1. Introduction

In the period from May 2011 to September 2013, CISM, SUMOC and the ROK MND discussed on the content of an official final contract of organization of the 6th CISM World Games. Such contract would aim at establishing fundamental relationships, rights and duties of all involved parties. The contract was signed on 5 September 2013 in Seoul by the CISM President, Colonel Hamad Kalkaba Malboum and the President of the 6th CISM World Games Organizing Committee, Mr Kim Sang-Ki

2. Purpose of these regulations

The purpose of this document is on the one hand to detail the organization criteria for the organizing Committee for the 6th CISM World Games, and on the other hand to establish the rights and duties of all stakeholders in the 6th CISM World Games.

- 5 - 3. Reference and languages

The organization of the 6th CISM WG is governed by the CISM Statutes, the CISM Regulations, the present General Regulations of the 6th CISM WG and the contract of organization signed between CISM and SUMOC. The competitions will be conducted in accordance with most recent CISM Sports Regulations.

All official documents concerning the 6th CISM WG will be made in English. The website of the 6th CISM WG will be made in 3 languages: English, French and Korean.

Words importing the masculine gender shall include the feminine. Words of the plural number shall include the singular. Words of the singular number shall include the plural.

4. Abbreviations used in these regulations

The following abbreviations will be used throughout these regulations:

- 6 - 5. The 6th CISM World Games Organizing Committee

5.1. Composition ROK MND officially constituted the 6th CISM World Games organizing Committee (SUMOC). The members of SUMOC shall be responsible for all matters related to the planning and execution of the 6th CISM WG. SUMOC will be the only point of contact of the CISM CC for all matters related to the 6th CISM WG. SUMOC commits itself to send the organization chart and all related job descriptions and tasks assignments to CISM CC not later than 18 months prior to the Games.

CISM KOR and SUMOC must undertake to:

Ÿ Respect the CISM statutes, the CISM Regulations and to adhere to the regulations of the 6th CISM WG; Ÿ Obtain formal guarantees from its Government that it will provide the necessary cooperation for the success of the 6th CISM WG; Ÿ Obtain formal guarantees from its Government at all times regarding protection issues and that competitors and officials from all countries entitled to participate to the 6th CISM WG will have encounter no difficulties in attending the event or in leaving afterwards; Ÿ Obtain guarantees from KOR NOC and KOR NFs that they will guarantee all their technical support to the supervision and the realisation of the sports competition; Ÿ Obtain formal guarantees from its Government that it will provide the necessary cooperation for the security of all the participants during the 6th CISM World Games; Ÿ Insure the proper and honest implementation of all agreements on Television and Broadcasting as they appear in the contract of organization; Ÿ Protect on the territory on the Korean Peninsula the CISM emblem, logo as well as the official emblem and logo of the 6th CISM WG; Ÿ Commit itself to apply the International Sports Federation rules and national and local laws concerning security in all sports venues;

- 7 - Ÿ Ensure the proper and honest implementation of all agreements on Marketing, sponsorship and merchandising as they appear in the contract of organization; Ÿ Provide referees and judges according to the CISM and ISF’s rules for those sports where the participating countries are not responsible for the referees and judges.

The Government of Korea must give formal guarantees that no political meetings or demonstrations will be held in the Stadium or other sports grounds used for the 6th CISM WG nor in the living places of the competitors and that it does not intend to use the 6th CISM WG for any purpose other than in the interests of International Military sport.

5.2. Role and functions SUMOC is responsible for all aspects of the long-term preparation of the Games, i.e. :

Ÿ Drawing up a financial plan Ÿ Drawing up an exact calendar Ÿ Drawing up an exact day by day program Ÿ Drawing up the operating chart Ÿ Drawing up a communication plan Ÿ Appointment of the organizing committees members and sub-committees Ÿ Informing the relevant Presidents CSC of all sports technical aspects Ÿ Sending invitations to the CISM countries Ÿ Sending invitations to the official CISM representatives, the presidents, secretaries and members of the relevant sport committees Ÿ Sending invitations to the national and international federations Ÿ Sending out invitations to partner firms and sponsors Ÿ Organization of a press centre and daily information conferences, etc.

- 8 - 6. The CISM Coordination Committee

6.1. Composition The CISM Coordination Committee is permanently composed as follows:

Ÿ The CISM President, Ÿ The CISM Secretary General Ÿ The 6th CISM World Games Project Manager Ÿ The CISM Sports Director Ÿ The CISM TV and Broadcasting appointed consultants Ÿ The CISM Marketing and sponsorship appointed consultants Ÿ The Korean Officer detached on the CISM General Secretariat (March 2014-December 2015)

In addition to these 7 permanent people, other members may be appointed by the CISM President to integrate the CISM CC in accordance with their expertise and technical contribution in a specific domain relating to the organization of the Games and CISM shall reserve the right to amend its composition the CISM CC. Any uprising costs related to the temporary appointment of additional external consultants shall be borne by CISM.

As far as the sports technical matters are concerned, the Presidents of the CISM Sports Committees whose sports are programmed in the Games shall serve as technical advisors to the 6th WG PO.

CISM CC shall provide the knowledge and expertise, which CISM has acquired over the years as a result of it overseeing the organization of the previous World Games and World Championships, to assist the Organizing Committee in relation to the planning, organization and operation of the Games.

CISM CC shall send its organization chart and all related job descriptions and tasks assignments to the Organizing Committee no later than three (03) months after the signing of this Contract

- 9 - 6.2. Role and functions The CISM CC is the official representative of CISM during the whole period of preparation, running and follow-up of the Games. It is in this sense the direct contact with SUMOC. The 6th CISM WG PO will be the point of contact of SUMOC to address any question-request or queries to CISM CC.

The main role of the CISM CC is to supervise the preparation of the Games and to ensure that this preparation strictly follows both the CISM Regulations and the Regulations and spirit of the CISM WG. The CISM CC shall inspect on site the evolution of the preparation of the Games, and shall guide, support and assist SUMOC to ensure the smooth running of the Games.

The CISM CC shall serve as a link between the various constituting bodies of CISM (GA, BoD, Del, etc.) and SUMOC.

- 10 - 7. Presentation at the CISM BoDs and GA

7.1. Report to the CISM BoD The President of SUMOC, or, the Chief of CISM KOR, may be convoked by the CISM BoD to present once a year a report on the evolution of the preparation of the 6th CISM WG. In such a case, all costs will be covered by SUMOC.

The CISM CC shall convoke the President of SUMOC at least 6 weeks prior to the date of the BoD meeting. The different topics to be presented in that report will be commonly decided between CISM CC and SUMOC.

7.2. Report to the CISM GA

7.2.1. Introduction SUMOC and the CISM CC will report to CISM GA on the evolution of the preparation of the Games. The different topics to be presented in that report will be commonly decided between SUMOC and the CISM CC. For the report, a SUMOC delegation separate from CISM KOR shall participate in the GA. The size of the delegation shall be determined through mutual agreement between CISM and SUMOC. The conditions of stay for this SUMOC delegation, such as local transportation and accommodation, will be provided at the same level as CISM KOR.

7.2.2. Bilateral meetings At the General Assembly 2014 and 2015, SUMOC will send a team whose members are duly informed on the different organizational details of the 6th CISM WG. The main task of this team will be to hold some bilateral meetings with the CDEL of CISM Member Nations attending these GA. The composition of this team shall be coordinated between SUMOC and the CISM CC.

- 11 - 8. Responsibilities

8.1. Introduction In reliance upon all the matters referred to in the official contract of organization appearing in annex 1 to the present regulations, CISM has decided to entrust the organization of the 6th edition of the CISM World Games in GYEONGSANGBUK PROVINCE (Mungyeong, Gimcheon, Yeongju, Andong, Sangju, Pohang, Yeongcheon, Yecheon) as host of the Games in the year 2015 to KOREA.

SUMOC undertakes to fulfil its obligations in a timely fashion and in full compliance with the provisions of the CISM Statutes, CISM Regulations, the Regulations for the 6th CISM WG and the contract of organization.

The present Regulations constitute the rules governing legal relations between all parties. By “parties” is meant all persons by public, private, physical or moral right, participating in the organization of the 6th CISM WG.

SUMOC is obliged to provide the text of the present regulations to all persons who are working for the organization of the Games. Consequently, any member of SUMOC is responsible for applying these regulations, without restrictions, for all particular agreements.

In case of a disagreement in the interpretation of these Regulations, the English text prevails.

8.2. CISM CC Preparatory visits In order to ensure an optimal preparation of the Games and to make the collaboration easier, preparatory visits are mandatory. These visits will be organized in Korea, in Seoul and when judged appropriate in the various cities hosting sport events.

- 12 - The schedule of the preparatory visit is to be determined jointly between CISM CC and SUMOC. SUMOC provides for the expenses such as local transport, accommodation and conference facilities that is required for the visit. CISM CC is responsible for travel to Korea.

If the CISM CC or SUMOC determines that an urgent meeting is required regarding a special issue, the most appropriate date is determined through mutual coordination.

8.2.1. Participants – Responsibilities The CISM CC, both in its composition, will participate in these visits and will report to the BoD on the ongoing preparations of the Games. SUMOC will be represented by its President and each appointed managers of each department of SUMOC.

SUMOC will be accompanied by responsible officers that most closely befit the topics of the visit.

The meetings will be based on a common agenda drafted by the SUMOC and the 6th WG PO 6 weeks months before the start of the meeting. The 6th WG PO and SUMOC SG ensure the redaction of the minutes of the meetings which will be co-signed.

Each party shall commit that their respective appropriate follow-up is duly and timely carried out.

- 13 - 9. Media

9.1. Introduction To encourage the broad contribution of news reports by Television, Radio and Internet, and to ensure the full rights of the event for CISM, SUMOC will establish a Media section within its structures. This section will be always in close collaboration with the CISM CC.

CISM has produced a document called “CISM WORLD GAMES TV GUIDELINES”. This document describes the required level of production of images for the CISM World Summer Games.

Following the signing of the contract of organization, SUMOC shall produce a clean international TV signal with the images of the 6th CISM WG respecting the minimal requirements set in the CISM World Games TV Guidelines.

By Oct 2014 SUMOC & CISM CC will develop together the TV Production and Operation plan.

This plan (in compliance with the CISM World Games TV Guidelines) must insure that the image of CISM and ROK Armed Force & MND, the symbolic and the spirit of the CISM World Games as well as the representation of its authorities will be properly foreseen in the communication actions.

Such plan shall consider the CISM presence in terms of logo, messages and sponsors in all documents and places where the Games will take place. Any book, video or other media, edited at the end or after the Games, is the exclusive property of CISM.

- 14 - 9.2. Press Facilities and Services SUMOC and CISM CC shall jointly undertake to attract journalists and photographs from the written press, both from national and international media either military or civilian.

Each participating nation will be able to register a press team under the limits and conditions fixed in the invitation files that will be issued to all the Member Nations at the GA 2014. Specific accreditation for members of Press teams shall be issued.

SUMOC shall organize a main International Press Centre (IPC) in the KAFAC offices in Mungyeong. Smaller Press Centres shall also be established at other locations and specifically at the Pohang zone where several sports are concentrated.

The results services, as detailed in point 11 - "Data Processing", should be sent free of charge to all International Agencies, designated by CISM. These results should also be given to all the accredited media free of charge. All the system of accreditation will be submitted to CISM approval and a list of accredited media will be sent regularly to CISM in the year preceding the Games.

SUMOC will provide the services of a professional photo-agency, which will cover every competition and provide make all photos to CISM CC.

- 15 - 9.3. Television and Radio Broadcasting 9.3.1. Introduction CISM remains the only owner of all rights related to its events. The following rights are therefore the exclusive property of CISM: the right to sell, transmit and replay all images and sounds during 6th CISM World Games 2015, including all television and broadcast rights by any means whatsoever (including traditional transmission techniques and by way of telecommunications satellite, cable, ATM closed-circuit, Internet or any other transmission technique existing and future), video and film recording rights and any and all rights to photograph and otherwise record the 6th CISM World Games 2015 by any means whatsoever.

By signing the contract, SUMOC undertakes: Ÿ To ensure the production of a clean International signal respecting a process commonly agreed based on the specifications appearing in the CISM WORLD GAMES TV GUIDELINES Ÿ To collaborate with the agency mandated by CISM to consult on the production plans of the TV signal Ÿ To collaborate with the CISM Executive Broadcaster for all matters under point 9.3.2.

All international television signals (including sound and picture) produced by the Host Broadcasting organization shall be copyrighted in the name of CISM and those notices should be shown at the beginning and end of the daily coverage of each sport, together with such other notices as CISM may require.

- 16 - 9.3.2. Broadcasting SUMOC shall appoint the TV company appointed to act as Host Broadcaster of the Games. The latter shall commit to entirely collaborate with the CISM CC. SUMOC keeps at its sole right the possibility to distribute for free all signals of the games limited to the Korean peninsula. A technical specificity to be agreed upon by the CISM agency in charge of consulting on the TV production shall entirely limit this territorial distribution to the Korean peninsula.

CISM shall appoint a company as CISM Executive Broadcaster which is the sole official entity empowered to broadcast any image of the games outside the Korean Peninsula.

The acquisition of the international signal shall be done via the Executive Broadcaster appointed by CISM. However, within the Korean peninsula, this will be done via SUMOC. That international signal shall be distributed for free to all military channels. In order to prevent the illegal acquisition of the signals, the HB shall ensure a proper encrypting of all signals.

Any CISM Member Nation wishing to use the signal for its national military or civilian TV channels shall request the authorization to the CISM 6th WG Project Officer no later than 60 days before the Opening Ceremony.

All commercial operations of Broadcasting addressed to commercial civilian channels, excluding commercial operations within Korea, shall be treated by the CISM Executive Broadcaster only. All generated net revenues shall be shared in accordance with the statements of the contract of organization.

- 17 - 9.4 Press Conferences Under the supervision of CISM, SUMOC must include into the Games’ programme several official information (press) conferences devoted to the ongoing competitions. The purpose of these meetings is to promote CISM, 6th CISM World Games and the sports performed during the Games. It is conducted jointly by:

Ÿ The CISM President and the President of SUMOC, who chair the meeting Ÿ The CISM Secretary General Ÿ CISM 6th WG Project Officer Ÿ The SUMOC’s PR Officer

It should aim at considerable impact and may be profitably followed by a drink or cocktail party. It is only one of the many ways of promoting CISM and should be preceded and followed by a proper public relations campaign, including press articles, television spots, radio broadcasts, posters, panels, photographs, etc.

- 18 - 10. Marketing, Sponsorship and Merchandising 10.1. Protection of the CISM brand The CISM 'Brand' (Logo, Emblem, Mascot and other officially created symbolic forms) shall be protected under comprehensive trademark, copyright, and special protection laws. SUMOC shall, upon request, protect the CISM Brand in the Republic of Korea before and during the Games. Any proposal or request by SUMOC of use of the CISM Brand, other than those directly linked to the marketing or promotion of the Games, shall be subject to the authorization of CISM CC.

SUMOC shall protect all brands relating to the Games under comprehensive trademark, copyright, and special protection laws. SUMOC shall put forth its best effort to protect the Games brand and prevent the infringement of the Games brand intellectual property rights in the Republic of Korea. CISM also shall protect the Games brand in cases not directly related to the marketing or promotion of the Games. Any proposal or request of use of the Games brands, other than those directly linked to the marketing or the promotion of the Games, shall be subject to the prior authorization of SUMOC.

The brands and concepts of CISM, the Games, and SUMOC shall not be associated, in any case, with any political, racial, religious propaganda or demonstration. Likewise, the brands and concepts of CISM, the Games, and SUMOC shall not be associated with lethal weapons, high-alcohol beverages and tobacco products, in strict compliance with the international sports marketing rules and national Korean law. However, products including various military equipment and materiel (excluding lethal weapons) and low-alcohol beverages may be allowed as official sponsor and supplier product categories. * Low-alcohol beverages shall mean those containing under 13% alcohol by volume.

- 19 - 10.2. Marketing Program In this Contract, the following terms shall have the following definitions, unless context demands otherwise:

Ÿ "The CISM World Sponsorship Program (hereinafter 'WOSP')" shall indicate a program that develops, performs, and/or executes any commercial marketing plan and/or activity, covering all forms of commercial rights related to the CISM World Games. Ÿ "Games Marketing Program" shall indicate a program by SUMOC that develops, performs, and/or executes any commercial marketing plan and/or activity, covering all forms of commercial rights related to the Games. Ÿ "Official Sponsor" shall indicate any party that has entered or will enter into any form of sponsorship agreement with CISM and/or SUMOC covering the rights and opportunities relating to the CISM World Games and/or the Games. In return for the rights and opportunities granted to Official Sponsors, an Official Sponsor shall pay a sponsorship fee in cash or provide value-in-kind (VIK) to CISM and/or SUMOC. Ÿ "Official Supplier" shall indicate any party that has entered or will enter into any form of sponsorship agreement with CISM and/or SUMOC covering the rights and opportunities relating to the CISM World Games and/or the Games. In return for the rights and opportunities granted to Official Suppliers, an Official Supplier shall provide VIK to CISM and/or SUMOC, to be provided and deliverable in accordance with the provisions of the relevant agreement. Ÿ "Sponsors' Rights Package" shall indicate the list of specific rights and opportunities, elaborated in this Contract, which are granted to Official Sponsors, Official Suppliers, and/or the Official Licensees as a result of all forms of sponsorship or license agreement with CISM and/or SUMOC. Ÿ "Value-in-Kind (VIK)" shall indicate the physical products and/or services, provided by Official Sponsors, Official Suppliers, or Official Licensees in return for the specific rights and opportunities granted under this Contract. Ÿ "Korean Territory" shall indicate the specific space encompassing the land, waters, and airspace that is under the control of the Republic of Korea.

- 20 - SUMOC agrees that CISM is entitled to officially appoint the CISM Marketing Agency for WOSP in the field of sports marketing and sponsorship. SUMOC shall collaborate with the CISM Marketing Agency in designing the Games Marketing Program.

CISM has developed a quadrennial sponsorship plan based on four events over the period from 2012 to 2015. That plan is named "CISM World Sponsorship Program". Any company integrated in the WOSP shall be considered a CISM Official Sponsor. SUMOC is held to respect the CISM Official Sponsors.

Provided that the terms and prescriptions of this Contract are respected by SUMOC, and provided that SUMOC fulfills its obligations in a satisfactory manner, CISM transfers to SUMOC all rights related to the Games Marketing Program and commercial opportunities in the Korean territory. The Marketing Program shall be submitted to CISM CC to confirm that it does not contain elements or plans that go against the terms of this Contract or the principles and spirit of CISM.

Where particular categories of products and/or services are common to both the WOSP and the Games Marketing Program, CISM shall have priority in searching for and activating the Official Sponsors and/or Suppliers in these particular categories. However, CISM shall transfer this priority to SUMOC fifteen(15) months before the start of the Games.

Prescriptions concerning WOSP sponsors or Games Marketing Program sponsors, relating to the sharing of revenues, adjustment of product/service categories, and the provision of the rights packages are elaborated in Annex 3 to this Contract.

- 21 - 10.3. General Procedures of Collaboration between SUMOC and CISM(Marketing Agency) In accordance with section II.2.b of the Contract of Organization, SUMOC shall, upon request of CISM, collaborate with the CISM Marketing Agency officially appointed by CISM in establishing and executing the Games Marketing Program. The procedures of collaboration appear in the Annex 3 to the contract.

11. Data processing

SUMOC shall develop such systems as may be required to generate and transmit information relating to the Games, including all sports events to those persons requiring the same and as shall be designated by CISM. SUMOC will produce and submit a report on the operational results of information processing after the end of the Games.

- 22 - 12. Place and Overall program

CISM has entrusted the organization of the Games to Republic of Korea, as the Host Country, and Gyeongsangbuk Province (Mungyeong, Gimcheon, Yeongju, Andong, Sangju, Pohang, Yeongcheon, Yecheon) as the Host Region.

As the Host of the Games, SUMOC and Gyeongsangbuk Province (Mungyeong, Gimcheon, Yeongju, Andong, Sangju, Pohang, Youngcheon, Yeongcheon, Yecheon) shall commit, jointly or separately, to fulfill their obligations timely and in full compliance with the provisions of the CISM Statutes and Regulations, the Regulations of the Games, and the Contract of Organization.

The Games shall be executed from the second (2) to the eleventh(11) of October of the year 2015.

- 24 - 14. Invitation File

14.1. Invitation procedures Every CISM Member Nation must receive an official invitation file. The invitation file has to be signed both by Pres CISM and the chairman of SUMOC. In this sense, the draft of invitation file shall be jointly realized between SUMOC and the CISM CC.

The following timeline of activities shall be respected:

The Organizing Committee will extend invitation files to all member nations at the CISM General Assembly 2014. SUMOC shall extend invitations, by regular mail to the Delegations not present at the 69th General Assembly.

In addition to delivering the invitation files during the General Assembly and Congress, SUMOC shall extend 1 official invitation files via diplomatic channels. This formality is essential.

- 25 - 14.2. Reply to the invitation The reply to the invitation is made by means of the following agreements of participation. SUMOC should bear in mind dispatching delays, so that these documents may reach the organizing country within the required deadline.

14.2.1. First preliminary agreement of participation The preliminary agreement, informing the organizing country of the exact number of participants per nation and the concerned sports and thus representing an important operational basis, is requested to be returned at least 12 months in advance before the start of the Games (1 Oct. 2014).

14.2.2. Second preliminary agreement of participation This second preliminary agreement is requested to be returned at least 6 months before the start of the Games (15 March 2015). It will compile all information about the number of the athletes and other members of the missions in details per sport. In addition to the sports information, the participating nations shall send all information on the following topics:

Ÿ The participating nations shall indicate their provisional travel plan if already available Ÿ Commitment by the Chief of Delegations Ÿ VIP information Ÿ Visas clearances and procedures Ÿ Military airplanes requests for authorization Ÿ A list of top athletes who will participate in the Games is requested to enhance the media and the sponsors' awareness

- 26 - 14.2.3. Final agreement of participation This agreement is requested to be returned till 1 August 2015. It will dress the exhaustive nominative list of all members of the Missions. This final agreement is the final confirmation of participation in the Games.

14.2.4. Online registration procedures SUMOC shall create a 6th CISM World Games 2015 Website at its earliest convenience (see point 27 of the present document).

One of the sections of this Website shall be dedicated to an “online registration program” allowing every CISM Delegation to register its mission to participate in the 6th CISM World Games. This online registration program shall be easy to use and shall refer exactly to the precise information described in the 6th CISM World Games Regulations Handbooks I and II.

A guide ‘how to register online” describing the different steps of the procedure shall be sent to every CISM Delegation and shall be put online.

- 27 - 15. Program (Handbook I)

The program Handbook I will be attached to the Invitation file, and informs the missions about the following points:

Ÿ General calendar with main dates (arrival, ceremonies, departures) Ÿ General Composition of the Mission Ÿ Rules of Stay Ÿ Withdrawal of participation Ÿ Travelling Ÿ Arrival points Ÿ Departure points Ÿ Logistical organization Ÿ Ceremonies and protocol; Ÿ Cultural activities Ÿ Appropriate maps of the different locations Ÿ Hosting nation, cities, etc related other information Ÿ Ground description for some of the events (nature, vegetation, profile, etc.) For amphibious cross-country, sailing, etc., Ÿ Information and tourist-guides may also complete the file of the organizing city and its surroundings.

The Information per Sport HandbookⅡ will be attached to the Invitation file, and informs the missions about the following points for each sport:

Ÿ Detailed calendar and schedule of all competitions and meetings (Preliminary meeting, Technical meeting, etc) Ÿ Format of the competitions Ÿ Detailed Composition of the team Ÿ Detailed sports technical regulations into force during the Games Ÿ Specificities linked to the use of weapons and ammunitions (if applicable) Ÿ Medals, awards and conditions Ÿ Anti-Doping Regulations Ÿ Any other relevant information linked to every sport

- 29 - 17. Composition of a Mission

17.1. Mission Teams sent by their countries to participate in the Games are called "missions". The composition of a mission per sport is given in the Regulations HandbookⅡ. The main actors of a World Games are the athletes. Delegations are required to strictly respect the standard composition of a participating mission. No other additional member may be included in the mission without special authorisation from the SUMOC. In all cases where the composition is not respected, SUMOC has neither financial nor organisational obligations towards people who are not included in the mission (relatives, spectators, etc.) and additional expenses may be charged. Any exception must be discussed and authorized by SUMOC.

A mission participating in the 6th CISM World Games is composed by different categories of participants. Each categories of participants is subject to specify rights & duties in terms of logistics, accommodation or transport arrangements.

- 30 - 17.1.1. Mission Officials Chief of Mission Every participating country shall designate a Chief of Mission who shall be entitled to represent his country. There can be only one Chief of Mission appointed per country for the whole duration of the Games. In the event an official Chief of delegation (see definition in the CISM Regulations) attends the 6th CISM WG, it shall be automatically considered as the Chief of Mission.

Deputy Chief of Mission When the size of the Mission exceeds 30 individuals, every country can designate a deputy Chief of Mission according to the following table:

17.1.2. VVIP One of the main goals of the CISM World Games is to promote links of friendship and mutual understanding between the military people of our Member Nations. In this sense, at the CISM World Games, many missions honour CISM and the host country with the presence of high military, political and sports dignitaries. A special attention must be paid to these people who have to be taken care of according to the highest national Korean and CISM protocol.

The VVIP category includes: • Head of State • Prime Ministers • Ministers of Defence • Ministers • Chiefs of Staff • Visiting 3 star (and more) General • President of CISM • President or his representative from the IOC • Presidents of the IFs • Representative from UN

- 31 - 17.1.3. CISM VIP The International Council, as owner of the Games is fully authorized to allow the participation of its VIPs in the 6th CISM World Games. The people considered as CISM VIPs are the following ones:

Ÿ Secretary General (1) Ÿ Vice-Presidents of CISM (4) Ÿ Members of the BoD (14) Ÿ CISM Commissions Presidents (3) Ÿ Treasurer General (1) Ÿ Former CISM Presidentes and SGs Ÿ 6th CISM World Games Project Officer (1)

17.1.4. Sports Officials For the complete details regarding the sports officials belonging to each sport, please refer to the “6th CISM World Games Regulations Handbook Ⅱ.”

From a general rule, every sport has the following officials: Team captain. Ÿ One per sport. Ÿ For Football, Volleyball and one per gender

Mission doctor or physician Ÿ The number of doctor or physician per mission will be in accordance with the technical regulations.

Referees and judges Any member nation must bring with its mission and at its own costs the required referees and judges as detailed in the 6th CISM WG Sports technical Regulations. In case a member nation can not send with its mission the required referees and judges, a written request must be sent to the organizer along with the Second Preliminary Agreement of Participation. In such case, SUMOC will provide the required referees and judges, however the mission not bringing the referee will have to pay a fixed price of 300 USD per referee per day. Civilian referees meeting the technical criteria are accepted as long as they conform with the conditions of stay.

- 32 - 17.1.5. Competitors For the complete details regarding the competitors belonging to each sport, please refer to the “6th CISM WG Sports Technical Regulations. Handbook Ⅱ” Only military service men/women in active duty in their specific armed forces can compete in CISM events.

17.1.6. Press accompanying missions Each mission may be accompanied by an official press.

17.2. Modification of the composition of a Mission Certain flexibility must be applied in such cases. In any case, a good communication between the SUMOC and the participating mission is essential to solve any misunderstanding.

Any modification in the composition of the Mission officials, VVIPs or VIPs shall be coordinated by the competent SUMOC committee (accreditation and hospitality committee).

Any modification in the composition of the sports officials or competitors shall be done by the use of a Late Athlete Replacement Form (LARF). This form shall be part of the invitation file.

- 33 - 18. Withdrawal of Participation

Any nation that withdraws from participating in the World Games, after having sent a final entry form, is requested to notify the organisers at least one month before the opening of the Games (with copy to the CISM General Secretariat). An amount fixed by the CISM CC will anyway be charged for administrative costs.

18.1. Withdrawal of the whole mission Such nation would have to pay a penalty charge to be fixed by the CISM BoD at its meeting 2015-1

Any nation not informing the Organizing Committee of its withdrawal in addition to the above administrative cost will also have to pay another penalty charge to be determined by the CISM BoD at its meeting 2015-1

In this case, the debts will be added to the amount of the withdrawn country’s CISM annual membership fee.

18.2. Withdrawal of a part of the mission If a mission does not bring an athlete or team (team sports) previously enrolled in the final entry, they will have to pay a penalty charge per capita to be fixed by the CISM BoD at its 2015-1

Any payment shall be done to the SUMOC upon arrival and registration in Korea.

Any mission refusing to pay the penalty charge will be refused participating in all events and from that moment onwards, neither CISM, nor SUMOC will have any obligation towards the defaulting mission

- 34 - 19. Travelling

As a general rule, travelling expenses of participating authorities and missions to the venue of the 6th CISM World Games are borne by the delegations they belong to. Local transportation is mandatory from all the accommodation sites to all the sports competition and official venues, these costs will be borne by the Organizing Committee.

20. Arrival

20.1. General As a general rule, missions are required to strictly comply with the scheduled arrival dates fixed in the invitation.

20.2. Early arrival of an expected mission In all cases, missions arriving too early must pay the extra accommodation costs to the organizing Committee upon their arrival. In case the mission is not able to pay these accommodation costs, the mission will not be allowed to participate in the Games.

20.3. Late arrival of an expected mission 20.3.1. Before the Technical Meeting Expected missions will have normal participation.

20.3.2. After the Technical Meeting (drawing of lots)

1) Before the Start of the Competitions. Expected missions will have normal participation. During the technical meeting, the athletes and teams are placed by drawing of lots following the same procedure as the Nations present.

- 35 - 2) After the Start of the Competitions. Expected missions will be allowed to compete following the planned programme. On no account should the events in progress or those already completed be repeated.

The drawing of lots for the coming events will not be repeated. The teams and individuals of the missions concerned are placed, at the convenience of the Technical Jury, in those positions which will not affect the drawing of lots.

For teams : All matches or events not played are to be forfeited. For individuals : All events not participated in are lost.

20.4. Arrival of an unexpected mission SUMOC is not held to accept the participation of these missions. The missions not sending the Final Agreement till the deadline must request their participation to SUMOC before arriving in Korea.

If SUMOC authorizes the participation and the mission arrives after the Technical Meeting on no account should the events in progress or those already completed be repeated.

- 36 - 21. Departure

21.1. General As a general rule, missions are required to strictly respect the scheduled departure date(s) fixed in the invitation.

21.2. Early Departure No sanctions will be applied if an athlete or a mission leaves the Games with the approval of SUMOC because of absolute necessity or in case of emergency (e.g. injuries, flight connection, problems, death of a family member etc.)

21.3. Late Departure In all cases, missions leaving after the fixed date must pay extra accommodation costs.

- 37 - 22. Rules of Stay

22.1. General The Chiefs of Mission at the Games or their deputy (ies), are responsible for the behaviour of their mission. The missions fall under the jurisdiction of the organizing City. During the Games, all athletes present on the playing fields are equal before the jury, the referees and themselves. No one may use his rank to impose his views on sports matters.

22.2. Military status of the participants CISM is by definition a Military organization. In this sense, all the athletes participating in the 6th CISM World Games shall be military personnel in active duty in their respective Armed Forces. A copy of every individual’s Military ID Card shall be requested upon registration. If, it occurs that an individual athlete cannot present an official military ID Card, he/she shall not be allowed to take part in the 6th CISM World Games, and SUMOC shall not have any obligation towards this individual (no board and lodging)

The accompanying people, such as Coaches, doctors or mechanics shall preferably be Military Personnel too. Nevertheless, civilian members are accepted. These civilian mission members must conform to the disciplinary rules accepted by all other participants.

- 38 - 22.3. Military Uniforms Except in case of an emergency, recognised and approved by the Official CISM Representative, all participants must wear their national military uniform during official ceremonies such as the opening and closing ceremony of the World Games. Individuals without proper uniform will not be allowed to participate in the Games.

The presentation of medals can be done in sports suits, if for organizational reasons it is not possible to wear military uniform. This is the case e.g. when the presentation immediately follows a competition sports event. But, whenever possible, the medal ceremony will be done in uniform to enhance the military character of the Games.

22.4. National Track-suit It is mandatory that competitors have at least one official track-suit (training) and official jersey/polo, preferably in the national colours with the name of the country, official shorts, socks and sport-shoes. Caps are not mandatory.

22.5. Advertisement Any sportsmen/women failing to respect these advertising regulations will be subject to sanctions.

All advertisement on suits, equipment & national track suit during the sports competitions and medal awarding – at the competition areas and in the accommodation sites has to be in accordance with the regulations of the relevant International Federation.

All types of advertisement which goes against ethics, or the spirit of sport and CISM are strictly forbidden.

- 39 - 22.6. Forbidden Actions In conformity with the statutes and traditions of CISM, any political or religious action during the Games, in particular the dissemination of propaganda documents, pictures, brochures, reviews, is strictly forbidden. In this regard, any exhibition of dissemination of political, religious and any discriminatory propaganda means in any official venue of the games/village stadiums etc, will be subject to disciplinary sanctions. Any contravention shall result in the exclusion of the mission from further competition and the case shall be referred to the CISM Discipline Commission.

22.7. Civilian Dress Civilian dress may be worn on cultural activities organised by the Organizing Committee as well as during the free times between the competitions and ceremonies.

23. Logistical Organization 23.1. Travel Expenses As a general rule, travelling expenses of participating and/or visiting authorities and missions to the site of the Games are borne by the delegations they belong to. Local transportation is at the expense of the OC. The travelling expenses of the Secretary General, the Treasurer General and the Members of the Permanent General Secretariat are taken care of by the CISM budget.

- 40 - 23.2. Local Transportation SUMOC has to prepare a local transportation plan taking into consideration the following points:

Ÿ Individual cars with drivers and a chaperon shall be provided by SUMOC, at its expense, for each of the following persons to be used in officials events only : ◦ The CISM President (1), ◦ The CISM Vice Presidents (4), ◦ The CISM Secretary General (1), ◦ The Official CISM Representatives OCR (1 per sport), ◦ The Project Officer (1), ◦ The Presidents of the CISM Sports Committees (1 per sport), ◦ Personnel of CISM’s Communication Department (3), ◦ The CISM Sports Director, ◦ The Chiefs of Missions (Chaperon unassigned)

Ÿ Shuttle service to transport the participants: ◦ From the airport(s) to the accommodation site(s) and vice-versa; ◦ From the accommodation site(s) to the Sports Venues and vice-versa; ◦ From the accommodation site(s) to the City centre on regular time and vice-versa;

Ÿ The OC shall ensure that the drivers are suitably trained as such and that they have a satisfactory knowledge of the local geography. In cases where dedicated cars will be used for extended periods of time, SUMOC shall contemplate using more than one shift of driver per car.

Ÿ The transportation plan shall be submitted to the CISM SC for its agreement, nine (9) months before the Opening Ceremony of the Games.

The accommodation plan shall be submitted to the CISM CC when finalized.

23.4. Meals and Drinks Please refer to the CISM Regulations, Article 8.20.

23.5. Medical care Please refer to the CISM Regulations, Article 8.22.

23.6. Security Please refer to the CISM Regulations, Article 8.23.

23.7. Insurance Please refer to the CISM Regulations, Article 8.24.

23.8. CISM Meeting Point – CISM Club Please refer to the CISM Regulations, Article 8.25.

- 43 - 24. Ceremonies and Protocol

24.1. Military Character All events shall bear a military character and include ceremonies which enhance their prestige. SUMOC may institute regulations to support this purpose considering the military traditions of nations. The regulations will be used as an operational basis for them.

24.2. Opening and Closing Ceremonies 24.2.1. Opening Ceremony Ÿ The participating missions in their national military uniforms, led by their team captains, enter the stadium and assemble according to French alphabetical order. The team of the host nation is the last to enter the stadium. Ÿ The event shall consist of the pre-ceremony event, official ceremony and the post-ceremony event. The pre and post events include various shows including the host nation's traditions, the hoisting of the CISM flag, the playing of the CISM anthem, welcoming speeches by VIP, the athlete's oath and the lighting of the CISM flame. Ÿ The venue of the ceremonies shall be the Main Stadium of KAFAC. Ÿ SUMOC shall establish the ceremony programme and submit to CISM for prior approval. Ÿ A representative of the athletes and officials shall pronounce the official oath. Ÿ The Highest Dignitary of Korea shall declare the opening of the Games with the phrase "I declare the Sixth CISM World Games of the International Military Sports Council open."

The athlete's oath : "On behalf of all participants, I promise that we shall take part in the sixth CISM World Games, respecting the rules which govern them, in the true spirit of "friendship through sport", fair play and sportsmanship, for the honour of our country and for the achievement of CISM".

- 44 - The official's oath : "On behalf of all officials, I promise that we shall judge and officiate in a true spirit of fair play, friendship through sports and objectivity, for the honour of the sport and for the achievement of CISM.".

24.2.2. Closing Ceremony Ÿ Order of entrance and designated uniform is the same as the opening ceremony. Ÿ The event shall consist of the pre-ceremony event, official ceremony and the post-ceremony event. Various shows with the participating nations shall be held in the pre-ceremony event. In the official event, speeches by the CISM President and the host nation VIP, lowering of the CISM flag, transfer of the flag and the flame to the next host nation and the extinguishing of the Games flame will take place. Ÿ The post ceremony event shall consist of a festival where athletes become one through friendship. Ÿ The Games closes with by the host nation's highest dignitary's phrase of "I declare the Sixth World Games of the International Military Sports Council closed".

24.3. Diplomatic Representatives In order to lend CISM events a more official character and to encourage friendly relations between the governments of member countries, representatives of the national Ministry of Defence and diplomatic representatives from all participating nations are invited to the Games.

- 45 - 25. Cultural Activities

The cultural aspect of a CISM World Games event must be considered. SUMOC, together with CISM CC, shall establish a cultural social and tourist activities addressed to all participants through collaboration. (CISM Club, night life, etc)

26. Titles and Awards

26.1. General Official CISM titles and awards can be given to all athletes present. The regulations of each competition (see part 2) comprise the exact numbers of medals to be awarded. Every measure must be taken to ensure that records can be validated.

26.2. Titles and certificates In the Games the following titles will be used :

26.3. Awards – Description The CISM awards include :

Ÿ Official CISM medals Ÿ CISM certificates Ÿ Official CISM challenge cup (permanent trophy) Ÿ Awards offered by the organizing entity (if any) Ÿ Fair-play cup

26.3.1. Official CISM Medals The best ranked athletes will receive a specially-stamped medal which signifies their achievement in the World Games:

Medals for other team members are specified in the specific regulations of each sport. The awards are presented at the end of each competition, at which time the winner(s) will be saluted by the playing of the national anthem, while the national flags of the medal winners are raised.

All information concerning the criteria for the attribution of official medals per event at the Games are described in the 6th CISM World Games Technical Regulations Handbook II. For further details on the description of the medals, please refer to the CISM Regulations, Article 8.30.

The official CISM medals are provided at the expense of SUMOC.

- 47 - 26.3.2. Official CISM Challenge Cup (Permanent Trophy) (if any) Several authorities have donated trophies or challenge cups at many of the championships. These trophies are to be handed over at the Games and must therefore be passed on to the organizing entity by its previous holder.

A representative, as a rule, awards the trophy or challenge cup presented by a nation, from that country (Military Attaché, Chief of Mission).

New trophies/challenge cups can only be created after approval by the relevant PCSC which will establish the specific rules of the trophy/challenge cup and will verify that it contains no elements against CISM rules.

26.3.3. Awards offered by the Organizing Committee In addition to the CISM medals, the Host Entity may present prizes of its own choice.

26.3.4. Fair Play Cup In order to enforce the campaign against violence and for fair play, CISM will award one fair-play trophy per sport and one overall fair-play trophy for the Games. The Organizing Committee shall cover the costs for the Fair Play Cup of each sport Programmed while CISM will cover the costs for the Overall Fair Play Trophy.

26.4. Awards – Distribution The presentation of awards takes place just after the competitions. Whenever possible it should be done in public. Wearing of the official training or uniform is mandatory on this occasion.

Awards are presented by the national dignitary chairing the event and by the Official CISM Representative, as well as by any high-ranking authority present.

SUMOC shall create a WEBSITE with the double objective to serve for the promotion of the 6th CISM World Games and to create an information database for any visitor.

This website shall contain the following mandatory information:

28. Report of the Organizing Committee

The SUMOC will prepare a general report to be addressed to the CISM General Secretariat within two months following the Games.

The format of that report will be prepared by CISM CC in a concern of managing and transferring knowledge to the future and potential host of CISM WG.

- 49 - 29. Creation of 6th CISM World Games Official Book and Official Film

SUMOC shall make the necessary arrangements for the realisation of the Official Book and Film of the 6th CISM World Games. The organizing Committee may contact an official television broadcaster, a specialised organization or a team directly dependent of him for the realisation of this film.

All the rights necessary for the exploitation of the film in whatever form belongs to CISM and SUMOC gives a guarantee to this effect. However, CISM shall allow SUMOC and the Korean Delegation to exploit the film, without being subject to the payment of royalties to CISM which is the only body authorized to exercise the broadcasting rights.

The content of this film/book shall be submitted to the approval of the CISM CC at the latest 6 months before the opening of the 6th CISM World Games. From a basic principle, this film/book shall give shots of each sport discipline, the opening and closing ceremony and the highlights of all finals.

Within twelve (12) months of the Closing Ceremony of the 6th CISM World Games, a complete copy, together with the original negative of the film on a professional standard is to be given free of charge to CISM for his own use.

The sports events of the 6th CISM World Games 2015 shall be organised in accordance with the most recent CISM Sports Regulations, CISM General Regulations and the technical rules of the appropriate International Sport Federation, unless otherwise stated.

The composition of a mission explained in the Sports Technical Regulations (Handbook II) is considered as the maximal one and cannot be overspent. For further information on the composition of the mission, refer to point 17 of the General Regulations - Handbook I.

2. Sports Authorities

The authorities per sport are:

Ÿ The Official CISM Representatives (OCRs) Ÿ The Presidents of the CISM Sports Committees (PCSCs) Ÿ The General Sports Manager (GSM) and Venues Managers (VMs) Ÿ The Technical Jury (TJ) Ÿ The Jury of Appeal (JA)

- 53 - 2.1. The Official CISM Representatives (OCRs) During the 6th CISM WG, the CISM CC shall designate one OCR per sport who will be appointed by the CISM Board of Directors and selected among the 4 Continental Presidents and/or BoD members. However, the BoD may appoint another delegate to officially represent CISM. The OCR cannot act as Chief of Mission at the same time.

There will be 24 OCRs with 1 OCR in each sport.

Each OCR will be technically assisted by the President of the concerned CISM Sports Committee.

The Secretary General officially notifies the designated representatives and the SUMOC of the appointment of these OCRs for the Games.

The SUMOC will officially invite the OCRs at least 3 months prior the Games. The OCR shall address a letter to SUMOC (with a copy to the Secretary General) to confirm his participation.

If the OCR designated should, at the last minute, be unable to attend the Games or to fulfill his mission, he must notify the Organizing Committee and the Secretary General accordingly, so that alternative measures may be taken.

2.2. The Presidents of the CISM Sports Committees (PCSCs) CISM has a Sports Committee which is responsible for the overall technical aspects of the concerning sport/discipline of 6th CISM World Games 2015.

During the Games, the role performed by the CSC and its President is of prime importance.

For details on the exact functions and roles played by the CSC and PCSC, please refer to the CISM Regulations, Art. 2.15,16.

The General Sport Manager (GSM) and Venue Managers (VMs) SUMOC has appointed the Director of Sports Department as the General Sports Manager, responsible for all sport events during the World Games. For each sport venue of 6th CISM World Games, SUMOC will appoint one Venue Manager for each venue hosting a competition during the 6th CISM WG.

PCSC and GSM will be responsible for the overall technical aspects of all disciplines of 6th CISM World Games.

The Venue Managers will be in charge of all matters, technical, organizational and administrative for that venue under his responsibility

- 55 - 2.4. The Technical Jury (TJ) For each sport during the Games, a Technical Jury shall be set up. For details on the exact functions and roles played by the TJ, please refer to the CISM General Regulations, Art. 8.12.

Ÿ The name and tasks given to this body can vary with each sport (see Sports Regulations). Ÿ The President of CISM Sport Committee appoints personnel who have participated in past games and possess profound knowledge of the appropriate sport as the President and the Technical Jury during the technical meeting. Ÿ The Technical Jury is dissolved after the official closing ceremony Ÿ Under no circumstance may any member of the Technical Jury belong to SUMOC. Ÿ The Technical Jury is responsible for the satisfactory progress of a competition. They ensure that the performance of the athlete is correctly evaluated. They are responsible for: o Overseeing the performance by controllers, judges, time-keepers, o Determining results. Ÿ Prior to the competitions, the Technical Jury makes sure that the equipment and sporting facilities conform to the standards required by CISM and/or International Federation regulations. They report the result of their control to the OCR. Ÿ The Technical Jury ensures that the technical regulations are properly followed during the competition and it rules as first resort on all protests received.

- 56 - Ÿ The Technical Jury controls and ratifies the results. It hands over to the OCR for transmission to the General Secretariat all originals of the protests as well as the decisions taken. Ÿ Its specific complementary duties are stated in each particular sports regulation. Ÿ Each member is entitled to one (1) vote, which is made by ballot. In case of a tie, the President has the deciding vote. Ÿ Procedures for handling protests by the technical jury are: ◦ Any protest shall be submitted to the President of the Technical Jury in writing and signed by the Chief of Mission or Team Captain according to the timing specified in the specific sports regulation. Each protest shall refer to the articles of these rules on which it is based. ◦ Each protest requires a deposit of 100 Euros. If the protest is refused by the Technical Jury and no appeal is made, the 100 Euros will be forfeited and paid to the CISM General Secretariat. ◦ The Technical Jury rules as first resort on protests received in accordance with CISM and/or International Federations sports regulations. ◦ Decisions are reported in writing to the organizing committee and the Official CISM Representative.

- 57 - 2.5. The Jury of Appeal (JA) The number of Juries of Appeal will be determined in parallel with the number of OCR appointed. Actually this is due to the fact that the OCR chairs the Jury of Appeal. For each sport/group of sports programmed during the Games, a Jury of Appeal shall be set up.

For details on the exact functions and roles played by the JA, please refer to the CISM Regulations, Art. 8.13.

Ÿ Composition The Jury of Appeal is composed of: ◦ One (1) President who is the OCR, ◦ Three (3) members who are chosen among the delegates of the participating missions, with a maximum of one per nation, ◦ If less than three CISM delegates from different nations are present at the championship, the official representative may invite the Chiefs of Mission to complete the jury, so that it comprises at least the requested three (3) members. The president and chosen members shall have different nationalities. Should there be more than the requested candidates, drawing of lots chooses them.

Ÿ Appointment The Jury of Appeal is appointed during the technical meeting. Its mission ends after the official closing of the championship.

Ÿ Restrictions The Chairman of the Organizing Committee, the Director of Sports, the President of CISM Sport Committee and all members of the Technical Jury may not serve in the Jury of Appeal. Only Jury members attend meetings of the Jury of Appeal, plus, if necessary, interpreters appointed by the organizing nation. The President of CISM Sport Committee attends this meeting as a counsellor to the President of the Jury of Appeal but without being entitled to vote. The President of the Jury of Appeal may call for hearing any person whom he believes may be helpful.

- 58 - Ÿ Duties The Jury of Appeal intervenes only in the following cases: ◦ As a result of a written protest made by a nation dissatisfied with the decision reached by the technical jury, ◦ When summoned by the Official CISM Representative, ◦ Upon request of the chairman of the organizing committee, the President of CISM Sport Committee or the Chief of the host delegation, ◦ Each member, including the Official CISM Representative, is entitled to one (1) vote, which is made by ballot. In case of a tie, the Official CISM Representative has the deciding vote.

Ÿ Procedure of handling protests to the Jury of Appeal. ◦ When a Chief of Mission (or a Team Captain) considers that the technical jury's decision has not rendered justice to his protest, he can submit a protest against the decision of the Technical Jury in writing to the Jury of Appeal. ◦ This appeal shall be submitted to the President of the Jury of Appeal within two hours after the written notification of the rejection by the technical jury. ◦ The Jury of Appeal rules as a last resort. Its decision does not depend on any precedent and is final. All decisions taken by the Jury of Appeal are transmitted in writing to the organizing committee for dispatch and to the General Secretariat for information. The Chief of Mission will, in all cases, accept the decision made by the Jury of Appeal and will not set and tolerate unpleasant reactions towards the judges and referees, or towards the host nation. ◦ If no prior deposit has been made to the Technical Jury, then a deposit of 100 Euros shall be made to the Jury of Appeal. If a protest is denied by the Jury of Appeal, the deposit will be forfeited and paid to the General Secretariat.

Ÿ Complaints All complaints may be referred to the Board of Directors and, if necessary, to the General Assembly. A complaint can not reverse a final decision of the Jury of Appeal.

- 59 - 3. Official Meetings

The various official meetings held during the CISM World Games are essential to a sound organization and are largely responsible for the smooth running of the Games. They are the following:

3.1. Preliminary meeting Introduction The chairman of SUMOC jointly with the CISM President will call and hold a preliminary meeting before the beginning of the competitions (except for Team sports where competitions may have already started). The time of the meeting shall be decided at a later stage in consultation between CISM-SUMOC.

The Preliminary meeting will last 2-3 hours and a simultaneous Translation service in the 4 official CISM languages will be organized for that day.

Composition It is compulsory for the following individuals to participate:

Ÿ CISM President + all Official CISM Representative Ÿ Chairman of SUMOC as well as the SUMOC Departments managers. The SUMOC President has the liberty to invite any member of SUMOC in the preliminary meeting Ÿ Presidents of the CISM Sport Committee Ÿ GSM and VM Ÿ Chiefs of Mission of the participating nations and the Deputy(ies) Chiefs of Missions Ÿ Each sport chief referee

3.2. Sports Technical meetings (one per sport) Introduction The President of the CISM Sport Committee jointly with its SUMOC counterpart will call and hold a sports technical meeting before the beginning of the competitions. The time of each sport Technical Meeting shall be decided at a later stage in consultation CISM-SUMOC-PCSC.

The Sport Technical meeting will last 2 hours and a simultaneous Translation service in English will be organized for that day.

4. Records

All aspects for CISM World Records are described in the CISM General Regulations, Art. 8.36. The civilian world record should be treated in accordance with the guidance given by the concerned IF.

5.1. Individual, team and relay events Medals will be awarded to the first three athletes and relay teams in the individual/relay events as follows: Ÿ First: Gold Ÿ Second: Silver Ÿ Third: Bronze

5.2. Team classification Medals will be awarded to the individuals of first three teams as follows: Ÿ First: Gold Ÿ Second: Silver Ÿ Third: Bronze

- 63 - 6. Doping tests

The conduct of doping tests is mandatory at all sports performed on the frame of the 6th CISM World Games 2015. For all other points related to the organization of anti doping tests refer to the CISM Regulations, Chapter IX and the most recent regulation from the World Anti-Doping Agency (WADA). The number of tests to be carried out in the 6th CISM World Games will be discussed between the CISM CC, SUMOC and the respective PCSC.

An Anti Doping Commission for each sport is appointed and is responsible for the organization and proper conduct of tests during the Games.

This Commission is composed by: Ÿ The OCR, who is the President; Ÿ The PCSC; Ÿ The Representative of the SUMOC who may be seconded by the authority responsible for the tests (Accredited WADA officer). This representative must be appointed by the President of SUMOC.

All procedures related to the conduct of tests and the management of the collected samples strictly follows the provision set in the WADA International Standard for Testing. CISM developed a similar document called “anti doping check list” which takes into account the CISM specificities.

The SUMOC covers all costs related to the doping control. The tests shall be carried out in a WADA accredited laboratory and the results should preferably be available before the end of the Games.

7. Protests

The procedures for handling any protests concerning competition matters are described in CISM Regulations, Art. 8.13- letter F.

8.2.1. Regulations Archery will be conducted in accordance to the most recent regulations of WA(World Archery Federation). Archery regulations from the host country can be used as a supplement.

8.2.2. Event

8.2.2.1. Archery Events All events are Recurve. There will be men/women individual and team events as well as mixed team events.

8.2.2.2. 720 Round Ÿ The 720 Round (Qualification Round) for each competitors will be held with 72 shots with 36 shots in each of 2 rounds in a 70m distance. Top 64 ranking men and women athletes, top 16 teams and top 16 mixed teams will be qualified for the next stage Ÿ The ranking order for the Team match is decided by 4 competitors competing and the result is the total score of the top three competitors. Ÿ The ranking order for the Mixed match is selected by the total scores of the top players.

8.3.1. Regulation The official basketball rules published by the International Basketball Federation (FIBA), as modified by these regulations, will be used for the administration of games and appropriate portions of the organization of CISM championship.

8.3.2. Event A 10 teams tournament with a group phase followed by semi-finals and finals phase. 8.8.1. Regulation The CISM World Military Golf Championship is organized in accordance with CISM Golf Regulations and under the auspices of USGA or R&A rules. These rules may be supplemented by the host club golf rules.

8.8.2. Event The championship will consist of individual and team competitions over seventy-two (72) holes of medal (stroke) play. Men and women will compete in separate categories. Within the Men’s Individual competition, differentiation will be made for the awarding of additional medals to players over 40 (Seniors) on condition that a minimum of four Seniors are participating within this category. To compete in the Senior category, men must be forty (40) years old on the day that the first round of the competition (not practice round) takes place. The overall champion may come from either the Open or Senior category. If a Senior is declared the overall champion, the next best Senior score will win the Senior competition.

Please note that, based on UIPM decision, new models and formats of competitions may be used in test events during the next Olympic period (2014-2016). UIPM discussions centred on the debating over the structure of the fencing ladder system. In the end most of the voting was in favour of the introduction of this new concept, with 2014 season set to be a testing phase. An ad hoc working group of experts has been put together to present various options for the ladder to the fencing system.

This shall induct changes in the UIPM competitions rules, which shall serve as reference to the CISM Modern Pentathlon Regulations.

8.14.5. Titles and awards The official awards for Naval Pentathlon World Championships are as follows:

8.14.5.1. Two perpetual challenge trophies exist: Ÿ For male athletes, a silver cup is presented by the Italian Navy. The trophy is awarded to the winning male team; "CISM Team Champion Naval Pentathlon Male Competition". Ÿ For female athletes, a cup is presented by the Norwegian Navy. The trophy is awarded to the winning female team; "CISM Team Champion Naval Pentathlon Female Competition". Ÿ The above challenge trophies are presented in addition to the CISM prizes. Nations holding these trophies for a year must perform any necessary upkeep, have the results of that year engraved and return the trophies in good condition to the host nation prior to the next competition.

8.14.5.2. Medals The following CISM-medals (Gold, Silver and Bronze) shall be presented by the sponsoring nation. 8.17.1. Regulation The CISM Sailing Regulations (2012) are to be read in conjunction with the CISM Regulations and the International Sailing Federation (ISAF) Racing Rules of Sailing (RRS). They are intended to clarify and elaborate, as required, on the technical requirements of a CISM sailing competition as well as the class rules and any local rules that may be in force. For all general matters, CISM Regulations will be followed for all CISM Sailing Championships. For all administrative and technical matters dealing with CISM sailing competitions, CISM Sailing Regulations and the current ISAF RRS will be followed. The properly constituted Protest Committee will handle all protests as detailed in the ISAF RRS. This committee will perform the role of ‘Technical Jury’ as specified in the CISM Regulations. Appeals against the decisions of the Protest Committee shall be handled by the ‘Jury of Appeal’ as specified in the CISM Regulations except where there is a non-appealable International Jury constituted in compliance with the current ISAF RRS. Situations requiring a resolution that is not covered by the CISM Regulations, the ISAF RRS or the World Military World Sailing Championships Sailing Regulations (SI) will be decided by the CSCS. These decisions will remain in force for the duration of the Championships.

8.18.1. Regulations The specific CISM Regulations for Shooting (edition 2013) will primarily govern the Military Shooting Championship in 2015.

Except for some modifications as mentioned in these regulations, in particular with regard to the Military Rapid Fire in Rifle and Pistol shooting, the ISSF Rules for Rifle, Pistol and Shotgun shooting will be in force. 8.22.1. Regulation Triathlon events will be organized in accordance with the most recent CISM Triathlon regulations. The most recent International Triathlon Union (ITU) regulations will be used as a complement. Both men and women compete.

8.23.1. Regulations The current Official Volleyball Rules published by the Fédération Internationale de Volleyball (FIVB), as modified or augmented by CISM regulations, will be used for the administration of matches and appropriate aspects of the organization of the championship. Official forms used must be based on FIVB forms.

8.23.2. Events The Men tournament will be played with 10 teams in two Rounds: Round 1: Two groups of 5 teams The head of Pool A is Korea ; The head of Pool B will be the winner of the previous CISM World Volleyball Championship, according the CISM Volleyball Regulations. The remaining 8 seats will be determined by the CISM Volleyball Committee, according to the CISM Volleyball Regulations

- 129 - Round 2: Finals After Round 1, the first and second best teams of each pools will be playing crossing finals. (A1 vs B2, B1 vs A2) The losers of the semifinals will compete for the 3rd and 4th places while the winners will compete for the 1st and 2nd place. Ranking matches will be played for other teams not qualified for the semifinals, in accordance with the CISM Volleyball Regulations.

The Women Tournament will be played with 6 teams in two rounds: Round 1: Each team plays against the other teams. The 6 teams shall be determined by the CSC Volleyball in accordance with CISM regulations,

Round 2: The first two teams ranked will compete to determine the 1st and 2nd place. Ranking matches will be played for other teams, in accordance with CISM Volleyball Regulations.

8.23.3. Composition (maximum) of the mission Each country may enter one team into the competition. The maximum size of the mission will be: Ÿ 1 Team Captain Ÿ 1 Coach Ÿ 1 Assistant Coach Ÿ 1 Doctor or Trainer (Physiotherapist) for each team Ÿ 1 Referee(per male/female team) who meets the qualification standards established in the CISM Volleyball Regulations Art 5.5. - 132 - 8.23.5. Medals Official medals will be distributed. The host country is required to present, as a minimum, the following awards: Ÿ To each of the three teams placed first, second and third in the championship standing: one prize or trophy; Ÿ To each competitor, Team Captain, Coach, Assistant Coach and Trainer on each of the first, three teams in the championship standing: a medal. Ÿ A participation certificate to all the participants. Ÿ A Most Valuable Player award for both men’s and women’s competitions.

For all championships at which there are a minimum of 8 participating countries (Men’s Tournament) and 6 (six) participating countries (Women’s Tournament), the Volleyball Challenge Cup shall be awarded to the first place (champion) team.

In keeping with the CISM campaign against violence and to encourage good sportsmanship, a fair play award must be presented to a team for a particular action or attitude towards fair-play demonstrated during the Championship.

8.24.1. Regulations The IF ruling over Orienteering competitions is the FILA – Fédération International de Luttes Associées. (http://www.fila.org/). The competitions will be conducted in accordance with the latest CISM Wrestling Regulations, edition 2011 (http://www.cismmilsport.org/portfolio/wrestling) which indicate technical references to the FILA RULES

8.24.5.
