There would be a net increase in daily two-way flows from the proposed land use over the former land use. The site will be accessible to pedestrians using the existing infrastructure on Avon Road and the surrounding local highway network. The site is accessible to cycle-based travel, with good opportunities for cycle journeys in place of journeys by private car. The site is located close to a number of bus services in the area. The nearest bus stop for residents of the development is located approximately 430m South of the site on Shakespeare Drive. The proposed development would generate increased levels of pedestrian trips from residents at the site, additional cycle trips from residents and additional public transport users. The site is currently occupied by disused employment units. This Transport Statement (TS) report has been informed by the guidance contained within the National Planning Policy Framework (NPPF) – Travel plans, transport assessments and statements in decision-taking, updated in February 2019. Leicestershire County Council (LCC) has been contacted in order to agree the scope of the Transport Statement. This TS will evaluate a range of highway factors pertaining to the development and its effect on the surrounding highway network. The report provides an appraisal of the proposed development site’s accessibility to sustainable transport modes in the local area. A summary of these facilities is provided, and any potential improvements are discussed. The report will consider trip generation from the proposed land use and, along with proposals to monitor the chosen method of travel to and from the site, where appropriate recommend measures to further encourage sustainable travel. This report considers the core principles and objectives of the NPPF, where the development should positively contribute to: • Encouraging sustainable travel; • Lessening traffic generation and its detrimental impacts; • Reducing carbon emissions and climate impacts; • Creating accessible, connected, inclusive communities; • Improving health outcomes and quality of life; • Improving road safety; and • Reducing the need for new development to increase existing road capacity or provide new roads. www.farrowwalsh.com Page | 1 Farrow Walsh Consulting Ltd Avon Road, Leicester LE3 3AS Transport Statement November 2020 FW1835_TS_001 v3 2.0 EXISTING SITUATION 2.1 SITE LOCATION 2.1.1 The development site is located in Braunstone Town, a district of Leicester, approximately 4.3 km South West of the city centre. 2.1.2 The site is currently occupied by disused employment units. 2.1.3 The site location is indicated in Figures 1 and 2 below. The site has an area of approximately 0.315 hectares. The development site is currently occupied by disused employment units. It is bound to the North West and South East by residential development, to the North East by office buildings and to the South West by Avon Road. The land use in the vicinity of the site is mainly residential, with some elements
