JETS STEERING COMMITTEE ANNOUNCED

February 26, 1992: Premier and Mayor Bill Morrie today announced the membership of an interim steering committee that will address critical short and long-term issues facing the Jets Hockey Club. The appointments flow as the result of a report on "The Preservation of NHL Hockey in Winnipeg" which was approved last November by the Provincial Cabinet and City Council. The seven member steering committee will be chaired by Arthur Mauro, QC., chief executive officer of Investors Group Inc. The other members of the committee are Sheldon Barney, ADA Holding: Delmore Crewson, F.C.A, Deloitte and Touche; Rick Frost, The City of Winnipeg; Helen Hayles, The Volunteer Centre of Winnipeg; Matthew Jones, C.A., Sill Streuber Fiske; and Stuart Murray, DOMO Gasoline Corp. :"These seven individuals will play a key role in helping to preserve the major league image the Jets help bring to Manitoba, as well as the 1,100 jobs that are generated -- both directly and indirectly -- by their presence in this province," the premier said. -more- -2-

"I am pleased that we were able to attract such high-calibre expertise to help us retain one of our most important assets in terms of economic activity and quality of life,“ said the mayor. Reporting to the premier and the mayor, the committee will commission a detailed study to determine the economic viability of professional hockey in Winnipeg, as well as the feasibility of a new facility. Basic studies are expected to be completed by the end of 1992. The committee also has the responsibility to approve the annual operating budget of the hockey club for an interim period, and will manage a $10 million private sector capital fund. -30- Biographies of committee members are attached. INTERIM STEERING COMMITTEE ECONOMIC REVIEW AND FACILITY ASSESSMENT Upon its formation, the Interim Steering committee will immediately undertake studies to: 1. confirm the important economic contribution of the Jets Hockey Club to the Winnipeg and Manitoba economies; 2. determine the capacity of Winnipeg and Manitoba to support an NHL franchise and other entertainment activities in a new arena, including determination of the market for various types Of premium seating, other seating, advertising revenue, merchandising opportunities, concession sales, parking, rent or revenue-sharing for retail or restaurant and commercial space, and all other potential revenue sources that could be developed in conjunction with a first-class arena facility; 3. conduct a functional review, taking into account the results of studies undertaken in No. 2, above, to determine the optimum physical structure for the Hockey Club and other community uses; 4. analyze potential locations and recommend the optimum site in terms of economic benefit to the community as a whole, income generation for the facility itself and the needs of the Hockey Club; 5. review in detail the capital cost estimates of the new arena; 6. prepare proforma operating projections for the Arena and review proforma operating projections for the Jets Hockey Club; and 7. develop a comprehensive plan to finance the entire facility, together with a detailed review of financing options for all component parts of the facility, in accordance with the parameters set out herein. The Interim Steering Committee shall ensure that the Winnipeg Jets Hockey Club participates fully in all aspects of the planning and design of any new arena facility. The Interim Steering Committee is expected to complete the basic studies by the end of 1992 and to submit its findings and recommendations thereafter. ARTHUR MAURO,Q.c. ,CHAIRMAN

Mr. Mauro, Chairman and C.E.O. of Investors Group Inc., serves as a director on the Boards of several major Canadian corporations. Locally, he is also Chairman of The Board of St. Boniface Hospital, and of the Advisory Board of the Transport Institute at the . In 1991, he was appointed to the Manitoba Order of the Buffalo Hunt in recognition of his service as Chairman of the Winnipeg 1991 Grey Cup committee. He was created a Knight of St. Gregory by Pope Paul in 1967. He was made a member of the Order of Canada in 1987.

SHELDON BERNEY Mr. Berney is Vice-President of ADA Holding Co. Ltd., involved in real estate development and property management. He serves as Director on a number of boards including North Portage Development Corporation, the Associates of the Faculty of Administrative Studies, and the Board of Management of the Manitoba Institute of Cell Biology.

DELMORE CREWSON, F.C.A.

Mr. Crewsonlis a senior partner at Deloitte & Touche, where his professional services include the functional areas of audit, accounting, and taxation. He is currently the Chairman of the Museum of Man and Nature Foundation, and serves on the Board of the Associates for the Faculty of Management and the Board of the Centre for Entrepreneurship, both at the University of Manitoba. He has also served on the Boards of the Winnipeg Business Development Corporation, the Winnipeg Visitors and Convention Bureau, and the Forks Renewal Corporation. He was elected a "Fellow" of the Institute of Chartered Accountants of Manitoba in 1967. •RICHARD FROST

Appointed Chief Commissioner of The City of Winnipeg in 1989, Mr.. .Frost has devoted his career to municipal government administration. He serves on The Board of Directors of the Forks Renewal Corporation, The Core Area Initiative Program, and The Winnipeg Enterprises Corporation. He is also a member of The Winnipeg 2000 Leaders Committee and of The Urban Idea Centre of Winnipeg Inc. Last year he served on the 1991 Grey Cup Committee.

HELEN HAYLES

Mrs. Hayles has been the Executive Director of the Volunteer Centre of Winnipeg since 1987. She chairs the Community ServiceS and Facilities Community Advisory Council of the Core Area Initiative Program, and is a Board Member of the Winnipeg Foundation and the Winnipeg Symphony Orchestra. In addition, she serves on the Arts Gaming Fund Commission and the National Advisory Council of the Imagine Program. She recently became President of the Winnipeg Child and Family Services.

MATTHEW JONES, C. A.

Mr. Jones-is a partner with Sill Streuber Fiske, a local Manitoba firm of chartered accountants, and with Moore Stephens, Chartered Accountants an international affiliate. He is experienced in business valuations, auditing, accounting, tax and related services. His past and present community service includes involvement with the Rotary Club, Manitoba Institute of Management, Winnipeg Municipal Hospital, and the 1991 Grey Cup Committee.

STUART MURRAY

Mr. Murray is Vice-President, operations, DOMO Gasoline Corp. Limited, responsible for operation of DOMO outlets throughout Western Canada. He serves on the Board of Directors for Canadian National Railway, CN Exploration Inc., the CM Tower, and the Winnipeg Art Gallery, where he is Vice-President of the Long Range Planning Committee. He is active in provincial and federal politics.
