R163 Approval of previous Minutes Minutes for the Monthly Meeting on 2nd November 2020 were signed as a true copy.

R164 South Parishes Joint Working Group (SWP) Updated reports from SWP Group forwarded to Cllrs as and when received. Stobarts judicial review closing date for appeal is 14th December. Meetings held with M Bell, WBC, with further meeting planning with S Parks in Jan 2021.

R165 PC Representative on Stretton/ Appleton Thorn liaison group The vote for Cllr J Doherty to act as representative of Stretton PC at the above Liaison meetings was ratified. It was also resolved that Cllr J Doherty represent the PC at meetings with BECG.

R166.2 Setting of Pre-Cept 2021 It was resolved that a 2% increase be implemented for the forthcoming financial year.

R166.3 Npower Bill Update Offer for settlement agreement forwarded to Npower for their consideration. Chased but Knights awaiting response from npower. Clerk to write letter to npower direct for an update.

R167 New Website Platform It was resolved that the PC move to the new website platform.

R168 A559 Proposals FOI response received regarding A559. Same proposals put forward as possible options, all unacceptable to residents. Unable to change classification to B road unless all parties along the route approve – will not be provided. Unable to implement 20mph limit as minimum number of houses on road not met.

Query raised with all villages via ChALC, responses report similar issues across other villages but with no clear solution.

Both PC and WBC unable to progress further. Bypass only acceptable solution but cost prohibitive. As such, PC to continue to push for bypass and request ChALC take up the issue on behalf of all villages affected by HGVs/speeding.

PC to consider purchasing solar speed camera. Clerk to report overgrown hedges outside Whitegates.

R169 New Public Rights of Way Office Cllr Tony Lyons and Cllr P Lyons expressed an Interest and abstained from the vote.

It was resolved that John Patterson be appointed the PROW for Stretton.

Commercial Planning Applications (1) Application No: 2020/38106 Location: WALNUT TREE FARM, ROAD, STRETTON, WARRINGTON, WA4 4PG Proposal: Full Planning - Proposed Change of Use and Alterations of Existing Building from Agriculture to a Mixed Use as a Grain Store and Storage of Documents (Agriculture & B8) Applicant: T Blackshaw Received: 17th November 2020 – extension approved to 10th December 2020 for response It was resolved that comments be submitted, covering the following;

Firstly, Stretton Parish Council would like to thank WBC for the short extension in response time. Comments noted by the PC are as follows;

- The rationale behind this application directly contradicts a previous application, where it was stated that storage was no longer required - hence the application for change of use. Why then is this storage now needed/not foreseen? - The number of cars requiring parking at this business development park is at/exceeding capacity. - This results in a number of vehicles exiting the premises onto A559 at the same time, a road which has ongoing issues with speeding and HGVs. Road safety remains a significant concern for the PC and at some point Highways need to address this, before

commenting further on applications which impact negatively on this road. - The vast amount of applications submitted on this site has resulted in an ever growing business park development, which, had it been done in one application s106 would have had to be considered. - The sheer number of applications has resulted in a large development by stealth.

Given the above points and the expectation that this will not be the last application for this site, Stretton Parish Council would formally request that representative(s) from Planning visit the site prior to any decision being made, in order to fully understand its size and the issues with the current development.

Enforcement Cases ENF/20/08123 - Hardcore laid at property in Summit Close, Lower Stretton. Update; Hardstanding - The planning history for the site forms part of the residential curtilage of Summit House and Summit Cottage. Because the land is classed as curtilage planning permission is not required for the hardstanding element.

Fencing/Gate – Planning permission is required for this because it exceeds 1m in height adjacent to the highway. I am currently in talks with highways officers to determine whether there are any concerns from a highways perspective, however it may be that we request a planning application to determine this. I will advise should this be the case.

Vehicles – During my visit I noted a white transit van and a catering van on the land. The white van is used by the landowner as part of getting to and from work and therefore potentially this would not be a material change in use of the land. The catering van is currently only being stored on the land due to the current impacts of COVID . I have been advised that on any normal day this vehicle would ordinarily be at the place of work. The owner is hoping that when COVID restrictions are relaxed this will be removed from the land. I would suggest that this is monitored by residents over the next 6 months and if the vehicle becomes more of a permanent feature on the land then we can look further at this issue from a planning perspective.

Noticeboard – funding applications completed. Clerk to provide ongoing update. End date for reconsidering options – March meeting.

SID/Batteries –Replacement batteries working well.

Christmas Trees – Green have provided Estimate replacement tree opposite C&L. Primrose approached and awaiting response from Barratts. Query raised re. potential tree location and possible underground services at Swinley Forest Drive.

Replacement plaque kindly fully funded by The Partridge pub and installed by S Shaw. Letters of thanks to be sent, with gift to be purchased for Adam, Area Manager, who arranged everything, Budget £20 approved.

R172 Correspondence • WBC Consultations – link to all live Consultations https://www.warrington.gov.uk/consultations • Police Stats –https://www.police.uk/pu/your-area/cheshire-constabulary/hatton- stretton-and-walton/ - latest available are Sept stats. • Crime: No Crimes reported to the Police. • ASB: Nothing reported, foot patrol carried out day and evening especially around Pewterspear Green, no issues. • Speed Enforcement: 4 x Hatton Lane, Stretton 21 activations Highest speed 43mph, 2 x Stretton Road Stretton 1 x activation Speed 48mph in 40 limit. • Traffic notices received sent out to Cllrs. • Update from Highways provided on proposed Cat & Lion junction improvements; Discussions have progressed with Homes to the point that rather than appoint their own consultants to implement the works they intend to provide funding for the Council to undertake the works. It is understood that they will be in a position to meet the Council’s fees, costs and the total scheme cost in March/April 2021. Initial programming suggests that works will commence in Summer 2021. Request to be sent to meet with PC prior to any works being undertaken, given concern re. lack of space for proposal for two lanes outside Roadside Farm. • Requests sent to pick up again with Hatton and Walton PCs on Boundary Review, deferred due to Covid. Virtual meeting to be arranged once Hatton has responded. • HMRC have extended funding for replacement of tree felled in the South Warrington area, including Stretton. Any suggestions to be forwarded to Judith for consideration. Letter to be sent to WBC, copying in Cllr J Wheeler, HMRC and Appleton Thorn PC advising that proposal for tree replacement to go outside of the villages affected is wholly unacceptable.

R173 Councillors Issues • Minutes of IBF liaison group to be sent out when received. Any queries to be raised with Cllr J Doherty. • Chalets at The Meadows, Hall Lane – query to be raised who is living there, given recent advice that only two chalets occupied, despite evidence of third occupancy and written advice in earlier planning application. Outstanding query with WBC on the positioning of chalet not being in line with approval given. Are business rates applicable? Clerk to request clarification.

• A559 road breaking up due to heavy vehicles. Meeting with Highways already being arranged. • Road names at St Saviours not yet provided – requested by Clerk. Awaiting response from WBC. • Bus stop on London Road requires a tidy up – Cllr B Jones kindly volunteered to complete. Timetable to be requested at bus stop on Stretton Road.
