1. Terms of Reference Introduction and General Background

The increased number of crimes in has been a critical issue in the past years. Limited access to the adequate equipment to monitor, prevent and capture perpetrators has been a challenge especially in rural parts of Kosovo. District of Ferizaj/Uroševac is one of the seven districts of Kosovo, with its seat in Ferizaj/ Uroševac. The responsibility area of Regional Police Directorate in Ferizaj/Uroševac, covers a big surface and has approximately 185,695 residents. There are different police stations in each municipality working within this directorate including the police stations of Ferizaj/Uroševac, Shtërpcë/Štrpce, Kaçanik/Kačanik, Hani i Elezit/, Shtime/Štimlje. The characteristic feature of this directorate is within their in the responsibility area is the highway which has a lot of traffic passing by daily since it connects the capital cities of Kosovo and Macedonia which is believed to help the movement of criminals more freely. The following proposal is based on the project and activities in support of the Kosovo Police within the Justice 2020 Program for the period 01 October 2018 to 15 June 2019. All proposed activities are strictly based on the mandate, strategic and operational priorities of UNMIK. The present submission covers the project and those activities to be implemented by UNMIK, with other partners, for this period. Based on the previous support provided by UNMIK in different projects regarding CCTV installations, especially in Graçanicë/Gračanica, Kaçanik/Kačanik and in Mitrovicë/Mitrovica South, the number of crimes decreased by a significant amount as a result of the installation of the new CCTV System. A great example would be the fighting of crime in Mitrovicë/Mitrovica South where the perpetrator was caught just three days after committing the crime. The feedback from the local authorities received was positive in every case.

Project Justification

Given the results described above, this project will contribute to the maintenance of public order and public safety and contributing to the more effective crime prevention and crime detection, while providing training opportunities with the specific aim of preparing the officers in charge for the proper use of the new CCTV system. The Regional Police Directorate in Ferizaj/Uroševac already has the monitoring room but there is currently no adequate technical solution in place for connecting the station-level CCTV System to Operations Room in Regional HQ. Accordingly, the provision of assistance in connecting CCTV System to Operations Room in Regional HQ would allow the Kosovo Police to significantly increase their performance in crime prevention and crime detection within a short period of time.

Project Objective

This project aims to improve the overall security situation for all citizens, to prevent and discover crimes in a more efficient manner, including traffic safety as well, and also to monitor certain persons/groups that are either endangered to be radicalized or have been radicalized already.

Immediate Objectives

The main objectives of this project are:

 Kosovo Police and subsequently also the four municipalities, as beneficiaries to the project will have significant increase in public safety and Kosovo Police will have enhanced capacity in prevention and detection of crimes.

Outputs

The project will:

 Allow the station-level CCTV System to become more utilized in operational level with the central unit at Regional Police Directorate in Ferizaj/Uroševac;  Support the work of Kosovo Police to monitor the security situation more efficiently in its area of responsibility.

Activities Activities to be performed by the project implementing partner include the following tasks as listed below:

 Connection of the CCTV System of Shtërpcë/Štrpce, Kaçanik/Kačanik, Hani i Elezit/Elez Han, Shtime/Štimlje police stations to the integrated surveillance platform central unit at the KP RPD in Ferizaj/Urosevac;  Training with the specific aim of preparing the officer in charge for the proper use of the new CCTV system;  Upon installation, requesting the Kosovo Police to notify UNMIK Police about the results and giving a comprehensive overview how the new CCTV system has affected their daily performance and crime statistics on quarterly bases for a year.

Inputs UNMIK will provide funding from its programmatic budget to undertake the activities envisaged in this project to be completed by 15 June 2019.

Timing The implementation period is expected to last from the time of contract award until 15 June 2019.

Reporting The beneficiary is expected to report about the project progress on quarterly base after three months of the operational phase. The beneficiary will draft a report giving a comprehensive overview of how the new CCTV system has affected their daily job and crime statistic rate through an e-mail to UNMIK. The certificates of handover activities will be completed by UNOPS as a part of closing activities.

QUALIFICATION CRITERIA

 The Bidder should be authorized by manufacturer for supply and installation of equipment – to be provided the Manufacturer Authorization Form for main equipment;  The bidder should demonstrate previous experience of having been supplying similar goods and services for the last 5 years; at least two projects during the last 3 years– to be provided the list of implemented projects for CCTV system including at least 3 (three) references or technical acceptance certificates;  The Bidder should have professional staff involved in project implementation, at least 5 engineers to be provided a copy of University Diploma or Certificate and/or Technicians – certified for installation of this kind of products, to be provided copy of certificates;  The Bidder should submit the technical proposal including the Catalog, brochure, detailed technical specification from the manufacturer or similar document that will prove the required technical characteristics of the product offered (indicating the model);  The Bidder should submit the quality certificates for main equipment – to be provided Quality or Conformity Certificates for offered equipment.

MOUNTING AND INSTALLATION

The installation of the system should include, supply, installation, mounting, put-on, testing and finalizing of all the network components. The installation should include:  Supply, installation and configuration of the cameras into the existing wood and metal poles;  Supply and installation of all other necessary elements which need to be part of the network;  All devices should be installed and configured according to the KP staff needs.

3. Delivery requirements:

Bidder shall deliver the goods no later than 4 (Four) Weeks within contract Delivery time signature date.

At the time the Contract is awarded, UNOPS reserves the right to vary the quantity UNOPS Right to of the goods and associated services specified above, provided this does not exceed vary requirements +/- 20%, without any change in the unit prices or other terms and conditions of the RFQ

1) The offered goods must comply with requirements laid down in the RFQ Schedule of Requirements. The required specifications present minimum requirements. Bidders may offer goods with more advanced specifications and such offers are accepted as appropriate. 2) Bidders shall be allowed to quote prices for one or more lots identified in Schedule of Requirements. However, bidders must offer 100 % of the items specified and to 100% of the quantities specified for each item. 3) Bidder should be in continuous business of manufacturing / supplying the specific products as defined in RFQ Schedule of Requirements. 4) The bidder must have at least five years’ experience in dealing with the provision of goods similar to the one as specified in the RFQ Schedule of Requirements. 5) All costs including provision, transportation, delivery and offload and installation on the Beneficiary’s premises, of the equipment as per RFQ must be included in the price. Supplier will also cover the costs of forwarder and the custom clearance agency, if needed. 6) Bidder warrants that offered goods are new and unused. Bidder shall further warrant that none of the supplies have any defect arising from design, materials or workmanship. 7) UNOPS or their representatives reserve the right to inspect and/ or test any or all item of the goods to confirm their conformity to the contract, prior to dispatch from the supplier’s premises. Such inspection and clearance will not prejudice the right of the consignee to inspect and test the goods on receipt at destination. If the goods fail to meet the laid down specifications, the supplier shall take immediate steps to remedy the deficiency or replace the defective goods to the satisfaction of the purchaser.

1 Incoterms 2010 defines DAP as 'Delivered at Place' - the seller delivers when the goods are placed at the disposal of the buyer on the arriving means of transport ready for unloading at the named place of destination. Under DAP terms, the risk passes from seller to buyer from the point of destination mentioned in the contract of delivery.
