Farmers Lane 2 Project Description Section 2 Project Description 2.1 FARMERS LANE EXTENSION Project Location The Farmers Lane Extension project is located in southeast Santa Rosa, Sonoma County, generally south of State Highway 12 and east of U.S. Highway 101. The Farmers Lane Extension project as generally shown on the Santa Rosa 2020 General Plan Land Use Diagram traverses the east and south portions of the approximate 640 acre Southeast Plan area, an area for which a long-range development plan was prepared by the City of Santa Rosa (see Figure 2-1, Regional Location Map, and Figure 2-2, Site Location Map). As noted previously in the Introduction section to this SEIR, the Southeast Area Plan included Farmers Lane Extension, other infrastructure projects (sewers, water supply) and eleven development projects proposed by individual project sponsors consisting of 1,345 new residential units, 125,000 square feet of new commercial space, 2.2 acres of developed parkland and 25 acres of open space. The Southeast Plan area is bounded by Bennett Valley Road to the northeast, and Petaluma Hill Road and Moraga Drive to the west. The east and south margins of the Southeast Plan area do not follow existing roadways and are located in undeveloped areas. Most of the Southeast Plan area exists within the Santa Rosa Urban Boundary, with the exception of about 60 acres of land in the southeast portion of the Plan area.1 Project Background Over the past 40 years, both the City of Santa Rosa and Sonoma County have considered extending Farmers Lane south from Bennett Valley Road. Both agencies have adopted General Plans which include the future construction of Farmers Lane Extension. Currently, Farmers Lane is a four lane arterial designated as State Route 12 about one mile in length connecting north and south segments of State Route 12 in northeast Santa Rosa. The Santa Rosa 2020 General Plan as amended was adopted by the City Council on June 18, 2002 which calls for the extension of Farmers Lane as a scenic road (parkway) south of Bennett Valley Road 2 (refer to Appendix A, History of Farmers Lane Extension Project, for a detailed listing of events concerning Farmers Lane Extension over the past 40 years). Project Objectives Prior to adoption of the 1996 Santa Rosa Vision 2020 General Plan,3 the 2010 General Plan noted the “Construction of Farmers Lane Extension between Bennett Valley Road and U.S. Highway 101 as an arterial, to allow traffic to bypass the already congested interchange between Highways 12 and 101 and to serve adjoining development.”4 More specifically, the objectives in building the Farmers Lane Extension project included: 1) providing an additional cross-town arterial for Santa Rosa traffic, Farmers Lane Extension SEIR — Project Description 2-1 P:\Projects - WP Only\10600-00 to 10700-00\10633-00 Farmer's Lane\DEIR\2 Project Description.doc Lake Berryessa 128 29 WINDSOR 101 116 ST. Farmers Lane extension has been ‘on the books’ for many years, and has always been a controversial proposal. Its presence in the Area Plan is however by no means a simple progression of past ideas into the present. Santa Rosa’s General Plan, adopted in 1991, identifies Farmers Lane as an arterial street necessary to accommodate General Plan buildout.” “Circulation has been a major focus of the Area Plan process. A variety of different circulation concepts – some with Farmers Lane and others without – have been studied and evaluated.” “Arguments over Farmers Lane are particularly complex because its effects would be so far reaching. Further complicating matters is the fact that what can be considered a benefit from the project in one area is at the same time a drawback for another. For example, Farmers Lane would reduce traffic on local neighborhood streets in the study area, but, as an arterial street, would itself introduce a large amount of traffic.” “While presenting its own set of issues, Farmers Lane Extension has been included as part of the Area Plan because it represents the best long-range circulation concept for this part of the city, and the city as a whole.” Southeast Area Plan Policy C-1.6 calls for constructing Farmers Lane Extension as an arterial roadway as shown on the Area Plan Circulation diagram. Policy C-1.4 calls for Farmers Lane Extension to have a design speed of 35 miles per hour. The following then, are currently recognized objectives for the Farmers Lane Extension project: • Provide a route for traffic from outside the Southeast Plan area to pass through the Southeast Plan area without impacting local streets. • Provide an additional cross-town arterial for Santa Rosa traffic to bypass congested U.S. 101 interchanges. • Provide a link from the Southeast Area to other arterials in the vicinity. • Provide a new road to connect residential areas in the northeast part of the City and employment centers in the southwest, with improved local circulation to Santa Rosa Avenue. • Provide access for existing and planned development in the southeast quadrant of Santa Rosa. Farmers Lane Extension SEIR — Project Description 2-4 P:\Projects - WP Only\10600-00 to 10700-00\10633-00 Farmer's Lane\DEIR\2 Project Description.doc • Implement General Plan policies to create a scenic roadway with bicycle lanes and a landscaped median. • Reduce pass-through traffic on streets within the South Park and Aston Avenue neighborhoods resulting in more livable neighborhoods including reduced noise levels, reduced pollution, and increased safety while reducing the potential for collisions. • Provide safer walking routes for school children in the South Park and Aston Avenue neighborhoods and for pedestrians in general by diminishing the potential for conflicts by encouraging pass-through traffic to use Farmers Lane Extension. • Reduce traffic on Petaluma Hill Road north of Kawana Springs Road to provide easier access to the businesses along Petaluma Hill Road and produce better traffic signal coordination operation along Santa Rosa Avenue. • Decrease traffic delay and conflicts on Bennett Valley Road and on Maple Avenue in front of the Sonoma County Fairgrounds by encouraging traffic to/from Petaluma Hill Road to use Farmers Lane Extension. Proposed Project and Alternatives A number of alternative alignments for Farmers Lane Extension and alternative configurations of the local street network were recommended during and after the public scoping meeting of April 29, 2002. The City Council requested that Department of Community Development staff return after the public scoping meeting to present alternative alignments for Farmers Lane Extension recommended for study in the SEIR. The alternative alignments that resulted from the scoping meeting are briefly described and mapped as shown in Appendix B. Through analysis of the public recommendations and the Extension project as originally proposed, inclusive of an alternative extending south to the Bellevue Avenue/Santa Rosa Avenue intersection, the study team focused all the suggestions into four basic alternatives, exclusive of the No Project alternative which is required under CEQA. With City Council concurrence on June 25, 2002, the four alternatives determined to be studied in this SEIR are described further below. Subsequently, prior to commencing preparation of this SEIR, a series of maps were prepared that encompassed the entire Southeast Plan area, inclusive of State Route 12 and Bennett Valley Road on the north, U.S. Highway 101 on the west, the eastward extension of Bellevue Avenue on the south and sloping hillsides east of the Plan area. Through site investigations and the examination of aerial photographs taken in the Spring of 2002, various features of the landscape were mapped and evaluated inclusive of biological resources, topography, drainage patterns, existing land uses, lot lines and circulation patterns.

Following this initial exploration of information known about Irrigated Lands Waivers, the NC Farm Bureau invited farmers in the Napa County Putah Creek area to join a coalition and apply for a group waiver. The group would organize to share best management practices and conduct water quality monitoring. Since that initial meeting, representatives from Napa County Farm Bureau, USDA Natural Resouces Conservation Service, (NRCS) Napa County Resource Conservation District, (NCRCD), UC Cooperative Extension, and the Napa County Agricultural Commissioner have further studied the issue and determined that irrigated lands in the area are primarily drip-irrigated wine grape vineyards. These farm operations typically employ minimal use of chemical inputs and utilize farm cultural practices that present a very limited potential to impact downstream waters with pollutants of concern. Water quality issues have been extensively discussed and addressed through various processes, including 2 different county watershed task forces and several technical advisory bodies, since 1989.

    4.5 BIOLOGICAL RESOURCES The Biological resources section provides background information on sensitive biological resources within Napa County, the regulations and programs that provide for their protection, and an assessment of the potential impacts to biological resources of implementing the Napa County General Plan Update. This section is based upon information presented in the Biological Resources Chapter of the Napa County Baseline Data Report (Napa County, BDR 2005). This section addresses biological resources other than fisheries which are separately addressed in Section 4.6. 4.5.1 SETTING REGIONAL SETTING The Napa County is located in the Coast Ranges Geomorphic Province. This province is bounded on the west by the Pacific Ocean and on the east by the Great Valley geomorphic province. A dominant characteristic of the Coast Ranges Province is the general northwest- southeast orientation of its valleys and ridgelines. In Napa County, located in the eastern, central section of the province, this trend consists of a series of long, linear, major and lesser valleys, separated by steep, rugged ridge and hill systems of moderate relief that have been deeply incised by their drainage systems. The County is located within the California Floristic Province, the portion of the state west of the Sierra Crest that is known to be particularly rich in endemic plant species (Hickman 1993, Stein et al. 2000). LOCAL SETTING The County’s highest topographic feature is Mount St. Helena, which is located in the northwest corner of the County and whose peak elevation is 4,343 feet.

Updates to the CALVIN model include new projected 2050 agricultural target demands and scarcity penalties, improvements to network- flow representation, especially agricultural, urban, and wildlife refuge demands, and extended surface and ground water hydrology, now covering an 82-year historical inflow hydrology. A new energy price scheme is applied to CALVIN, which incorporates hourly energy price variations into monthly CALVIN operations. Using one constant average price for a month underestimates hydropower revenue and overestimates pumping costs. Hourly-varying moving average prices improved representation of hydropower revenue without creating significant scarcities to agricultural and urban water users. Effects of ending long-term groundwater overdraft in the Central Valley are evaluated with several management cases using CALVIN. The cases include effects of Delta outflow and Delta exports from a “no overdraft” policy. The least cost overdraft that minimizes groundwater pumping and scarcity costs is calculated for the 82- year period. Prohibiting Delta exports result in severe water scarcities south of the Delta. Water operations are more economical when overdraft is ended with adaptations, such as more Delta exports, increased groundwater banking, and water trades, than historical operations with overdraft.

  • ARSENIC in DRINKING WATER Vacaville Meets the Limit
    The City of Vacaville (City) wants you, our customers, to know that your water system has met all water quality standards and is a safe and reliable drinking water supply. These standards are established by the U.S. Environmental Protection Agency (USEPA) and the California State Water Resources Control Board (SWRCB). In 2019 the City distributed over 5.3 billion gallons of high quality drinking water. This water was subjected to extensive testing, not only for regulated contaminants, but for many non-regulated chemical properties as well. More than 8,000 analyses were performed on drinking water samples in 2019. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants doesn’t necessarily indicate that water poses a health risk.
