Cortlandt Supervisor Cortlandt Town Board Town Board Members from L to R Francis X. Farrell, Seth M. Freach; Linda D. Puglisi, Town Supervisor; Debbie A. Costello and Richard H. Becker 5 Update to our Community regarding the Closure of Indian Point From Supervisor Linda Puglisi (2/8/17) 1. As you know, on 1/9/17 Governor Andrew Cuomo and the C.E.O. of Entergy (owner of the Indian Point Nuclear plants) announced the closure of these two operating nuclear plants in the years 2020/2021. 2. We were all very surprised since there was no advance notification to the host Village of Buchanan, (where the plants are located), the host Town of Cortlandt nor to the host School District Hendrick Hudson. The closure will also financially affect the Westchester County Government, the Hendrick Hudson Free Library and the Verplanck Fire District. All are in the jurisdiction of Indian Point and receive annual revenue which assists in stabilizing taxes for our property owners. 3. The challenges we all face are: 1) Tax Stabilization: The school district receives 33% of annual revenue from Indian Point, The Village of Buchanan 46%, the Hendrick Hudson Free Library 28%, a local fire department (Verplanck) 64%, Westchester County 1% and the Town of Cortlandt 2% of our annual revenue for our budget. We are all partners of what’s called a P.I.L.O.T. – a ten year payment in lieu of taxes for tax stabilization. This revenue will end once the plants close. 2) Job Losses: 1200 permanent jobs plus part-time jobs and many contractors will lose their positions. 3) Safety and Security Issues: The radioactive spent fuel rods that will remain in storage on this site – who will be monitoring and securing these rods? 4) Environmental Issues: The reclamation/clean-up of the land including the 33 wells currently on the property, groundwater and Hudson River protection. 5) Further Economic Issues: Impact to our local small businesses – very important and to our Chamber of Commerce. The employees of Indian Point are consumers for these businesses. Also the reduction of assessment on this property once closed will be a factor for our tax stabilization issues. Future property values are big questions already being asked by property owners and we all have to be concerned about this issue. 6) Re-use of this facility and property are major issues for our area. 4. Over the last several weeks Superintendent Joe Hochreiter, Mayor, Theresa Knickerbocker and I along with many other officials who represent our communities hosted a large public forum on 1/26/17 at the Town’s Community Center to show our unity in partnering together to meet the challenges we face due to the announced closure of these plants. The forum was well attended and after the officials voiced their support to us, the public asked questions and made important comments. This forum can be viewed on www.townofcortlandt.com. We thank all of our officials for their support. 5. I pledged to set up a community unity task force comprised of the key stakeholders, the Chamber of Commerce, interested residents, realtors, etc. This has been done and our first working task force meeting will be held on 2/16/17 @ 7 P.M. at Cortlandt Town Hall. This task force will continue to meet for years with the goal to develop plans to address the many impacts we face due to these closures. Three and four years go by quickly and we need to plan immediately, which we will do. The task force will invite various speakers (from other decommissioned nuclear plant areas), other agencies (NRC, D.O.E., etc.) and perhaps retain a consultant to assist. All task force meetings are open to the public to listen. The members will be working and planning short term and long term. Minutes will be taken at these task force meetings. 6. Petitions have been written and posted on our website to download. Please help us gather many signatures to send to the Governor and to our federal elected officials to assist us with our issues and challenges. 7. The Superintendent, the Mayor and I were invited to the Journal News/LoHud editorial board to explain our many concerns and issues. It was well received and can be viewed at their website: http://www.lohud.com/story/opinion/editorials/2017/01/12/indian- point-closure-coming-but-what-next/96399462/ Also, reporters from many media outlets have interviewed us. It’s a good way to get our message out to the State and Federal officials that we need their assistance. 8. I have spoken to a civic not-for-profit organization in Vermont regarding the closure of Entergy’s nuclear plant, Yankee, in their State. This group will be attending an upcoming task force meeting so we can learn from their experiences. 9. I also am calling other communities, such as, Sleepy Hollow to see how they dealt with major taxpayers shutting down. The GM plant closed in 1996 and Sleepy Hollow had to plan for the loss of tax revenues, just like we will in Buchanan/Cortlandt/Hendrick Hudson School District. They could be one of our speakers to our group, as well. 10. I wrote a press release regarding the Governor’s announcement of $7.6 billion for upstate New York to keep two nuclear plants operating. Check the Town of Cortlandt Website for more information. 11. All of our elected officials including our Governor and U.S. officials have received letters, e-mails and calls from us telling them we need to plan NOW and we need their assistance. 12. The reuse of the 240 acres (current Indian Point property) will be evaluated so we can have future rate-ables and jobs. 13. A newly established citizen group “Cortlandt Power Through” has been organized and they have begun their effort to assist our school district and communities. We are working with them and applaud them for their efforts and work. A representative from this group will be on the Community Unity Task Force. 14. Finally, NY State officials from the Governor’s office including the Public Service Department will be coming down to speak to our key stakeholders so that we can ask them our questions and find out what the State can and will do for our community. That meeting will take place in February. We will continue to update the community on our collective efforts on the closure of Indian Point (2020/2021). Go to our various websites and Facebook page. Thank you. Linda Puglisi 6 TOWN OF CORTLANDT FINANCIAL RECORD

Also, A New Vietnam Memorial at Town Hall The Town of Cortlandt is in the process of designing and then constructing a Vietnam Memorial on the front lawn at Town Hall. We want to honor the men and women Vietnam Veterans for the 50th anniversary era of the Vietnam War. This memorial will be a living tribute to those who defended our Country and to those who sacrificed their lives for our freedoms in America. This monument will be in addition to our lovely Purple Heart Veterans Memorial at Town Hall and in our courtyard where we fly the flags of every branch of military service. We also have a glorious Veteran’s Memorial at our Cortlandt Waterfront Park by the Hudson River in our hamlet of Verplanck. Our Cortlandt Regional Veteran’s Committee meets monthly at our Community Center off Westbrook Drive and our chairman, Willy Nazario (a Purple Heart Vietnam Veteran) and his fellow Veterans represent the pride in Country that is reflected in all of our Veterans throughout the years. It has been my privilege and honor working with Veterans over the years, building memorials to honor them and to host our Veteran’s committee and ceremonies. Thank you very much for helping us pay tribute to Vietnam Veterans from our area and look forward to you joining us at the dedication tentatively scheduled for June 9, 2017 at Town Hall. Also, if you would like to purchase a brick in honor or memory of a Vietnam Veteran please contact my office. The cost is $100 and you will be able to give us an inscription for your brick.

Thank you,

Supervisor Linda Puglisi Town of Cortlandt

8 PRESS RELEASE Purchase of 100 acres on the Hudson River by the Town of Cortlandt

Today at 2 p.m., June 30, 2016, The Town of Cortlandt purchased the 100 acres from Consolidated Edison, Inc. for $2.75 million dollars.

Public Hearings had been held by the Town Board, public notice given and the Town Board and I unanimously voted over a year ago to buy this property in the hamlet of Verplanck, Town of Cortlandt.

This large tract of land is adjacent to the Hudson River and already is the location of a sports field and a small beach area. It also has a waterbody (a naturally filled in old quarry) and will be a special addition to the Town’s inventory of land for public use.

There are many ideas that the Town Board and I are considering for future use including:

• Additional sports fields • A walking/jogging/bicycle trail path • A dog park • Enhancing the beach area along the river • Consolidating our DES operations headquarters to the northern corner of this property • An aquatic park • And suggestions are welcomed from the community.

This is an exciting day for our Cortlandt residents. We are now adding to our properties we own along the Hudson River for public use. (Steamboat Dock, Cortlandt Waterfront Park, Boat docks for small watercraft and one for the Cortlandt Community Rowing Association (crew), our Veteran’s Memorial and the flags and historical panels at the Overlook, as well as a lovely nature preserve).

This purchase ends the “Stop the Buzz’ project that was proposed by a private company for a 50ft high electric converter with a 24/7 loud buzzing sound.

Special thank you to our many volunteer task force members and to our town attorney, Thomas Wood, who helped us, achieve this goal.

Supervisor Linda Puglisi and Town Board

17 SUSTAINABLE CORTLANDT OUR MISSION To protect and enhance the quality of life of our residents and the unique environment of our area by establishing programs and policies which integrate sustainability into Town governance and planning, at the same time we want to encourage and enable Town residents and businesses to adopt sustainable practices.

To the Cortlandt Community Sustainability is the promise to our children and grandchildren that they will inherit a tomorrow that is at least as good as today and hopefully better. Achieving this promise will call for the participation of each and every one of us. Our Town has a long-standing record of environmental stewardship exemplified by our leadership in protecting open space, natural resources, and smart growth practices. Visit www.townofcortlandt.com Sustainable Cortlandt to learn more. The Town Board and I are fully committed to this important effort and we look forward to your participation in becoming a sustainable community. Linda D. Puglisi Town Supervisor

A NEW ELECTRIC VEHICLE (EV) OUTLET STATION The ribbon cutting Ceremony was held on July 2, 2014 in the Cortlandt Town Hall parking lot. “We are all very excited about providing this station in Cortlandt to encourage the purchase of electric powered cars/vehicles with the purpose of reducing usage of gasoline and diesel power for vehicles. NYPA, the New York Power Authority provided the grant for this station and constructed it for us after the Town of Cortlandt had applied for this project to NYPA. Electric vehicles operate on electric batteries and need to periodically recharged. Residents in our community will now be able to recharge their electric cars/vehicles at Town Hall for a fee to cover the cost of the electricity. EV’s require less maintenance than gasoline-powered vehicles. We are very proud to be one of the first towns in the region to have an electric vehicle outlet station.”

18 Solutions to Stormwater Pollution Easy Things You Can Do Every Day to Protect Our Water Stormwater is water from rain or melting snow that flows from rooftops, paved areas and lawns that doesn’t soak into the ground but runs off into waterways. As it flows, stormwater runoff collects and transports soil, animal waste, salt, fertilizers, oil and grease, pesticides, litter and other potential pollutants. This pollution can enter groundwater, streams, lakes, ponds and rivers and can even affect the quality of our drinking water. Increases in impervious surfaces cause more stormwater runoff. Because less water is soaking in, flooding can become more frequent and more destructive. The Town of Cortlandt is a regulated community and has enacted updated Town ordinances governing stormwater. To learn more visit our website at: www.townofcortlandt.com What can you do to help with Stormwater Issues? Lawn Care Most lawns tested in Westchester County did NOT need more phosphorus. If you must fertilize, use phospho- rus-free fertilizer (where the middle number on the bag is zero). Excess fertilizer flows into streams, lakes, rivers and reservoirs, where it can degrade drinking water, lead to algae and plant growth and contribute to fish kills. Don’t fertilize when rain is expected. Leave grass clippings on the lawn to recycle nutrients. More information on lawn care is available in the Town of Cortlandt Recycling brochure and on our website. Septic System Maintenance Failing septic systems can contaminate groundwater, drinking water and surface flows. Most of the Town of Cortlandt is serviced by individual septic systems. These septic systems should be pumped and inspected regularly. Do not pour chemicals, paints, fats, or excess medications down your pipes. Driving on or parking on septic fields may damage them. Generally, septic tanks should be cleaned out every 3-5 years, depending on the size of the tank. Scoop the Poop Please pick up after your dog or cat. It doesn’t matter the size of the animal – all animal waste has an impact. Animal waste is easily carried by runoff, washing off roads and lawns. Pet waste contains harmful bacteria and phosphorus that can promote the growth of weeds and algae. Scoop the poop and dispose of pet waste in the garbage. Only Rain down the Drain All our storm drains lead eventually to someone’s drinking water. Don’t dispose of waste down the drain or into any of the ditches, swales or street drains that convey stormwater. Landscaping Helps Keep vegetation and organic material on the soil, especially on slopes. Landscape to limit the steepness or length of slopes. Build a buffer of vegetation by watercourses to help filter sediment. Replace the lawn at water’s edge with shrubs, hedges or trees. Anything that slows the flow of water will help give time for the pollution to be removed. Care for your Car Little drops of oil and gas add up. One pint of oil can cause an oil slick the size of a football field. Take used motor oil to gas stations. NEVER pour it down the drain. Take other fluids to approved recycling locations. Use saw dust or kitty litter to clean up leaks and spills in your driveway. Wash you car on your lawn if possible to capture runoff. Reporting Stormwater Polluters Your actions or the action of your neighbor can affect water resources. We are all downstream of someone. No polluted water should be allowed to go into our stormwater system. If you notice pollution of Stormwater you can report the details to the Town of Cortlandt Stormwater Hotline at (914) 293-0900. Supervisor Linda D. Puglisi and Town Board Visit www.townofcortlandt.com 19 Open Space in Cortlandt Increases During this administration (1992-2017) open space land has increased and been preserved by 110% approx. (3170 additional acres)

“One of my goals in becoming Town Supervisor was to increase and preserve land for open space. Once the land is gone it’s gone forever! We have worked very hard over the years to achieve our goal of acquiring and/or protecting open space as well as to balance this with rational regulated economic growth,” states Supervisor Linda D. Puglisi.

There are other areas throughout our community that we are working on for open space and passive recreation purposes. Putting together partnerships with the Town, State, County, not-for-profit groups and the private sector is a major way of working together, with a receptive property owner, to acquire open space. We also have appointed an open space committee to assist us with our goals.

Our largest accomplishment using this practice was the Hillpoint property in Northern Cortlandt, now called the Hudson Highland Gateway Park – 352 acres has been purchased and preserved forever! A committee has worked on passive recreation – a trail and walkway system so we can enjoy the natural beauty and environment of this land.

• Also, an additional 50 acres of open space was added to our open space inventory (Washington Trails site), and 70 acres at the golf course area are deeded to the town for open space and 50 acres from the Valeria development was recently transferred to the town. • Also an additional 150 acres from other sites were added to our inventory this year. • We recently added 52 acres of land and a water body when we purchased Furnace Dock Lake after the repair of the dam. The repair of the dam is paid for by Con Edison. • More to come with the purchase of 100 acres along the Hudson River (formerly owned by Con Edison).

We are very proud of our record and will continue to work on our future open space goals.

The Town would like to draw attention to the impact that single-use plastic shopping bags have on our waterways, our wildlife, and our own health. It is our hope that through these education efforts we can encourage more Cortlandt residents to carry reusable bags when they do their shopping, there by reducing their use of singe-use plastic bags!

5 TIPS FOR REDUCING PLASTIC BAG WASTE

Be part of a shift away from the use-and-toss culture!

Bring reusable bags each time you go shopping. Each reusable bag can eliminate hundreds (if not 1 thousands) of plastic bags. You can reduce the earth’s landfills and prevent harm from being done to our precious wildlife by choosing reusable over paper or plastic. 2 Keep reusable bags in your car so they are available when you go shopping.

Reuse the plastic bags you have. Take them with you on future shopping trips, use them to pick up 3 after your dog, or line your small trash cans with them.

Don’t automatically take a plastic bag. Only buying small items that are easy to carry? Tell the cashier 4 that you don’t need or want a plastic bag. 5 Encourage your friends, family, and community to do all of the above.

The Conservation Advisory Council was formed to ensure the preservation and improvement of the quality of the natural and man-made environment in the Town in the face of urbanization and the accom- panying demands on natural resources. 21 PLASTIC BAGS BY THE NUMBERS

AND DID YOU KNOW?

Plastic bags don’t biodegrade, they photodegrade. This means that sunlight breaks down the bags into smaller fragments which readily soak up toxins. They then contaminate soil, waterways, and animal and marine life, which mistakes them or food. Humans who consume these animals and fish may also ingest these toxins.

Paper bags are not an eco-friendly alternative to plastic. According to the Environmental Protection Agency, paper manufacturing is a highly energy-intensive process. Converting hard wood into paper requires a resource heavy pulping process. The entire process from beginning to end requires large amounts of water, energy, and chemicals, and can emit toxic and hazardous chemicals in the air and water.

22 AMANDAS LAW: CARBON MONOXIDE ALARM REQUIREMENTS GO INTO EFFECT FEBRUARY 22, 2010 As a result of recent legislation, Amanda’s Law went into effect on February 22, 2010. Amanda’s Law was named in honor of Buffalo resident Amanda Hansen, a teenage girl who lost her life to carbon monoxide (CO) poisoning from a defective boiler when sleeping over at a friend’s house in January 2009. It requires essentially all residences, both new and existing, to have carbon monoxide alarms installed. The specific require- ments differ for new and existing residences and also on when the buildings were built and subcategories of occupancy groups. Van Cortlandtville Historical Society The Van Cortlandtville Historical Society welcomes people who are interested in learning more about the history of our community and sharing it with others. The society was founded in 1921 and has been headquartered in the historic Little Red Schoolhouse, 297 Locust Avenue, Cortlandt Manor, since 1972. A primary goal is hands-on education of children about life in the mid-19th cen- tury through such activities as the Early School Days program and the annual Colonial Fair, led by history enthusiasts in period clothing. Other activities in- clude reenactments of local military events from the Revolutionary War, erec- tion of roadside markers at local historic sites, annual memorial services, up- grading of Van Cortlandtville Memorial Park and rehabilitation of the Van Cortlandt family plot in Hillside Cemetery. The society welcomes appropriate memorabilia and genealogical records from local residents. The society’s regu- lar meetings, at 2 p.m. at the Schoolhouse on the third Saturday of most months, feature a variety of presentations that extend far beyond the primary emphasis on early-day education and the rich Revolutionary War history of the commu- nity. Visitors and new members are always welcome. Booklets for a self-guided walking tour are available, along with other literature about local historic sites. Most activities are open to everyone at no charge. For more information, or to schedule a visit, please call the Schoolhouse at 914-736-7868, visit www.vancort.net or email [email protected]
