The proposed project significantly affects that obligation by adversely affecting our environment, homes and business district. For example, the elimination of business district parking will adversely affect commerce in our community and will

CARE'S phone call and letter writing campaign will be a very effective tools for reaching Governor Cuomo. Our message objecting to the allocation of funds for the LIRR MTA Third Track Expansion in his 2016 budget must be delivered to Governor Cuomo as soon as possible. After contacting the Governor please have your organization vote to oppose the LIRR MTA Third Track and notify us of your group’s support. We will be working closely with Floral Park Mayor Tom Tweedy’s Third Track Task Force headed Trustee Archie Cheng.

The last time we battled this proposal we had 141 local organizations and elected officials oppose the Long Island Railroad Third Track Expansion and 10,000 local residents signed a petition. We want to rebuild this coalition along with the Third Track Task Force. We are supported by Sen. Martins, Sen. The LIRR MTA Third Track is a bad idea because:

There is no demand or need for the LIRR MTA Third Track Expansion for additional reverse commute. According to studies conducted when this project was proposed before, the existing trains are less than half full.

*During VWVII thousands of workers commuted east to Grumman and Republic from the five boroughs and the two tracks were perfectly adequate.

Spending several billion dollars, which the project would eventually cost taxpayers, would be better spent on other aspects of the LIRR. It’s a myth that more trains will keep more young people on Long Island and encourage businesses to locate on Long island. With the highest taxes and utility charges in the nation, Long Island is not an attractive location for businesses.

The increase in the number of trains travelling would require a greater utilization of energy - electricity in this case. This electricity must be produced by factories - power plants which operate on fossil fuels - which in turn cause carbon emissions which are harmful to the environment and to human health and well-being.

Long Island doesn't have large office complexes such as the one in White Plains; therefore rail transportation from the NYC to Long Island, Suffolk County would have no benefit.

Nowadays more people are working from their homes. Many have home offices and rarely go to the workplace. This trend is expected to continue thus less need for reverse commute.

It is estimated that Third Track construction would last up to 10 years, during which time there would be disruption in the business districts (Covert and Tulip Avenue) and could even force businesses to shut their doors.

Parking now is scarce around Tulip Avenue and LIRR station for commuters, shoppers, apartment dwellers, merchants and their employees. Construction of this magnitude would mean the elimination of at least a hundred plus parking spaces, parking spaces for disabled, many permanently.

Traffic flow in the vicinity of the construction would be snarled, slowed and disrupted in the village and along the main line for years. Blockages created by construction trucks and materials and men working would involve Atlantic Ave., Caroline Place and South Tyson Avenue and the closing the underpasses will impede police, rescue and fire vehicles housed nearby. It will also impact traffic pattern at a nearby school, public library, public buildings and the village proper.

The chemicals that the LIRR has been using to kill plant life along the right of way would be disturbed and become airborne which may cause long term health consequences on residents. Construction itself would result in air pollution as dirt, dust and toxic particles would be released into the air. If the LIRR would take the initiative modern technology could be employed to install and operate switches to make the LIRR more efficient and able to bypass any stalled train.

Certain homeowners along the LIRR expansion route would have property taken away from them. This would impact the resale value of their properties and impact their quality of life.

There would be constant, likely relentless and disturbing noise (decibel levels a concern) and intense vibrations created by heavy equipment and work being conducted. This has been experienced by residents and homeowners living along the track in the past when work needed to be done.

The Floral Park Recreation Center would be impacted by construction work. A public recreation building ($3.2 million) constructed in 2001 and new pool and related facilities in 2015 ($6 million) both in close proximity to the proposed track expansion would be jeopardy. Structural damage is not unrealistic to predict.

The normal train schedules would be marked by delays and changes and may periodically necessitate bus transportation for commuters in other communities along the main line and Hempstead Line during construction.

Increasing the number of passenger and freight trains would infringe upon the quality of life of residents and apartment dwellers living in the village and especially in the vicinity of construction work.

Family-life will be negatively affected. Train schedules would not be dependable. Traffic and parking near a local school would be altered. Getting around the village would be difficult and this would impact the flow of traffic on county and state roads running through the village -Plainfield Ave., Jericho Tyke., and Tulip Avenie and Covert Avenue.

Freight, including hazardous and radioactive material and garbage is already transported on main line which causes vibrations and noise greater than passenger trains, and the potential for disaster such as a derailment. The third track would enable more trains for this purpose and would increase the frequency and intensity of the noise and vibrations negatively impacting residents in homes and apartments, day and night.

Several historic buildings adjourn the site in the Floral Park including the oldest commercial building in the Village, which would be severely damaged by the vibration when massive steel beams are pounded into the ground during construction. In fact the integrity of any commercial or residential building would be subject to structural damage from the pounding, vibrations, dirt and dust resulting from construction.

Historically, twice local communities along the main line have opposed this LIRR Third Track Expansion Project. 141 local organizations and officeholders voiced their opposition and 10.000 people signed a petition against it the last time this project was proposed.

Please, in your own words, let the Governor know why you are against this project. Please act IMMEDIATELY since the Senate and Assembly will be voting on the Governor’s budget within the next few weeks.
