3. MINUTES OF LAST MEETING HELD FRIDAY July 2019 Minutes were accepted as true, and signed by the Chair, Eira Lewis.

4. MATTERS ARISING FROM THE MINUTES  Highway and Speed enforcement Mr Brian Wilcock Jones attended the meeting in response to matters brought up by the members of the community

Speed there has been 2 speed surveys carried out and have been analysed the results do not meet the criteria for Go Safe top attend the village .As a result the village will be loaning a speed activated sign form the council which will be in place in November 2019(this is a shortened version David Robinson brought up the Welsh Government idea of 20mph .) Double yellow lines That they will not implement double yellow lines High street junction with Berwyn Street Road at the Canolfan corner There have been reports made to the council that HGV,S travelling Northbound around the corner opposite the Canolfan that have struck a building .The County council have explored the placing of Bollards at the side of the road guiding vehicles away from the premises and to guide vehicles around the corner. Although they say that this is not sufficient to prevent a building strikes. Mr B Jones was informed that there had been other building strikes including the Bell and the shop. Pavement installation was discussed between the corner opposite the canaolfan towards the bridge ,this would be considered next year by the County Council. . David Robinson mentioned a scheme that uses white lining and pedestrian signs to indicate footpaths on the roads. Hatching in the centre of the road near the Canolfan was considered as a visual aid to drivers entering the corner but the engineer considered that the road was to tight at this point and therefore not feasible option. Speed humps discussed 2 types ,speed cushions there was a maintenance issue. Solid one piece rubber cushions are effective but do present there own issues such as noise at night . Physical barrier narrowing of the road at the south end of the village ,not feasible due to the line of sight . RedRumbl e strips are ineffective due to habitual driving . Re Lining of Village Roads The County council will be re lining the roads in the village .

.  Parking Rhos LLan is no different to other Cul de sacs ,Double yellow lines considered,but enforcement is an issue 5 CORRESPONDENCE – Methane digester Due to the small amount of waste the authority state that no rules are being broken there would be no harmful/damaging effects to the public .There has been an offer to the Community Council to see how the digester works Denbighshire CC, Tania Evans –Application footpath between Rhos Helyg and the Cemetery .The county council wish to know whether the community council have discussed this matter in the past, either when the planning development was requested or in 2006 and when the builders were fencing the area off before

One voice Tracey Gilmartin has stated that Community councils will have to prepare a plan to maintain and enhance biodiversity. Guidance will be issued shortly

South Denbighshire have asked for a letter of support in there strive to continue successful services in the local area

Denbighshire CC Paul Hughes informing that there will be work carried out on the stabilising the retaining wall supporting Berwyn Street adjacent to the river Ceidog due to take plave 2/9/19 to the 30/9/19

9 MATTERS FROM THE COMMUNITY  Review Risk Assessment – no changes to present Risk Assessmnet  Review Cemetery prices – no changes  Financial Regulations – Poor road surfaces Dinam Road ,,Pennant,on the Wayfayers  Bridle way . Near to Blaen Cwm is narrow Clerk to contact council.(This should be Blaen yr dre Not Blaen Cwm)  Cutting of verges Lack of verge cutting Mabon to contact the Council’  Rhos Helyg Cars parked opposite the close Mr B Jones stated he would have a look.

 Ysgol Bro Dyffrdy Becky Mollinson White states that she has been to the press and voiced her concern over the children numbers in the LLandrillo area and whether the school has the capacity to take all the children.She mentions the option of bypassing Denbighshire County Council and going to Welsh Government to resolve the matter.Councillor R Jones states that not all elect to send their child to the local . .  Old School Becky Mollinson White and David Robison explain that Denbighshire County Council have produced a Drafthead of terms in relation to the lease of the old school ,He states that they have funds to sustain the running costs of the School .He further asks whether the Community Council will support the principle of the venture.That he will be seeking legal advice regarding the Draft head of terms if the Council agree in principle to this.A member of the council states that there should be no financial comebacks on the council .Head of Council Mrs E Lewis puts issue of the lease to the Community Council to it to the council. Community council agree but this is subject to legal advice.Becky Mollinson White will E mail Tom Booty and state that the Community Council agree to the lease in principle subject to legal advice  Tree Bro Dinam Is there going to be a replacement.
