I would like to express my opposition to this plan. Anaheim desperately needs to increase the number of sports parks and facilities in the city. Even though I don't live in Anaheim, I have worked there for over 20 years and can personally attest to the high volume of complaints regarding the poor condition of overly used facilities, the difficulty in finding space to schedule sporting events, the unpermitted use in pocket parks as organizations scramble to create space, etc. Anaheim has partnered with schools and other organizations to maximize the availability of fields but the demand is increasing and it's time to add new facilities. Anaheim has put up with the eyesore that is the retention basin. Now that there is the potential to develop it into something meaningful, the use should be determined by the community. Anaheim needs this park even if no additional housing units are built in the city. My opposition is not a case of "Not in my backyard." It is clear that Anaheim won't benefit from the power plant but it would benefit from a sports park. Now, the city wants to add a "Sports Complex" ? My neighborhood has been experiencing an influx of parking problems, trash, graffiti, public sex, and drugs because of the influx of people into the neighborhood during these events. We, as neighbors have had to police our own community because the police are always too busy to do it for us. This is going to cause an even greater problem resulting in physical acts of violence because the police cannot cope with the demand for service in our area. My wife and I love walking along the Anaheim Coves in the morning, and we have seen so many other people enjoying the wildlife as we walk. I would rather see a power plant built in the area that will be fenced off, then to have homeless transients living in the new sports complex. We love the area the way it is, but if we have to choose between a noisy power plant or a venue that will bring in more people to the area, I would rather see a power plant. Anaheim already has plenty of parks - most of those are inhabited by rough looking, schizophrenic homeless beggars. Just drive through the area and count the number of them at the off-ramps. If you drive through there around 4:00 PM. you will also witness the horrendous traffic for east and west Ball Rd. Thanks OCWD:

It sounds like backroom negotiations are being held to sell the land to a private power company without opening up the process to other interested parties. I am sure there is more than one party interested in purchasing the land and a fair and public process should be followed to allow all interested parties bid 1 propose on the surplus land. I understand that the City of Anaheim is vary interested in purchasing these acres for parkland use and strogly support their effort to purchase it for a public use that compliments the surrounding land use. The purpose of my comment is to urge the OCWD Board protects the public's interest and provides equal opportunity for all interested parties to provide a propsal. Once, all proposals have been recieved the Board will have sufficient information to make a fair and open decision. SUMMARY
On August 26, 2013, the District entered into an Exclusive Due Diligence and Negotiation Agreement (EDDNA) with Basin Development, LLC, a wholly owned subsidiary of Competitive Power Ventures, Inc. (collectively CPV). CPV will be requesting that the District consider beginning negotiations for either a lease or lease option for the Property. Staff from CPV will be at the meeting to discuss their request.

BACKGROUND/ANALYSIS
On August 21, 2013, the Board authorized execution of an ED DNA with CPV for a potential lease or lease option agreement for an electrical generation station on the Ball Road Basin property (Property) in Anaheim; with an exception to negotiate with and/or lease the property to the City of Anaheim for similar purposes, should the District and the City so desire; and authorized execution of an access license to allow CPV to enter the Property to conduct investigations to determine its feasibility for use as an electric generation station. On August 26, the Agreement was executed with CPV. The Agreement includes a $10,000 payment by CPV and requires that CPV furnish to the District reports prepared by or for Basin regarding the property.
Staff has been advised by CPV that due to an accelerated schedule by the California electrical regulatory agencies and/or providers, that CPV will be requesting that the District consider beginning negotiations for either a lease or lease option for the Property.
Per the EDDNA, within 30 days of CPV's submission to District of the deliverables specified in paragraphs 2.2.1 and 2.2.2 above, but in no event later than the end of the Due Diligence Period, the Board of Directors of the District ("District Board") shall consider the Project, Project Plan, Developer's financing proposal for the Project, and all other matters affecting the Project, and determine in its sole discretion whether the District desires to enter into an Option Agreement or Lease Agreement to lease the Property to CPV to develop the electric generating Location Map BALL ROAD AND PHOENIX CLUB DRIVE

When the OCWD partnered with the city of Anaheim to create Anaheim Coves in our neighborhood I was impressed that the water district had our best interests in mind. The Anaheim Coves trail was a wonderful addition to the area and is used daily by many residents and families as a very accessible walking/running/biking trail. Dear Power Plant Proposal in Anaheim Coordinator,
As a resident that would be impacted by a Power Plant in this area, my wife and I have been an 18 year resident of this East Anaheim area. With the abundance of traffic on the 57 Freeway in this corridor, the amount of smog and black dust has multiplied over the years. This area is unique since it has 3 elementary schools within a 4 mile radius of the proposed site along with South Junior High School and Katella High School being less than 2 miles away. As you have cooperated with the City of Anaheim to create the walking path on the other side of Ball Road to Lincoln Street, wny don't you do the same and sell the propperty to Anaheim as well. Your Power Plant proposal is not in the interest of the many people who live in this area and with Angels Stadium and the Honda Center so close to this property it does not seem to work in this area mix if the Platinum Triangle is also expanded with high rise condos. We would be there at the meeting in the morning if we did not have a scheduling conflict and if you truly cared about getting input from the residents, you should of had this meeting at the Phoenix Club, instead of in Fountain Valley, since many of us elderly would need to get up so early to fight the traffic to get there. This implies this location was selected for a reason, so we can't get there to voice our opinion!!!!!!!

Although I realize the need, I think that this tourist/residential area is not a good location. A community center and park is a much better use of the land and definitely needed in the city of Anaheim. Given the high number of apartments in this area of Anaheim and Orange as well as the bus line on Ball Rd, a community center/park would be well used. As a resident of Orange and a City of Anaheim employee, I am opposed to the building of a power plant on the 20 acres of land near Ball and the 57 Fwy. In addition to the site being close to large venues such as the Honda Center, Stadium and the upcoming Artie, the area is extremely close to the last horse stable along the Santa Ana River. The Rancho Del Rio Stables have been in their location 40 years and provide extremely valuable services such as therapeutic riding, community recreation programs, camp outs and riding lessons. Aside from the aesthetic viewing of exhaust stacks during a ride, the proximity of several exhaust stacks in the immediate area would be detrimental to the welfare of the horses and any residents in the nearby area.
The City of Anaheim should be given an opportunity to purchase the land to make a park; this is more conducive and appropriate land usage for the area. They have expressed their willingness to work on finding a more suitable location for the power plant and should be given that opportunity!
NO power plant at the Ball Road Basin!!!!

This proposal is impacting an area where you have 3 elementary schools, I junior high school, and I High School within a 4 mile radius of this particular property. I live within I mile and a half of the proposed power plant property and in living in this area for 18 years, I have seen more smog and black dust accumulate in my home. A power plant would make this area more unhealthly for the school children who play outdoors as well as the abundance of people who live within a mile of the property. There are many apartments close to this area and they need more park space for their children to play. You should work with Anaheim to find another suitable parcel in the city. With this parcel being close to a major water way for this area, are you creating another Fukushima problem in the future????? You are not looking at the long range picture and only trying to fatten your budget by not considering the residents not wanting something like this in our own backyard.
