APPENDIX A Locally Listed Buildings

Prior to the production of the latest statutory list of buildings of special architectural or historic interest for the Borough in 1983 another category of building known as Grade III existed. Many of these buildings were upgraded to Grade II during the re- survey, but not all qualified. The Council therefore included the remaining buildings in a local list of buildings of special architectural or historic interest. There are currently approximately 368 entries for Locally Listed buildings within Harrow (approximately 758 Locally Listed buildings in total).

The main source of further additions to this local list resulted from a Borough-wide environmental survey (The Environmental Assessment of Residential Areas) carried out in 1990, where ‘interesting’ or ‘good’ buildings were identified. These have since been reviewed and those considered worthy of local listing were reported to Planning Committee for inclusion on the local list. From 2012 to 2013 the Local List was again reviewed including public consultation and careful historical research and site assessments resulting in 34 additions and 2 deletions approved by Cabinet in March 2013.

The criteria for local listing of a building are based upon those for statutory listing with additional local considerations such as the contribution made to the local environment and townscape.

The local list often provides potential candidates for statutory listing as well as performing an important function in identifying buildings which are valued for their contribution to the local scene, and/or local historical associations.

The local list, which includes brief descriptions, may be inspected at the Environmental Information Centre, Room 312, Civic Centre, Harrow, Middlesex.
