor Hounsell, to seek to address the problem of rubbish in the area around The Crescent, Thornton.

It was indicated that the situation had been particularly severe recently due to the illness of two of the cleansing operatives (litter picker and road sweeper) for the area.

Councillors from other wards indicated similar incidences of rubbish accumulation and fly-tipping in their wards, and a general consensus was reached that this was a Crosby-wide problem.

RESOLVED: That

(1) the Environmental Protection Director be requested to address the

problem with the accumulation of bin bags, rubbish and litter at The Crescent shops and Thornfield Road, Thornton;

(2) the Environmental Protection Director be requested to provide 3 robust litter bins in The Crescent at the following locations:

• 1 litter bin fronting Moor Lane, Thornton • 2 litter bins fronting Edge Lane Thornton

(3) the Environmental Protection Director be asked to provide a written response to Mr. Bain;

(4) the Finance Director be informed of expenditure for the litter bins as indicated in Minute No. 78 (2) ‘ Budget Monitoring Report’; and

(c) Mr. B. Wright (Advisory Group Member) raised concern about the condition of the road repairs in Back Lane, Little Crosby. He also expressed concern about drainage problems along Little Crosby Road, causing damage to the estate boundary wall between Lodge and Little Crosby Village, where the mortar joints in the wall were being washed away causing the potential collapse of the wall.

RESOLVED: That

(1) the Assistant Technical Services Director be requested to arrange for an investigation to be carried out on the condition of the road repairs in Back Lane, Little Crosby and to provide a written response to Mr. Wright on this matter; and

(2) the Assistant Technical Services Director be requested to arrange for the investigation of the drainage problems along Little Crosby Road and to provide a written response to Mr. Wright on this matter.

76. A NEW HEALTH SERVICE FOR LIVERPOOL ; WORLD CLASS HOSPITALS, WORLD CLASS SERVICES

The Chair welcomed Mr. Stuart Moore, Assistant Project Director, for the proposed new Royal Liverpool Hospital.

Mr. Moore addressed the Committee about the proposals for the Royal and answered questions thereon.

Mr. Moore indicated that the National Health Service (NHS) and Primary Care Trust’s aimed to develop sustainable world class services and hospitals recognised for their:

• personalised care; • leading edge clinical services, education and research, in partnership with the University of Liverpool;

• a national international reputation for excellence; • hospital services networked with those in the community; • a highly skilled and professional workforce; and • landmark buildings that would be responsive to future changes in healthcare provision.

Mr. Moore indicated that plans for a new hospital had to take into account new technology and treatments, new ways of providing care, increased care at home or General Practitioner (GP) / health care. Also that the existing Royal Hospital needed to change because of the risks associated with the existing outdated engineering systems in the hospital, in order to achieve modern standards and to meet patient expectations for privacy, environment and infection control. He explained that the Royal would be the centre for emergency and specialist care and research; that the Broadgreen Hospital would provide planned care and rehabilitation and that new community services would be developed with primary care.

Mr. Moore indicated the pros for building a new Royal hospital (Option 1), as against refurbishing the existing building (Option 2):

77. AREA MANAGER'S FEEDBACK

(1) North West in Bloom Competition

Further to Minute No. 67 (4) of 10 September 2008, the Area Manager and Committee Members advised about the successes achieved by Crosby entrants to the North West in Bloom competition held on 7 October 2008 at the Liverpool Echo Arena.

RESOLVED: That

(1) Congratulations and thanks be extended to:

(a) Little Crosby Village - for achieving Second Prize in the Small Village Category;

(b) Little Crosby Village - for achieving First Prize in the Discretionary Award category of the Royal Horticultural Society Local Roots Award;

(c) Mr. Bob Wright and residents of Little Crosby for their hard work and commitment resulting in the achievements attained by Little Crosby Village;

(d) Crosby and Waterloo for achieving Second Prize in the Small Coastal Resort Category;

(e) St Luke’s , local residents and the Leisure Services Department for their hard work and commitment resulting in the achievement attained by Crosby and Waterloo in the competition;

(f) residents of Seaforth, One Vision Housing, Housing Market Renewal and the Leisure Services Botanic Gardens staff for their hard work and commitment which had resulted in a commendable first time entry under the Neighbourhoods category, providing a welcome boost to the area; and

(2) the Leisure Services Director be requested to consider the possibility of providing road signs indicating the success of Little Crosby and Crosby and Waterloo in the North West in Bloom Competition 7 October 2008.

(2) Blundellsands Railway Station Subway

Further to Minute No. 67 (1) of 10 September 2008, the Area Manager indicated that a site meeting had been held with the contractor undertaking the redecoration / refurbishment of the subway, and officers from the Technical Services Department, to

review the work, which it was deemed had been carried out to a wholly unsatisfactory standard. The outcome of the meeting had been that the contractors would recommence the work during week commencing 12 October 2008.

(3) Footpath Adjacent to the Coastguard Station, Hall Road

Further to Minute No.67 (2) of 10 September 2008 and Minute No. 32 (1) and (2) of 9 July 2008, the Area Manager indicated that Councillor Parry had requested an update of progress, on the scheme.

RESOLVED:

That the Area Manager liaise with the Assistant Technical Services Director on progress with the footpath and report back to the next meeting.

(4) Junior Area Committee

Further to Minute No. 41 (5) of 9 July 2008, the Area Manager advised that he had met with the Participation Officer from Children’s Services and a representative from the Youth Service, and agreement had been given for a consultation to be undertaken with young people in the area to see if they would wish to be involved in the work of the Area Committee, and if so, in what capacity.

It had been suggested however, that young people might wish to participate in different ways to the current formal meetings (e.g. YouTube), and should be asked about their preferences (if any), for engaging with the Committee. The Area Manager anticipated that feedback on the consultation would be available for Members by Spring 2009.

RESOLVED:

That the Area Manager be thanked for his feedback.

78. BUDGET MONITORING REPORT

The Committee considered the report of the Finance Director on the balance of its budget remaining available for allocation in 2008/09.

The report indicated that since the last meeting, no requests for an allocation of up to £1,000 had been received by the Strategic Director. The Area Manager informed the Committee that he had received 5 requests for funding.

RESOLVED: That

(1) the balance of the Area Committee’s budget available for allocation during 2008/09, be noted;

(2) the following requests for funding from the Area Committee be approved:
